It was a foodie’s paradise at this month’s Teen Grub Crawl! 62 Participants were busy enjoying the sweet,
savory, and delicious as they cooked, tasted, and played their way from one mouthwatering adventure to
another!
Old Poway Park made the list of recommended Poway gardens to visit on the March 26 San Diego Horticultural
Society tour. Volunteers and staff will ensure the gardens are looking their very best for potentially 800+
attendees.
In partnership with Poway OnStage, Poway Center for the Performing Arts (PCPA) tickets for Missoula
Children’s Theatre “Alice in Wonderland” were offered up to the City’s PLAY Scholarship participants. A total
of 13 families picked up 51 tickets for the performances on March 12.
Artists Brandon Jameson and Stacy D’Aguiar are featured in the March art exhibit at PCPA. Brandon’s work
focuses on “different aspects of strength, tenacity, courage, and creativity” and Stacy “invites the viewer to
explore abstract settings… which are painted on different elements such as metal, wood, or canvas”. Stop by
to view this wonderful exhibit before its gone on March 30.
Lake Poway Rangers hosted a Free Fishing Seminar for 30 fishing enthusiasts on March 12. The anglers
learned about the basics of fishing. Didn’t make that seminar? A free video is now available on the Lake
Poway website for anglers to reference anytime.
Blue Sky Ecological Reserve and the Kumeyaay-Ipai Interpretive Center have hosted numerous scout troops
over the last few weeks. Docents lead the groups in educational tours providing knowledge of local history,
flora, and fauna.
In the past two weeks, the older adult congregate meal program at the Mickey Cafagna Community Center
served 104 delicious meals.

PLANNING
Pre-Application for 64 Unit Subdivision at 12624 Oak Knoll Road
On March 23rd, a Pre-Application was submitted by Lennar Homes LLC for a preliminary review for
a 64 single-family home subdivision on a 11.06-acre site on the north and south side of Oak Knoll
Road (12624 Oak Knoll Road). The north side of Oak Knoll (9.28 acres) will be developed with 60
homes and some open space. The south side of Oak Knoll (1.78 acres) will be developed with four
homes and a passive park adjacent to Poway Creek. A typical residential lot is proposed to have 42
feet of frontage and 85 to 90-foot depths. An eight-foot-wide community trail is proposed to connect
Oak Knoll Road to the Poway Towne Center shopping center immediately east of Firestone along
Poway Road. Additional passive park amenities (e.g., seating, grass, shade pavilions, barbeque
areas) are proposed within the plan. One home listed on the City’s local historic registry will be
preserved.
Pre-Application for a Raising Cane’s Restaurant at 12665 Poway Road
On March 3rd, a Pre-Application was submitted for a preliminary review to construct a 3,267-square-
foot Raising Cane’s restaurant with a drive-thru at 12665 Poway Road in the Poway Road Specific
Plan area.
New Single-Family Residence proposed on 14560 Valleyview Road
On March 22nd, a Minor Development Review Application was submitted to construct a new 3,176-
square-foot single-family residence with an attached 941-square-foot garage on a vacant lot at 14560
Valleyview Road in the Rural Residential A zone.
New Accessory Dwelling Unit (ADU) at 13671 Tierra Bonita Rd
On February 14th, a building permit was issued to convert an existing 1,280 square-foot barn into a
three-bedroom ADU at 13671 Tierra Bonita Rd.
CAPITAL IMPROVEMENTS
Water Treatment Plant Caustic Soda Tank Rehabilitation
The bid opening for the Water Treatment Plant Caustic Soda Tank Rehabilitation project was on
March 3 and one bid was received at 50% more than the project budget. After discussions with Public
Works, it was decided that the cost in the bid was too high for the rehabilitation and was getting close
to the cost to replace the tank. Staff will prepare a Council report recommending that the bid should
be rejected. Staff is exploring options to put the project on open market negotiations for the rehab of
the tank, or to rescope the project as a tank replacement project with a new steel tank.

