Dear Mayor, Council members and staff,
We share the same sentiment as our neighbors who have emailed, written letters and voiced
our concerns at the meetings. Please review each of those emails and letters prior to the
upcoming City Council public hearing as we expect answers to outstanding questions, and no
further delays to those answers.
In addition to our original email and letters that still resonates is if existing driving access was
designed for the original single property then why the access is now being changed for 20+
homes to burden the residents of Holly Oak, Twin Peaks and Midland Rd. Some of us were
noticed on the original intent of access from a single property, as is currently in place, not a
multiple property access point. Intent is key in that design language and there was no language
to that effect written into the proposed access.
The lack of disclosure to all of us owners that the original intent of an existing one-home
property access to then add 20+ homes, to include multiple residents, is deceiving. None of us
would have agreed to those terms had we been given all of the information at that time. If you
view the other adjacent properties they are single home properties. As such, the property
should remain as was originally intended as a one home lot. We welcome the city counsel to
schedule a walk through of our neighborhood and we will gladly show you.
The impact of this access, as compared to the impact onto Twin Peaks road, is detrimental,
especially given the lack of appropriate consideration, planning, follow up to our requests
(safety, traffic study, trees, wildlife, endangered monarch butterflies, water, drainage/sewage,
and more mentioned previously) Our custom, curb appeal of our different color and style
homes will solidly decline with the proposed dull and fabricated look of cheap, sandwiched,
same color scheme homes. What planning has been discussed to include overflow street
parking as well as for multiple occupant homes? Our homes are separated with space in
between to help alleviate these issues. Unless you are planning second floor parking the entire
street will inevitably be lined with multiple cars parked and piled up.
We all purchased our homes for the quiet and serene that it currently is. The proposed will
definitely discontinue our ability to have what we sought when we purchased here.
As a firefighter, paramedic, engineer, my husband has faced many challenges with regard to
accessing homes and ease of evacuation during fires. On the receiving end, as a trauma
registered nurse, it is detrimental that people receive treatment as soon as possible. Both of us
have had our fair share of people dying from these horrific situations, to include vehicle-

pedestrian deaths. Have any of you held a dead child in your arms who got hit while playing in
front of their home? This proposal vastly increases the risk to our residents who range from
pediatric to elderly.
The developers are working the system to their advantage and greed in their approach not only
to secure every inch of the property to squeeze as many homes in as possible but to also
further and make double profit by securing the one low income home that is intended for a low
income family. I doubt they qualify for low income but here we are with everyone bending the
rules in favor of a profit.
The city has an obligation to represent the citizens and instead it feels that the handshakes are
already made with them and the developers. We have asked for reasonable requests and they
all have fallen on deaf ears. Maybe we don't have enough politicians living on our street
currently to realize the impact of this transaction.
While there is still time please stand up for the residents and show us why we voted for you.
Otherwise, do your jobs and demonstrate how our voices are going to be heard if not by you
all.
Twin Peaks is the only solution to allow for access to and from the number of proposed
homes. Any reluctance to enforce this action is merely political and financial gain for both the
city and the developers.
Do the right thing. Compare the traffic study on Poway Road to the traffic study we are all
asking for on Twin Peaks. What is the volume comparison?
Will there be an opportunity for the residents to utilize the overhead and project our view of
what we see and what impact these changes would make? Or, was that opportunity only given
to the developers to steer the last meeting with their agenda? We should get equal time to
speak and display our proposal information.

