Operations for May at the Poway Center for the Performing Arts were in full
swing with 30 out of the 31 days in use. School bands and choirs, a
famous rocker, a symphony, and many dance productions filled our stage
with 17 rehearsals and 18 performances.
The Spring Camping Series came to a close on May 21. This season,
Lake Poway offered five spring campouts for more than 255 families,
generating $6,675 in revenue. This drop-in style camping series offers
participants the opportunity to sleep under the stars close to home and
at their leisure. We look forward to running the program again this fall!
Lake Poway was the place to be on Memorial Day! Outdoor fun with family and friends generated over
$1,800 in boat revenue and an additional $150 from fishing permits.

Over 300 people attended the Summer Kick-Off Party at the
Swim Center on June 10. The crowd was treated to games, an
in-water inflatable obstacle course, and a big splash contest.
The warm weather was the perfect introduction to summer at
the pool!
The annual, pre-summer lifeguard training took place this past
weekend at the Swim Center. Staff reviewed policies,
expectations, and practiced their lifesaving and rescue skills in
preparation for the busy summer season.
The culmination of the Kid’s Night Out Series was a splashing hit on June 3. Participants shell-ebrated the
beginning of summer with water games, beaded crafts, face painting, popsicles, lawn games, and a special
presentation of Lilo & Stitch. Our 50 participants were as happy as clams!
The Teen Program Series culminated with an excursion to
Disneyland on June 10. The happiest place on Earth did not
disappoint 49 tweens/teens who enjoyed thrills, ate delicious
treats, and celebrated the start of summer. Three teen volunteers
were invited to attend the excursion as a thank you for
volunteering every month of the fiscal year for a total of 290 hours.
Community Park staff are already busy planning the FY22-23
Teen Program Series, which will start in September.
Hello, Summer Camps! This week kicked off the first of nine
weeks of summer camps in Poway. Lake Poway Day Camp is
full with 60 campers and 14 Counselors in Training, while 18
contract camps have a total of 415 participants. There is a camp
for everyone! Topics range from science to sports, sewing to
dance, art to cooking, and so much more! It’s not too late to
register at www.poway.org/classes.
The San Diego Folk Heritage hosted the Sam Hinton Folk Festival at Old Poway Park on June 4. This is the
first time hosting the event in three years and they drew a nice crowd. Attendees listened to storytelling in
the Great Room, watched live musical performances in multiple locations around the park, and rode the
train.
Old Poway Park staff conducted interviews to replace a vendor for the old Blacksmith Shop. Four applicants
were interviewed representing a variety of trades/crafts. Staff will make a final selection next week
In the past two weeks, the older adult congregate meal program at the Mickey Cafagna Community Center
served 176 delicious meals.

Indoor Family Entertainment Center at 12900 Gregg Court (formerly Staples)
On June 6th, a Conditional Use Permit application was submitted to operate an indoor family
entertainment center providing amusement activities including mini-bowling, mini-golf, interactive
games, simulators and a café. The indoor recreational use is proposed to be in the former Staples
building located at 12900 Gregg Court, which is designated as South Poway Commercial in the
South Poway Specific Plan.
Pre-Application for Battery Energy Storage Facility at 13790 Danielson Street
On May 19th, a Pre-Application was submitted to construct a battery energy storage system at 13790
Danielson Street, which is designated as Light Industrial-Storage in the South Poway Specific Plan.
Building Permits Issued for Housing Development for The Farm In Poway
On May 26th, building permits were issued for the Residential Homestead Lots 138-144 along Saint
Andrews Drive (reference The Farm in Poway Specific Plan Land Use Plan):
1. Residential Homestead Lots 138-144 include:
a. Four Plan 1’s: a 3,673 square-foot single-family residence with a 527 square-foot
patio cover, a 145 square-foot balcony and a 632 square-foot garage.
b. Three Plan 2’s: a 3,823 square-foot single-family residence with a 275 square-foot
patio cover, a 225 square-foot balcony and a 630 square-foot garage.
New Single-Family Residence on a Vacant Lot on Umbria Way
On May 24th, a Minor Development Review Application was submitted to construct a 7,449 square-
foot single-family residence with an attached 1,126 square-foot garage on a vacant lot on Umbria
Way in the Rural Residential RR-C zone.
New Single-Family Residence at 14150 Bryce Point
On May 19th, a building permit was issued to construct a 7,280 square-foot single-family residence
with a 1,699 square-foot patio cover and a 1,165 square-foot garage at 14150 Bryce Point.
New Accessory Dwelling Unit (ADU) at 12885 Rockwell Court
On May 18th, a building permit was issued to construct a 370 square-foot ADU with a 120 square-
foot patio cover at 12885 Rockwell Court.

