CC 1994 03-24 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING NARCN 24, 1994 The March 24, 1994 meeting, adjourned from the March 22, 1994 regular meeting of the City Council of the City of Poway, was called to order at 4:35 p.m., by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive, Poway, California. There ITEM 3 (1170-07) SOLID WASTE FRANCHISE Item introduced by City Manager Bowersox. Staff report by Director of Public Services Williams. At the January 14, 1992 meeting, the City Council directed staff to help achieve the mandates of AB 939 by managing solid waste and recycling services through an exclusive franchise. An agreement was reached with each of the existing permitted haulers in Poway that they would be the only bidders in the franchise process. Staff has prepared a final implementation timeline with recommendations for level of service to be received from the franchisee. It was noted that although the best method of achieving recycling goals is to have a volume-based pricing system, no other jurisdiction in the County is doing that and we should remain consistent with the region for a variety of reasons. It is anticipated that everyone will go to that type of system eventually. The timeline calls for a formal bid process starting on May 27, 1994 with a bid opening on August 1 and full implementation of the franchise on January 1, 1995. Council discussed request for proposal versus request for bid. Director Williams noted that since the present five haulers were known to us and could be considered responsible bidders, there was not a need to do a RFP 5170 Page 2 - CITY OF POWAY - March 24, 1994 process. Council concurred there are many issues being discussed at the Solid Waste Interim Commission that will affect the franchise and the way it is structured for future changes. There were representatives from several of the haulers present and Council encouraged them to contact staff with their input into the process.
