31-days in May equals 30-days of Poway Center for the Performing Arts use. Plenty of tasks are in
progress as we prep to provide professional-level theatre services for 21 rehearsals, 18 performances, and
10 different clients. To add to the busy, we’ll rotate the art exhibit from Weston Riffle to Moira Lumpkin and
launch a call for artists for the 2022-2023 season.
An eggscellent time was had by all! 57 teens were hopping and skipping their
way through the Glow-In-The-Dark Egg Hunt at Community Park on April 16.
Activities included DIY bags, peep catapults, decorative plant pots, and of
course, hunting for thousands of eggs and taking home killer prizes!
Lake Poway was as popular as ever on Easter Sunday. Over 130 boats were
rented generating almost $2,000 in revenue. In addition, the parking lot filled
up ($4,200 in revenue) and shuttles were utilized by families wanting to enjoy
perfect holiday weather.
The Kumeyaay-Ipai Interpretive Center is open the third Saturday of each
month. On April 16, docents led guided-hikes and educated a dozen attendees
on local Kumeyaay history.

Poway Unified School District students had the opportunity to showcase their
artwork this past Saturday at The Student Art Festival at Old Poway Park.
Approximately 200 pieces were on display. Students interested in a career in art
learned how to present and sell artwork, and interact with the public.
The Poway VFW hosted a ceremony at Veterans
Park commemorating the 80th Anniversary of the
Bataan Death March. The event was well-attended
and included guest speakers and a live instrumental performance.
In the past two weeks, the older adult congregate meal program at the Mickey
Cafagna Community Center served 106 delicious meals.

PLANNING
New Single-Family Residence on Highlands Ranch Terrace
On March 24th, a Minor Development Review Application was submitted to construct a new 5,530
square-foot single-family residence with an attached 1,005 square-foot garage on a vacant lot
located at the terminus of Highlands Ranch Terrace in the Rural Residential C zone.

New Single-Family Residence and Accessory Dwelling Unit (ADU) on Chaparral Way
On March 29th, a Minor Development Review Application was submitted to construct a new 2,751
square-foot single-family residence with an attached three-car garage and a detached 714 square-
foot ADU located on a vacant lot on Chaparral Way in the Rural Residential A zone.
New Workshop and RV Garage at 15651 Blue Crystal Trail
On March 28th, a Minor Development Review Application was submitted to construct a new two-
story 2,800 square-foot workshop with a ground floor RV garage and a detached 1,378 square-foot
ADU located at 15651 Blue Crystal Trail in the Rural Residential A zone.
New ADU at 13306 Del Poniente Road
On April 6th, a building permit was issued to construct a new 1,500 square-foot detached one-
bedroom ADU with a 140 square-foot patio cover located at 13306 Del Poniente Road.
CAPITAL IMPROVEMENTS
Bowron Sewer Upsize
Last week, the contractor completed repairs to the settled trench locations along Bowron Road. The City
will monitor the area for any further settlement prior to the end of the warranty period in February 2023.
Reservoir Overflow Modifications
The construction contract to modify the four existing reservoirs is currently being advertised. The bid
opening has been extended to April 28th to address bidder’s questions and allow time for bidders to
adjust their pricing as needed.
FY2021-22 Annual Valve Replacement
The contractor is mobilizing their operations this week and has received a Temporary Use Permit from
the City to use the park-n-ride area and City property at Community Road and Twin Peaks Road for
material storage and equipment staging. A portion of the lot remains open for public use. The first
excavations of three valve sites, Adobe Ridge, Old Community Road, and an easement behind the
houses on Woodcreek Place, are underway and replacements are scheduled for this week.
Fire Station 3 HVAC Controls Replacement Project
Council awarded the project on April 5th to Sunbelt Controls. Staff is routing the contract for
execution prior to starting work of replacing the control system to the same version that is in the
Mickey Cafagna Community Center and City Hall. Staff held a pre-construction meeting last week to