On May 22nd, a building permit was issued to construct a 1,190 square-foot ADU with a 217 square-
foot patio cover and a 296 square-foot patio garage at 13220 Glen Circle Road.
CAPITAL IMPROVEMENTS
FY2021-22 Annual Valve Replacement
Sixteen valves at twelve locations have been replaced, with three valves at one location remaining
at Poway Road and Midland Road. Those valves were exposed last Thursday in preparation for
replacement this week. One of the valves was replaced Tuesday night and the other two were
replaced during working hours on Thursday.
Annual Trash Capture Program
The project is currently being advertised and scheduled to open bids on June 22nd. The project will
install trash capture devices in existing drainage structures located in the public right-of-way.
Fire Station 3 HVAC Controls Replacement
The project is 95% complete. The building is now online with the other facilities on the HVAC controls
application. The contractor is waiting for a specific piece of equipment for the main fan coil unit for
the dorms. Once that is installed, they will be able to do the final cut over. The only task to complete
after that is the final testing.
Carlson and Springvale Channels Rehabilitation
The contractor began work on this project last week. They are clearing and grubbing both channels
and are about 50% complete with the channel section removals.
FY2021-22 Street Overlay
The pre-construction meeting was held on Monday, June 13th. The contractor will be placing the
public notification signs on Poway Road, Community Road and Poway grade. The City received the
approved Caltrans encroachment permit on June 6th for the closure of Poway Road from Espola
Road to Highway 67. This work will be completed overnight during the regular work week.
Bowron Road Sewer Upsize
Public Works completed a temporary fix for the additional settling along Bowron Road this week, and
the contractor completed repairs on the settled trench areas after Valley Elementary School started
their summer break.
LAND DEVELOPMENT
Norris Property
City staff received, reviewed and approved a construction change to the grading plans for a single-
family residence on Saint Andrews Drive. The revision consists of the placement of a driveway
trench drain, the extension of a retaining wall along the side property line with slight revisions to the
grades along the side yard between the proposed structure and the retaining wall, and the addition
of a couple more drains in the rear yard.
Caliguri Residence
City staff received the fifth submittal of the grading plans for the proposed residence on Sunset Ridge
Court. Previous comments were minor in nature and staff is expecting this to be a final review before
approval.

Clough Residence
City staff received the remaining documents required to complete the resubmittal package for the
second review of the grading plans associated with a proposed single-family residence on Misty
Meadow Road. Staff will now begin the second review.
Smithers Residence
City staff received the second submittal of a proposed boundary adjustment revising the property
line between two properties on Paseo de la Huerta.
Cobblestone Creek Road
City staff received a submittal to merge two properties located on Cobblestone Creek Road.
Fathi Residence
City staff has received the third submittal of the grading plans associated with a proposed single-
family residence on Orchard View Drive.
Knudsen Residence
City staff has received the application to allow a proposed fence to encroach into a public drainage
easement on Range Park Road.
McKee Orchard Subdivision
City staff received the first submittal of the grading plans, improvement plans and final tract map for
the 20-lot subdivision proposed at the terminus of Holly Oak Way. Letters of at-risk submittal
acknowledgment were also received since the submittal was provided before formal approval of the
tentative map.
Fairfield
City staff received mylars of the offsite improvement plans for the Fairfield mixed-use redevelopment
project on Poway Road. The improvement plans included the new traffic signal at Carriage Heights
Way and Poway Road, a new and revised center median, and improvements fronting the site on the
south side of Poway Road.
City staff also received the first proposed construction change of the onsite rough grading plans for
the Fairfield project. The proposed construction change includes revised retaining walls and
stormwater detention facilities.
City staff also received the third submittal of the onsite precise grading plans and the fourth submittal
of the final map for the Fairfield project.
The Farm
City staff approved the first construction change of the onsite rough grading plans for the Farm
project. The construction changes modified storm drain pipe sizes due to material supply issues.
City staff also received the second submittal of the onsite precise grading plans for the Farm project.
Colle Residence
City staff received the second submittal of the grading plans associated with a proposed garage
structure at an existing residence on Eastvale Road.