needs to be reconsidered. I also understand that in one correspondence, sent to you on
behalf of the numerous residents here, there has yet to be an acknowledgment, or
response of any kind. That is worrisome. Your job is to hear and respond to your
constituents, your taxpaying residents. Those who will vote again in November.
True, this zoned RS-4 property is set for residential development. But there are numerous
issues to keep in mind, here are a few in bullet point form:
**Much of the developers plans do not meet with the look and style of the existing homes.
This could prove financially devastating to those currently here.
**Even the plan to have one "low income" home stinks, knowing the developer is going to
purchase that home and rent it out for decades. C'mon. Really?
**Environmentally the Audubon Society here in San Diego has been contacted about the
wildlife in the area. Continued sightings of egrets, owls, hawks and raptors flourish in this
area. The removal of so many trees would be detrimental. And other wildlife is at risk. The
nearby creek/river too.
**Flooding and water damage is a major concern. Accessing the homes from Twin Peaks
would alleviate much of the concern for the homes on Holly Oak way into Midland road.
**Emergency vehicle access is a big concern that has not been addressed properly. Holly
Oak way is a one way road that could not adequately serve for fire trucks and ambulances
to access. Nor could families flee safely if need be. You are risking lives here. Twin Peaks
is a larger thoroughfare with up to 5 lanes, and if you have a turn in lane into the new
development you've added a 6th.
**Traffic danger will be heightened even more if several hundred more cars will be forced to
maneuver off Midland road into the quick turning area of Holly Oak Way. You've heard the
pleas already from those terrified by the proposal. NOT TO MENTION NOW THAT POWAY
SCHOOLS ARE SPLITTING UP ARRIVAL AND DEPARTURE TIMES there will be more
traffic throughout the day .. more kids trying to dodge cars to walk or ride to school too. It's
unsafe! Again, you are risking lives. It's on YOU. Just this past saturday a mother with one
walking child, and another in a stroller had to dodge a vehicle in panic that was not only
speeding down Midland but weaving. (maybe the driver had enjoyed all the alcohol served
at the Hop Stop, or the Winery, the liquor store, Old Hamburger Factory, or just a picnic
with alcohol at the park ... or maybe coming from one of the establishments on Poway Road
since Midland is now the race track to avoid Community Road. Let's get real here. Midland
Road has reached its peak in traffic, with just a lane in each direction. We know you don't
live here so it's not your families at risk ... its ours and the others across in the other
neighborhoods and those who visit.
It just doesn't make sense to plow through the cul-de-sac on Holly Oak way to do this
development. Make the developer do the due diligence needed, the City too ... and come to
the realization that Twin Peaks accessibility is the correct answer to providing the safety,
and environmental needs for this project.
Poway is in need of true guidance these days as the "City in the Country" becomes just
another city. Residents are unhappy over what they're seeing. Don't add top it with yet
another dumb decision. Let the residents be deciding factors, as well as good old common
sense. You planners can figure it out. That's your job. You city leaders can figure it out,
that's you job. It is also your job to listen ... and if you fail to do that.. then it is time to get
others who will. Go ahead and put in the homes if you must or your "pretend hands are
tied" as you care to say ... but they're not tied when it comes to plowing through Holly Oak
Way .. and I agree with one top official who said to me ... "it will be done over my dead
body.".
Hopefully no dead bodies. This is that serious of an issue. The traffic through Holly Oak
way and off Midland would be devastating. Trust us. We witness it everyday.

Further to my email dated June 12, 2022, I wish to raise two additional issues and respectfully request a
formal response from the city of Poway.
1. Flood Water Drainage. Please address this issue and any potential flood water flowing from Holly
Oak Way toward Midland Road.
2. Fire Safety Route. Please address this issue, specifically how emergency fire trucks and emergency
vehicles may access the Project via Midland Road and Holly Oak Way, both of which are just one-lane
roads. wouldn't it make more sense for the fire trucks to access the Project via multiple-lane major
thoroughfares like Community Road and Twin Peaks Road?
Furthermore, in the event of a major conflagration, the only escape route for the existing thirteen (13)
homes and the proposed twenty (20) homes of the Project is the one-lane Holly Oak Way overflowing into
Midland Road, another one-lane road, which may be totally blocked in such emergency. Access via Twin
Peaks Road for the Project homes is a much safer planning choice.
I respectfully urge the city of Poway to require the Project developer to use Twin Peaks Road instead of
Holly Oak Way as an access road.

This comment concerns the proposed development which includes a request
for reduced lot sizes, reduced lot widths, and reduced side yard setbacks.
The existing restrictions requiring minimum lot sizes, widths, and side
yard setbacks have created a consistency in the density of the
neighborhood. Making an exception for this one development will create
a higher density pocket within this area.
This neighborhood was developed with the given lot sizes by developers
who worked with those restrictions. Residents purchased these houses
because of the character of the neighborhood. This quality directly
affects the price paid for houses in the neighborhood. Previous
developers were limited in how many houses they could build in the given
space, and they were thereby limited in how much they made per acre.
The result is a certain value per area of the neighborhood.
Unless there is a compelling reason which benefits all the neighborhood,
I don't think this builder should be allowed to pack so many houses into
this space. They should build according to the existing guidelines. If
an exception is made for this builder, why not all? Why have
development limits? Because they are necessary to insure builders
create property which is of the same standards as the existing
neighborhood. Please maintain the characteristics of the neighborhood,
the developer should work within the existing constraints.

