What a show by the Petty Nicks Experience! On July 8, the Poway Center for the
Performing Arts (PCPA) opened their doors to almost 300 fans for a tribute to Tom
Petty and Stevie Nicks. Tribute bands are hot right now and Shine On Floyd is
next on September 2. Both concerts are hosted by clients who rent the facility and
pay staff and ticketing fees.
Eighty-five families camped under the stars at Lake Poway July 16-17 at our
second Family Campout. Attendees enjoyed s’mores, a magic show, and a
Ranger-led night hike full of glow-in-the-dark fun! The cost is $55 for residents
and $66 for non-residents, which generates approximately $5,000 per campout.

The Blue Breeze Band continued the Summer Concert Series at Lake Poway on July
24 with the sounds of Motown. The parking lot hit capacity early on and guests were
shuttled from the Poway High School lot just in time to enjoy the show.
Lake Poway was stocked with 1,000 pounds of catfish on July 22. Anglers
of all sizes have been casting their lines trying to catch the big one ever
since! Night fishing at Lake Poway continues through the first weekend of
September, providing some extra time to fish on Friday and Saturday
nights.
On July 16, 439 moviegoers splashed their hearts out watching Luca on the big screen
at the Swim Center. Next up is The Mitchells vs. The Machines on July 30 at
Community Park.

PLANNING
Roadside Assistance and Towing Yard at 13130 Adah Lane
On July 19th, 2022, a Conditional Use Permit and a Minor Development Review application was
submitted for a roadside assistance and towing yard business with a 500 square-foot office building
on a 0.37-acre vacant lot located on 13130 Adah Lane in the Automotive General Commercial (AGC)
zone of the Poway Road Specific Plan.
Tenant Improvements for Pina Smoothies at 12636 Poway Road
On July 11th, a building permit was issued for tenant improvements in a 1,292 square-foot
commercial suite for Pina Smoothies at 12636 Poway Road. The opening date is to be determined.
Neighborhood Meeting for Poway Honda Automotive Service Center Expansion
On July 18th, a neighborhood meeting was held to discuss Minor Conditional Use Permit (MCUP)
19-006 and Development Review (DR) 19-006. The MCUP and DR applications were submitted to
request approval to construct a 4,791 square-foot automotive service building containing nine bays
at 13747 Poway Road. There was one resident that attended the meeting who wanted more detailed
information about the project. She also was concerned about construction of the inventory lot and
the automotive service shop occurring at the same time. The applicant explained to the attendee
that the construction would occur at different times.
Building Permits Issued for Housing Development at The Farm
On July 21st and July 26th, building permits were issued for the Residential Homestead Lots 125 to
132 west of Boca Raton Lane (reference The Farm in Poway Specific Plan Land Use Plan):
1. Residential Homestead Lots 125 to 132 include:
a. Five Plan 1’s: a 3,673 square-foot single-family residence with a 527 square-foot patio
cover, a 145 square-foot balcony and a 632 square-foot garage; and
b. Three Plan 2’s: a 3,823 square-foot single-family residence with a 275 square-foot
patio cover, a 225 square-foot balcony and a 630 square-foot garage.
The project will retain the same architectural variety and compatibility with the surrounding
residences. The project is a 117-acre specific plan and includes 138 single-family homes and 22
twin homes (160 total units), as well as open space, agricultural, recreational, and retail uses.
New Single-Family Residence at Pedriza Road
On July 21st, a Minor Development Review Application was submitted to construct a new two-story
4,130 square-foot single-family residence with an attached 822 square-foot garage on a vacant 1.46-
acre lot located at the easterly terminus of Pedriza Road in the Residential Single (RS-4) zone.

