MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING
MARCH 17, 1994
The March 17, 1994, meeting, adjourned from the March 15, 1994 regular
meeting of the City Council of the City of Poway, was called to order at 4:30
p.m., by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

Mayor Higginson explained the procedure for Public Oral Communications. There
was no one present wishing to speak.

SAN DIEGO COUNTY WATER AUTHORITY
LONG RANGE PLANNING AND BUDGETING
City Manager Bowersox introduced Linda Brannon, City's representative to the San
Diego County Water Authority. There were several SDCWA staff present to talk
about where our water comes from; the Water Authority's Water Resources Plan,
published in November 1993; the capital improvement program, including proposed
storage projects; Metropolitan Water District's plans for a water storage project
near Hemet and their rate changes. It was noted that SDCWA has increased from
50 to 150 employees in the past 10 years and MWD projects 6-1/2% increases
through the year 2000.

PRE-DEVELOPMENT CONFERENCE
PINERY GOLF
City Manager Bowersox stated the purpose of pre-development conferences is to
give an applicant a "free" reading of the City Council's interest in a project
that would not currently be a permitted use in their proposed location.
Hank Mathews, managing partner of Pinery Golf, presented a concept of a golf
practice facility and micro golf course proposed for 14.5 acres west of the
Sports Park in South Poway.
Council concurred this might be agood interim use. The fundamental core of this
business park is based on increased value caused by development which would not
occur with this use. They expressed concern over flying golf balls and the
appearance to Community Road traffic of any fence or netting erected to prevent
them. They agreed the absorption study being done by Kosmont & Associates would
be valuable information before considering a project like this.

FINANCING STRATEGIES FOR
WATER TREATMENT PLANT UPGRADE
City Manager Bowersox suggested this item be added to the agenda of March 22,
1994 in the interest of time. Council concurred.
ITEM 6 (701-11)
BROWN ACT REVISIONS
City Attorney Eckis reviewed the changes to the Brown Act which become effective
April 1, 1994. The Brown Act, or "open meeting law" applies to the City Council
and all Council appointed Committees, except ad hoc subcommittees of the Council.
To be an ad hoc committee there must not be a fixed meeting schedule or a
continuing subject matter jurisdiction. The changes impose new agenda
requirements for closed sessions, including more disclosure, and requires
immediate "reporting out" to the public of closed session final decisions. One
of the changes specifically allows brief Council responses and questions to
public oral communications.

ADJOURNMENT
Upon motion by Councilmember Snesko, seconded by Councilmember Cafagna, Deputy
Mayor Emery ordered the meeting adjourned at 6:30 p.m.