Mayor Vaus and Poway Council members:
I am the resident homeowner for the past ten years at 13621 Holly Oak Way,
on the southeast corner of Holly Oak Way and Midland Road. My neighbors
and I -owner/occupants of the 13 homes on Holly Oak Way and Twin Gables
Court -have repeatedly voiced our adamant and united opposition to an
extension of Holly Oak Way for access to the 20 proposed new houses on the
4.77-acre parcel at 13667 Twin Peaks Road . Attached is our January 29, 2021,
letter to Cornerstone Communities, signed by all of us. Similarly attached is our
letter to you of March 8, 2021. Additionally, I am attaching copies of my
personal letters of opposition, dated April 5, 2021, and February 22, 2022. I
hereby request that these four letters be incorporated by reference into my
present comments.
Though I decry many aspects of the proposed development, I recognize that
Sacramento has run roughshod over local zoning ordinances, thus enabling the
developer to demand concessions -reductions in lot size, lot width, and side
yard setback. The 20 houses will be very large sardines in a very small tin. If
allowed Holly Oak Way access, the proposed development will triple the
number of homes and add an estimated 200 daily vehicular trips. Further, we
are told to expect construction to take place in phases, over the course of
several years. The project will require the excavation of 5,900 cubic yards of
soil, with 7,000 cubic yards of fill -all to be transported by 18-wheelers going
up and down our street. The lengthy process of construction and the resulting
houses will decimate and forever change the tranquil character of our
neighborhood.
City staff and the developer rely upon the "Notice Of Future Public Street
Extension (Holly Oak Way)" as the legal basis for access to the development
from Holly Oak Way. But that Notice does not envision or permit what is being

proposed. The language of that document, recorded in 2002, is: " ... Holly Oak
Way ... may be, at a future date, extended northerly 1Q Twin Peaks Road". The
reasonable interpretation of the language is that an extension of Holly Oak Way
would intersect with Twin Peaks Road and thereby provide an additional access
point. The proposed development extends Holly Oak Way toward Twin Peaks
Road, with no vehicular intersection. In the event of fire or other emergency,
residents and first responders would have a single means of egress/ingress.
That creates a grave danger to public safety, certainly not intended or
endorsed by the 2002 Notice Of Future Extension.
There is a simple solution. Require the developer to rotate the project 180
degrees -with access from Twin Peaks Road (the parcel's address) -thereby
creating a distinct new neighborhood. Leave Holly Oak Way intact, and thereby
preserve our quality of life!
There is no legitimate reason why a traffic signal and right turn pocket wouldn't
solve the Traffic Engineer's concerns. Think of it this way -if this parcel were
landlocked at its south end, rest assured that the developer would bend over
backwards to gain access from Twin Peaks Road. Where there's a will, there's a
way.
The question to be answered by your vote tomorrow evening is this: Do you
have the will to do what you know is right?! -to maintain the integrity of our
neighborhood and reject this proposal to extend Holly Oak Way!!

I am writing on behalf of all 13 homeowners and residents on Holly Oak Way and
Twin Gables Court to express our united and adamant opposition to the proposal
by Cornerstone Communities to extend the Holly Oak Way cul-de-sac and make it
the sole access point to 20 two-story homes to be constructed on a 4.77-acre parcel
that fronts on Twin Peaks Road. The reasons for our opposition are set forth in the
enclosed letter that was signed by all of us and sent to the Cornerstone principals
more than a month ago. We have received no response, not even the courtesy of
an acknowledgement.
Councilmember John Mullin met with us on-site on February 20 and informed us
that Cornerstone has requested a predevelopment conference before the City
Council, sitting as the Planning Board, which will likely be calendared in April. We,
the affected residents, intend to fully participate in that conference.