understand how the contractor will move through the building. The contractor also noted supply chain
issues with the thermostats, but they are working on a creative solution to avoid delaying the project.
LAND DEVELOPMENT
Golden Way Residence
City staff has provided comments to the applicant for the floodplain development application
requesting the placement of a concrete slab and synthetic turf within the FEMA regulated floodway
in the rear yard of a residence located on Golden Way.
San Diego Gas & Electric Substation
City staff is awaiting the payment of grading securities to proceed with grading permit issuance for
proposed drainage improvements at the SDG&E substation located on Twin Peaks Road. At the
request of the applicant, City staff previously provided paperwork for the owner to pursue grading
securities in the form of a Letter of Credit. SDG&E legal counsel has since complicated that matter,
and now SDG&E has requested paperwork for the owner to pursue grading securities in the form of
a bond.
Twin Peaks Plaza Shopping Center
City staff provided the final encroachment agreement for the property owner to sign to allow for
electric vehicle charging stations to be placed within the City’s public utility easement in the parking
lot in front of the new Amazon Fresh Market located within the shopping center.
Eschbach Residence
City staff has completed the boundary adjustment documents to revise the boundary between two
properties on Joyas Court. The document has been sent to the County Recorder’s Office for
recordation.
Fairfield
City staff has received the third submittal of the offsite improvement plans for the Fairfield mixed-use
redevelopment project. The improvement plans included the new traffic signal at Carriage Heights
Way and Poway Road, utility connections to the site, a bus shelter, a new and revised center median,
and improvements fronting the site on the south side of Poway Road.
Lyon Estates
City staff received the third submittal of the final map, grading plans and public improvement plans
associated with the ten-lot residential subdivision proposed at the end of Larchmont Street.
STORMWATER
Industrial/Commercial Inspections
The City’s consultant, D-Max Engineering, is beginning its annual industrial-commercial stormwater
inspection program. These are routine inspections required per state and federal regulations. The
purpose of these stormwater inspections is to confirm that businesses are free of any negative
impacts to the storm drain system, which drains untreated runoff directly to our creeks and eventually
the ocean. Inspections will continue for the next couple months.
INSPECTION
Lara Residence
Golden Way (G18-0011, WI19-002) - The proposed fire line has been installed and last week testing
began. The contractor performed and passed the high-pressure test, high chlorination test, and the
low chlorination test. The bacteriological test sample was drawn and delivered to the laboratory and
has passed. Last week, City staff shut down the water main on Golden Way and the contractor tied-
in the new watermain. City staff flushed, tested, and sampled the water for the final bacteriological
test. Work on the excavation of the proposed retaining wall has begun.

Biscayne Place Wine Cellar
Biscayne Place (MDRA 21-002) - The contractor has completed the backfill of the over-excavated
bottom inside the wine cellar. The geological engineering technician tested the bottom and approved
compaction. The contractor has begun installation of the waterproofing inside the wine cellar.
Fairfield
Poway Road (G21-0007) - Grading continues. Last
week the grading contractor completed all building
over-excavation and this week will complete the final
cut on all pads prior to shooting line and grade. The
contractor completed excavating the footing for the
proposed retaining wall along the southern project
limits. Footing steel was placed and inspected and
thus far, the contractor has placed over 400 feet of
concrete footing. Both the geotechnical engineer and
the Native American monitor are onsite to observe
the grading and excavation operations.
The Farm
Stoneridge County Club Lane (G21-0001& STI21-001) – Over-excavation continues in various
locations, along St. Andrews Drive and Espola Road. During the removals, a pocket of saturated
soil with an odor of hydrocarbons was encountered. The environmental/geotechnical consultants
assessed, planned, removed and re-tested the area. The consultant provided a report confirming the
completion of removals. Last week, storm drain pipe installation continued along Indian Canyon Lane
onto Boca Raton Lane, then onto the site. Both pipe and drainage structure construction will continue
this week.
Lamie Residence
Heritage Drive (G20-0023) - The contractor
continues trenching and installing roof and area
drains. Pool construction, irrigation and
landscape installation are all ongoing. The
contractor completed removal of existing
vegetation in appropriate zones with signage to
follow.

