RESOLUTION NO. P-07-12
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING A MODIFICATION TO
COMPREHENSIVE SIGN PROGRAM (CSP) 80-15(M)
ASSESSOR'S PARCEL NUMBER 317-101-15
WHEREAS, on October 30, 1980, the San Diego County Zoning Administrator
approved Comprehensive Sign Program (CSP) 80-15 for a shopping center located on
the north side of Poway Road, west of Community Road; and
WHEREAS, Poway Valley Center was recently remodeled with new exterior
elevations, and the new owner of the center has requested modifications to the CSP to
accommodate signs that provide an updated image; and
WHEREAS, CSP 80-15(M), requests the approval of a modification to the
Comprehensive Sign Program for the Poway Valley Center, located at 13314-13376
Poway Road, within the Town Center (TC) zone and the Poway Road Specific Plan
area; and
WHEREAS, on March 13, 2007, the City Council considered the above-
referenced item.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Poway, as follows:
Section 1: This proposed project is Categorically Exempt (Class 11) from the
California Environmental Quality Act (CEQA), pursuant to Section 15311 of the CEQA
Guidelines, in that it is for the placement of minor structures accessory to (appurtenant
to) existing facilities.
Section 2: The proposed use is in accordance with the purposes and standards
contained in the Poway Municipal Code and the Poway Road Specific Plan.
Section 3: The City Council hereby approves Comprehensive Sign Program
80-15(M), subject to the following conditions:
A. Within 30 days of approval, the applicant shall submit in writing that all conditions
of approval have been read and understood.
B. All signs shall conform to the sign criteria and design guidelines contained within
the Poway Road Specific Plan Development Standards and the general
provisions of the Comprehensive Sign Ordinance of the Poway Municipal Code
as amended from time to time.
C. The following design standards shall apply to all tenants within the center:

1. The same background color will be used on all signs in that proposed wall
signs will be mounted directly on the wall of the building.
2. In addition to white, lettering on wall signage may have the following
colors: red, yellow, and blue. Tenants that are part of a chain of stores
with a nationally recognized sign design may utilize colors other than the
approved colors.
3. Proposed wall signs shall be constructed of individual channel letters
made of acrylic or metal faces.
4. CSP 80-15(M) will allow the use of different colors for tenant logos, upon
the approval of the Director of Development Services through the
individual Sign Permit process.
5. Tenants are permitted a sign with an overall length not to exceed 70% of
their storefront lineage. The maximum sign height shall follow one of
three options:
a. A double line tenant sign comprised of channel lettering not to
exceed 9" and an overall sign height of 20".
b. A single line tenant sign comprised of channel lettering not to
exceed 18".
c. A single line tenant sign comprised of 9" channel lettering and a 9"
letter box under the individual letters.
6. The maximum number of wall signs allowed for anyone business shall be
one per street or parking area frontage, not to exceed three.
7. A Sign Permit is required for a freestanding monument sign. The
freestanding monument sign must comply with Section 17.40.260 of the
Poway Municipal Code in all components of design to the satisfaction of
the Director of Development Services. Freestanding monument signs
must incorporate design elements of the shopping center such as colors,
architectural elements, and shapes; must be located in a landscaped area
of 65 square feet; must show the name and address of the shopping
center; must be a maximum of 8 feet high; and must not obstruct vehicular
or pedestrian sightlines.
D. Approval of this request shall not waive compliance with Chapter 17.40 of the
Zoning Code and all other applicable City Ordinances in effect at the time of Sign
Permit issuance.

E. Any existing tenant wall signs that do not comply with the approved modified sign
criteria shall be changed within 30 days of approval to comply with the approved
modified sign criteria.
F. Prior to installing a sign, the applicant shall obtain a Sign Permit from the
Planning Division and any necessary Building Division permits.
PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway,
State of California, at a regular meeting this 13th day of March 2007.
