Pop Vinyl ended the Summer Concert Fun at Lake Poway on August 7th. A crowd of more than 2,000 people
gathered to dance and enjoy the sun!
Lake Poway was stocked with 1,000 pounds of catfish on Friday, August 5th. Anglers of all sizes have been
out on the lake trying to catch the big one. Night fishing at Lake Poway continues through the first weekend of
September, providing some extra time to fish on Fridays and Saturdays.
The summer swim lesson program concluded last week with over 225 group courses taught, 1,800 class
meetings, and more than 270 private lessons. Over 1,200 participants took classes this summer, ranging
from 6 months to adult learners. With one of the largest swim lesson programs in the county, Swim Center
staff had a significant impact on the community this summer.
Five (5) weeks of summer camp at the PCPA wrapped up last Friday.
The Acting & Improv and Broadway Disney Camps had 195
participants and brought in $32,332 (net $12,933) in General Fund
revenue.
Nine individual artists or collectives have been selected for art exhibitions at the PCPA. New this year, we’ll
host “Art on View” (select Wednesdays, 4:30pm-6:30pm). The first opportunity to appreciate and celebrate
the arts while enjoying beverage discounts and free light bites will be September 7.

New PCPA Box Office hours (Friday/Saturday, 1:00pm-6:00pm) take effect in September. The adjustment
more efficiently utilizes staff and maximizes sales opportunities during events/performances.
Our PCPA clients spoke and we listened and rolled out a greatly simplified application process this week. The
most significant change is requiring a 4-page form 120 days prior to an event vs. review and completion of a
24-page document one year in advance.
Another successful Summer Concert took place at Old Poway Park on July 31! The Outliers played a delicate
balance of voice and acoustic guitars, the perfect songs, the precise harmonies, to strive for that transcendent
moment on stage that lifts them and their audience to a higher ground. Around 300 attendees came out to
experience what The Outliers had to offer.

HOUSING
Monte Vista Affordable Housing Project
The two-round solicitation process to select a developer for the Monte Vista Affordable Housing
Project has concluded. After careful review of all submittals, presentations, financing strategies, and
project designs, staff’s recommendation is to enter into an Exclusive Negotiating Rights Agreement
(ENRA) with Wakeland Housing & Development Corporation (Wakeland). Staff will seek Housing
Authority Board approval to enter into an ENRA at the August 16th City Council meeting. Upon
approval, staff and Wakeland will have 180 days, with two possible 45-day extensions, to negotiate
the terms of a Disposition and Development Agreement for the construction of the project.
The proposed project will provide 60 units restricted to extremely low, very low, and low-income
households, with 3 buildings that are all two-story. There is also a one-story community building.
Parking for the project will be subterranean and provides for 138 parking spaces (2.30 spaces/unit).
Because the parking is subterranean, there will be significant outdoor amenities including a tot lot,
barbeque area, plaza, play area, gazebo and a landscaped court.
PLANNING
Harmon Ranch 63 Unit Subdivision at 12624 Oak Knoll Road
On July 28th, formal applications for a Specific Plan (SP), Zone Change (ZC), General Plan
Amendment (GPA), Tentative Tract Map (TTM) and Development Review (DR) were submitted by
Lennar Homes, LLC. for a 63 single-family home subdivision on a 11.06-acre site that includes
20,000 square feet of open space at 12624 Oak Knoll Road. The south side of Oak Knoll (1.78 acres)
will be developed with four homes and the north side of Oak Knoll (9.28 acres) will be developed
with 59 homes. It is important to note, vehicular access at Roca Grande Drive has been removed in
the latest proposal. Two-car driveway and two-car garages (four total spaces) are proposed for each
home and an additional 40 on-street parking spaces are proposed within the project’s
boundaries. The project includes passive park amenities for residents and a second passive park
adjacent to Poway Creek that will be open to the public. One home listed on the City’s local historic
registry will be preserved.
New Three-Story Hotel in the South Poway Business Park at 14082 Stowe Drive
On July 18th a Conditional Use Permit application was submitted to construct a three-story 36-room
boutique hotel on a 1.23-acre vacant lot located on 14082 Stowe Drive in the South Poway
Commercial zone of the South Poway Specific Plan area.
Raising Cane’s Restaurant at 12665 Poway Road
On August 9th, a Conditional Use Permit and Development Review application was submitted to
construct a 2,899 square foot Raising Cane’s restaurant with a drive-thru and outdoor dining area at
12665 Poway Road in the Poway Road Specific Plan area.