Sewer Line Repair Replace 20/21 (Pomerado Rd/Stone Canyon Rd)
The Contractor and City staff met last week for a punch list walk to proceed with closeout of the
project. The outstanding items are planned to be completed this week, depending on material
availability. Due to the project being performed in the City of San Diego right-of-way, their Field
division has agreed to sign off on our project once the punch list items are completed and as-built
plans are submitted to the Field division.
Rattlesnake Creek Streambank Stabilization Design
Preliminary design has begun on the Rattlesnake Creek Streambank Stabilization project. The area
surrounding the natural channel will be surveyed to determine the property boundaries and the
species and sizes of trees which are to be preserved or replaced during the stabilization design.
Native trees will be identified, quantified, and replaced at the prescribed ratios per the Poway Tree
Removal Permit guidelines. Due to infrequent rain events, extension of the wet weather monitoring
of the creek to include next year’s rain events is under consideration. The remaining design tasks
will be performed as scheduled to keep the design process going.
FY2021-22 Annual Valve Replacement Program
The preconstruction meeting was held last week to determine the necessary outage durations,
frequency, and locations with the goal of minimizing impacts to residents and businesses. The
inspector toured the various work locations of the valve replacements with the Contractor in order to
minimize cost and disruption of the night work. These replacements are on schedule to begin in
April.
LAND DEVELOPMENT
Colburn Residence
City staff received a revised Pad Certification from the Engineer of Record for a proposed single-
family residence on Cedar Ridge Court.
Golden Way Property
City staff received a floodplain development application for proposed backyard improvements at an
existing residence located on Golden Way within the FEMA regulated floodway.
Colle Residence
City staff received a grading plan application for first review of a proposed garage structure at an
existing residence on Eastvale Road.
SDG&E Substation
City staff has approved the grading plans for drainage improvements at the SDG&E substation on
Twin Peaks Road. Staff is awaiting the submittal of requested mylar plans and securities.
North County Soccer Park
City staff has approved the grading plans for the proposed installation of synthetic turf at the North
County Soccer Park on Espola Road. Staff is awaiting the submittal of requested mylar plans and
securities.
Lyon Estates
City staff issued comments on the second review of the improvement plans associated with the
10-lot residential subdivision proposed at the end of Larchmont Street.
Fairfield Development
City staff returned comments on the second submittal of the onsite precise grading plans for the
Fairfield mixed-use redevelopment project.

for a property on Stage Coach Road.
STORMWATER
Best Management Practice (BMP) Manual
The San Diego Regional Water Quality Control Board (Regional Board) has approved the updated
BMP Manual that City staff submitted at the end of January. Toward the end of 2021, City staff had
contacted the Regional Board to request clarification on which types of pavement projects are
considered routine maintenance and therefore exempt from permanent BMP requirements. The
Regional Board responded with comments to incorporate into the BMP Design Manual and resubmit
for approval. Now approved, both public and private streets and parking lots undergoing routine
maintenance, will be exempt from the installation of permanent BMPs. Staff has now posted the
revised manual to the City’s website.
INSPECTION
The Farm
Stoneridge Country Club Lane (G21-0001& STI21-001) - Pad over-excavation continues at various
locations around the site. These removals are now being done along the southern end of the site
near Espola Road and the northern end along St Andrews Drive.

Retaining wall work has begun at lot 136 with excavation of
the footing, placement of reinforcing steel, concrete footing
placement and block placement. The first of many walls is
nearly complete. Wall construction is and will be in various
stages around the site. Sewer line installation continues. The
8-inch line in “private street A” across from Martincoit Road
has been installed from Manhole 1 to Manhole 2. Manhole
bottoms have not yet been placed because the contractor is
having problems getting concrete.
Heritage Hill Slope Repair
Cree Drive (G20-0022) - Work has begun on this project. The keyway has been hand dug. The
exposed bottom has been approved by the geotechnical consultant. Geogrid has been installed and
is to be added every two feet as the fill is placed. Installation of the drainage system within the fill
has begun. A portion of the drainage system has been installed along the inside of the keyway and
burrito wrapped.
Ramirez Residence and Accessory Dwelling Unit
Del Poniente Road (G21-0006) - At the rear of the pad along the vertical back cut, the retaining wall
and drain system behind the wall are complete. The contractor constructed the bio-filtration system
last week. The basin was previously excavated, and then the permeable aggregate was placed. The
aggregate was followed by the perforated piping which ties into the overflow drain box. The bio-
filtration soil material was placed, and planting will be completed soon.
Fairfield
Poway Road (G21-0007) - Grading continues. The grading contractor continues to excavate five feet
below buildings and 10 feet outside all building limits. When depth is reached the soils engineer and
City staff meet and confer. Last week the contractor began excavating the footing for the proposed
retaining wall along the east, west and southern project limits. Both the Geotechnical Engineer and
the Native American monitor are onsite to observe the grading operation.

