Look no further than Inflatable Days at the Poway Swim Center. Each Friday during summer, the inflatable obstacle course is available to the public for a nominal fee. Families have loved taking advantage of this special opportunity. The Mighty Untouchables gave a masterful performance at their July 10 concert at Lake Poway. As part of our Summer Concert Series, this band is always a crowd-pleaser with over 3,500 people in attendance. CSD Bi-Weekly Report July 13, 2022 Page 2 Approximately 15,000 people celebrated Independence Day at the Old-Fashioned Fourth of July at Old Poway Park. Families ate tasty treats, played vintage games, made crafts, watched a magic show, and enjoyed patriotic performances. Across the street, Veterans Park recognized Veterans, unveiled newly-installed tiles, and fired off the cannon. The City of Poway hosted two spectacular fireworks shows on July 4th. In addition to the fireworks, a family-friendly event was held at the Poway High School stadium. The community was able to celebrate with a DJ, games, face painting, and more. We sold 2,279 admission tickets for a crowd of about 5,000 (children are free with a paid adult). Over 300 moviegoers sang their hearts out watching Sing 2 at Community Park on Saturday, July 2. Next up is Luca on July 16 at the Swim Center. New 8-Foot Wall behind Honda Inventory Lot at 13715 Poway Road (MCUP19-003) On June 17th, a building permit was issued for an eight-foot high block wall along the south side of the property that separates the commercial and residential land uses for the forthcoming Honda Inventory Lot which services the Poway Honda dealership. Tenant Improvements for Ike’s Love and Sandwiches at 14827 Pomerado Road On June 20th and 21st, building permits were issued for tenant improvements and an illuminated wall sign for a restaurant at 14827 Pomerado Road. New Single-Family Residence at 13311 Summit Circle On June 20th, a building permit was issued to construct a 4,720 square-foot single-family residence with an attached 1,173 square foot three-car garage and 940 square-foot of covered patio area on a vacant two-acre property located at 13311 Summit Circle in the Rural Residential B zone. Demolition and Rebuild of New Single-Family Residence at 13510 Willow Run Road On June 14th, a building permit was issued to demolish an existing single-family residence and construct a 2,503 square-foot single-family residence with an attached 663 square-foot garage at 13510 Willow Run Road in the Rural Residential C zone. New Accessory Dwelling Unit (ADU) at 14146 Durhullen Drive On June 16th, a building permit was issued to construct a 1,178 square-foot ADU with a 489 square- foot garage and a 529 square-foot patio cover at 14146 Durhullen Drive. New Backup Generator at 14264 Tierra Bonita Road On June 13th, a building permit was issued to construct a backup generator for an existing telecommunications facility at 14264 Tierra Bonita Road CAPITAL IMPROVEMENTS Welcome to Poway Sign Replacement Project The contractor has indicated there will be a delay in installation. The sign provider has updated the sign delivery to September rather than the initially anticipated August timeline. They have indicated it is related to the company that provides the City logo for the sign. Director’s Notes July 13, 2022 Page 2 Carlson and Springvale Channels Rehabilitation Both the Carlson and Springvale channels are substantially complete. A final inspection was scheduled this week and a few punch list items were found and relayed to the contractor. Springvale Channel Before and After Photos FY2021-22 Street Overlay The patching work on Poway Road from Garden Road to Community Road is 90% complete. The contractor still has a section of the #1 lane to complete. The contractor indicated that they have a conflict with a CalTrans project, and they have to pull off the project. Staff immediately emailed them indicating that this is unacceptable and the team is working to find a solution to not hold up the City’s project. R-4 and R-7 Reservoir Tank Rehab Two reservoirs are in the design phase for rehabilitation as identified in recent assessment reports. Addition of preventative safety measures, equipment repairs, and refurbishment of the protective coatings of the exterior are planned for both tanks. The interior of R-7 will be recoated, the driveway repaired and sealed. The contracted consultant, Harper and Associates, will meet with Public Works next week to finalize the scope items and proceed with design. LAND DEVELOPMENT Maclaurin Residence (ESMT22-0008) City staff has received an application for a Biological Conservation Easement associated with habitat mitigation for a detached garage on Poway Road. Director’s Notes July 13, 2022 Page 3 Biscayne Place Recreational Facility and Residence (G22-0001) City staff has received the second submittal of the grading plan review package for a private recreational facility with a single-family residence proposed on Biscayne Place. Colle Residence (G22-0002) City staff provided second review comments for the grading plans associated with a garage structure proposed at an existing residence on Eastvale Road. Colburn Residence (G20-0020) City staff approved a construction change revising the pad elevation of a proposed residence on Cedar Ridge Court. Staff also approved the soil compaction report and the partial certificate of line and grade for the project. An additional certificate of line and grade will be required once the basement has been