Heritage Hill Slope Repair
Cree Drive (G20-0022) - The contractor began the slope repair by removing compromised materials.
The contractor then began slope backfill with crew members, hand digging, and hand
filling. Wacker’s were used to compact the fill material due to accessibility issues. The contractor
placed the appropriate type and length of geogrid fabric at appropriate elevations and intervals. A
soils technician is onsite performing periodic testing of compaction at various depths as fill is placed.
Power Conditioning Building UPS / ATS
Pomerado Hospital (G19-0009) - The contractor continued drilling the eight proposed caissons for
the shoring of the UPS & ATS building. So far four of the eight caissons have been completed. The
contractor has encountered large rock in two of the holes. City staff have shut down the existing fire
hydrant so the contractor can temporarily remove and install a blind flange during construction.
Pomerado Road SDGE 16-inch Gas Main Conversion (South)
Pomerado Road between Ted Williams and Scripps Poway Parkway (RW21-0126) -
For work south of Leone Way the project is nearing completion. The contractor and City will begin
the punch list generation process. The hydraulic pressure test is complete.
Crew 1 - The contractor is working on Scripps Poway Parkway west of Pomerado Road and on
Pomerado Road south of Ted Williams Parkway, testing the new 16” gas main in this area.
Crew 2 - The contractor has completed most of the base paving and the temporary cap paving on
Pomerado Road, both north and south of Poway Road. Trenching north and south of Robison
Boulevard on Pomerado Road is complete. Restoration, vault, and structure construction continues.
The contractor has sealed and restriped the church parking lot across from the work site. This parking
lot was used to hold the water filtration tanks during de-watering.

• California Water and Wastewater Arrearage Payment Program
Staff is submitting the Wastewater Arrearage Application, which is the second phase of funding
available through the State Water Board’s California Water and Wastewater Arrearage Payment
Program. The application request covers arrearages from March 4, 2020 through June 15,
2021. The request for funding is approximately $27,000 for 72 residential customers. Once
funding is received, staff will credit customer accounts and notify customers of their bill
credit. Extended payment arrangements are available to all customers in need of additional time
to bring their account balance current.
• Low-Income Household Water Assistance Program
Customer Services staff completed the enrollment process to accept funding from the California
Low-Income Household Water Assistance Program (LIHWAP), a new federally funded program
which will provide up to $2,000 of financial assistance to low-income Californians to help reduce
household water and wastewater debts. Customers must apply directly with the designated Local
Service Provider, and payments will be send directly to the operator of the public water
system. The program is expected to launch in June 2022 and operate through August 2023. Staff
will conduct an outreach campaign to all customers once the program is operational. More
information is available at Low Income Household Water Assistance Program (ca.gov).

Miscellaneous Parks Staff attended an all-day flagger training on
Tuesday or Wednesday. Added staff for the
Easter Sunday afternoon. Staff assisted with
trail repairs along the Dearborn Trail. Staff
attended a training on the new Volvo loader at

Miscellaneous Trails Delivered two yards of base material along the
Lake Poway Road/Trail for future repairs.
Delivered four yards of base to the Avocado
Trail and started making repairs filling in ruts
and low areas. Investigated report if exposed
wires going across Avocado Trail and found It
to be a drip irrigation line. Replaced four
broken fence rails along the Twin Peaks Trail.
Investigated report of a tree down along the
Del Poniente Trail and found it to be a
residential tree. Delivered two yards of base
material to the Dearborn Trail and started
making repairs to an exposed drainpipe and
filling in trail ruts. Installed two new “No Off-
Road Vehicles” signs on the Lomas Verdes
Trail.

Water Infrastructure Improvement Plan
Clearwell Bypass Project: GSE Construction will be installing electrical conduit from the pump
station to the Pressure Control Station. They will be televising and pressure testing the installed
pipe. They will also be installing pipe supports, mechanical piping and instrumentation at the
Pressure Control Station.
Clearwell Replacement Project: 90% design continues. The 90% design plans, specifications and
cost estimate will be submitted to the City for review on May 24, 2022. Staff met with Community
Services to discuss the softball field restoration scope at Lake Poway.
SDCWA POW-5 Turnout and Flow Control Facility Project: The consultant agreement with Hazen
and Sawyer for the engineering design services was approved by Council on April 5, 2022. Staff is
working with Hazen and Sawyer to execute the agreement.
Poway Treated Water Facilities and Redundant Pipeline Project: The consultant agreement with
Black & Veatch Corporation for engineering design services was approved by Council on April 5,
2022. Staff is working with Black & Veatch to execute the agreement.
