Registrations and revenue were more than double last year’s numbers, and up by 52% and 62% compared with 2019 (pre-pandemic). 950 participants registered on the first day! The Poway Center for the Performing Arts staff were proud to support MET2 bringing more than 1,200 kids to the theatre for Seussical Jr. It took a lot of coordination; however, the post-show meet and greet with the cast was priceless! It was a fin-tastic night at the sea creature-themed Kid’s Night Out on May 6. The fishy masks, DIY sea snacks, craft sea animals, and a special presentation of Luca was a cray- sea night for 50 participants CSD Bi-Weekly Report May 18, 2022 Page 2 Blue Sky Reserve held its first Junior Nature Ranger program since the beginning of the pandemic. Children (ages 6 to 10) and parents were led through a series of activities in the Reserve and received their Junior Nature Ranger Certificate upon completion. Families celebrated mom by gathering at Lake Poway to enjoy fishing, boating, hiking, and other outdoor activities. 120 fishing permits and boat rentals were sold on Mother’s Day generating over $1,350 in revenue. In addition, 390 nonresidents purchased parking permits for $3,900 in revenue. Old Poway Park has been given the green light from school districts for in-person field trips. The Historical Tour gives students the opportunity to experience life in the early 1900’s. The tour includes visiting the Nelson House, sitting in a 1900’s classroom located in the Historical Museum, and learning about train safety. So far this year, 127 students have participated with another 307 still to come. Old Poway Park and Public Works have been working with a U.S. Navy group who is interested in donating their time and talent. On May 20, volunteers will be onsite removing old plants, weeding, and readying the soil for the delivery of new flowers. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: May 18, 2022 SUBJECT: Director’s Notes PLANNING Building Permits Issued for Housing Development for The Farm In Poway On May 6th, building permits were issued for the Residential Cottage Lots 1-12 and 25-26 north of Espola Road and the Residential Homestead Lots 133-137 along Boca Raton Lane (reference The Farm in Poway Specific Plan Land Use Plan): 1. Residential Cottage Lots 1-12 and 25-26 include: a. Three Plan 1’s: a 3,123 square-foot single-family residence with a 303 square-foot patio cover and a 430 square-foot garage. b. Four Plan 2’s: a 3,272 square-foot single-family residence with a 164 square-foot patio cover and a 435 square-foot garage. c. Three Plan 3’s: a 2,291 square-foot single-family residence with a 382 square-foot patio cover and a 502 square-foot garage. d. Four Plan 4’s: a 2,536 square-foot single-family residence with a 434 square-foot patio cover and a 497 square-foot garage. 2. Residential Homestead Lots 133-137 include: a. New Single-Family Residence on a Vacant Lot on 9th Street On May 5th, a Minor Development Review Application was submitted to construct a 2,520 square- foot single-family residence with an attached 534 square-foot ADU above a 664 square-foot garage on a vacant lot on 9th Street in a Rural Residential zone. CAPITAL IMPROVEMENTS FY2021-22 Annual Valve Replacement Thirteen valves at ten locations have been replaced, with six valves at three locations remaining. The remaining valves will be scheduled around the availability of the Public Works staff to support night shutdowns affecting commercial water customers. Fire Station 3 HVAC Controls Replacement The contractor mobilized last week, and the team started pulling communication wire around the building to connect all the fan coil units to a central control system that will be placed in the IT room on the north side of the building. Director’s Notes May 18, 2022 Page 2 Bowron Road Sewer Upsize The contractor has been notified that a new area of the trench section is sinking (about five to six inches in depth) south of Civic Center Drive along Bowron Road and south of the prior trench repairs completed last month. Public Works will make a temporary fix to level the settling section this week at Valley Elementary School as their summer break begins on June 10th. The contractor will assess the situation and work on a permanent solution after the summer break has started. LAND DEVELOPMENT Murray Residence City staff received an application to allow for a proposed pool and spa to be built within the FEMA regulated floodplain at an existing residence on York Avenue. Whisenant Residence City staff received an application to allow for driveway light pilasters to be installed within the public right-of-way at an existing residence on Silver Saddle Lane. Colle Residence City staff issued comments on the first review of the grading plan package for a proposed garage structure at an existing residence on Eastvale Road. Ramirez Residence City