Old Poway Park and the Poway-Midland Railroad celebrated over one million
train riders this past weekend. A ceremony was held on Saturday where four-
year-old Connor (pictured here with mom and the mayor) was selected as the
one-millionth rider. Connor was a fitting choice as he is the first person in line
to ride the train every weekend. A big thank you to the dedication and hard
work of the volunteers who operate the train. We couldn’t do it without you!
Lake Poway hosted its first-ever Earth Day Campout on April 23. Fifty families
celebrated Mother Earth while learning about land conservation and native animals
during guided-interpretive hikes. They were also treated to a nature scavenger
hunt, painted their own nature rocks, and took home reusable water bottles. Not
only was the event educational and fun, but also generated $3,000 in revenue.
The Blue Sky Ecological Reserve Solar Walk and Stargazing event was a
tremendous success. While hiking to the back of the Reserve, over 100
participants learned about the planets and then made their way through the
asteroid belt where “astronauts” bombarded them with rocks (snowballs). A
particular highlight for the kids! Astronomers from Curiosity Peak in Julian had
their telescopes dialed-in to show off distant nebulae for all to enjoy. Children
went home with a bag of space goodies, many of which were donated by NASA.

The Poway Valley Garden Club hosted their 43rd Annual Flower Show at Old
Poway titled “Fantasy in the Garden”. Along with plant/flower displays, there
were plant sales and educational booths. Past flower shows have won national
awards and once again, was well received by the public.
Poway Center for the Performing Arts (PCPA) staff will begin efforts to build and launch the Poway OnStage
2022-23 season. The work will take approximately 50 hours and will require meticulous attention to detail
while utilizing a relatively new ticketing software system. PCPA staff also creates all of the City website
content. At our request, Poway OnStage will pay the hourly rates per their agreement.
Catch Seussical Jr. this weekend at PCPA and Disney’s Newsies the next! MET2 will rehearse all this week
and host performances May 7 & 8. Scripps Theatre Arts will rehearse and host performances May 13-
15. Each organization will also perform for various schools on Thursdays and Fridays. Upcoming

Poway Community Park was one of 16 parks throughout the County that showcased
the San Diego County Library Story Trails in April. These original stories were
written and designed by library staff as part of the Día de los Niños celebration,
which emphasizes the importance of literacy for children of all linguistic and cultural
backgrounds.
A huge thank you to Kiwanis volunteers who came out with pruners and loppers
blazing, to do an incredible job of trimming Blue Sky’s Torretto and Creekside Trails.

PLANNING
New Accessory Dwelling Unit (ADU) at 13075 Old Winery Road
On April 20th, a building permit was issued to construct a new detached 1,001 square-foot ADU
with a 168 square-foot patio cover located at 13075 Old Winery Road.
CAPITAL IMPROVEMENTS
Reservoir Overflow Modifications
The bid opening for the construction contract was on April 28th and 11 bids were received. US Tank
& Mechanical Services was the lowest responsive bidder and award of the contract is scheduled for
consideration by the City Council on June 7th. The project proposes to replace the overflow at four
of the City’s reservoirs.
FY2021-22 Annual Valve Replacement
The contractor has completed valve replacements at four of the 13 sites within the distribution
system. Public Works has closely coordinated with the contractor to minimize the impact to the
residents and avoid night work. The project is on schedule and is anticipated to be completed by the
end of June.
Fire Station 3 HVAC Controls Replacement Project
The contractor is starting work to replace the HVAC controls at Fire Station 3 this week. Last week,
a meeting was held with the Fire Department to notify them of the schedule and disruptions in their
work areas.
FY2021-22 Street Overlay Project
The bid opening for the construction contract was on April 27th and six bids were received. Hazard
Construction was the lowest responsive bidder and award of the contract is scheduled for
consideration by the City Council on May 17th. This year’s project includes patching on Poway Road,
Community Road, and Espola Road, and overlaying of Fairgate Drive, Ashgate Place and Earlgate
Court. Twenty-four pedestrian ramps will also be replaced as part of the project.
R-4 and R-7 Reservoirs Rehabilitation
The Request for Proposals for the design of the R-4 and R-7 Reservoirs Rehabilitation was due on
April 20th. Staff evaluated the five proposals that were received and selected Harper and Associates
as the most qualified firm. The award of the design consultant agreement is scheduled for
consideration by the City Council on June 7th.

