We had a record-setting first day of Spring registration on March 1. 837 registrations and $51,153 in revenue,
which is up 32% over 2020 registrations and up 57% over 2020 revenue.
Kids slithered their way through the reptile-themed Kid’s Night Out at the Mickey Cafagna Community Center
on March 4. Lizard Wizard of San Diego provided hands-on learning and screams of delight for 56 participants.
The first Swim Center Lifeguard training class of 2022 finished on February 25. Three additional classes will
be taught in March and April in hopes of securing strong lifeguard candidates for spring and summer staffing.
The Swim Center pool heater was repaired last week. Staff is pleased to have two, fully operational heaters
that can adequately maintain a comfortable swimming temperature for the public.
In an ongoing effort to bring history to life, recruitment for a historical crafter or tradesman to occupy the old
Blacksmith Shop at Old Poway Park has begun. Applications are due April 30 and can be found here: Crafter

To date, the Poway Center for the Performing Arts concession/bar operation gross sales are up $7,316 year-
over-year compared to pre-COVID operation.

PLANNING
Appeal of Minor Development Review Permit for a Hospice Care Facility at 16752 Espola Road
On February 25th, an appeal was filed with the City Clerk to appeal the issuance of Minor
Development Review Application (MDRA) 21-023. MDRA21-023 is a request by Sharp Healthcare
to construct a single-family residence with six bedrooms to be used as a residential care facility
(hospice) at 16752 Espola Road in the Rural Residential C zone. The appeal will be scheduled for
consideration by the City Council at an upcoming Council meeting.
CAPITAL IMPROVEMENTS
Fire Station 1 Interior Stairwell
The scope of this project is to construct an interior stairwell in the southwestern corner of the station
to facilitate interior access between the two floors of the building and remove the exterior stairway.
The plans have been initially reviewed by the Building Department. After a stakeholder review
meeting this week, the Building Department comments will be addressed and resubmitted for permit
issuance.
Water Treatment Plant Security Upgrades
This project is a joint effort between the IT Department and Development Services Department. The
project involves the replacement of the existing camera system due to the existing cameras not
having the resolution and functionality required for the treatment plant operators. The project will
install 25 new cameras. The cameras will be a mix of fixed position and pan-tilt-zoom cameras. The
project will use the facility’s existing fiber optic network to reach some of the outlying camera
locations, as well as install new network servers and power inputs. The project will be advertised for
construction later this month.
Annual Trash Capture Program
The Trash Capture Program is a mandate from the Regional Water Quality Control Board by the City
with the intent to prevent trash and debris from entering the storm drain system. In compliance with
this mandate, devices designed to capture debris 5 millimeters and larger are to be installed within
the existing storm drain system adjacent to land use areas known to generate trash. The Program
has installed 55 capture devices within existing storm drain facilities last year and will be advertised
for bid to install roughly 150 additional devices this summer.
LAND DEVELOPMENT
Honda Inventory Lot
City staff approved the plan for the proposed street improvements required as a part of the Poway
Honda Inventory Lot redevelopment project. Mylars have been submitted and staff has requested
the fees and securities to be placed. Improvements include eliminating one of the driveways to the

lot from Poway Road and revising the existing sidewalks, driveways, and pedestrian push buttons
so that they are compliant with accessibility standards.
St. Bartholomew’s Church
Construction for the subject project is now complete. City staff received and accepted the as-built
mylars. The project removed the existing parish hall and expanded the parking lot at St.
Bartholomew's Church on Pomerado Road.
Fairfield Offsite Improvements
City staff has returned comments on the 2nd submittal of the offsite improvement plans for the
Fairfield mixed-use redevelopment project. The improvement plans included the new traffic signal at
Carriage Heights Way and Poway Road, utility connections to the site, a bus shelter, a new and
revised center median, and improvements fronting the site on the south side of Poway Road.
Sharp Hospice Home
City staff has provided comments on the 2nd review of the grading plan package for the Sharp
Hospice Home proposed on Valle Verde Road. City staff also provided comments on the 2nd review
of the improvement plans for the proposed fire hydrant required for the project.
Lyon Estates
City staff has returned comments on the 2nd review of the final map, the open space easement
documents and grading plans associated with the 10-lot residential subdivision proposed at the end
of Larchmont Street.
Scheinblum Residence
City staff approved the Certificate of Line and Grade and the Soil Compaction Report for the single-
family residence on Heritage Drive.
Hidden Valley Ranch
City staff approved the final map, public improvements and grading plans for the 40-lot subdivision
on Old Coach Road. Staff has routed the Final Map mylar plans to the City surveyor for review and
signature and is awaiting the improvement and grading securities from the owner. Approval of the
Final Map is scheduled for City Council consideration on March 15th.
Northcrest Lane
City staff provided comments on the redlined record drawings and soil compaction report associated
with the legalization of a grading violation that occurred at a property on Northcrest Lane. Staff also
requested a site meeting with the Engineer of Record to discuss the redlined record drawings to help
streamline the process.
Funderburg Residence
City staff received the final grading mylars for review and approval along with payment of the
remaining grading fees and securities required prior to grading permit issuance for the proposed
single-family residence on Summit Circle.
Colburn Residence
City staff provided 1st review comments for a construction change lowering the pad elevation by two
feet for a proposed single-family residence on Cedar Ridge Court. The construction change also
altered the design of the stormwater treatment facilities, however no calculations to support the
design change were provided.

