City of Poway summer camps are more popular than ever! The first day of summer camp registration showed
almost double the registrations from last year and well over twice as much revenue.

This past weekend, the Swim Center hosted one of three annual swim meets for over 500 local athletes.
Pacific Swim, the Poway club team, invites teams from across the County to compete. Not only are we able
to support youth sports and showcase our beautiful facilities, but it also brings potential business revenue to
Poway.
It was a slippery night at the Kid’s Night Out Slime Party on April 1. The goopy slime bags, DIY stress balls,
ooey gooey slime, and a special presentation of Encanto was a blobby and globby night for 50 participants.
With construction projects on hold for the summer of 2022, the Poway Center for the Performing Arts (PCPA)
will host four weeks of theatre contract camps, including Best of Broadway & Disney and Acting & Improv.
Additionally, five community organizations are confirming their rentals for dance, music, and cultural
celebrations.
With six months to go until the next PCPA season begins, the months of September 2022 through March 2023
are 75% booked with Poway OnStage, Poway Unified School District, and community organization rehearsals,
performances, and presentations.
In the past two weeks, the older adult congregate meal program at the Mickey Cafagna Community Center
served 100 delicious meals.

PLANNING
Building Façade Upgrade for Pedder Hyundai Dealership
On March 21st, a Minor Development Review Application was submitted for a building façade
remodel for Pedder Hyundai Dealership located at 13910 Poway Road.
Building Permits Issued for Housing Development by Poway Commons
On March 26th, building permits were issued for:
1. A 6,209 square-foot 4-plex condominium building with 1,814 square feet of garage space an
88-square-foot covered patio space located at 13230 Tarascan Rd (new address).
2. A 6,209 square-foot 4-plex condominium building with 1,814 square feet of garage space and
an 88 square-foot covered patio space located at 13210 Tarascan Rd (new address).
3. An 8,150 square-foot 6-plex condominium building with 3,067 square feet of garage space
and an 80 square-foot covered patio space located at 13220 Tarascan Rd (new address).
The total housing development includes 97 market-rate multi-family residential units and 44
affordable senior housing units on the north and south sides of Poway Road west of Civic Center
Drive and Tarascan Drive.
New Single-Family Residence at 14091 Murel Trail
On March 24th, a building permit was issued to construct a new 3,590-square-foot single-family
residence with a 1,094 square-foot garage located at 14091 Murel Trail.
New Single-Family Residence and Accessory Dwelling Unit at 18711 Heritage Drive
On March 20th, a building permit was issued to construct a new 7,005 square-foot single-family
residence and ADU with a 1,138 square-foot garage located at 18711 Heritage Drive.
New Accessory Dwelling Unit at 13670 Putney Road
On March 22nd, a building permit was issued for a detached 1,026 square-foot pre-manufactured
ADU located at 13670 Putney Road.
CAPITAL IMPROVEMENTS
Boulder Mountain Reservoirs 1 and 2 Rehabilitation
The Contractor installed the intrusion switches on both reservoirs on May 24th. This was the last
item remaining on the project. Staff will close out the project once the final payment is processed.

Bowron Sewer Upsize
The contractor has been notified that some areas of the trench section are sinking four to five inches
south of Civic Center Drive along Bowron Road. The contractor has placed plates over the
significantly sinking areas and they will investigate and repair during Valley Elementary School’s
spring break from April 11-15.
Reservoir Overflow Modifications
The design for the Reservoir Overflow Modifications project has been completed. The construction
contract to modify the four existing reservoirs is currently being advertised. The bids are scheduled
to open on April 21.
FY2021-22 Annual Valve Replacement
The contractor is mobilizing their operations this week and has received a Temporary Use Permit
from the City to use the park-n-ride area at Community Road and Twin Peaks Road for material
storage and equipment staging. A portion of the lot remains for public use. The first valve excavations
are tentative for the week of May 5th.
R-4 and R-7 Reservoir Tank Rehabilitation
The Request for Proposals was published last week and are due April 20th. The project will consist
of design for the rehabilitation of two existing steel tanks and security upgrades.
FY2021-22 Street Overlay Project
The construction bid for the FY2021-22 Street Overlay project will be advertised this week. The bid
opening is scheduled for April 26th with construction anticipated to begin in June.
Water Treatment Plant Caustic Soda Tank Rehabilitation Project
Bids were submitted for the rehab of the existing caustic soda tank at the Water Treatment Plant.
The single bid that was received was greater than the project budget. After many discussions with
Public Works, it was decided to propose that City Council reject the bid and rescope the project to
replace the existing tank with a new one.
Rehabilitation of the existing tank would extend the lifespan by five to eight years and a new tank
would have a life expectancy of twenty years. Since either option would require additional
appropriation, it was determined that it would be more prudent to replace the tank now rather than
rehabbing it. A report to reject the bid received will be prepared for the April 19 City Council meeting.
If the City Council approves the rejection of the bid, staff will start redesigning the project so that it
can be advertised again shortly after.
Fire Station 3 HVAC Controls Replacement Project
Council awarded the project on April 5 to Sunbelt Controls. Staff is routing the contract for execution
prior to starting work of replacing the control system to the same version that is in the Mickey Cafagna
Community Center and City Hall.
LAND DEVELOPMENT
Fairfield Mixed-Use Redevelopment
City staff returned comments on the third review of the final map for the Fairfield mixed-use
redevelopment project at the former Fun Bowl and Carriage Center West Shopping Center.
Funderburg Residence
City staff approved the grading plan for a proposed single-family residence on Summit Circle. The
plans and permit have been sent to the Engineering Inspection division to schedule the pre-
construction meeting and issue the grading permit.

