Dear Poway City Council,
I am a member of the Green Valley neighborhood in the City of
Poway. I am aware that the City approved a minor development
review application for the facility after providing notice to just
three residents. In fact, I just recently learned of the project after
meeting and discussing it with neighbors. During the course of
these discussions, questions and concerns were raised in my mind
regarding some or all of the following issues:
o the lack of notice and information provided to
the community throughout the process;
o the traffic and safety impacts the facility will have
on our residential neighborhood;
o the failure of the City of Poway to conduct a
traffic study;
o the form and function of the facility's 23-space
parking lot and loading bay;
o the fact that the ingress/egress for the facility is
currently not on Espola (the property's address),
but on a narrow, 25-foot-wide stretch of Valle
Verde Road;
o whether there is legal authority allowing for
facilities such as this one to be operated in an
area zoned as "residential rural"
I understand that there is a City Council meeting on May 17 where
these issues, among others, will be discussed.

By signing this petition, I would like my voice to be heard, even if I
am unable to attend the City Council meeting. I believe that the
City should revoke the MDRA approval unless and until:
o Sharp provides a thorough and legally defensible
explanation regarding how a hospice facility like
this one can be operated in a residential
neighborhood "by right;"
o a formal traffic study is conducted and
evaluated;
o the ingress/egress for the property is moved to
Espola Road;
o infrastructure improvements are added to the
project's scope to increase safety and decrease
traffic in the Valle Verde neighborhood (including
the construction of a right -turn lane on Espola to
allow for ingress/egress);
o additional mitigation measures are added to
increase the property's suitability in the
neighborhood, including more significant
landscaping and fencing around the property, a
requirement that any parking lot lights be turned
off between 10 pm and 6 am, a requirement that
Sharp vehicles be prohibited from turning into
the Valle Verde neighborhood; and
o appointment of a neighborhood representative
to participate in future discussions between
Sharp and the City regarding the project.

Unless and until the above measures are accomplished, it is
difficult to understand how such a busy and quasi -commercial
facility will, as it must under the Poway Municipal Code, be
complementary to, and...in harmony with," our residential rural
community.