excavated. Kaminskiy Residence (G17-0002) City staff has approved the redlined record drawings provided by the engineer of record for the grading plans associated with the legalization of grading that occurred for a sports court at an existing residence on Solera Way. Staff is releasing the grading mylar plans to the engineer of record to complete the record drawing process and close out the grading permit. Rahimzadeh Residence (G16-0007) City staff has approved the redlined record drawings for the grading and the Elevation Certificate for a proposed residence on Claire Drive located within the FEMA regulated floodplain. INSPECTION Fairfield Poway Road (G21-0007) - The work on the sewer main connection from the site to Carriage Road progressed. Crews installed approximately 60 feet of eight-inch sewer main and prepped for the installation of two manhole bases. Three storm drain box structures were completed last week and crews placed the structure tops. Construction of storm drain structures and storm drain pipe installation continues and is approximately 30% complete. Lyon Estates Larchmont Street (G21-0013) - The pre-construction meeting has been held. The stormwater contractor is installing all perimeter silt fencing and has installed the TC-1 construction entrance at the end of Larchmont Street. A water truck is being utilized by the contractor to minimize dust during tree and shrub removal. To avoid disruption to nesting birds, the project did not start to clear and grub until after the nesting season end date of July 1st. The project archaeologists and biologists have been on-site per the project requirements to review all sensitive areas and habitats. Director’s Notes July 13, 2022 Page 4 Biscayne Place Wine Cellar Biscayne Place (MDRA 21-002) - The contractor completed the placement of the concrete wine cellar slab on the eastern side of the cellar. Installation of scaffolding for construction of cellar walls has been started. A-1 Storage Kirkham Road (G20-0006) - The contractor continues installation of the masonry walls on the perimeter of the building. Construction of the rolling gates for the individual storage units is ongoing. The Farm Stoneridge Country Club Lane (G21-0001& STI21-001) – Grading: The contractor encountered an Asbestos Cement Pipe (ACP), while excavating a cut area of the site. The ACP was picked up and hauled into the fill. The developer/contractor was issued a Stop Work Notice. The developer hired an environmental company (Entech), and a material handling contractor (Casper), to address the material. The underground company working on-site is coordinating with the two companies to excavate and properly remove the hazardous materials. The grading contractor has been allowed to continue to work if they stay away from the ACP removal areas. Over-excavation continues of building pads and they continue to be inspected by the City and the soils firm of record. Director’s Notes July 13, 2022 Page 5 Water: Water main continues to be installed along private street E. Two of the hydrant valves were open and closed (exercised) and found to be damaged. The lining and coating had chips and major scratches on the inside and outside. The valves have been changed out and water services are being installed along the existing ACP water main on Boca Raton Lane. Along private street B, the main has been installed and the hydrant runs have not been completed as the contractor is unable to acquire certain materials due to supply chain issues. Some of the services have been installed and tapped. Sewer: On private street E, the sewer main has been installed along with manhole bases. The manholes have been stacked and some have been vacuum tested. The contractor has been given a Correct Work Notice as the laterals that were placed do not meet the City of Poway standards. During the grading process, the contractor (Koloa), hit and broke an existing live sewer in an area just beyond Cloudcroft Court. City crews responded and were able to repair the line after the contractor made a dam/pond to hold the spill. A Correct Work Notice was issued due to working in an easement without approval (or having a bypass set up). Director’s Notes July 13, 2022 Page 6 Bypass: The contractor has begun to trench across Espola Road to install a temporary emergency- only sewer bypass. The bypass will prevent any spills from occurring in the event of an emergency during construction of the new sewer line. An existing sewer manhole has been core drilled where the bypass is to be tied into the existing sewer main. High Line/Fire Line: A temporary high line has been placed along the southern end of the project. The temporary water connection will allow framing until the permanent water main is completed. To enable the earth moving equipment to move soil from the cut section to the fill area, a tractor was used to smooth out the haul road. The tractor continued to scrape the roadway until there was not enough soil to cover over the temporary fire line causing the line to blow out of the ground, and it has since been fixed. Poway Substation Drainage Mitigation Budwin Lane (G21-0010) - The project had been topped to allow an SDG&E crew to break the cement slurry underground that conflicted with the proposed drain. The drain has since been installed and tied into an existing storm drain clean out. Inspection staff has been advised that the job is again on hold due to internal SDG&E reasons. SDG&E L1600 Locations include Pomerado Road north and