We recognize that the parcel in question is zoned RS-4 and is ripe for residential
development. Although we are concerned about the proposal to squeeze 20
houses onto the site, with maximum 5-foot side setbacks -very much out of
character with our large lots and custom-built homes -our opposition is focused
on safety concerns and the negative impacts on our quality of life based on the
access point being from Holly Oak Way.
My home is on the southeast corner of Holly Oak Way and Midland Road. As I write
this, cars can be heard speeding by on Midland Rd. The Holly Oak Way intersection
does not allow for good north-south visibility, and the prospect of more than
tripling the number of vehicles into and out of Holly Oak Way presents substantially
increased traffic hazards.
Ours is a very quiet and tranquil neighborhood. Children play in the cul-de-sacs,
and residents enjoy walking their dogs and going to the mailboxes without undue
concern for vehicular traffic, which is minimal. All of that will change dramatically
if Holly Oak Way is extended to accommodate Cornerstone's development.
We strongly believe and assert that good planning, safety considerations, and
common sense support an alternate access point -from Twin Peaks Road. The
parcel fronts on that roadway, which provides easy and direct access for heavy
equipment and materials. The houses can be constructed along a separate cul-de-
sac, leaving Holly Oak Way intact. We beseech you to spare us from becoming a
construction zone for almost two years, only to be followed by a further and
permanent degradation of our safety and quality of life.
We thank you for taking our very serious concerns into consideration when you
ultimately vote on this development. We stand ready to meet with you and/or City
staff on-site at any time to further sensitize you to the legitimacy of our opposition
to any extension of the Holly Oak Way cul-de-sac.

I take this opportunity to express my personal views and objections to
Cornerstone's applications that seek to provide access to the parcel by an extension
of the Holly Oak Way cul-de-sac.
Cornerstone Communities uses the slogan "Building The American Dream". If this
development were ultimately to be approved as proposed, the slogan would
instead become "Bringing a Nightmare to Holly Oak Way".
There are 8 homes on Holly Oak Way. 6 of them are one-story. They sit on spacious
lots and were custom-designed and built, with great attention to detail and in total
conformity with the Old Poway Specific Plan and its design standards. With the 5
on Twin Gables Court, the 13 homes are laid out on two cul-de-sacs. I've been in
my home for ten years, and every day I marvel at my good fortune to live in a quiet
and pristine setting where the quality of life is at its finest.
Approval of Cornerstone Communities' proposal would damage the character of
the neighborhood and permanently destroy the tranquility and quality of life on
Holly Oak Way. My neighbors and I would endure two years of construction and
all its attendant headaches. And the end result?-20 oversized houses, 16 of them
two-story, on small lots with miniscule side setbacks.

Cornerstone avers that these will be "attractive" houses. In reality, the fronts will
be Craftsman facades, with plaster on the sides and rear. Residents on the west
side of Kent Hill Way would have their view become a high wall of plaster, with only
10' of separation between the houses. These houses would not be attractive. They
would be a visual blight.
It is outrageous that the developer can take a statewide statutory scheme, the
Density Bonus Law, and run roughshod over Poway's zoning ordinances and
development standards. To read last year's letter by Cornerstone's attorney is to
believe that "whatever waivers the developer thinks it needs to maximize profit,
the City of Poway must grant". Of course, this is all in the name of the developer's
desire to provide one "low income" housing unit among 20 that, according to
Cornerstone, will sell for $1.3M to $1.SM. In reality, this is nothing more than
"gaming the system".
In the face of " ... strong resistance from the Holly Oak residents ... ", Cornerstone did
(almost a year ago) propose an alternate layout that would enter from Twin Peaks
Road and not connect to Holly Oak Way. This is a logical, reasonable, and common
sense alternative -and what I and my neighbors have strongly and consistently
advocated!! Take the present tract map, turn it 180 degrees, make it a separate
neighborhood with access from Twin Peaks Road, and permit us to continue
enjoying our lives on Holly Oak Way!
However, City staff has given short shrift to this alternative, citing "multiple traffic
related reasons" for not using Twin Peaks Road as the access point. Yes, Twin Peaks
is a "prime arterial street", but it already has a number of existing access points,
including Kent Hill Way immediately east of the parcel. Much of the eastbound
traffic on Twin Peaks is already siphoned off onto Community Road and Midland
Road. The "blind curve" on Twin Peaks is west of Midland Rd., and about 0.2 mile
or more west of the parcel. From Midland, there is a straight line-of-sight on Twin
Peaks to the parcel and as far east as Espola Road.
Traffic engineering and analysis can provide mitigants for traffic-related concerns,
including a traffic signal, dedicated turn lanes and pockets, and/or speed limit
reductions.