Demolition Permit for Poway Honda Inventory Lot
On July 25th, a building permit was issued for Poway Honda to demolish the structures at 13715
Poway Road and the demo work is mostly complete. An inventory parking lot for Poway Honda will
be constructed after the site is cleared.
Conditional Use Permit Modification for Granite Construction at 10975 Beeler Canyon Road
On August 1st, a Conditional Use Permit modification was submitted for Granite Construction’s
mining operation located at 10975 Beeler Canyon Road. The request proposes to modify the
orientation of the graded pads for future industrial uses that would be located at the northerly portion
of the site near Kirkham Road. A modification to the Reclamation Plan for the mining operation will
also be a part of the project.
Development Review for new Single-Family Residences at Lyon’s Estates
On August 5th, a Development Review application was submitted for the siting and architecture of
ten single-family homes in the Lyon’s Estates subdivision.
Building Permits Issued for Housing Development at The Farm In Poway
On July 26th, building permits were issued for the Residential Cottage Lots 13 to 24 north of Espola
Road (reference The Farm in Poway Specific Plan Land Use Plan):
1. Residential Cottage Lots 13 to 24 include:
a. Three Plans 1’s: a 3,123 square-foot single-family residence with a 303 square-foot
patio cover and a 430 square-foot garage;
b. Three Plan 2’s: a 3,272 square-foot single-family residence with a 164 square-foot
patio cover and a 435 square-foot garage;
c. Three Plan 3’s: a 2,291 square-foot single-family residence with a 382 square-foot
patio cover and a 502 square-foot garage; and
d. Three Plan 4’s: a 2,536 square-foot single-family residence with a 434 square-foot
patio cover and a 497 square-foot garage.
The project will retain the same architectural variety and compatibility with the surrounding
residences. The project is a 117-acre specific plan and includes 138 single-family homes and 22
twin homes (160 total units), as well as open space, agricultural, recreational, and retail uses.
New Accessory Dwelling Unit (ADU) located at 16450 Bronco Lane
On August 5th, a building permit was issued to construct a new 498 square-foot ADU with a 44
square-foot deck at 16450 Bronco Lane.
CAPITAL IMPROVEMENTS
FY2022-23 Street Maintenance Project
The contractor is working Sunday through Thursday
and has completed 70 of 112 street sections. Slurry
seal took place on Espola Road from Monday to
Wednesday of this week. The remaining half of
Community Road was completed on August 11th.
Poway Grade is scheduled for slurry sealing on
Sunday, August 14th and August 15th. This work will
be done during the day with a one-lane closure and
flagging operation.

FY2021-22 Street Overlay Project
The contractor finished patching Espola Road from Titan Way to Twin Peaks Road. After Espola
Road was completed, they overlayed on Fairgate, Earlgate and Ashgate streets. This week, the
contractor is scheduled to complete the nighttime closure of the Poway Grade for the asphalt
patches.
FY2022-23 Citywide Striping Project
The first coat of striping on Poway Road started on
Sunday, August 7 and the remaining sections of
Poway Road had the first of two coats done during
the week. The contractor began layout of Espola
Road on Wednesday night after the slurry seal was
completed and continued through the week with the
first coat of striping scheduled for August 11-16th.
Reservoir Overflow Modifications Project
The Notice to Proceed has been issued to the contractor and a pre-construction meeting is to be set
prior to the commencement of construction. The project will remove cross-connections from the
overflow systems of four reservoirs. These modifications will be performed without interruption to the
distribution system and no services will be affected.
LAND DEVELOPMENT
Greaves Residence
City staff has received the request from a resident on Tam O’ Shanter Drive to place driveway pavers
within the public right-of-way.
Fathi Residence
City staff received the fourth submittal of the grading plan package and the second submittal for a
Biological Conservation Easement associated with a proposed single-family residence on Orchard
View Drive.
Kooker Residence
City staff received the first submittal for the easement vacation and a proposed new location of a
portion for an existing trail easement along Valle Verde Road where it intersects with Old Winery
Road. The property owners have requested this realignment of the trail because the actual legal
easement bifurcates an existing fruit orchard and does not represent the actual foot path utilized by
the public. Revising the easement will allow fencing around the fruit orchard to discourage
pedestrians from crossing through it. This requires coordination with the Public Works Department
for the trail fencing and the San Diego County Water Authority due to an existing water easement.
Beeler Creek Restoration
City staff received redlined record drawings for the grading permit associated with the Beeler Creek
restoration plan.
Pomerado Commercial Condo Conversion
City staff received the second submittal of the final map for the commercial office condominium
conversion project proposed on Pomerado Road.

