A group of General Atomics employees volunteered their time on Saturday
morning to assist staff and docents trimming the amphitheater road, refurbishing
a kiosk, enclosing a portapotty within the Reserve, and removing the highly
invasive weed, Dittrichia.
In preparation for the September 2022-June 2023 season, the PCPA staff
completed safety refresher training. Subjects included evacuation for fire and
earthquake, active shooter, incident reporting, medical kit checks, alarm
procedures while theatrical haze is in use, and transport for the disabled in an
emergency.
NEW at the PCPA! Join us to celebrate the arts and attend “Art On View”,
September 7, from 4:30pm-6:30pm. Meet artist Stacie Birky Greene and enjoy

Old Poway Park was the site for the annual Volunteer Appreciation Dinner
on August 18. Over 500 City of Poway volunteers came out to enjoy a
picnic-style dinner, drinks, dessert, and coffee while listening to live music
and visiting with fellow volunteers. The dinner recognizes the incredible
contribution these volunteer groups provide the City.
The 2022 Movies in the Park Series concluded on August 13 with over 300 moviegoers enjoying The
Sandlot on the big screen at Old Poway Park.
What an incredible summer we had! In nine short weeks, $723,649.90 in
revenue was generated from contract instructor-led camps and $99,991
from staff-led Lake Poway Day Camp. Over 4,585 kids had a blast
making lifelong memories and friends as they enjoyed science, fishing,
tennis, skateboarding, archery, dance, hiking, and a vast array of other
activities. We are pleased to offer parents an enriching and affordable
childcare option during the summer months while school is out.

PLANNING
City Comments on Draft San Vicente Comprehensive Multimodal Corridor Plan
The Draft San Vicente Comprehensive Multimodal Corridor Plan (CMCP) studies ways to improve
transportation safety, enhance emergency evacuation options, maintain rural community character,
increase mobility options and create greater trip reliability and efficiency. The draft plan has been
developed in partnership with the City of Poway, the County of San Diego (Ramona and Lakeside
communities), and tribal governments. Major transportation facilities included in the study area are
State Route 67 (SR 67) from Mapleview Street in Lakeside to State Route 78 (SR 78) in Ramona,
and portions of Poway Road and Scripps Poway Parkway adjacent to the study area. In response
to requests to review and comment on the Draft CMCP, Development Services Department staff
focused comments on providing multi-modal corridors (safe separated paths for walking, biking and
equestrians), retaining parking, evacuation routes, wildlife crossings, and providing bike facilities,
wayfinding signage, turnouts, and viewpoints.
Country Montessori School at 12642 Monte Vista Rd
On August 12th, a Conditional Use Permit application was submitted for a request to modify and
increase the number of student enrollment from 165 to 195 within its existing buildings at 12642
Monte Vista Road in a Commercial Office zone.
New Accessory Dwelling Unit (ADU) located at 12837 Indian Trail Road
On August 15th, a building permit was issued to construct a new detached 1,062 square-foot ADU
at 12837 Indian Trail Road.
CAPITAL IMPROVEMENTS
FY2021-22 Street Overlay Project
This was completed last week, and the contractor has demobilized. The project will be presented to
City Council for acceptance at a future meeting.
FY2022-23 Street Maintenance Project
The slurry seal operation is complete with the exception of the Poway Grade from Mina De Oro to
Highway 67, which is anticipated to be completed in September. The raise to grade sub-contractor
mobilized on August 17th and is completing about 20 lids per day. The estimated date of completion
is August 28th.
FY2022-23 Citywide Striping Project
The first coat of striping is 95% complete on Poway Road, Espola Road and Community Road with
completion of the bike lane buffer hatch remaining. The contractor is working through the residential
neighborhoods, placing stop limit lines and street legends. Refresh striping in Zone 7 and Zone 3
will begin this week.