City staff returned comments on the fourth review of the grading plans associated with the ten-lot
residential subdivision proposed at the end of Larchmont Street. The comments were minor in nature
and City staff is allowing the corrected returned plans addressing these comments to be the mylar
plans for final submittal.
City staff also returned comments on the third review of the public improvement plans and final map
for the Lyon Estates project. The applicant has since returned with the fourth submittal of both the
improvement plans and final map.
City staff has also returned comments on the second review of the Open Space and Biological
Conservation Easements associated with the Lyon Estates Project. The applicant has since
returned with the third submittal of both easement documents.
Sewer Main Extension York Avenue
City staff received the first submittal of improvement plans to extend the sewer main on York Avenue
per the request of the property owner at 13849 York Avenue.
Tendick Residence
City staff approved a floodplain development permit for the proposed development of an inground
pool partially located within the FEMA regulated floodplain for an existing residence on York Avenue.
Ho Residence
City staff provided comments for the first review of a grading plan associated with the proposed
single-family development at the northwest corner of State Route 67 and Poway Road. City staff
also provided comments for the first review of the Biological Conservation Easement and the Open
Space Easement associated with the Ho Residence project.
Geans Residence
City staff returned first review comments for a grading project to legalize grading that occurred at an
existing residence on Tarascan Drive.
Funderburg Residence
The applicant has submitted the Certificate of Line and Grade and the Soil Compaction Report for
the grading associated with a single-family residence on Summit Circle.
Tran Residence
City staff has received the submittal for a floodplain development permit to allow for ground mount
solar to be located within the FEMA regulated floodplain at an existing residence on Creek Road.
STORMWATER
Industrial/Commercial Inspections
The City’s consultant, D-Max Engineering, has completed the annual industrial-commercial
stormwater inspection program. These are routine inspections required per state and federal
regulations. The purpose of these stormwater inspections is to confirm that businesses are free of
any negative impacts to the storm drain system, which drains untreated runoff directly to our creeks
and eventually the ocean. City staff will now be mailing out the completed inspection records to
business owners and following up with and required corrective measures.

Dry Weather Outfall Discharge Monitoring
The Municipal Permit requires the City to perform Dry Weather Outfall Discharge Monitoring each
year. The City is required to visit at least 80 percent of its major outfall locations within each
Watershed Management Area (WMA) twice per monitoring year. The City’s current inventory has
48 major outfalls, 12 in the San Dieguito WMA and 36 in the Los Penasquitos WMA. The work
includes a total of 78 routine field visits recording visual observations, identifying and sampling dry
weather flows, upstream source investigations and trash assessments. The City’s consultant D-Max
Engineering, Inc. (D-Max) will begin conducting the field visits and sampling of dry weather flows and
notifying staff of illicit discharges in the next couple weeks. As the notifications come in from D-Max,
City staff issues a series of letters weekly to residents that were identified as contributors of dry
weather flows (i.e. over irrigation, illegal pool discharges, car washing, etc). The letters are intended
to educate and correct issues involving illicit discharges which are a violation of the Municipal Permit
and Poway Municipal Code. Follow-up and upstream investigations may be required in response to
the sampling results when data is returned from the laboratories.
INSPECTION
SDG&E Substation
Twin Peaks Road (G21-0010) - The site has been staked, cleared, and the existing utilities potholed.
The inspector was informed that due to existing underground utility locations, the engineer
determined that there will be conflicts with existing utilities and proposed improvements. The project
will be inactive while the project engineer redesigns and completes a construction change.
Ekiko Residence
Bowl Creek Road (G20-0015) - The contractor placed the concrete footing and wet-set the first
course of block for the 6-foot fire wall north of the new home. The contractor is trenching, breaking
rock and installing electrical conduit for the onsite electrical feed to the home.
Eschbach Residence
Joyas Court (G13-0005) - All work is complete. The inspector has performed the final inspection and
delivered the file to the project manager to close out.
Lara Residence
Golden Way (G18-0011, WI19-002) - Grading has begun. The contractor has excavated the onsite
bio basins. The contractor completed the keyways that will support the pad grading.

