Don’t miss The Mighty Untouchables on July 10. The 2022 Summer Movies in the Park Series kicked off last weekend at Community Park with Encanto. Over 275 moviegoers found their way to the big screen. Next up is Sing 2 on July 2 at Community Park. CSD Bi-Weekly Report June 29, 2022 Page 2 Mother Nature provided ideal pool weather for the third week of summer swim lessons. To date, Swim Center staff have instructed 102 group swim lessons and 115 private lessons for a total of 664 participants. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: June 29, 2022 SUBJECT: Director’s Notes PLANNING New Single-Family Residence at 14386 Twisted Branch Road On June 9th a Minor Development Review Application was submitted to construct a one-story 3,189 square-foot single-family residence with a detached 736 square-foot garage, and a 375 square-foot sunshade. The 3.23-acre lot has minor improvements including a tennis court with two terraced retaining walls that remained after the original home was destroyed in the Witch Creek Fire. The applicant is proposing to convert the tennis court into two pickleball courts with the proposed single- family dwelling. New Single-Family Residence on Espola Road A Minor Development Review Application (MDRA22-0023) was submitted on June 22nd to construct a two-story 4,246 square-foot single-family residence with an attached 879 square-foot two car garage on a vacant 17,160 square-foot parcel (APN 275-341-01) located at Espola Road in the Rural Residential C (RR-C) zone. Building Permits Issued for Housing Development for The Farm in Poway On June 7th, five building permits were issued for single-family dwelling units in The Cottages area of The Farm development. Units range in size from 2,291 square feet to 3,272 square feet. On June 17th, four building permits were issued for single-family dwelling units in The Cottages area of The Farm development. Units range in size from 2,586 square feet to 3,272 square feet. CAPITAL IMPROVEMENTS FY2021-22 Annual Valve Replacement All 19 valves have been replaced on the project. The contractor has completed surface restoration and began demobilizing equipment. The inspector is following up this week to verify punch list items to be addressed. The project will be presented for acceptance at a future City Council meeting. Carlson and Springvale Channels Rehabilitation The contractor has completed clearing and grubbing for both channels. The Springvale channel asphalt removals are complete and ready for the installation of the welded wire mesh. Removals of concrete sections is about 90% completed at Carlson channel. FY2021-22 Street Overlay The pre-construction meeting was held on June 13th. The public notification signs for Poway Road, Community Road, Espola Road and Poway grade were placed on Monday. The City received the approved Caltrans encroachment permit on June 6th for the closure of Poway Road from Espola Road to Highway 67 and the contractor is completing their portion of the permit. The contractor is working overnight on Community Road during the week of June 27th and on Poway Road the following week. Director’s Notes June 29, 2022 Page 2 Annual Trash Capture Program Bids were opened on June 22nd and one bid was received. The lone bid exceeded the engineer’s estimate by $100,000 and it will be recommended that Council reject all bids and authorize staff to pursue an alternate procurement method for this contract through the California Uniform Construction Cost Accounting Act process. LAND DEVELOPMENT Funderburg Residence (G21-0012) City staff reviewed the provided Certificate of Line and Grade and Soil Compaction Report for the grading associated with the proposed single-family residence on Summit Circle. The soil compaction report was approved, but the certificate of line and grade requires corrections. The applicant submitted a revised certificate of line and grade which is now approved. Shun/Yin Residence (FLD22-0004) City staff provided comments for the floodplain development permit requesting the development of a patio extension on an existing residence in the FEMA regulated floodway. A “No Rise” certificate was provided by the civil engineer and denied because the calculations showed that the proposed project would in fact cause a rise in floodway elevations greater than the acceptable allowance of 0.01 feet. Ly Properties (CC22-0001) City staff has received an application for Certificates of Compliance for two parcels on Vista View. Grant deeds from May 1972 were recorded to divide land into multiple parcels. However, this method for subdivision of land became invalid on February 1, 1972 per the California Subdivision Map Act. Certificates of Compliance can be processed to legalize lots created this way. The property owner has applied for a Certificate of Compliance for each lot and staff is reviewing the applications. Fathi Residence (G21-0015) City staff received the third submittal of the grading plan package for the proposed single-family residence on Orchard View Drive. The Farm Improvements (STI21-001) City staff received the first submittal of the adaptive traffic signal improvement plans as conditioned by The Farm project. The plans include adaptive traffic signal improvements to eight signals along Espola Road. Fairfield (STI21-002) City staff has signed the mylars and received bond copies of the offsite improvement plans for the Fairfield mixed-use redevelopment project on Poway Road. The improvement plans included the new traffic signal at Carriage Heights Way and Poway Road, utility connections to the site, a bus shelter, a new and revised center median, and improvements fronting the site on the south side of Poway Road. Sharp Hospice (G21-0018) City staff has provided comments on the third review of the grading plan package for the proposed Sharp Hospice Home proposed on Valle Verde Road. Lyon Estates (G21-0013 and STI21-003) City staff has approved the grading and improvement plans for the ten-lot subdivision proposed at the terminus of Larchmont Street. Director’s Notes June 29, 2022 Page 3 Maderas Remainder Parcel Subdivison (FTM22-002, G22-0005 and IMP22-001) City staff has completed the first review of the grading plans, public improvement plans and final map proposed for the six-lot subdivision proposed on Old Coach Road. Pomerado Commercial Condo Conversion (FPM22-002) City staff has completed the first review of the final map for the commercial office condominium conversion project proposed on Pomerado Road. National Flood Insurance Program FEMA Community Rating System The National Flood Insurance Program (NFIP) provides federally backed flood insurance within communities that enact and enforce floodplain regulations. To be covered by a flood insurance policy, a property must be in a community that participates in the NFIP. To qualify for the NFIP, a