Welcome to Poway Sign Replacement Project
The contractor has notified City staff that the sign has been delivered and a right-of-way permit will
be submitted. Sign installation will take place after permit approval has been received.
Reservoir Overflow Modifications Project
Construction began this week at the R-11 reservoir. The on site excavation will expose underground
pipes and work will proceed to remove the cross connection to the storm drain system. Construction
is expected to be ongoing for the next three weeks. The modifications at the R-8, R-9, and R-17
reservoirs will begin next month after the necessary materials have been fabricated.
FY 2021-22 Accessibility Improvements – Community Park Pathways
The Community Development Block Grant (CDBG) funded project proposes to bring existing
concrete walkways within a portion of Community Park up to compliance with the Americans with
Disabilities Act (ADA). Removal and replacement of walkways include pathways between the
baseball fields, basketball court, Cafagna Center, and the existing restroom at the southeastern side
of the park. The project is currently out to bid and bids will be opened on August 31st.
LAND DEVELOPMENT
Maderas Remainder Parcel Subdivison (FTM22-002, G22-0005 and IMP22-001)
City staff received the second review of the grading plans, public improvement plans and final map
for the six-lot subdivision proposed on Old Coach Road.
City staff also received the first submittal of the Biological Conservation Easement associated with
the subdivision project.
Lowe Properties (BA22-002)
City staff returned comments on the second review of the boundary adjustment application revising
the property line between two parcels on Running Deer Trail. The applicant then provided revised
documents that staff approved. The ten-day notification to property owners within 500-feet of the
proposed boundary adjustment is now underway.
Beeler Creek Restoration (G20-0014)
City staff received the final geotechnical report and the redlined record drawings for the Beeler Creek
Restoration project. The geotechnical report has been approved and the grading mylar plans have
been released to the Engineer of Record to prepare the final record drawings.
Private Recreation Facility (G22-0001)
City staff provided comments on the second review of a grading plan for the development of a private
recreational facility as a part of a new single-family residence on Biscayne Place.
Honda Service Bay (IMP22-0006 and ESMT22-0013)
City staff received the first submittal of improvement plans and easement review documents for the
installation of a new fire hydrant at the Honda service shop facility on Poway Road.
Fathi Residence (G21-0015)
City staff approved the fourth submittal of the grading plans for a proposed single-family residence
on Orchard View Drive. Staff has requested submittal of mylars and payment of securities and fees.

Skar Residence (G22-0010)
City staff provided comments on the first review of the grading plan submittal for a vacant lot on
Millards Ranch Lane. Recently, a proposed single-family residence was submitted for this property,
and it was found to have a pad elevation discrepancy from the previous record grading drawings. In
order to move forward with the proposed project, staff required the legalization of any grading that
occurred since the previous grading record drawings. This grading plan submittal includes a soil
compaction report. Once approved, both the plans and report will serve to certify the grading and
pad elevation.
Farley Properties (M22-0001)
City staff received the second submittal for a lot merger of two properties on Cobblestone Creek.
The Farm (G21-0014)
City staff provided comments on the second review of the precise grading plan for the 226-lot
subdivision.
Fairfield (FTM21-003)
City staff received mylars of the final map for the Fairfield mixed-use redevelopment project.
STORMWATER
The Regional Water Quality Control Board (Regional Board) received a complaint through the State
Water Board regarding non-stormwater discharges of horse manure within the City’s stormwater
system. Streets and gutter systems which convey stormwater to the storm drain infrastructure
system are considered part of the City’s stormwater system. The Regional Board then responded
by contacting the City and asking staff to investigate the complaint and the discharge. The City has
previously received complaints from the same resident and both Development Services and Public
Works has responded with cleanup actions and letters with educational materials for nearby horse
facilities. City staff is in the process of investigating the issue by following the protocol established
in our Jurisdictional Runoff Management Plan and will respond to the Regional Board regarding the
investigation with an explanation of the City’s responses to such complaints.
INSPECTION
Poway Honda Inventory Lot
Poway Road (MCUP 22-001) - The contractor has completed demolition of the buildings and
materials have been removed. The excavation has been completed for the proposed free-standing
wall footing along the south property line. Stakes were inspected to confirm location of the wall and
footing excavation was inspected for proper dimensions. The project soil firm will be on site this week
to confirm the wall bottom is properly prepared for concrete placement. City staff has approved the
use of precast storm drain box structures (versus pour-in-place structures).
RW21-0366 – Installation of new magnet mounted antennas to the side of the Pomerado Reservoir
has been completed by the contractor, CIK Power Distributors. The antennas are being painted to
match the reservoir and removal of temporary antennas and cables began last week. The contractor
confirmed that pole removal and fence restoration has been scheduled.