Navidi Residence Workshop
City staff received the fifth submittal for the grading plan associated with the development of a
barn/workshop at the rear of a property along Twin Peaks Road. Access to the workshop crosses
through FEMA regulated floodway and requires a “no-rise” certificate to certify that the grading and
road improvements will not result in an increase in flood elevations. The engineer has struggled to
successfully match existing, proposed and flood elevations between the grading plans and the
floodway study. Since the fourth review, the property owner has hired a new engineer for this project.
Staff is working closely with the project team to help move the project through to approval.
Naraghi Residence
City staff has received the first submittal for an access easement to an existing storm drain channel
at the rear of a vacant property on Gaslight Court which is currently applying for a single-family
residence.
Lyons Residence
City staff has received the submittal for a floodplain development permit to allow for a patio cover on
Cinchring Drive.
Skar Residence
City staff received the first submittal of the grading plans for a vacant lot on Millards Ranch Lane.
Recently, a proposed single-family residence was submitted for this property, and it was found to
have a pad elevation discrepancy from the previous record grading drawings. To move forward with
the proposed project, staff required the legalization of any grading that occurred since the previous
grading record drawings. This grading plan submittal includes a soil compaction report. Both the
plans and report will serve to certify the grading and pad elevation.
McKee Orchard
City staff issued comments on the first review of the grading plans and public improvement plans
associated with the 20-lot subdivision proposed at the terminus of Holly Oak Way.
Fairfield
Rough Grading: City staff issued comments on the first proposed construction change to the rough
grading plans. The proposed construction changes included revisions to the underground
stormwater detention facilities and added details for wall footings.
Precise Grading: City staff also approved the mylars and issued the grading permit for the precise
grading of the Fairfield development project.
The Farm
The first construction change was processed for the improvements associated with The Farm
development. The construction changes included modifications to the proposed utilities based on
existing utilities found in the field and supply chain issues.
Sharp Hospice Home
City staff received the fifth submittal of the grading plan package for the proposed Sharp Hospice
Home proposed on Valle Verde Road.
City staff received the third submittal of the improvement plans for the proposed fire hydrant and
decomposed granite trail required for the Sharp Hospice Home proposed on Valle Verde Road.
York Ave Sewer Extension
City staff issued comments on the first review of the proposed public sewer extension on York
Avenue per the request of the property owner at 13849 York Avenue.

14878 Eastvale Road
City staff received the third submittal of the grading plans for a proposed garage structure at an
existing residence on Eastvale Road.
Lyon Estates
City staff issued comments on the first review of a construction change for the public improvement
plans associated with the Lyon Estates project. The revisions include the alteration of grade to a
proposed storm drainpipe to avoid crossing too close with existing utilities and the addition of a
proposed private gate at the entrance of the subdivision.
Caliguri Residence
City staff issued comments on the fifth review of the grading plans associated with a proposed single-
family residence on Sunset Ridge Court.
Clough Residence
City staff issued comments on the first reviews of the Open Space and Biological Conservation
Easements associated with a proposed single-family residence on Misty Meadow Road.
NATIONAL FLOOD INSURANCE PROGRAM
FEMA Community Rating System
The National Flood Insurance Program (NFIP) provides federally backed flood insurance within
communities that enact and enforce floodplain regulations. To be covered by a flood insurance
policy, a property must be in a community that participates in the NFIP. To qualify for the NFIP, a
community adopts and enforces a floodplain management ordinance to regulate development in
flood hazard areas. Additionally, there is the Community Rating System (CRS) which is a national
program developed by FEMA. Under the CRS program, communities can be rewarded for doing
more than simply regulating construction of new buildings to the minimum national standards. The
City participates in the CRS program for several reasons, one of which is the discounted flood
insurance premiums it provides for the City’s residents and businesses. In order to participate in the
CRS program, City staff must implement activities to reduce flood damage to existing buildings,
manage development in areas not mapped by the NFIP, protect new buildings beyond the minimum
NFIP protection level, preserve and/or restore natural functions of floodplains, help insurance agents
obtain flood data, and help people obtain flood insurance. Each year, the City must recertify that it
is continuing to implement the activities for which it has earned credit and meets the requirements
for its level of participation. City staff submitted the recertification package to FEMA.
STORMWATER
Jurisdictional Runoff Management Program Annual Report
City staff is working with our consultant D-Max Engineering, Inc. to prepare the Jurisdictional Runoff
Management Program (JRMP) Annual Report. The Annual Report will summarize components of
the City’s stormwater program including illicit discharge detection and elimination, development
planning, construction management, existing development compliance for municipal, commercial,
industrial and residential sites, public education and fiscal analysis. The final JRMP Annual Report
will be provided to the Water Quality Improvement Plan (WQIP) group by the requested deadline
which is expected to be in early September 2022. The WQIP group is responsible for incorporating
the JRMP Annual Report forms into the WQIP Annual Report for each watershed and submitting to
the Regional Water Quality Control Board by January 31, 2023.