New Accessory Dwelling Unit (ADU) located at 13822 Northcrest Lane
On July 12th, a building permit was issued to construct a new three-bedroom 1,136 square-foot ADU
at 13822 Northcrest Lane.
Installation of New SDG&E Equipment and Relocation of Existing Equipment at 12845 Poway
Road
On May 19th, a Minor Development Review Application and Wireless Communication Permit
application was submitted to install a new 35-foot-high SCADA Pole and to replace and relocate
existing SDG&E equipment located at 12845 Poway Road.
CAPITAL IMPROVEMENTS
FY2021-22 Overlay Project
The contractor finished the street patching on Poway Road from Community Road to Garden Road.
Due to an emergency Caltrans project, the contractor demobilized, and work to resume July 29th on
Espola Road to begin the patching from Titan Way to Twin Peaks Road. After the work on Espola
Road is complete, the contractor will finish Community Road from Civic Center Drive to Metate Lane.
FY2022-23 Street Maintenance Project
The contractor mobilized the week of July 11th and has completed 40 of 112 street sections (working
Sunday through Thursday). On August 8th, the contractor will be moving to Espola Road to begin
the slurry seal after the patches are done.
FY2022-23 Citywide Striping Project
The pre-construction meeting is scheduled on July 28th. The contractor will be following behind with
the slurry seal project on Espola Road and completing striping replacement in Zone 5 as the streets
become available.
LAND DEVELOPMENT
Smithers Residence
City staff has completed the second review of a boundary adjustment application revising the
boundary between two parcels on Paseo de la Huerta.
Rahimzadeh Residence
City staff has completed the first review of a floodplain development permit application for the
conversion of a garage to a junior accessory dwelling unit at an existing residence on Claire Drive
that is located within the FEMA regulated floodplain.
Lyon Estates
City staff received and has approved the final mylar plans for the Lyon Estates ten-lot subdivision
located at the easterly terminus of Larchmont Street. Staff has scheduled the approval of the
subdivision for the August 16th City Council meeting.
City staff also received a construction change for the public improvement plan associated with the
Lyon Estates project. The changes include a revision to the grade of a proposed storm drain pipe
to avoid crossing too close with existing sewer and water laterals in Larchmont Street. The revision
also includes a proposed private gate at the entrance of the subdivision.
Buswell Residence
City staff received the second submittal of a floodplain development permit for an existing residence
on Orchard Bend Road. The permit is to legalize improvements that occurred to an earthen channel
within the FEMA regulated floodway.

City staff has approved the request to allow for driveway light pilasters to be installed within the public
right-of-way at an existing residence on Silver Saddle Lane.
Chang Residence
City staff has approved the request from a resident on Carriage Hills Court to place pavers for their
driveway within the public right-of-way.
Whitehill Residence
City staff has received a submittal for a Biological Conservation Easement associated with habitat
mitigation on Crestline Drive.
Kondzela Residence
City staff has received the submittal for a floodplain development permit to allow for a pool and spa
to be located within the FEMA regulated floodplain at an existing residence on Kittery Street.
Fathi Residence
City staff provided third review comments for the grading plans associated with a proposed new
single-family residence on Orchard View Drive.
STORMWATER
Los Penasquitos Water Quality Improvement Plan (WQIP) Annual Report
City staff has received the review comment letter from the Regional Water Quality Control Board for
the Los Penasquitos WQIP Annual Report submitted in January of 2022 with the other copermittees
in the watershed. Staff is in the process of reviewing the letter, along with the other copermittees
and preparing responses to the questions, comments and requests for information from the Board.
San Dieguito Water Quality Improvement Plan (WQIP) Annual Report
City staff has received the review comment letter from the Regional Water Quality Control Board for
the San Dieguito WQIP Annual Report submitted in January of 2022 with the other copermittees in
the watershed. Staff is in the process of reviewing the letter, along with the other copermittees and
preparing responses to the questions, comments and requests for information from the Board.
INSPECTION
Fairfield
Poway Road (G21-0007) -The contractor building the sewer
line from the site to Carriage Road has installed one sewer
manhole base and one manhole and approximately 120
feet of 8-inch sewer main. Last week, the contractor
completed all work in the right-of-way including asphalt
rehabilitation. All sewer work is now on private property as
it passes through the parking lot of the existing apartment
complex to the west of the site. On-site work progresses
and last week, the contractor excavated the first of two large
underground storm drain basins. Installation of liner and
media will begin this week.

Shahzad Residence
Saint Andrews Drive (G20-0013) - Retaining wall backfill
continues for the keystone wall behind the reinforced
concrete wall. The wall has been waterproofed, and
geogrid is being intermittently checked.
Poway Substation Drainage Mitigation
Budwin Lane (G21-0010) - The gravity wall along the back entrance has been formed, along with a
modified retaining wall. Form work and reinforcement has been inspected and the contractor
requested permission to place the concrete footings on the City’s dark Friday. The contractor has
been approved to place concrete, and a third-party inspector will be on-site to observe and test.
The Farm
Stoneridge Country Club Lane (G21-0001& STI21-001) - Entech and American Integrated are on-
site. They are awaiting the environmental cleanup process where asbestos cement pipe (ACP) was
crushed and ground into the soil. A new company has been hired to replace the previous remediation
company (Casper). American Integrated will be submitting a request to the Air Pollution Control
District which can take up to 10 days to review prior to their approval. Upon review and approval,
American Integrated will resume removal of the ACP where applicable.
Koloa continued to work performing over-excavations.
These areas have been inspected by both the assigned
City inspector and the project geologist.
Water: Lennar has requested to be allowed to use an 8-
inch meter on the fire high line in order to eliminate the
need for multiple construction meters at various temporary
hydrant locations. The request was reviewed by Public
Works and approved. The City’s fire inspector was not in
agreement as initially, he was informed that it would be a
6-inch meter. Lennar will provide the plans showing an 8-
inch meter. One-inch and two-inch water services have
been hot tapped along Boca Raton Lane and Saint
Andrews Drive.