south bound between Bernardo Heights and to the south of Ted Williams Parkway (RW20-0366), south of Ted Williams Parkway to Scripps Poway Parkway (RW21-0126), and Scripps Poway Parkway from Pomerado Road to City of Poway limits (RW21- 0157). The entire project is nearing completion. The contractor is nearly complete with the replacement of all damaged concrete improvements as well as the cap paving between Ted Williams Parkway and Scripps Poway Parkway on Pomerado Road in both directions. Last week, the sub-contractor Director’s Notes July 13, 2022 Page 7 (American Asphalt South) performed placement of Type II slurry seal from Bernardo Heights Road to Scripps Poway Parkway on Pomerado Road in select areas on north and south bound lanes of Pomerado Road. The site inspector has walked the Scripps Poway Parkway section from Pomerado Road to the west city limits for punch list items prior to cap paving on Scripps Poway Parkway. The contractor is scheduled to start the street rehabilitation on westbound Scripps Poway Parkway west of Pomerado Road this week. TRAINING / SAFETY 1 Three New Probationary Firefighter/Paramedics completed their 2-week orientation academy. 2 Conducted a live burn and Mayor Vaus was in attendance to observe as well as participate in the training. 3 Hosted Palomar College Paramedic class for Tactical Combat Casualty Care (TCCC) training. 4 2022 Safety Stand Down. All crews participated in awareness of physical and behavioral wellness. TRAINING & PROFESSIONAL DEVELOPMENT HOURS Palomar College Paramedic Students Mayor Vaus observed the live fire training. FD Management Staff Notes Page 3 EMS / TECHNOLOGY 1 Trained new hires on the NarcBox. 2 June Paramedic CE training complete. 3 Completed transition of crews documenting patient transfer of care times directly into the patient care report. Per San Diego County policy, the time that a patient is transferred from paramedic crew to hospital staff is documented to monitor extended wait times. Prior to transition, crews and nurses documented this time via a separate application. This transition leads to a more seamless transfer of patient care. OPERATIONS 1 Attended Metro Zone Operations meeting in Coronado. 2 Finalized the Vehicle Accident Reporting policy and sent out to all personnel for review. 3 Finalized the Incident Action Plan (IAP) and coordinated fire resources to support the two 4th of July fireworks events. 4 Attended Metro Zone Planning meetings and Operational briefings for 4th of July weekend incident management team. Repaired a faucet that kept running in men’s restroom in the Community Center multipurpose room. Adjusted the hit flush valve at Lake Poway. Cleared the shower drain at Fire Station #3. Responded to sewage coming through the floor drain at Valle Verde Park. Unclogged a large amount of paper towels shoved into the Women’s restroom toilets; sewage was cleaned by a disinfectant company. Repaired an air conditioning failure at the train barn, an air conditioning leak in the women’s restroom at the Old Poway Park and the frozen air conditioning at Fire Station #2(set off an alarm). Investigated a gas smell from plumbing at City Hall. Miscellaneous 17 Adjusted timers replaced plexiglass in cabinet and moved the Clerk’s desk at City Hall. Mounted a first aid kit, replaced a broken toilet seat, and replace a stall door latch at the Community Center. Ordered a temporary cooling unit for PCPA. Tightened and replaced parts on the vandalized turnstile at Skate Park. Repaired the ice machine at Lake Poway. Secured boards on the boardwalk, secured fencing, max lubricated the box car door and retrieve lost key at Old Poway Park. Filled small holes in concrete at the Swim Center. Contract Inspections Inspected LMD 86-3A. Performed monthly inspections with Steven Smith at Public Works Administration, Operations and Fleet. Removed fallen tree limbs from Lake Poway Road, Twin Peaks Road and PCPA. Performed irrigation repairs on Community Road, Carriage Road and Poway Road. Met with Progressive regarding backflow issues fire line; investigated loop with Engineering Department for their overlay project. Oversaw ATT phone line repair at the train depot. Met with vendor regarding pond issues at Old Poway Park and power washing at Veterans Park. Vendor performed control scope investigation for Community Center exterior lighting. Oversaw vendor maintenance of elevator PCPA and City Hall; Polera caps installed at Pomerado and Oak Knoll. Verified grout install on Garden Road and Poway; Oak Knoll monitor repair and replacement; Community Center, railroad fixture investigation for replacement. Performed Zone #3 nighttime lighting inspection; Papago SDGE pedestal repair. Replaced a signpost and four faded trail signs. Investigated a tree issue that was private. Checked on tree issues along the back side of Abraxas School. Investigated a report of survey markers on the Pomerado Trail. Investigated tree issue in Green Valley - not a city-maintained trail. Replaced two faded trail signs along the Tierra Bonita Trail and added one “No Motor Vehicles Allowed on Trail” signs along the Ipava Trail. Emergency Response Emergency Response Callouts 20 Emergency response technician removed an abandoned, broken trailer of furniture and debris from in front of Amazon building and took it to Crosthwaite Yard for disposal. Investigated trees leaning into road. The air conditioning in the train barn was not working; facilities to respond. Five calls for leaking irrigation lines.
