Interpretive Center
The Poway Center for the Performing Arts was proud to host the U.S. Army Field Band and Soldiers’ Chorus
for 600 delighted patrons. The patriotic evening was free to the public and the Facebook post after the
performance had a reach of more than 12k. Staff conducted vaccine checks for the first and hopefully, last
times for this performance and a crowd of 800 for Naturally 7 one day prior. The effort put into the public
information campaigns proved beneficial to the process.
Old Poway Park Staff met with presidents of the 11 Old Poway Park Action Committee (OPPAC) groups.
OPPAC, made up of over 300 volunteers, supports the park in various capacities including taking care of
specific park gardens, running events, operating the train and museums, and more. Park staff and OPPAC
Presidents meet every other month to discuss pertinent items, with this meeting reviewing the upcoming year
at the park, discussing upcoming OPPAC-run events, and other park-related projects and activities. Park staff
also meet individually with presidents of a handful of OPPAC groups every month to discuss items specific to
that organization. The OPPAC groups are critical to the operations of Old Poway Park, and despite closures
for a large portion of last year due to COVID, OPPAC volunteers still contributed over 6,700 hours to the park.
Schools are starting to open back up for field trips for the remainder of this school year. OPPAC groups are
currently struggling with a limited volunteer base, volunteers not ready to return yet due to COVID, other
volunteers who decided they no longer want to volunteer, and increased difficulty finding new volunteers. Old
Poway Park staff are working with OPPAC organizations who participate in the Historical Tours to determine
how best to operate the in-person tours this year.
Teens were star-struck at the Teen Backyard Movie Night on February 19 at the Mickey Cafagna Community
Center. More than 55 moviegoers enjoyed lawn games, BBQ, a popcorn/candy bar, and a showing of Shang-
Chi and The Legend of The Ten Rings.
More than 250 patrons popped on over to Bubbles In The Park on February 21 at the Mickey Cafagna
Community Center. Families enjoyed fruit stamps, bubble wands, making a bubble wrap octopus, sensory
activities, and a bubble performer presentation.

PLANNING
Neighborhood Meeting for Proposed 20-Lot Subdivision at 13667 Twin Peaks Road
On February 22nd, a neighborhood meeting was held for Tentative Tract Map (TTM) 21 -003 and
Development Review (DR) 21-002, which are applications for McKee Orchard, a 20-lot single-family
residential tract home subdivision of a 4.77 acre parcel at 13667 Twin Peaks Road. There were 22
people in attendance other than City staff, the developer, and the developer’s consultants. The
majority of the attendees spoke. Their comments covered concerns for drainage, opposition to
taking subdivision access from the Holly Oak cul-de-sac, and the developer’s decision to utilize State
Housing Density Bonus laws. At this time, the application has incomplete items, including providing
adequate stormwater treatment facilities. Once these items are addressed, staff will proceed with
preparing the project and its environmental determination document for notice and public hearing.
Tenant Improvements at Palomar Medical Center
On February 7th, a 16,464 square -foot interior tenant improvement permit was issued for Palomar
Medical Center’s outpatient surgery facility at 15611 Pomerado Road. Associated planning permits
(MCUP05-005 and DR04-11) were approved in November 2005.
New Wireless Communication Facility at 13250 Gregg Street
On February 15th, a Minor Development Review Application was submitted to construct a new
wireless communication facility for Dish Wireless consisting of wall -mounted antennas and ground
mounted equipment at 13250 Gregg Street in the South Poway Business Park.

On February 8th, a building permit was issued for a 499 square -foot guest house conversion to an
ADU at 14831 Espola Road.

On February 14th, a building permit was issued for a 1,280 square-foot ADU garage conversion at
13671 Tierra Bonita Road.