The Farm
Stoneridge Country Club Lane (G21-0001& STI21-001) Grading: Over-excavation continues in
various locations. All over-excavations are being approved by the onsite geologist. Due to the
existing sewer force main, inspection was informed that there will be a grade change (raising the
proposed road grade). Due to this, the prior keyway in the area did not work and the roadway will be
higher and will require the keyway to be widened. A new keyway was excavated and inspected.
Storm Drain: The 42-inch and 60-inch HDPE
pipes and the A-6 clean out box structure were
all placed. Only a portion of the line placed has
been inspected. That section passed and the
remainder of pipe is scheduled to be inspected
this week prior to back fill.
Water: Additional water main placed along private
street B. No services have been added and
inspection performed.

Sewer: The contractor has begun placing the 8-inch sewer main. Upon initial inspection, the line
failed as it was approximately 2-inches higher than it was supposed to be. The line was removed,
and the trench graded, and the pipe reinstalled. The section was inspected again and found to be
on grade.
Pomerado Hospital Power Conditioning Building UPS / ATS
Pomerado Road (G19-0009) - The contractor continued placement of reinforcement and forming for
the placement of concrete for the connection point between the new Power Conditioning UPS & ATS
Building and the adjacent bridge area to the existing hospital building.
Kellhofer ADU
Ortez Place (SW22-0167) - The contractor
completed stacking block, installed reinforcing
steel, and grouted the wall.

Funderburg Residence
Summit Circle (G21-0012) - The contractor completed all removals, keyways, and the three-foot
over-excavation on the cut side of the pad. Track walking of slopes was completed by the contractor
as well as building of berms at top of slopes, all fills, and the proposed driveway and lot was fine
graded.
Fairfield
Poway Road (G21-0007) - Retaining wall
construction continues along the south, east, and
west property lines of the project. The south wall is
nearly complete. All block has been placed and the
final grout placement was completed last week.
The east wall is complete with only waterproofing
and backfill remaining. The west wall is ongoing
and this week, the remainder of the concrete
footing will be placed, provided the steel passes
inspection. Rock breaking for the underground
utilities is nearly complete.
Andrews Residence
Willow Run Road (MDRA21-019) - The preconstruction meeting for the new single-family residence
has been held. The owner and contractor signed all applicable paperwork.
Rhew Residence
Martincoit Road (MDRA20-001) - The owner contacted inspection and requested a final punch list
inspection. All work is complete, and the project has been closed out.
Pomerado Road SDGE 16” Gas Main Conversion (South)
Pomerado Road between Ted Williams and Scripps Poway Parkway (RW21-0126) -
The project is nearing completion and been walked, and punch list work has begun. The contractor
started removals of the damaged curb and gutter and forming for concrete placement began this
week for all areas marked out. The replacements will be completed prior to any Type II slurry seal
placement in approved areas.

contractor dewatered the testing water from the on-site baker tanks at the end of Old Pomerado
Road into a City of Poway sewer manhole at no more than 100 GPM. No issues were noted last
week with this dewatering. A punch list walk has not yet been completed for this project.