staff received the compaction report for the driveway of a proposed residence on Del Poniente Road. Staff previously received, reviewed, and approved the compaction report for the proposed pad. The geotechnical recommendations for the project specified unique compaction for the driveway, requiring an additional compaction report for the proposed driveway. San Diego Gas & Electric (SDG&E) Substation City staff has received payment of remaining fees and securities prior to the issuance of a grading permit for the proposed drainage improvements at the SDG&E Substation located on Twin Peaks Road. Fathi Residence City staff has returned comments on the second review of the grading plan package for a proposed residence on Orchard View Drive. Fairfield City staff has returned comments on the third submittal of the offsite improvement plans for the Fairfield mixed-use redevelopment project on Poway Road. The improvement plans include the new traffic signal at Carriage Heights Way and Poway Road, utility connections to the site, a bus shelter, a new and revised center median, and improvements fronting the site on the south side of Poway Road. Honda Inventory Lot City staff approved the plan for the proposed street improvements required as a part of the Poway Honda Inventory Lot redevelopment project on Poway Road. Mylars have been submitted along with the requested fees and securities. Improvements include eliminating one of the driveways to the lot from Poway Road and revising the existing sidewalks, driveways, and pedestrian push buttons for compliance with accessibility standards. Sharp Hospice Home City staff has received the third submittal of the grading plan package for the proposed Sharp Hospice Home proposed on Valle Verde Road. Director’s Notes May 18, 2022 Page 3 Zeitoune Residence City staff issued comments on the first review of the grading plan package for the proposed single- family residence on Stage Coach Road. Rahimzadeh Residence City staff received an application for the conversion of an existing garage to an ADU within the FEMA regulated floodplain on Claire Drive. Lyon Estates City staff issued comments on the third review of the grading plans associated with the ten-lot residential subdivision proposed at the end of Larchmont Street. INSPECTION The Farm Stoneridge Country Club Lane (G21-0001& STI21-001) – An inspection was performed for a large over-excavation area. The scrapers were still running in the area, and it was not ready for inspection. Other small areas were ready, and inspection was completed for lot 131 and an open space section. The Contractor was informed that they are not allowed to work around any live wet utilities on City dark Fridays, weekends, or holidays. Staff has received a complaint from a resident along Cloudcroft Court that the green waste (tree trunks and mulch) near their backyard, was causing flies and pests. The developer has been made aware and asked to address the issue. The storm drain work along Boca Raton Lane continued. Inspection for the reinforcement on a catch basin and a B-1 inlet was performed. The contractor requested to pour concrete on the City’s dark Friday, and they were informed that they are not allowed to work in the right-of-way on dark Fridays. Fairfield Poway Road (G21-0007) - Retaining wall construction continues along the south, east and west property lines of the project. The south wall is under construction and block is being placed for the second, upper half of the wall. The contractor grouted the first lower half of the wall. Last week, the footing excavation and steel placement for the proposed wall to the east was completed and inspected. The concrete footing placement is scheduled for this week. The footing for the wall to the west has been excavated and reinforcing bars added and footing placement is scheduled for this week. Lara Residence Golden Way (G18-0011, WI19-002) - The contractor has placed footings for the retaining wall sections around the fire hydrant and water meters, stacked block, and passed the pre-grout inspection. Grout placement is scheduled for this week. The grading to widen the end of Golden Way Director’s Notes May 18, 2022 Page 4 has begun and the retaining wall that will support the widening of the private road is scheduled to begin once the first sections have been grouted. SDG&E Gas Line Conversion Project St. Andrews Drive (RW21-0109) - A final punch list inspection was performed, and the inspector met with the SDG&E representative accordingly. One roadway had been missed during the slurry seal operation and there was one missing a hydrant marker. Kellhofer ADU Ortez Place (SW22-0167) - The preconstruction meeting for an ADU has been held and the owner and contractor signed all applicable paperwork. Rhew Residence Martincoit Road (MDRA20-001) - The owner has contacted inspection and requested a final