CODE COMPLIANCE
Notice of Violations to be Issued
16367 Martincoit Road - Complaints were received related to excessive junk accumulation. San
Diego County Vector Control conducted tests to determine if there were diseased mosquitos located
on the property and determined that there were no findings. The San Diego County Sheriff’s
Department Psychological Emergency Response Team (PERT) attempted a welfare check on the
resident to provide services and were unable to make contact. Code Compliance will continue their
attempts to gain compliance for the junk accumulation throughout the property and will be issuing a
Notice of Violation. A previous courtesy notice was issued in September 2021.
13746 Frame Road - Code Compliance will be issuing a Notice of Violation on the property fo r
ongoing junk accumulation throughout the property, giving a thirty (30) day compliance
timeframe. This property was formerly subject to an abatement warrant and City Council action for
abatement and the previous case was closed after the property was s ufficiently cleaned.
CAPITAL IMPROVEMENTS
Sewer Line Repair and Replace (Pomerado Road at Stone Canyon Road)
CCTV video of the pipe linings have been submitted by the contractor. Once the inspection video
has been reviewed and approved by the City of San Diego Wastewater Collections Supervisor, staff
will coordinate with the City of San Diego Field Inspector to confirm the extent of pavement and
sidewalk repairs required for this project. This amount is expected to be less than previously
anticipated due to other work performed concurrently in the area by other contractors.
City Hall HVAC Controls Replacement
The Public Works HVAC contractor completed the final repairs to the air handlers last week. Sunbelt
Controls will commission the air handlers, which will complete the HVAC controls project.
Welcome to Poway Sign Replacement
The contract to replace the damaged sign on Poway Road at the western City limits is scheduled for
consideration by the City Council on March 15th. Three bids were rece ived. The engineer’s estimate
was $40,000, and Tri-Group Construction and Development was the lowest apparent bidder at
$33,750.
LAND DEVELOPMENT
Honda Inventory Lot
City staff returned comments on the 3rd submittal and received the 4th submittal for the street
improvements required as a part of the Poway Honda Inventory Lot redevelopment project.
Improvements include eliminating one of the driveways to the lot from Poway Road and revising the
existing sidewalks, driveways, and pedestrian push buttons so that they are compliant with
accessibility standards.
St. Bartholomew’s Church
Construction for the subject project is now complete. City staff released the signed grading plan
mylars to the project engineer to make the approved as-built changes. The project removed the
existing parish hall and expanded the parking lot at St. Bartholomew's Church on Pomerado Road.
Funderburg Residence
City staff returned minor comments on the 3rd review of a grading plan for a proposed single -family
residence on Summit Circle.

Smithers Properties
City staff issued comments on the 1st review of a boundary adjustment application revising the
boundary between two parcels on Paseo de la Huerta.
Twin Peaks Plaza
City staff conditionally approved the request to allow electric vehicle charging stations to encroach
within City held easements in the Twin Peaks Shopping Plaza. The applicant is required to pay the
fee for the Encroachment Agreement applica tion and then City staff will complete the agreement
document and request owner signatures.
MacLaurin Property
City staff provided comments on an administrative clearing permit application to allow vegetation
clearing associated with the development of a garage addition for an existing residence on Poway
Road (on the south side of the Poway grade).
Nguyen Property
The Engineer of Record has submitted redlined record drawings for the partially graded lot on Oak
Canyon Road. The grading plans originally wer e approved for the grading to provide access along
the proposed driveway to the proposed pad for the development of a single -family residence. The
owner however, has decided to end the project and sell the property instead. City staff has worked
with the owner to stabilize the partially graded site. The redlined record drawings are to document
the grading that has occurred and to accurately reflect the current condition of the property.
Eschbach Residence
The ten-day notification period to property owners within the 500-foot radius of a boundary
adjustment application between two properties on Joyas Court has ended. City staff received three
inquiries from nearby neighbors needing further explanation of the application. Once City staff
explained the purpose of the notification and the effect of the boundary adjustment on their
properties, they had no issue or comments on the application. City staff also received a letter from
the president of the HOA for the residences objecting to the boundary adjustment application. After
reviewing the letter, City staff found no basis in the letter to reject the boundary adjustment
application. The letter focused on the development of the single -family residence on one of the two
properties associated with the boundary adjustment, and not on the boundary adjustment itself.
Colburn Residence
City staff received the submittal for a construction change lowering the pad elevation by two feet for
a proposed single-family residence on Cedar Ridge Court.
San Diego Gas & Electric Substation
City staff returned minor comments on the 2nd review of a grading plan associated with drainage
changes at the SDG&E substation on the corner of Twin Peaks Road and Budwin Lane.
Sharp Hospice Home
City staff has received the 2nd submittal of both the grading plan package and the public
improvement plans for the proposed Sharp Hospice Home proposed at the southwest corner of Valle
Verde Road and Espola Road.
STORMWATER
Los Peñasquitos Lagoon Restoration Project
City staff met with the City of San Diego and other Copermittees in the watershed (City of San Diego,
County of San Diego and City of Del Mar). The City of San Diego staff prompted this meeting as an
opportunity for the other Copermittees to ask questions regarding the anticipated cost increase due
to the increase in the projects’ excavation quantities. The City of San Diego staff state that the