North County Soccer Park
City staff has approved the final mylar plans for the grading plans associated with the proposed
synthetic turf replacement within the FEMA regulated floodway and floodplain. The owner has paid
the remaining fees and securities required.
Northcrest Lane
City staff approved the redlined record drawings and the soil compaction report associated with the
legalization of a grading violation that occurred at a property on Northcrest Lane. Staff is awaiting
the engineer to make the final approved changes on the mylar plans to close out the project.
Maderas Remainder Parcel
City staff has received the first submittal for the final map, grading plan package and public
improvement plans for the six-lot subdivision on Old Coach Road. Staff is awaiting the payment of
fees to complete the submittal and begin the review process.
Commercial Condominium Conversion
City staff has received the first submittal for the final map to convert two existing commercial office
buildings into 19 commercial office condominium units on property located at 15644 Pomerado Road.
The Farm
City staff returned comments on the first submittal of the precise grading plans for the subdivision.
Fathi Residence
City staff received the second submittal for the grading plans associated with the proposed
development of a single-family residence on Orchard View Drive. Staff also received the first
submittal for the Open Space Easement dedication as a part of this project and is awaiting the
payment of the review fee before proceeding.
STORMWATER
Proposed Statewide Sanitary Sewer Systems General Order Reissuance
The State Water Resources Control Board (State Water Board) has issued a draft of the reissuance
to the Statewide Sanitary Sewer Systems General Order for public review and comment period of
60-days. During the 60-day public comment period, the State Water Board staff held two virtual public
workshops. City staff attended a workshop and is in the process of preparing a comment letter to the
State Water Board for consideration. City staff comments pertain to new requirements in the draft
permit that include all stormwater conveyances to be displayed on the updated map of the sanitary
sewer system for the Sewer System Management Plan.
This requirement would over-crowd the map, making it difficult or impossible to read, as well as
taking away the focus on the sewer system facilities and instead, would place the focus on
stormwater conveyances. The draft permit also requires that all internal audits of the Sewer System
Management Plan must be submitted into the online database. The City will request that the internal
audits be submitted to the State Water Board in a way to ensure they are not publicly available.
Lastly, the draft permit requires a water quality sampling and analysis as soon as possible, but not
later than 12-hours after a sewage spill estimated at 50,000 gallons or more to a surface water. The
City will request that an exception should be made for permittees who collect samples within the 12-
hour period, but the sample cannot be analyzed within the holding time due to laboratory closures.
Comment letters are due by noon on April 8th.

INSPECTION
Biscayne Place Wine Cellar
Biscayne Place (MDRA 21-002) - The contractor has over-excavated the floor bottom inside the wine
cellar structure to approximately 26-inches deeper due to the nature of the granitic material. The
contractor has begun placement of the 26-inches of fill prior to beginning forming and placement of
reinforcing steel.
Fairfield
Poway Road (G21-0007) - Grading continues. The grading contractor continues to excavate five-
feet below buildings and 10-feet outside all building limits. The contractor continues to excavate the
footing for the proposed retaining wall along the southern project limits while crews follow with
installation of reinforcing steel in the completed footing excavation. Both the Geotechnical Engineer
and the Native American monitor are onsite to observe the grading and excavation operations.
The Farm
Stoneridge Country Club Lane (G21-0001& STI21-001) Over-excavation continues in various
locations, including on the far north end of the site along St. Andrews Drive while most of the work
is along Espola Road. During the removals, a pocket of saturated soil with an odor of hydrocarbons
was encountered. The contractor was issued a stop work notice to stop removing this material until
the developer has their environmental/geotechnical consultants assess and provide direction. This
was located at the northeast corner of Lot 33.
This past week, storm drainpipe continued to be placed along Indian Canyon Lane at the intersection
of Boca Raton Lane. Approximately 120 feet of sewer main and six sewer manholes have been
constructed and four of the six manholes have been vacuum tested.