INSPECTION
The Farm
Stoneridge Country Club Lane (G21-0001& STI21-001) – Over-excavation continues to take place
along Espola Road. Inspection staff has been performing inspections along with the geologist. Limits
of the over-excavation along with bottom elevations are checked to verify that the proper depth of
removal is being achieved. The pads in the northeast portion of the site are nearly complete and are
being fine-graded to the proper elevations. Last week inspection staff met on site with the Land
Development Manager for Lennar. Lennar had informed the inspector of the aggressive schedule to
have building permits by the end of the month for the area along Espola Road. Inspection reminded
Lennar that water infrastructure and base paving must be installed prior to lumber arriving on site.
Inspection was informed that the contractor is behind schedule, and Lennar is planning to have the
contractor start a third grading area along with starting underground this week.
Ramirez Residence and Accessory Dwelling Unit
Del Poniente Road (G21-0006) - At the rear of the pad along the vertical back cut, the contractor
excavated and placed steel for the proposed retaining wall. The footing and steel were inspected,
and the concrete footing was placed. Crews are actively stacking block and are scheduled to place
grout this week.
Heritage Hill Slope Repair
Cree Drive (G20-0022) - This project has an existing 1½:1 slope which is covered with ice plant. The
HOA has had two slope failures in this area. The contractor is expected to begin this week by
installing BMPs, removing the ice plant, and then creating a keyway into the slope to support the

new fill. Drains will be installed within the new fill to allow any moisture which may get into the new
fill, to flow out. A fabric is to be placed every two feet to help lock in the new fill. Because this slope
failure is behind the town houses, the work is expected to take place by wheelbarrow. The first area
is expected to take approximately three weeks.
Fairfield
Poway Road (G21-0007)
Grading is ongoing as crews work on the
over-excavation at the far southwest
corner of the project. Several exposed
excavated bottoms have been inspected
and confirmed for fill placement. Both the
geotechnical engineer and the Native
American monitor are onsite to observe
the grading operation.
Lara Residence
Golden Way (G18-0011, WI19-002) - Pad
staking has been placed and clearing of
the existing vegetation has begun. BMPs have been installed with extra onsite. Last week the
contractor potholed the existing waterline to determine depth and tie-in location. This week
excavation of the fire hydrant line began. Staking of the fire line was inspected prior to excavation.
Beeler Creek Restoration
Kirkham Way (G20-0014) - The contractor installed the rip-rap strips along the new emergency
access road. The drainage system for the service road consists of 15 brooks box catch basins, six-
inch piping, and rip-rap strips along each side of the road. All drainage devices are complete, and
they now drain into Beeler Creek. The contractor is working on the curbs and the DG service road
that runs along the southern property line.
Storage Building and Façade Improvements
Flint Place (DR20-003) - All work is complete; the final inspection has been done and all punch list
items have been addressed.
New Single Family Residence/Hospice
Espola Road (MDRA21-023) - Last week the contractor completed removing the existing building
and shed. Demolition of the existing hardscape began and is ongoing this week. BMPs have been
installed with additional devices onsite as standby.
Pomerado Road SDGE 16” Gas Main Conversion
Pomerado Road between Ted Williams Parkway and Scripps Poway Parkway (RW21-0126) -
Crew #1 - The contractor continues working on Pomerado Road southbound, south of Stowe Drive
and at the intersection of Scripps Poway Parkway. The contractor continues to install the 16-inch
gas main, base pave and place the temporary pavement cap from just south of Poway Road to
midway between Stowe Drive and Scripps Poway Parkway.
Crew #2 - The contractor continues trenching and shoring for the 16-inch gas main, install and slurry,
base pave and temporary cap pave on Pomerado Road northbound and southbound between Glen
Oak Road to north of Leone Way to tie in.

from Stowe Drive and Martincoit Road.
Performed trash abatement from Titan Way
parking lot. Removed an illegally dumped
mattress from Poway Road.
Signs 7 Replaced four signs and added three traffic
legends on Titan Way. Repaired a regulatory
sign that was knocked down at Garden and
Poway Roads.