Lamie Residence
Heritage Drive (G20-0023) - The contractor continues construction of the home and ADU. The
contractor continues to work on the construction of the swimming pool. Installation of the post-tension
cabling for the tennis court is complete and trenching and installing area drains continues.
Lara Residence
Golden Way (G18-0011, WI19-002) - Pad staking was placed and clearing of the existing vegetation
completed. The proposed fire line has been staked and last week trenching and installation began.
Last week, approximately 120 feet of 6-inch water main was installed. Installation is scheduled to be
completed this week followed by testing.
Evans-Pina Accessory Dwelling Unit
Summer Sage Road (SW20-0172) - Inspection staff was informed that the project is complete and
was asked to perform the final inspection. A final inspection was conducted, and issues noted. A
preliminary punch list has been created and sent to the developer.
Dycus Residence
Glen Oak Road (G18-0010) - The contractor has completed installation of the C-02 masonry wall.
All slope areas were mulched, and the project is complete.

Pomerado Road SDGE 16” Gas Main Conversion
Pomerado Road between Ted Williams and Scripps Poway Parkway (RW21-0126) -
Crew 1 - The contractor continues working on Pomerado Road southbound at Scripps Poway
Parkway and Scripps Poway Parkway westbound to the tie-in point. The contractor has completed
installation and welding of the 16-inch gas main to the tie-in point on Scripps Poway Parkway. The
contractor has completed base and temporary cap paved from south of Poway Road up to Scripps
Poway Parkway other than a few plated areas in-between.
Crew 2 - The contractor continued trenching north and south of Robison Boulevard on Pomerado
Road. Installation of the 16-inch gas main and fiber optics on Pomerado Road continues.
Crew 3 - (Night Work) The crew is working on plating, trenching, and installing the new 16-inch gas
main crossing at Poway Road on Pomerado Road from 9-p.m. to 5-a.m. for the next 2 to 3 weeks.

directions for work related to the Espola Road Safety Improvements project.

• Business Registrations: Due to the go live with EnerGov; business registration numbers reflect
February 1-14, 2022. The registrations for the second half of February will be included with

• Utilities: A total of $118,512.70 was credited to 105 water customers with Covid-related
arrearages for service provided from March 4, 2020, to June 15, 2021, with federal funds received
by the State Water Resources Control Board. Any customers that had a remaining balance in
arrears on their account were automatically enrolled into a one-year payment arrangement. The
board will be administering funds for wastewater in March/April 2022 and staff intend to apply.
• Ambulance Billing: Customer Services has worked with the City’s biller, Wittman Enterprises, to
update the fees for emergency medical services and ambulance transports approved effective
March 1, 2022. Staff is updating the website with the new fees and information regarding the
financial hardship policy and application process which will be live by the end of the month.

Overview of Poway’s NarcBox controlled medication management system given to
representatives from San Diego County Office of Emergency Services and Vista Fire
Department.

OPERATIONS
1 Attended Metro Zone Operations meeting at Miramar Fire Department.
2 The Apparatus Design Committee completed the first draft of the replacement tiller truck
design. This process has been expedited to avoid a 7% cost increase on May 1.
3 Participated in a design meeting with Development Services regarding the Fire Stations1
staircase project.

Grant from County Supervisor Joel Anderson’s office in the amount of $22,423 awarded for
the purchase of turnout extractors for Fire Stations 1 and 2. This grant was due to the efforts
of Joan Jones of the San Diego Regional Fire Foundation. Turnout extractors are commercial
grade washers used specifically to launder heavily soiled personal protective equipment after
fires. The addition of this much needed equipment will improve firefighter safety, reduce the
exposure of carcinogens to firefighting garments, and provide improved operational efficiency.

Miscellaneous 22/30 Installed padding around light poles and metal
signs were replaced at Silverset Park. Multiple
door closures were adjusted at the Community
Center. Beehives were removed from the Fire
Training Tower and City Hall. Weather stripping
was added to a door at the Pool. Glass
showcases were rekeyed. Fence pickets were
replaced at Old Poway Park, and Templars Hall
and the boardwalk was repaired. Spaces were
readied for new hires. Dispensers were replaced
at the railroad. A toaster was replaced at City
Hall. Termite inspections were carried out at Fire
Station #1. Oversaw concrete shaving at City
Hall.
Contract Inspections 11 Performed LMD inspections in 86-3 A and B and
repaired irrigation in 86-2B. Met with
management to discuss the future of the Ted
Williams citrus grove – as a result, irrigation
controllers were removed. Responded to
resident calls from Hidden Valley, Old
Community and Tree Crest. Attended AC pipe
refresher training. Removed debris generated
by volunteers. Responded to dig alert requests.