Biscayne Place Wine Cellar
Biscayne Place (MDRA 21-002) - The contractor completed the concrete shotcrete for the walls and
columns inside the wine cellar. Interior walls have been cleaned and installation of scaffolding has
begun in preparation for future construction work.
The Farm
Stoneridge Country Club Lane (G21-0001) – Over-excavation continues in various areas and the
geologist added a subdrain in one of the areas. Asbestos cement pipe was discovered and will be
addressed by the environmental group.
(STI21-001) - The underground contractor continues to install an 8-inch sewer main along private
streets and several manholes have been excavated with one manhole (MH #36) stacked. Vacuum
testing took place and failed. After inspection, it was noted that the equipment being used to test the
manhole was defective. The equipment will be repaired, and a re-test conducted.

Water: The underground contractor installed additional 8-inch and 12-inch water main along Abbey
Road. Water valves were inspected prior to installation and testing is expected to begin this week for
a portion of the line. A meeting was held with the developer, contractor, and City staff to discuss
connecting to four existing water mains at five locations. Topics reviewed in the meeting were time
constraints, traffic control, the proximity to the elementary school and coordination with school start
and end times.
Storm Drain: Inlet boxes along Abbey Road near
the entrance to the project have been completed
with the top half of the boxes formed and placed.
Crews began installation of modular wetland
systems on the south side of Jimmy Way.
Streets: The contractor previously placed curb
and gutter along Jimmy Way. The geotechnical
engineer determined the structural sections for
the roadway and road construction. The
subgrade has been cut to the proper grade to
allow for the proposed placement of structural
section. The subgrade material was compacted
and tested. Upon completion, base material
was placed and tested to confirm compaction.
Ekiko Residence
Bowl Creek Road (G20-0015) - The contractor completed bio-basin planting and installed the rip rap
dissipaters inside the bio-basin and at the bottom of the fill slope. The contractor placed soil
amendments on both fill and cut slopes and sprayed hydroseed. Due to hard granite material, the
project design engineer has requested to delete the earthen brow ditch above the cut slope and
associated drain points. The project is nearing completion and the owner has requested provisional
occupancy while landscape becomes established on all slopes.

SDG&E 1600 Gas Line (RW20-0366 and RW21-0126)
Pomerado Road – The contractor, S.E. Pipeline, completed the sidewalk and center median nose
along the south side of Pomerado Road at Camino Del Norte. Once this was completed, the asphalt
slot patch was paved.
Fairfield
Poway Road (G21-0007) - Retaining wall and sewer construction continues and the contractor has
placed approximately 250 feet of new sewer main. The sewer main along Carriage Road has been
completed, with the exception of asphalt restoration. Drainage work is ongoing and all sections have
been placed, including material and layers for the first of two large urban pond detention systems.
Backfill has begun for the first urban pond, and the excavation of the second urban pond has been
completed with construction to take place this week.
SCHEDULED ROAD/LANE CLOSURES
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for work related to the Espola Road Safety Improvements Project.
Possible lane closure on Pomerado Road from Stone Canyon Road in both directions to
Scripps Poway Parkway, and on Scripps Poway Parkway in both directions from Pomerado
Road to the west City limits for work related to the SDG&E gas main installation project.

Valley Center Fire Protection District – Visited to observe their new BESS (Battery Energy
Storage Systems) installations.
Between Monday, August 8th and Sunday,
August 21st, personnel completed 623 hours of
training and activities. The top three topics included 299 hours of Company Training, 173 hours
of Driver/Operator Training, and 71 hours of Facility Training.
EMS / TECHNOLOGY
1 Submitted cardiac arrest reports to national CARES database for month of July.
2 Responded to request by Poway Rodeo Committee to add advanced life support personnel
to the private agency contract providing onsite medical event standby.

signage. Sheriff dispatched ERT to a pothole on

on Poway side. Resident has no water -
discovered problem was on customer side. Four
incidents of meter leaks – one on customer side,
three on City side – replaced gaskets and
ensured leaks were repaired on city side.
Assisted resident with turning off water for
plumber. Investigated odor – was unable to detect
an odor emitting from any city assets. Restored
water service to a resident.