LAND DEVELOPMENT
Maderas Remainder Parcel Final Map
City staff has begun the review of the first submittal of the final map, grading and improvement plans
associated with the six-lot subdivision at the south end of Old Coach Road. Although documents
were previously submitted in early April, not all documents had been provided, nor receipt of the
payment of fees and therefore, the review had not begun yet.
Commercial Condominium Conversion
City staff has begun the review of the first submittal for the final map to convert two existing
commercial office buildings into 19 commercial office condominium units on property located at
15644 Pomerado Road. Although documents were previously submitted in early April, the payment
for review fees was just paid last week and therefore, the review had not begun yet.
Poway Town and Country Center Drive-Thru Coffee Shop
City staff has received the application for an encroachment of underground electric conduit pipes to
be located within a City Storm Drain Easement in the Poway Town and Country Center.
Encroachment on Martincoit Road
City staff has received the application to allow for an as-built retaining wall to encroach into the public
right-of-way on Martincoit Road.
Eschbach Residence
City staff has received an as-built letter from the engineer of record to certify the construction of
several improvements that did not receive proper inspections as a part of the grading plan for a
single-family residence on Joyas Court.
Grading Violation on Northcrest Lane
City staff received the record drawings for the legalization of a grading violation that occurred at a
property on Northcrest Lane.
Trafecanty Garage
City staff provided comments for the first review of a floodplain development application allowing the
development of a garage/barn structure within the FEMA regulated floodplain on Twin Peaks Road.
Li Residence Roof Extension
City staff received an application for a floodplain development permit to allow a roof extension within
the FEMA regulated floodway. A “No-Rise” Certification was provided by the project engineer.
Thai-Van-Dat Residence
City staff has received an application for a floodplain development permit for the conversion of an
existing pool house to an ADU located within the FEMA regulated floodplain on Orchard Bend Road.
Boundary Adjustment Running Deer Trail
City has received the application for a boundary adjustment revising the boundary between two
parcels on Running Deer Trail.

STORMWATER
Los Penasquitos Watershed Water Quality Improvement Plan Update
The updated WQIP for the Los Penasquitos Watershed has been approved by the Regional Water
Quality Control Board (Regional Board). This update was required in response to the comment letter
received in September 2020 from the Regional Board after they reviewed the 2018-2019 WQIP
Annual Report. The comment letter stated that the Los Penasquitos Watershed Copermittees (City
of San Diego, County of San Diego, City of Poway, and City of Del Mar) are required to update the
WQIP to demonstrate compliance with the first interim Sediment TMDL utilizing an acceptable
method.
INSPECTION
Sanchez Residence ADU
Rostrata Hill (MDRA14-036) - The owner is requesting final occupancy for the ADU and garage. A
site inspection was conducted last week, and several items were found to be incomplete to include
driveway construction, widening of the private access road, landscape, and removal of construction
debris.
The Farm
Stoneridge Country Club Lane (G21-0001& STI21-001) - The contractor continues removing
material, over-excavating pads, drilling and breaking rock, and fill placements. The work being done
is in two major areas with the first being near St. Andrews Drive and Boca Raton Lane, and the
second is located to the south, adjacent to Espola Road.
The contractor continues off-site improvements including construction of concrete storm drain
structures and 24-inch storm drain pipe installation. The contractor formed and re-placed curb and
gutter on Indian Canyon Lane rounding the corner onto Boca Raton Lane. The contractor continues
trenching, installation of pipe, and backfill of trenches, placement of an eight-inch sewer main and a
four-inch sewer main and laterals, placement of concrete sewer manhole bottoms and stacking of
sewer manholes. Full time inspection is being completed by a soils firm for on- and off-site grading
and compaction activities.
Lara Residence
Golden Way (G18-0011, WI19-002) - The contractor completed the waterline and has begun
construction of the proposed retaining walls and widening of the existing private road. Last week,
two sections of the retaining wall footing where excavated, inspected and concrete was placed.
These sections are around the fire hydrant and water meters and will connect to the retaining wall
that will run parallel to the private road.

Lamie Residence
Heritage Drive (G20-0023) - Construction continues.
The contractor has prepared both the home and ADU
for stucco placement. The pool contractor has
completed gunite placement for the pool.
Heritage Hill Slope Repair
Cree Drive (G20-0022) - The contractor has completed the placement of all structural geofabric
layers at appropriate elevations and completed backfill to finish grade. A complete site cleanup and
installation of landscaping of slope is all that remains.
Fairfield
Poway Road (G21-0007) - Grading continues.
The contractor completed excavating the footing
for the proposed retaining wall along the southern
project limits and is currently working on the
footing for the proposed wall to the east. The
owner of the property to the east was concerned
about the removal of the wall and stated that it was
his. The contractor had the proposed wall staked
and this week, the property line will be staked to
confirm its location. At this time, and due to the
previous wall staking, it appears that the existing
was constructed approximately one foot onto
Fairfield’s property.
The contractor has placed the entire concrete footing for the southern wall. Last week, the first half
of the block wall was constructed and this week, grout placement is scheduled for the first half of the
stacked wall.
Funderburg Residence
Summit Circle (G21-0012) - A preconstruction meeting for the grading and construction of this single-
family home was held. No work on site has started.