Storm Drain: An 18-inch high-density polyethylene pipe drain was installed along private street E
and elevations were checked and found to be correct. Two B-1 inlet bottoms along private street E
were inspected and passed. An A-5 clean-out along private street A failed initial inspection as it was
built per an A-4. The contractor rebuilt it correctly and the reinspection passed.
Sewer: A meeting was held in the field with the contractor, City sewer supervisor, and the site
inspector to discuss sewer lateral clean out installation.
The proposed sewer laterals are not the typical installation and will require a drawing from the
contractor showing the exact installation process. Another field meeting was requested by the
contractor with the City sewer supervisor. Along private street A, an emergency sewer bypass has
been installed and tested. Excavation has taken place for the temporary sewer manhole along
private street A, around the existing sewer main. The base was poured on a dark Friday, and the
temporary manhole was to have been stacked on Saturday.
Lyon Estates
Larchmont Street (G21-0013) -The stormwater contractor has completed the installation of all
perimeter silt fencing for the project.
The grading contractor continues to clear and grub the site. The contractor is utilizing a water truck
to keep the dust down during vegetation removal.
The project archaeologists and biologists have been on-site per the project requirements to review
all sensitive areas and habitats.
Power Conditioning Building UPS & ATS
Pomerado Road (G19-0009) -The contractor is
working on relocation of the existing 6-inch
storm drain in the southwest corner of the
UPS/ATS building envelope prior to completing
the last over-excavation.

A-1 Storage
Kirkham Road (G20-0006) - The contractor continues installation of the masonry walls and structural
steel ledgers on the fourth level floor. The contractor is installing sheet metal for individual storage
units on the third and fourth floors.
SDG&E L1600
Bernardo Heights to Ted Williams Parkway
(RW20-0366) - The slurry sealing of the trench line has been completed for this section. Due to some
issues with the portion of the project south of Ted Williams Parkway, the striping has not taken place.
Ted Williams Parkway to Scripps Poway Parkway
(RW21-0126) - The installation of traffic loops at the intersections of Pomerado Road at Metate Lane,
Pomerado Road at Poway Road and Pomerado Road at Scripps Poway Parkway is scheduled for
next week.
Scripps Poway Parkway to western city limits
(RW21-0157) – Last week, the contractor ground and cap paved the bike lane and the #3 west-
bound lane on Scripps Poway Parkway.

Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for work related to the Espola Road Safety Improvements Project.

Old Poway Park Provided support for multiple events and
activities. Performed irrigation repairs and
modifications to multiple systems in the orchard
and green park.
Silverset Park Staff covered basic facility and park
maintenance. Irrigation system checks
performed. Cleaned debris out of irrigation heads
along the walking path and adjusted heads on
the ballfield for improved coverage. Trimmed
along the Field View fence line removing tree
suckers and acacia growing up to and through
the fence.
Starridge Park Staff trimmed trees and shrubs along walkways.
Replaced swing seat. Provided support for
multiple activities.
Sycamore Creek Park
Valle Verde Park Staff covered basic facility and park maintenance
one week due to staff shortage. Located one
mid-sized hanging tree limb in the northwest
corner of the park and removed. Assisted with
the removal of tree trimmings and debris along
the Del Poniente Trail.
Miscellaneous Parks Staff attended a half day playground training
seminar on Tuesday at Operations.
Miscellaneous Trails Removed trail fencing debris (9 posts and 18
rails) from vehicle impact along Old Coach.
Replaced two faded rule signs along with weed
abatement at the trail entrance and part of the
trail located at the Ellie Lane staging area.
Delivered two additional loads of base material to
the South Poway Trail for erosion repairs. Tree
trimming, brush and debris removal along the
Del Poniente Trail. Talked to resident about
trimming back shrubs encroaching onto the
Lomas Verdes Trail.
Emergency Response
Emergency Response Callouts 11 Emergency response technician cleaned up gravel
in road near intersection of Oak Knoll Road and
Pomerado Road. Two calls for clean up after
accidents. One call for downed tree. Two reports
of leaking water meters. Two calls for leaking

Water Treatment Plant 11045 Plant shutdown on 7/12/22 to tie in temporary
pump station electrical to plant MCC. Flushing of
temporary system began 7/20/22. Improvements
to treatment plant coagulation process were
made during the plant shutdown, these
improvements will save the City money on
chemical costs. Water quality throughout the
system has been improving at a lower chlorine
residual leaving the plant. This will also allow us
to use less chlorine, which has had several price
increases over the last year.