increases are necessary in order to reduce channel elevations sufficiently to reach the neede d
salinity levels. Without these increases, current modeling shows that the intended 24 acres of
saltmarsh restoration for Phase 1 cannot be achieved. With these increases, the anticipated acreage
of saltmarsh restoration in Phase 1 will increase to 51 acres and the cost of the project will increase
as well. At the meeting, Poway staff questioned the expanded scope and associated costs and
indicated that we are not in agreement.
INSPECTION
Ramirez Residence and Accessory Dwelling Unit
Del Poniente Road (G21-0006) - The contractor has completed most of the grading. Both keystone
retaining walls and all pad drainage, not including area drains are complete. The contractor has
created the vertical back cut and has begun excavation of the retaining wall footing for the wall that
will span the rear portion of the pad and support the back cut.
Heritage Hill Slope Repair
Cree Drive (G20-0022) - The preconstruction meeting for the repair of two failed areas along a slope
below the rear yards of two existing homes on Cree Drive has been held.
Fairfield
Poway Road (G21-0007) - All buildings, concrete and asphalt surface improvements, and all
underground utilities on the demolition plan have been removed and disposed of. The preconstruction
meeting for the grading of the project site has been held, and the owner’s representative and contractor
signed all applicable paperwork. Grading began and is ongoing as crews work to remove large boulders
and the existing retaining wall along the perimeter of the property.

The Farm
Stoneridge Country Club Lane (G21-0001& STI21-001) - Keyways and over-excavations for lots 133
thru 137 have been completed. The 12” waterline that crossed the property in that area was cut and
capped to allow grading. The contractor has begun to grade along Espola Road ; over-excavation
and fill continue. A soils technician is on site to monitor all fill placement and test as needed.
Lara Residence
Golden Way (G18-0011, WI19-002) - The preconstruction meeting for the grading and installation of
a waterline with fire hydrant has been held. Staking has been placed and clearing of the existing
vegetation has begun. Last week the contractor potholed the existing waterline to determ ine depth
and tie-in location.
Beeler Creek Restoration
Kirkham Way (G20-0014) - The contractor completed forms, reinforcement, and placement of the
concrete for the emergency access road at the west end of the project. The contractor is working on
the drainage system for the service road, the system consists of 15 brooks box catch basins and 6”
piping that will eventually drain into Beeler Creek. This project is associated with the reclamation
plan for the adjacent mining operation.
Pomerado Road SDG&E 16” Gas Main Conversion
Pomerado Road between Ted Williams and Scripps Poway Parkway (RW21 -0126) -
Crew #1 - The contractor continues working on Pomerado Road southbound, north and south of
Stowe Drive. The contractor continues to install the 16” gas main, base pave and place the temporary
pavement cap from just south of Poway Road to midway between Stowe Drive and Scripps Poway
Parkway.

Crew #2 - The contractor continues to install the 16” gas main, base pave and place the temporary
pavement cap on Pomerado Road northbound and southbound between Vaughan Road to north of
Leone Way.
Berg Residence
Running Deer Trail (MDRA16-013) – All work is complete. The site has been inspected and no further
engineering inspections will be required. The project inspector has signed the occupancy request
form and delivered the file for close out.

Knox Rapid Entry System
Prevention staff met with a Knox security representative to discuss their latest products.
Poway High School
Met with the drama department at Poway High to discuss maximum seating occupancy for an
outside theatrical production.
Between Monday, February 7th and Sunday, February 20th, personnel completed 587 hours of
training and activities. The top three topics
included 320 hours of Company Training,
158 hours of Facility Training, and 50 hours
of Officer Training.

1 Completed New Hire Firefighter/Paramedic Orientation for one lateral and one entry level
firefighter/paramedic.
2 Conducted Fire Engineer Promotional Testing for 6 candidates. Candidates participated in

operations, and driving operations.
3 Fire prevention training provided to review the fire company inspections program (FCIP) and

Stormwater & Flood Control
Safety Rodeo 1 The Public Works Safety Committee returned
from a COVID induced hiatus and held its first
“Safety Rodeo” since 2019. Training included
driving the loader, using the electronic message
sign boards, chain saw safety and securely tying
down items to transport them safely. The training
introduces crewmembers to safety concerns and
how to avoid hazards in the operation of essential
equipment. See pictures later in this report.