City Hall - Provided support for food truck luncheon and
removed trash following the event.
City Owned Properties - Completed weed abatement along Sycamore
Avenue, York Avenue, Community Road and
across from Fire Station #2.
Community Park - Responded to multiple incidents, multiple days of
graffiti and vandalism throughout the park.
Performed weed abatement throughout the
facility. Removed six wooden picnic tables from
Dog Park and replaced with plastic tables.
Retrieved tables from local businesses (provided
during COVID). Met with fence contractor at
Dog Park to schedule repair of gate.
Garden Road Park - Repaired a water line crack. Continued gopher
abatement. Applied herbicide in the mulched
areas. Repaired a broken irrigation head.
Hilleary Park - Responded to multiple incidents of graffiti and
vandalism. Addressing report of water near the
north-west end of the tennis court. Located and
identified the source. Aerated and fertilized the
soccer fields.
Lake Poway Park - Performed weed abatement and general cleanup
in and around the storage yard. Delivered gator
and 16 panels to Starridge Park, panels to be
placed around the four temporary light bases.
Rebuilt and painted four park reservation posts.
Assisted with lake trail repairs. Trimmed shrubs
to the right of entry station.
Old Poway Park - Trimmed and removed dead wood from trees
prior to nesting season. Cleaned planters and
restored irrigation to the flagpole area.
Silverset Park - Removed a eucalyptus tree that had fallen
across the trail. Replaced four damaged fence

volunteer trees along the north walkway prior to
bird nesting season. Chipped up the debris and
placed as mulch. Fertilized the grass areas.
Sycamore Creek Park - Trimmed shrubs along the front of the park and
performed gopher abatement (West). Applied
herbicide (East).
Valle Verde Park - Applied herbicide along the ballfield infield.
Cleaned up along the back of the pocket park,
removed low tree branches and trimmed back
shrubs encroaching into the walking path.
Reshaped the turf infield line arch to the ballfield.
Miscellaneous Parks - Four staff attended a pesticide continuing
education webinar. Mowed and de-thatched the
buffalo grass at Veteran’s Park. Repaired the
irrigation drip tubing, a broken valve, and some
broken sprinklers.
Miscellaneous Trails - Removed trail runoff after rains along Del
Poniente, Tierra Bonita and Pomerado Trail.
Applied herbicide, South Poway staging parking
lot. Delivered base material to the Sumac Trail.
Moved two wooden picnic tables to the Iron
Mountain Trail head and one to the Old Coach
staging area. Performed repairs to Lake Poway
trail access road. Will start repairs on Sumac
Trail next week. Accessed Tierra Bonita Trail for
sign needs, and future trail work. Removed a
large fallen tree limb from Blue Sky Road.
Emergency Response
Emergency Response Callouts 5 Responded to a broken sprinkler head in the
median, removed a branch from Poway Road,
picked up a sign that was knocked into the road,
turned off water that was spraying in the dog park
and assisted the fire department with a hydrant

Water Infrastructure Improvement Program
Clearwell Bypass Project: Construction of the temporary bolted steel tanks continues at the
softball field. The first tank will be completed by March 31st and the second tank will continue
construction into April. Pipe installation continues. The contractor will be working on forming and
placing rebars for the pump station and electrical equipment pads. They will also be installing
underground electrical conduit from the water treatment plant’s chemical building to the pump
station equipment pad. This project will be receiving a $1M Community Project Funding grant from
the EPA through Congressman Scott Peters’ office. A press conference with the Congressman
and Mayor Vaus took place on Monday, March 21st at Lake Poway.

Clearwell Replacement Project: Staff is working with IEC on the 90% design plans and
specification-s.
SDCWA POW-5 Turnout and Flow Control Facility Project: Staff will be working with Hazen
and Sawyer to get the design consultant agreement executed and start the design process once it
is approved at the April 5th Council Meeting.
Poway Treated Water Facilities Project: Staff will be working with Black & Veatch to get the