Durhullen Drive (SW22-0185) - Last week, a preconstruction meeting for the construction of an ADU
was held. The work has yet to begin.
North County Soccer Park
Espola Road (G21-0009) - A preconstruction meeting for the grading and installation of an artificial
turf playing field has been held. The owners and contractor were trained on storm water practices
and signed all applicable paperwork.
Christensen ADU
Old Winery Road (SW22-0072) - Last week, the preconstruction meeting for the ADU was held. The
owner and contractor signed all applicable paperwork.
Pomerado Road SDGE 16” Gas Main Conversion (South)
Pomerado Road between Ted Williams and Scripps Poway Parkway (RW21-0126) -
The project is nearing completion. The contractor and City inspector have begun to walk the existing
improvements to determine repairs prior to final paving and slurry seal. The hydraulic pressure test
on the south end has been completed and the contractor has been drying out the line in preparation
for placing the new gas main into service. Crews continue working on the installation of pressure
regulator stations on Pomerado Road in the northbound direction, north of Poway Road and on
Pomerado Road in the southbound direction, just south of Poway Road.
Pomerado Road SDGE 16” Gas Main Conversion / Scripps Poway Parkway
Scripps Poway Parkway from Pomerado Road to West City Limits (RW21-0157) -
The contractor for SDG&E has started to load water tanks at the end of Old Pomerado Road for the

Storage & Backup – Network Administrator completed installation of new Storage & Backup Storage
Devices at the main City Hall data center and the Public Works data center. The HPE Nimble Storage
devices replicate to one another and the HPE StoreOnce devices provide backup storage for one another.
We are currently in the process of provisioning our cloud backup storage which was approved this year to
provide backups offsite in a separate environment hosted by Oracle. We will also continue to do tape
backups that are picked up weekly and stored at Corodata.
Wi-Fi for City Hall/Council Chambers – Meeting started this week with Ruckus Wireless, hardware vendor
used at Community Center. They will be onsite on Thursday to do an evaluation, which will provide us the
information we need to request quotes/RFP and select a vendor for purchase and installation.
Backup Internet Connection – An agreement was executed with One Ring Networks to upgrade current
backup internet connection. One Ring provides a wireless radio solution. They will be upgrading the radio
antenna on the roof of City Hall to increase bandwidth that is part of this agreement. This serves as a
backup to our wired Cox Connection.
Cisco Network Hardware – Purchase order was issued almost two months ago for new network equipment
that is replacing aging hardware. We have been notified that there are major supply chain issues and the
new date for shipping of the hardware is moved to August.

Water Infrastructure Improvement Program
Clearwell Bypass Project: The tie-in of the relocated 8-inch water main that, was in conflict with the
36-inch steel line and serves the restroom facilities and buildings at Lake Poway, requires a
shutdown of approximately seven hours. The shutdown will occur on April 27th at 7:00 p.m. to
minimize impact to lake users. The restrooms at the lake will be closed by Community Services at
7:00 p.m. and both lake gates will be locked. The water is expected to be turned back on around
2:00 a.m. Public Works’ Water Operations staff will be on-site, as well as the Construction Inspector
Tim Brown for the duration of the shutdown. GSE Construction is working on completing the
installation of the second bolted-steel storage tank at Lake Poway. It is scheduled to be completed
by May 11th. Once installation is complete, GSE will be working on the temporary 24-inch, high
density polyethylene (HDPE) pipe connections to the tank, as well as the overflow piping. The

installation of the permanent 36-inch steel pipeline from the pressure control valve station to the
pump station continues. This work is scheduled to be completed by May 10th. GSE Construction
continues the pressure testing and televising of various pipeline sections that have been installed.
Retaining wall construction on the south side of the clearwell continues. Sound walls have been
installed for the new pump station as part of the CEQA categorical exemption condition for this
project.
Clearwell Replacement Project: The 90% design plans, specifications and cost estimate will be
completed by May 20th. IEC will conduct an internal Quality Assurance/Quality Control (QA/QC)
process prior to submitting the package to the city for review on June 3rd. Staff is working on
reviewing the revised tank volume calculations and responding to questions from IEC regarding
finished floor tank elevations, softball field restoration requirements, landscaping around the Public
Works Admin Building, potholing and equipment salvage to be included in the 90% design package.
Poway Treated Water Facilities and Redundant Pipeline Project: The consultant agreement with
Black & Veatch Corporation has been executed and insurance documents have been verified. The
design kick-off meeting is scheduled for May 12th.
SDCWA POW-5 Turnout and Flow Control Facility: The consultant agreement with Hazen and
Sawyer has been executed and insurance documents have been verified. The design kick-off
meeting is scheduled for May 2nd.
Other: An approval letter was received from the State Department of Drinking Water (DDW) on April
27th for the Technical Memo submitted in accordance with Directive 6.4 of the April 13, 2020, mutual
agreement between DDW and the City of Poway. DDW acknowledged in the letter that the
Technical Memo satisfies Directive 6.4 of the agreement. The content of the Technical Memo
includes evaluation and hydraulic modeling results of the two feasible emergency interconnections
with the City of San Diego’s water system. The approval letter includes the following two conditions:
That Poway submit a detailed project schedule by May 26th and that Poway submit plans and
specifications for the emergency interties to DDW for review and approval, prior to starting
construction. Staff is working on the schedule and will submit it to DDW by the end of this week.
The design plans and specifications will be submitted to DDW for review and approval once they’re
available. The two interties have been placed on the proposed CIP Budget for future fiscal years.
