STATE OF THE CITY ADDRESS Presentation by MayorCafagna ofthe "Annual State ofthe City Address." (0710-05) Mayor Cafagna made the presentation. A copy of the presentation is on file in the City Clerk's Office. CITY COUNCILMEMBER ANNOUNCEMENTS Council member Emery gave his restaurant review of Bongiorno's Pizzeria located at 13332 Poway Road, noting its excellent pizza. 8813 Page 2 - CITY OF POWAY - March 6, 2007 PUBLIC ORAL COMMUNICATIONS Mayor Cafagna explained the procedures for Public Oral Communications noting that State law may prohibit the City Council from taking action on items not on the agenda, and items will be referred to staff. The following people spoke: Barbara Crossley, Poway, encouraged Council to consider closing in an area at the public library for a temporary site for the Fine Arts Center. STAFF REPORTS 1. Presentation of Town Center Community Input Process and Findings. (0240-30) City Manager Rod Gould introduced this item. Dena Fuentes, Director of Redevelopment Services, and Patti Brindle, City Planner, Development Services, presented the staff report. A concept to create a Town Center in the heart of Poway was presented to the City Council in August 2006. The City Council directed staff to gather community input about the proposed vision and report the outcomes. The proposed planning area includes Community Park and commercial property on Poway Road from Poway Bowl to just west of the Dixieline Center. Major objectives of the project include the creation of a pedestrian-friendly commercial, residential and civic area in Poway, the revitalization of Poway Road, and the renovation of Community Park. Through a series of stakeholder and roundtable meetings and a guided walking tour, community ideas and input were gathered. Prior to the meetings, extensive outreach was conduced through local media, booths at community events, a citywide mailing, and meetings with sixteen local and civic and business groups, with over 300 residents, business owners and youth participating. Staff presented the City Council with an overview of all comments, concerns and ideas expressed at these meetings. The following members of the public spoke on this item: Joe St. Lucas, representing South Poway Residents Association, suggested a "City in the Country" look of open space, grass, trees, walking paths and play areas, and asked that a project of this magnitude be placed on the ballot for voter approval. Ed Carboneau, Poway, felt the fact-gathering process was flawed and was concerned with potentially costly concessions to get businesses to move in. Dee Fleischman, Poway, had concerns about the project's density, mixed-use housing element, parking, and the disappearance of park space due to the development. Connie Messina, Poway, urged Council to find the right private development partner; and asked for a grocery store to serve the South Poway residents. 8814 Page 3 - CITY OF POWAY - March 6, 2007 Motion by Councilmember Emery and seconded by Deputy Mayor Boyack to direct staff to begin project planning, returning to the City Council in April/May with a package of development parameters for the Town Center.