community adopts and enforces a floodplain management ordinance to regulate development in flood hazard areas. Additionally, there is the Community Rating System (CRS) which is a national program developed by FEMA. Under the CRS program, communities can be rewarded for doing more than simply regulating construction of new buildings to the minimum national standards. The City participates in the CRS program for several reasons, one of which is the discounted flood insurance premiums it provides for the City’s residents and businesses. In order to participate in the CRS program, City staff must implement activities to reduce flood damage to existing buildings, manage development in areas not mapped by the NFIP, protect new buildings beyond the minimum NFIP protection level, preserve and/or restore natural functions of floodplains, help insurance agents obtain flood data, and help people obtain flood insurance. Each year, the City must recertify that it is continuing to implement the activities for which it has earned credit and meets the requirements for its level of participation. City staff is currently working on this recertification package to submit to FEMA in August. STORMWATER San Dieguito Watershed As a part of the revised Water Quality Improvement Plan (WQIP) prepared in 2020, Poway committed to additional education and outreach to its residents in the San Dieguito Watershed regarding fertilizer and irrigation practices to address nutrients and bacteria pollutants. This outreach is targeted to homeowner’s associations. Additionally, education and outreach will be provided to residents with septic systems within the watershed. Poway also committed to increased inspections of Residential Management Areas within the watershed with a focus on over-irrigation practices, proper fertilizer application and general best management practices. City staff is in the process of mailing out the educational materials to the targeted sites for this year. INSPECTION Fairfield Poway Road (G21-0007) - Retaining wall construction continues. The preconstruction meeting for the street improvements has been held and this week, the contractor has begun the proposed sewer tie-in on Carriage Road. Wall backfill along the southern wall is nearly complete and the contractor has begun restoration of the back yard along the shared property line, and storm drain installation is approximately 20% complete. Construction of storm drain structures and storm drain pipe installation continues. Director’s Notes June 29, 2022 Page 4 Shahzad Residence Saint Andrews Drive (G20-0013) - The construction crew continues to work on the keystone wall. The eastern half of the wall must be removed and rebuilt as the geogrid was too short. Biscayne Place Wine Cellar (MDRA 21-002) - The contractor continued placing reinforcement for the eastern side of the stepped-up wine cellar floor and columns for the upper level of the wine cellar. Lamie Residence Heritage Drive (G20-0023) - The contractor has completed placement of the scratch coat for both the home and the ADU. The contractor continues to install the fascia around the home and ADU and the pool contractor continues their work on the pool. The Farm Stoneridge Country Club Lane (G21-0001& STI21-001) – Over-excavation is continuing to take place in various locations. Street sweeping continues along Espola Road, Boca Raton and Saint Andrews. Various storm drain structures were built, inspected, and concrete placed along Private Street A. Additional water main has been placed along Private Streets B and C. Thrust blocks were placed at various locations along Private Streets B and C. A reminder email was sent to the developer and their contractors regarding the proper removal and disposal of the existing abandoned asbestos concrete pipe water lines. Additional sewer pipe placement has taken place along Private Street E. Inspection staff checked elevations of the pipe and manhole bases were placed. The manhole stacking and testing is expected to take place this week and manhole bases were also placed on Private Street A and Private Street C with stacking and testing also expected this week. A meeting was held on site with the foreman, water distribution supervisor, and inspector. Director’s Notes June 29, 2022 Page 6 Poway Commons Poway Road (STI20-002) (G19-0011) – Last week, the contractor completed and received occupancy for Building Four. Active construction is currently taking place on all lots with the exception of commercial lots. Construction of the Town Center Plaza on the corner of Poway Road and Civic Center Drive is ongoing. Sitting walls were placed last week by the contractor and footing for the new monument sign, walkways and stairs. This week, curbs and trash pads are scheduled to be placed. On-site and off-site punch list work has resumed. The underground contractor coated all three sewer manholes in Community Park. All manholes were tested and passed. The proposed streetlights on Poway Road and Tarascan Drive have been placed with wiring scheduled for this week. Pomerado Road SDGE 16” Gas Main Conversion (South) Pomerado Road between Ted Williams and Scripps Poway Parkway (RW21-0126) - The contractor worked on final pavement and slurry seal efforts this week. Crew 1 - The contractor continues work on the vault area on Pomerado Road northbound and south of Robison Boulevard. Crew 2 - The contractor continues work on the vault area on Pomerado Road southbound and south of Poway Road. Customer Services New Invoice Payment Options with EnerGov and Tyler Cashiering Customers have quickly adopted the new payment options available with the implementation of EnerGov and Tyler Cashiering including online payments and acceptance of credit/debit cards in person at the Customer Services counter. In May 2022, there were 543 fees collected for permits, plans, and business registrations online. A total of 46% of fees were paid online and another 6% of fees were paid with a credit/debit card over the counter at City Hall. Water and Wastewater Billing Grant Funds for Wastewater Service- Customer Services received $27,081 from the California Water and Wastewater Arrearage Payment Program for wastewater debt accrued between March 4, 2020 and June 15, 2021. Cut up, removed and cleaned up an eight-inch tree that fell and blocked Twin Peaks Road. LMD irrigation leak – shut off water. Irrigation break - school contacted; water shut off. Removed road debris, pile of bricks from Poway and Espola Roads. Responded to a leaking fire hydrant and knocked over fire hydrant. Three responders assisted the Fire Department by removing a debris from Poway Road using chainsaws and blowers as needed. Water Distribution was called to an apartment complex for a water main leak - replaced a gasket, set up barricades and sandbags, to be addressed on Monday by the full crew.