INSPECTION
Lyon Estates
Larchmont Street Grading (G21-0013) (STI21-003) - The contractor performed substantial pre-
watering to minimize dust and will continue to clear and grub this week. The project archaeologists
and biologists are monitoring activities per the project requirements and reviewing all sensitive areas
and habitat.
Poway Honda Inventory Lot
Poway Road (MCUP 22-001) - The preconstruction
meeting was held for the demolition of two existing
buildings, construction of a new inventory parking lot,
associated drainage, and street improvements on
Poway Road and Gate Drive. The contractor began
work immediately and buildings have been
demolished and debris sorted for recycling and most
of the materials have been removed.
The Farm
Stoneridge Country Club Lane
(G21-0001& STI21-001) - A coordination meeting was held on-site to have the developer/contractor
come up with a weekly schedule to better anticipate inspection needs. The developer did state that
work will be increasing as private streets are now expected to begin. Various over-excavations have
taken place.

A second bridge over the San Diego County Water Authority (SDCWA) easement has been placed
and it is expected that the grading contractor will want to begin grading on the eastern side of the
SDCWA easement. The contractor has provided a drawing showing steel plates to be placed over
the existing sewer easement to disburse the load, allowing heavy equipment to traverse the main
without damage.
A contractor is expected to be on-site this week and resume work on the area known to contain
hazardous asbestos material.
(ST121-001) – A portion of new sewer main has passed all required testing, including closed circuit
televising and the video will be reviewed by the City.
Mandrel testing on the new 8-inch sewer line along private street A failed as the mandrel stuck on a
section of the main between manholes 1 and 2. The contractor was able to remove the mandrel and
corrections will be made and retested on August 12th.
Water: New water services have been installed
along private street B. Water main and services are
also being installed along private street E and Saint
Andrews Drive.

Storm Drain: The contractor has installed new 18-inch reinforced concrete storm drainpipe along
private street E.
Streets: The developer is working on grading private streets and resistance values (R-values) can
then be taken to determine pavement and base material thickness. Curb and gutter is being prepared
along Steet B.
Ekiko Residence
Bowl Creek Road (G20-0015) - The project is nearing completion. The contractor is working on
landscaping for the entire site including slopes and the bio-basin. It is anticipated that the
owner/contractor will be requesting occupancy soon.

Power Conditioning Building UPS & ATS
Pomerado Road (G19-0009) - The contractor is
completing the relocation of the existing 6-inch
storm drain in the southwest corner of the building
pad and placing of fill inside the pad. The
contractor will then submit the compaction and line
and grade certifications prior to starting
construction on the building footings.
Fairfield
Poway Road (G21-0007) - The contractor has
completed retaining wall C along the south property
line, wall G in the northwest corner, wall D that runs
along the east property line, and the majority of wall
A. The remaining portion of wall A has been left
unfinished for installation of the proposed sewer line
that services the new community. Crews are
working on wall B which runs along the south
perimeter above wall C and will support a parking
area. Drainage work is ongoing, and the contractor
has placed all sections, material, and layers for the
first of two large urbanpond detention systems.
Pomerado Road SDG&E L1600
Bernardo Heights to Ted Williams Parkway and Ted Williams Parkway to Scripps Poway Parkway
(RW20-0366 and RW21-0126) - The trench has been paved, slurry sealed and partially striped. The
legend raised pavement markers (RPM’s) and blue fire hydrant RPM’s have not yet been installed.
Curb and gutter at the southwest corner of Pomerado Road and Twin Peaks Road have been placed,
and the sidewalk is expected to be put in this week.