Parks, Trails & Landscape Maintenance
Aubrey Park - Spread mulch in planters and pathways.
Community Park - Addressed multiple incidents of graffiti and
vandalism. Fertilized grass areas. Performed
irrigation repairs and adjustments. Moved a park
bench.
Garden Road Park - Located and repaired a water line leak.
Hilleary Park - Addressed several incidents of graffiti and
vandalism. Trimmed trees, shrubs and planters.
Repaired breaks in the drip irrigation system.
Lake Poway Park - Removed a limb from the lake shoreline. Met
with an Eagle Scout candidate about an archery
range target frame project and material needs.
Met with an Eagle Scout who completed four
range target bases. Repaired the lower lake
rubber playmat. Applied herbicide around the
parking lot, medians, and along the road to the
storage yard. Performed gopher abatement.
Old Poway Park - Addressed several incidents of vandalism to
restrooms. Provided support to various volunteer
groups. Trimmed trees and shrubs for the
Garden Club.
Silverset Park - Filled in low areas along the walking path.
Removed acacia around and replaced irrigation
valve #3, reset valve box and backfilled site.
Checked on removal of 40-yard dumpsters from
York Avenue. Assisted with equipment and
padding delivery for installation at Starridge Park.

Starridge Park - Trimmed trees and shrubs along walkways and

Sycamore Creek Park - Performed gopher abatement (East).
Valle Verde Park - Trimmed back the acacia shrubs from along the
sidewalk on St. Andrews.
Miscellaneous Parks - Pesticide applicators attended a webinar for
CEUs.
Miscellaneous Trails - Removed a fallen tree limb from the Pomerado
Trail. Serviced all staging areas and Iron
Mountain restrooms. Removed trail runoff from
Tierra Bonita and Pomerado Trails. Inspected
lake trail to determine future repair needs.
Serviced Ellie Lane, Iron Mountain, South
Poway, and Old Coach staging areas. Applied
herbicide along Ellie Lane staging area. Met with
resident regarding the Del Poniente Trail.
Performed weed abatement along Del Poniente,
Kent, Dearborn and Espola Road Trails and
started the Old Coach Trail. Added rock bags to
Del Poniente Trail to retain silt.
Emergency Response
Emergency Response Callouts 11 Responded to an alarm at Council Chambers,
removed debris from the road, cleared a blockage
from a storm drain, allowed one set of patrons out
of Blue Sky after hours, faucet leak and a hose
bib leak - shut off water at parks to wait for repair,
removed a broken sign from the roadway,
removed tree debris from the road, resolved two
meter leaks and one service was reinstated.

DEPARTMENT TRAINING
On February 23 and February 25, 2022, the Public Works
Department held Backhoe Operator Training for crews in
the Water Distribution, Wastewater, Streets Maintenance,
Stormwater and Parks & Trails Divisions. The training
consisted of comprehensive classroom training and
practical, hands-on instruction.

Water Infrastructure Improvement Program
Clearwell Bypass Project:
GSE Construction is constructing the bolted steel tanks at the Lake Poway softball field. Pipe
installation continues from the proposed pressure control valve to the 36” tee and from the
proposed pump station to the 36” tee. Excavation and shoring for the proposed pump station will
begin this week.
Clearwell Replacement Project:
50% design plans and specifications have been completed and are under review. The 50% design
review workshop will take place on 3/9.

Poway Treated Water Facilities and Redundant Pipeline Project:
Interviews of the top two firms have been conducted and Black & Veatch has been chosen to move
forward in the consultant selection process. Staff is negotiating scope and fee with Black &
Veatch.
SDCWA POW-5 Turnout and Flow Control Facility Project:
Interviews of the top two firms have been conducted and Hazen and Sawyer has been chosen to
move forward in the consultant selection process. Staff is negotiating scope and fee with Hazen &
Sawyer.
Emergency Interconnections with the City of San Diego:
The Technical Memo has been finalized and sent to the City of San Diego. Staff will be working
with San Diego on two emergency interconnection agreements. The Technical Memo has also
been sent to DDW, meeting the requirements of Directive 6.4 of the agreement between the City of
Poway and DDW.