In its report for the Pre-Development Conference last April, City staff said a new
traffic signal would not be recommended, given the parcel's proximity to the signals
at Midland Rd. and Budwin Lane. In my opinion, that proximity is not great and
should not preclude another traffic signal. Consider another prime arterial street
-Pomerado Road. On Pomerado near the hospital are two signal lights within 100
yards of each other. Here, on Twin Peaks, there would be a greater separation. A
traffic signal is an easily solution.
SAVE HOLLY OAK WAY!! REQUIRE THAT ACCESS BE FROM TWIN PEAKS ROAD ONLY!!
I respectfully request that City staff include this letter in its report to City Council.

this opportunity to provide additional input. By letter of January 29, 2021, to
Cornerstone Communities, all the residents on Holly Oak Way and Twin Gables
Court expressed our united and adamant opposition to an extension of Holly Oak
Way for access to the proposed development. We also wrote to you directly on
March 8, 2021, to further express our views and reasoning. I thank staff for
attaching those letters to the Agenda Report (attachment L, pages 21-26), and do

and rear. Imagine yourself living on the west side of Kent Hill Way in Ralph Taylor's
home. His "view" now becomes a 30'-high wall of plaster, with only 10' of
separation between the houses. These houses would not be attractive. They
would be a visual blight. Forgive me, but I'm reminded of the old line that you can
put lipstick on a pig, but it'll still be a pig.
By understatement, it is troubling that the developer can take a statewide statutory
scheme, the Density Bonus Law, and run roughshod over Poway's zoning
ordinances and development standards. To read the letter by Cornerstone's
attorney is to believe that "whatever waivers the developer thinks it needs to

The Agenda Report (page 2) states that, "The extension of Holly Oak Way will be a
private road that will be maintained by future residents." Really?! No mention of
a HOA or assessments. This in itself spells disaster, as the street would fall into
disrepair, to our further detriment.
I am also disturbed that, according to Cornerstone (Agenda Report, page 11), their
first design concept was prompted by Development Services: "Per direction from
the City Planning Department, the proposed neighborhood plan was designed as
an extension of Holly Oak Way." Sure wish that Development Services had reached
out to us at that time!
I do credit Cornerstone, though only in the face of " ... strong resistance from the

Would you want a development ofthis size and character to be constructed? These
are not NIMBY arguments. It is time for the McKee parcel to be developed -but in
conformity with the Old Poway Specific Plan, and in compliance with Poway zoning
ordinances and design standards-AND with access onto Twin Peaks Road!

Thank you for presenting your proposal on Saturday, January 23, and allowing us to express our
serious concerns. We, the homeowners and families residing on Holly Oak Way 2nd Twin Gables
Court, have disCLJssed the proposal and believe it important to set out our position in writing.
We hereby state very clearly our vehement and unanimous opposition to the project as proposed
because it would have devastating and irreversible effects upon our quality of life, safety, and
property values.
The extension of Holly Oak Way and construction of 20 houses would more than triple the
number of vehides regularly transiting Holly Oak Way. This is a quiet and peaceful community
of just 13 families, where residents and children can safely walk across our streets as well as
gather and play in our cul-de-sacs. The character and nature of our neighborhood will be
destroyed by your proposed development. Further, it would exacerbate an already dangerous
traffic condition at the intersection of Holly Oak Way and Midland Road.
We also have serious concerns about the major disruption to our daily lives during the
const ruction and sale phases of the prnject, 1,vhich vou estimate 1,vould last almost two years.
Trucks, heavy equipment, sales agents, prospective buyers, and service providers reeularly
transiting on Holly Oak Way would be a nightmare, in addition to the noise, dirt, and dust
pollution generated by the construction.
Further, the density, style, architecture, and aesthetics of the proposed 20 houses are completely
inconsistent and incompatible with our neighborhood, which consists of largely craftsman-stv!e,
single-story, custom-built homes on large lots. The proposal to shoehorn 20 two-story houses
onto a 4. 77 acre parcel is a stark departure frorn the character of our neighborhood, and wi!I
diminish our property values.
We understand that Cornerstone's objective is to derive u rnaxirnum return on the investment in
its ;ecent!y acquired propi~rty, but 1,,ve urge you to take our legitimate and serious concerns into
consideration before disrupting our lives and destroying our wonderful neighborhood.

concerted effort lo have the City of Poway approve an entrance from Twin Peaks Road into the