punch list inspection, and it has been scheduled for this week. Bravo Residence Boulder View Drive (MDRA19-005) - Work on the construction of this single-family home is nearly complete. The contractor has requested sign-off from the engineering department. The site inspector performed the punch list inspection and discussed all outstanding items with the contractor and owner. Walters ADU Glen Circle Road (SW22-0189) - The preconstruction meeting has been held and construction of an ADU on the property has begun. Pomerado Road SDG&E 16” Gas Main Conversion (South) Pomerado Road between Ted Williams and Scripps Poway Parkway (RW21-0126) - The project is nearing completion. The contractor and City inspector have begun to walk the existing improvements to determine repairs prior to final paving and slurry seal. The hydraulic pressure test on the south end has been completed and the contractor has been drying out the line in preparation for placing the new gas main into service. Crews continue working on the installation of pressure regulator stations on Pomerado Road in the northbound direction north of Poway Road and Pomerado Road in the southbound direction, just south of Poway Road. Pomerado Road SDG&E 16” Gas Main Conversion / Scripps Poway Parkway Scripps Poway Parkway from Pomerado Road to West City Limits (RW21-0157) - The contractor for SDG&E has begun testing of the section of gas main on Scripps Poway Parkway. The contractor pumped water into tanks using a fire hydrant at the end of Old Pomerado Road for the purpose of testing. Last week, the contractor filled the section of gas main to be tested. The pressure in the main was pumped up to 2,130 PSI for 8 hours. When the test is complete, the water will be pumped back into the tanks and will sit for several days prior to discharging the water into the City’s Sewer main at no more than 100GPM. This is in conjunction with their involvement in this year’s Burn Institute Demolition Derby being held at the Del Mar Fair on June 12. The Hop Stop fundraising event is June 2, 2022, from 5pm - 8pm. All proceeds benefit the Burn Institute, and you will get an up-close look at the demolition derby car. 2 PFA hosted a Sidewalk CPR event at the Farmer’s Market on May 14th. Great participation from the fire personnel. 3 Fire Admin team have been added to the See Click Fix / Poway City App to receive any issues related to Fire Prevention. Training was also provided to the team from IT. 4 Fire Chief and Battalion Chief met with General Atomics staff to discuss needs/ potential partnership opportunities. TRAINING / SAFETY 1 Fire Instructor 1 class hosted by Poway Fire Department was completed this past week. This class is needed for Fire Officers to deliver training to the department and crews. 2 Crews participated in the Santa Ana Wellness fitness appraisals. The wellness program is vital to keeping our firefighters healthy and prepared to do the job of a firefighter. 3 Battalion Chiefs participated in the Metro zone wildland incident management drill. Chief Chumbley, City Manager Hazeltine, and Disaster preparedness coordinator Susy Turnbull participated in observing a large wildland incident. 4 Poway Fire Department hosted a Firefighter Candidate Testing Center at the Mickey Cafagna Community Center. Candidates from this test will be able to apply for Firefighter/Paramedic positions open in the Poway Fire Department. This test detects any discontinuities in the coating of the tank. Vacuum testing of tank #1 has been successful to date. This test is for ensuring the tank is completely watertight. The test will be completed this week as well. GSE continues work on tank #2. The only remaining element for tank #2 is the roof structural beams. This work will be completed by May 18th. Electrical site work in the tank area continues. WTP: GSE will be installing temporary electrical conduit from the pump station to the pressure control valve (PCV) station. They will also be installing 36” permanent pipe from the PCV station to the pump station. Only one section of the 36” pipe remains to be installed. Installation is scheduled to be completed by May 20th. Other: GSE informed the City today that the manufacturer of the pumps (Trillium) has notified GSE that the estimated shipping date for the pumps is now June 8th. Arrival on site is expected on June 10th. The Variable Frequency Drives (VFDs) are now scheduled to arrive on July 8th. They explained that the delay is due to the power company feed changes and corresponding testing backup. These changes may or may not affect the project completion date. More information will be available in the next few weeks. These delays are in line with what the construction industry is experiencing at this time. In fact, other agencies and construction companies are experiencing much longer delays in manufacturing, permitting and shipping.