Scripps Poway Parkway to western city limits
The contractor ground and cap paved the west bound #3 lane on Scripps Poway Parkway. Slurry
seal is now on the schedule.

units and the information was then passed on to the involved crews. Hospitals are
mandated to pass along information if a transported patient was found to have an infectious
disease. For COVID patients, this information is passed along weekly instead of by
individual case.

Fixed the lounge entrance door at the
Community Center. Corrected the timers at Lake
Poway. Replaced a shattered soap dispenser in
Fleet. Reattached a faucet at City Hall. Replaced
broken dispensers at the library. Called out pest
control to address mice at City Hall, set out traps
inside City Hall. Removed and disposed of items
from Crosthwaite. Closed out work on propane
tanks.
Contract Inspections 13 Repaired irrigation leaks at Poway/Pomerado.
Removed ivy from Norwalk, a large fallen tree
branch from resident’s back yard on Country
Creek Road. Had trees trimmed at the PCPA.
Completed north bus stop inspections. Trimmed
titu trees at City Hall. Irrigation repairs on Twin
Circle and Old Community Road. Restored
phone line and doorbell at Fire Station #1. Met
with residents on Twin Peaks.
Streetlight Issues 4 Addressed light outages in Maderas, parking lot
lights in Aubrey Park, Twin Peaks/Tierra Bonita,
Poway/Pomerado and Tierra Bonita and Calvary.
Traffic Signal / Emergency 8 Addressed timing issues on Espola Road from
Martincoit Road, Poway at Pomerado and
Midland at Twin Peaks all affecting turning. Had
light fixed at Oak Knoll and Poway.

Parks, Trails & Landscape Maintenance
Garden Road Park - Removed an outdated sign. Covered Thursday
and Friday facility service. Performed weed
abatement and continued gopher abatement.
Lake Poway Park - Worked with vendor to locate a broken irrigation
wire. Added mulch to the parking lot planters.
Performed gopher abatement. Checked the
irrigation system; adjusted or replaced faulty
parts. Removed brush around the parking lot
light poles. Supported Saturday-Sunday campout
and the Summer Concert. Repainted two park
benches. Replaced the worn platform.
Silverset Park - Performed gopher abatement on the sports field.
Raked the southern picnic area and playground.

Sycamore Creek Park - Trimmed the shrubs along the entrance.
Valle Verde Park - Checked irrigation and repaired. Removed tree
root suckers. Removed graffiti from the back wall
of the park. Investigated water line leak near the
playground.
Miscellaneous Parks Staff attended two safety trainings. Delivered soil
to the Future Farmers of America. Delivered 18
fence rails to the lake storage yard. Removed a
metal stake and painted over old graffiti on the
rocks next to the school district’s bus barn.
Miscellaneous Trails Brush removal, tree trimming, leaf debris and
tree root removal.
Emergency Response
Emergency Response Callouts 16 Responded to two incidents of debris in the road,
two irrigation leaks, call from sheriff to provide
detour signs for downed AT&T wires, removed
signs next day, a manhole dislodged causing two
flat tires, assisted the fire department with a three-
car accident, filled in a large pothole, removed
limbs from the bike lane, stopped a backflow leak,
turned water on for two residents, investigated
complaint of irrigation leak – on private property
and repaired two water meter leaks.
DEPARTMENT TRAINING
Annual Safety Training On August 3 and 4, all Public Works crews
attended training on bloodborne pathogens, heat
stress and hearing conservation. The training
was provided by California JPIA.

Water Treatment Plant 11186 Treatment plant experienced air entrainment
along with filter clogging algae, which resulted in
lower filter run hours. Adjustments were made,
and filters returned to normal production hours.
The plant received jar testing equipment which
will help improve coagulant dosages and
potentially result in cost savings.