Contract Inspections Inspections of LMDs 83-1A, 83-1B and 83-1C
were completed. Fallen tree limbs were removed
from Twin Peaks and Espola Roads. Attended
LMD budget meetings and a citrus grove
meeting. Processed invoices. Make small
irrigation repairs in LMDs 86-2A and 86-1A.
Attended the Safety Rodeo. Resolved a billing
issue with West Coast Arborists for LMD 86-1A.
Parks, Trails & Landscape Maintenance
Arbolitos Mini Park Removed graffiti from the sidewalk.
Aubrey Park Completed irrigation mainline repairs; resolved
four failures. Checked and adjusted irrigation
systems and performed weed abatement.
City Hall Checked and removed trash.
City Owned Properties Scheduled delivery of two 40-yard dumpsters to
be used for open lot on York Avenue. Mowed the
Community Road properties.
Community Park Performed irrigation repairs. Filled holes in the
pens at Dog Park. Trimmed shrubs and planters.
Repaired faulty playground components.
Garden Road Park Continued gopher abatement. Cleaned and
organized both storage rooms.
Hilleary Park Performed irrigation repairs to the entry planters.
Addressed graffiti and vandalism to the
playground and restrooms.
Lake Poway Park Knocked down exposed rebar from stairs leading
to the lake shoreline. Removed parking lot
fencing that was hit by a truck delivering a
chicken coop to the Future Farmers of America
site. Irrigation system check and adjustments.
Trimmed back acacia along both sides of the
lake entry gate. Located and repaired an
irrigation break near the upper playground.

Old Poway Park Performed weed abatement and trimmed trees
and shrubs. Repaired and adjusted irrigation.

Silverset Park Replaced damaged irrigation and added
decomposed granite to the path. Performed an
extra restroom clean due to defecation on the
floor. Investigated a falsely reported fallen tree
on Valle Verde and Edina Way. Irrigation audit
and repairs were made. Prepared for and
presented at the Safety Rodeo.
Starridge Park Performed irrigation repairs and adjustments.
Set two new concrete BBQ’s, removed an old
wooden picnic table. Spread mulch. Provided
support for generator work.
Sycamore Creek Park Trimmed back the shrubs (East). Herbicide
application at both parks.
Valle Verde Park Raked out leaf debris around the playground
planters. Replaced a damaged toilet paper
dispenser. Removed park fencing cap along the
sides of the ballfield and playground per City
Manager. Added 30 feet of edging. Prepared for
and presented at the Safety Rodeo.
Miscellaneous Parks Four staff attended pesticide webinars for
continuing education credits. Herbicide
applications were delayed due to winds and
heat. Removed plastic picnic tables from North
Park Produce. Attended Safety Rodeo.
Miscellaneous Trails Assisted with the removal of wood posts from the
Iron Mountain parking lot. Trail Lead continued
on-site training with Manager. Cleaned and
organized both trail sea containers. Applied
herbicide in Iron Mountain staging area/parking
lot. Removed 22 bags of green waste generated
by a volunteer trail project along the West Ridge
Trail.
Emergency Response
Emergency Response Callouts 7 Responded to an irrigation leak at an LMD,
resident request for a sewer clean-out; blockage
on resident’s side, investigated a meter leak;
changed gaskets, a fire hydrant hit by a vehicle;
turned off water to hydrant, shut off water valve at
operations for the construction crew, flushed lines
and turned the water back on at end of shift, and
a water leak that was on the resident’s side.

Safety Training and Events
On February 17, 2022, the Public Works Department held its first Safety Rodeo of 2022 at the Crosthwaite
Materials Handling Yard. This was the first Employee Equipment Safety Training Committee event
conducted since 2019. The Public Works Department conducts 12-15 safety trainings per year to adhere to
Cal-OSHAs requirements and to enhance overall employee safety awareness. One way the department
enhances employee safety awareness is through the safety rodeos. The Committee seeks to address
safety awareness and develop employee’s skills and safety practices. Staff is introduced to various types
of equipment and their safe operation.