A-1 Storage
Kirkham Road (G20-0006) - The contractor continues to place masonry units inside the structure for
the upper level at the east side of the structure. The contractor placed concrete between the bottom
floor and the next level.
Heritage Hill Slope Repair
Cree Drive (G20-0022) - Work continues to take place to rebuild the slope. Compaction tests have
been passing. For every two vertical feet, a geofabric is installed with chimney drains installed per
the geotechnical report.
Beeler Creek Restoration
Kirkham Way (G20-0014) - The contractor is nearing completion of the Beeler Creek Restoration
project. Placement of plants and hydroseeding at designated areas inside creek restoration limits is

Lara Residence
Golden Way (G18-0011, WI19-002) - The proposed fire line has been installed and testing began
last week. The contractor performed and passed the high-pressure test, high chlorination test, and
the low chlorination test. The bacteriological test sample was drawn and delivered to the laboratory
for final testing. Work on the excavation of the proposed retaining wall has begun.

Power Conditioning Building UPS / ATS
Pomerado Hospital (G19-0009) - The contractor has
begun work. This week, the city’s water utilities staff is
scheduled to shut down the existing fire hydrant so the
contractor can temporarily remove and install a blind
flange. The contractor is scheduled to begin drilling for
the installation of caissons for shoring during
construction of the new building.
Pomerado Road SDGE 16-inch Gas Main Conversion (South) Pomerado Road between Ted
Williams and Scripps Poway Parkway (RW21-0126) -
Last week, a meeting was held to discuss the water pressure testing for the new gas main. The
contractor is scheduled to begin filling the new gas main with water on April 15. The anticipated
completion date is April 19th. The contractor has been approved to drain the new main into the City’s
sewer main at a rate of no more than 100 gallons per minute. Public Works staff are aware and have
approved the work.
Crew 1 - The contractor has completed installation of the new 16-inch gas main from the south end
of Pomerado Road on to Scripps Poway Parkway.
Crew 2 - The contractor continued trenching north and south of Robison Boulevard for installation of
the 16-inch gas main and fiber optics on Pomerado Road. The contractor continued recessing plates,
trenching, installing and welding of a 16-inch steel gas main.
Crew 3 - (Night Work) The crew continues to work on the installation of the new 16-inch gas main
crossing Poway Road on Pomerado Road. All work is at night from 9 p.m. to 5 a.m. for the next one
to two weeks.

REGIONAL SOLID WASTE ASSOCIATION BOARD MEETING
The Regional Solid Waste Association (RSWA) Board met on March 31, 2022, at EDCO/Escondido
Disposal. Deputy Mayor Mullin attended the meeting as the City’s representative. The election of
officers was held, and Councilmember Grosch was elected to continue serving as treasurer. Solana
Center Executive Director, Jessica Toth, provided a status report on SB 1383 compliance support
services that the Solana Center is providing to RWSA member cities. The Board established a
subcommittee to discuss extension negotiations for the Agreement for Transfer and Disposal
Services between EDCO and RSWA, as well as a budget subcommittee to provide direction on the
budget for Fiscal Years 2022-23 – 2023-24. Councilmember Grosch will serve on both
subcommittees. Following the meeting, members of the Board were invited to participate in a tour
of the EDCO facilities. The next meeting is scheduled for June 30, 2022.

Water Infrastructure Improvement Plan
Clearwell Bypass Project: Work on the bolted steel tanks continues. Tank #1 will be completed by
April 8th. Work on tank #2’s vertical panels began March 31st and will continue for several weeks.
The 24” pipeline installation in the tank area began March 28th and will continue until April 6th. 36”
pipeline installation from the pressure control valve to the pump station will continue until April 8th.
GSE Construction will be televising and pressure testing the 36” pipeline in the next two weeks.
Underground electrical conduit will be installed from the chemical building to the pump station in
the water treatment plant area through April 8th.

Clearwell Replacement Project: The 90% design plans, specifications and construction cost