First, the comments of adjoining residents and those on Holly Oak Lane are remarkably lucid and
provide some very wise insight into the effects of this project.
Once again a development with a single egress is being considered. In a firestorm, with potentially
dozens of people trying to drive out in a panic, one stalled vehicle would soon present a life threatening
condition. Let us not forget that Holly Oak residents would also be exiting to Midland Rd, where some
chaos can be anticipated with the need for emergency vehicles on a relatively narrow two lane road
lacking any modicum of shoulder space.
The traffic analysis actually indicates that a right turn lane onto Twin Peaks Road is feasible. But there
is another question in my mind, why the measurements for the study are based on 50 mph traffic when
the area of Twin Peaks Rd just east of the site (near Twin Peaks Middle School) is a 35 mph zone. In the
table provided, a 35 mph sight zone would be only 280 feet, not 450 feet as indicated for 50 mph. It
seems conceivable that the 35 mph portion could even be extended to Midland Road with little effect,
280 feet would be acceptable for the right turn lane and potentially a right turn access in from Twin
Peaks as well, if engineered with the best possible visibility.
I am also concerned about the idea of "pedestrian" trails. What has happened to our City Trails
dedications, allowing for equestrian use? It is commendable that the city would require an easement
along Twin Peaks. But there seems no mention of the existing trail along the creek near the south
border of the property, would that be fully protected? Such trail goes from Tierra Bonita past PVRA all
the way to Midland Rd. And why not would we not use this opportunity to connect that with access
through to the Twin Peaks trail?
Perhaps the most basic part of the entire equation is summarized in the final sentence of your agenda
report (page 132), stating
"While the Project complies with front yard and rear yard setbacks, strict application of the lot size
and side yard development standards would physically preclude construction of the Project. "

So what are lot size and development standards for, if to be excused as soon as they become
inconvenient? And here, on the obvious, if very elaborate, pretext of including an "affordable" unit,
with said unit not actually to be available for ownership by a low income family, but only as a rental?
And lastly, does not Poways Prop F require voter approval for such density changes??
I would propose that, at a minimum, the following solutions could be explored to further address
some of the major concerns:
1. 2nd Emergency Egress. At a minimum, the right turn exit way onto Twin Peaks Rd. There is
always the option of a fire gate, if a full time exit can in no possible way be made feasible.
2. Preserve Old Trees. Preservation of the major part of the existing grove of large old growth
trees, as a recreation/park/common area, as a further condition of the approval of exceptions to
the remaining lot development standards. This would reduce the number of lots by
approximately 3, to perhaps 17 total, which still represents a great deal of potential revenue to
the developer. This simple solution would much better mitigate the myriad of environmental
concerns about raptors and bats not to mention loss of valuable trees in our City.
3. Guarantee Continued Equestrian Trail Use. Trail use, including equestrian use, to remain along
the northern and southern portions of the property, with connectivity added between. At a
minimum, the cul de sac could be made accessible at both ends, or create a trail along the west
side of the parcel, which could provide added buffer area to the existing parcels near Holly Oak.

Dear Mayor and Councilmembers:
My wife and I have been residents of Poway for several years, living at 14520 Victoria Estates Lane off Twin
Peaks Road, west of the project site. I just recently learned about this proposed project, and I have spent
several hours over the past two weeks learning more about it.
We recognize that the parcel in question is zoned RS-4 and is suitable for residential development, and that
Poway and other cities in the region are doing their best to expand the housing stock. However, in reviewing
the reports and correspondence that the City has received regarding the proposal, I believe there are a lot of
unanswered questions regarding the specific developer proposal, including traffic impacts, impacts to the
natural environment of the site and the surrounding area, and the compatibility of the proposal with the
community character of the surrounding neighborhoods. I want to emphasize that I know that the City staff has
worked diligently with the developer and the neighbors over the past eighteen months to address these
concerns.
My primary concern at this point is one of life safety for the future residents of the proposed subdivision, as
well as the safety of those in the surrounding neighborhood. The proposed project contains only one access
point (a connection to Holly Oak Way) and does not include any other emergency access for fire trucks,
ambulances, and other emergency vehicles. This means that over 30 homes would have only a single access to
a public street (Midland Road) in the case of a wildfire or other emergency. This is particularly troublesome
because a large portion of the area directly east of the project is designated as a "Very High Fire Hazard Severity
Zone," as shown on the City's website. It is \A/ell understood that vvild-fii-c:s often travel wes-cwarci ciurlng nigh
Santa Ana Wind conditions, with the possibility therefore that this neighborhood could require immediate
evacuation to avoid deaths and injuries from the fire itself and/or smoke inhalation. None of these concerns
are addressed directly in either the staff report and/ or environmental documents.
Therefore, I would respectfully request that the City Council postpone action on this matter for at least two
weeks, to allow the new City Fire Chief an opportunity to review the proposal, confer with his staff, and
provide the City Council with a written evaluation of the proposal, along with any additional necessary
conditions and I or mitigation measures.
