Old Poway Park
New life is about to emerge from the Blacksmith Shop at Old Poway Park.
An agreement is being finalized with a local artisan to turn the building into
a Pottery Barn. Free, interactive demonstrations will be offered on the
weekends and weekdays, as well as paid activities such as classes. After
a few minor upgrades to the building and finalization of the agreement, we
hope to have it up and running by December 2022.
This past weekend, the staff at the PCPA
surely proved we support a diverse
lineup of performances throughout the
year. The Shine On Floyd – Pink Floyd
Tribute brought 457 fans to the theatre
on Friday, September 2. We followed
that up with Southern California Ballet’s
Enchanted Forest for 518 patrons on
Saturday, September 3.

We welcomed our volunteer ushers back for the September 2022 – June
2023 PCPA season with a good old-fashioned ice cream social. The
sundae bar and bingo were great fun, as was the scavenger hunt that
served as a reintroduction to the theatre and safety training.
The first Kids Night Out of the 2022-2023 school year took place
on September 2 and will go down in history as an A+! With a
Back To School theme participants got crafty making DIY
notebooks, bookmarks, keychains, pencil pouches, and much
more. The highlight-er of the night was a special presentation
of Chicken Little. Our 55 participants were bright throughout
the night!

PLANNING
Wireless Communication Permit at Twin Peaks Middle School
On August 26th, a Wireless Communication Permit was submitted consisting of a 20-foot wireless
SCADA pole and an above-ground cabinet along Twin Peaks Road abutting Twin Peaks Middle
School. Staff is working with the applicant to collocate onto existing poles in order to reduce any
new poles within the public right-of-way.
New Single-Family Residence located at 14524 Cedar Ridge Court
On August 26th, a building permit was issued to construct a new 3,665 square-foot single-family
residence with a 1,660 square-foot basement and an 875 square-foot patio cover at 14524 Cedar
Ridge Court.
New Accessory Dwelling Unit (ADU) located at 12738 Indian Trail Road
On August 29th, a building permit was issued to construct a new detached 1,217 square-foot ADU
with a 192 square-foot patio cover at 12738 Indian Trail Road.
New Accessory Dwelling Unit (ADU) located at 14215 Ipava Drive
On August 30th, a building permit was issued to construct a new detached 1,496 square-foot ADU
at 14215 Ipava Drive.
CAPITAL IMPROVEMENTS
FY2022-23 Street Maintenance Project
The slurry seal operation is complete with the exception of Poway Grade from Mina De Oro to
Highway 67, which is anticipated to be completed on September 25th. All utility lids have been raised
to grade, and a punch list for the completed work has been sent to the contractor.
FY2022-23 Citywide Striping Project
The contractor has been refreshing striping and zone 1 is 75% complete, zone 3 is complete and
zone 7 is 95% complete with full completion by the end of the week. They will return to stripe Poway
Grade from Mina De Oro to Highway 67 after the slurry seal is completed.
Welcome to Poway Sign Replacement Project
The contractor notified staff that the sign has been delivered and the right-of-way permit has been
approved. Demolition of existing sign and placement of the new sign is scheduled for September
12th.

Reservoir Overflow Modifications Project
Excavation of the underground pipes at the R-11 reservoir began last week. Progress to this point
has exposed the top of the pipes, and the contractor is waiting on shoring to complete the excavation.
Construction will proceed to remove the cross connection to the existing storm drain system. Once
the materials have been fabricated, the modifications at the R-8, R-9, and R-17 reservoirs will begin
next month.
FY 2021-22 Accessibility Improvements – Community Park Pathways
Six bids were received at the bid opening on August 31st. The lowest bid ($108,814.54) was received
from SDC Engineering Inc. The project will be presented for award at the September 20th City
Council meeting.
LAND DEVELOPMENT
Naraghi Easement
City staff provided comments and redlines for the first review of an access easement to an existing
storm drain channel at the rear of a vacant property on Gaslight Court which is currently applying for
a single-family residence.
Caliguri Residence
City staff provided a cursory review and feedback to the applicant and owner of the grading plans
associated with a proposed single-family residence on Sunset Ridge Court. The plans were sent
via email to staff with the request to review prior to the formal submittal. The applicant then
resubmitted the grading plans, staff reviewed and approved the plans and requested final mylar
drawings along with the payment of grading fees and securities required before grading permit
issuance.
Rahimzadeh Residence
City staff provided comments on the first review of a floodplain development permit application
requesting the conversion of a garage at an existing residence on Claire Drive to a junior accessory
dwelling unit. The residence is located within the FEMA regulated floodplain.
Whitehill Easement
City staff provided comments on the first review of the legal description and plat for a proposed
biological conservation easement for an existing residence on Crestline Drive.

Private Recreation Facility
City staff received the third submittal of a grading plan for the development of a private recreational
facility as a part of a new single-family residence on Biscayne Place.
Buswell Residence
City staff provided comments on the second review of the floodplain development permit application
for an existing residence on Orchard Bend Road. The permit is to legalize improvements that
occurred to an existing earthen channel within the FEMA regulated floodway and to permit the
installation of two attached patio covers to the residence within the floodplain.
Golden Way Residence
City staff approved a floodplain development permit for the placement of a concrete slab and
synthetic turf within the FEMA regulated floodway in the rear yard of an existing residence located
on Golden Way.
The Farm
City staff received the second submittal of the adaptive traffic signal improvement plans as
conditioned by The Farm project. The plans include adaptive traffic signal improvements to eight
signals along Espola Road.
Fairfield
City staff approved the first construction change to the rough grading plans. The proposed
construction changes included revisions to the underground stormwater detention facilities and
added details for wall footings.
Colle Residence
City staff provided minor comments on the third review of the grading plans for a proposed garage
structure at an existing residence on Eastvale Road. Since the plans are close to approval, staff
also requested the payment of grading fees and securities required prior to grading permit issuance.
Sharp Hospice Home
City staff provided comments on the fifth review of the grading plan package for the proposed Sharp
Hospice Home on Valle Verde Road. Staff also provided comments on the third review of the
improvement plans for the proposed fire hydrant and trail required for the project.
Fathi Residence
City staff reviewed and approved the grading mylar plans for the proposed single-family residence
on Orchard View Drive. The plans have been signed by the City Engineer, and the required fees
and securities have been paid. Hard copy documents to complete the preconstruction package were
requested from the applicant.
Zeitoune Residence
City staff received the second submittal of the grading plan package for the proposed single-family
residence on Stage Coach Road.
STORMWATER
Permanent Treatment Control BMP Facilities
Letters have been mailed out to all property owners with permanent stormwater facilities on their
property. The letter provides a copy of the annual certification for maintenance of stormwater
treatment control BMPs.

The owners must certify and provide dates for maintenance completion between October 1, 2021
and September 30, 2022. The completed certification forms are due by October 1st. Staff is
preparing the inventory list for the high-priority facilities throughout the City that require inspections
and will ensure these inspections occur prior to the required deadline of October 1st.
NATIONAL FLOOD INSURANCE PROGRAM
FEMA Community Rating System
The National Flood Insurance Program (NFIP) provides federally backed flood insurance within
communities that enact and enforce floodplain regulations. To be covered by a flood insurance
policy, a property must be in a community that participates in the NFIP. To qualify for the NFIP, a
community adopts and enforces a floodplain management ordinance to regulate development in
flood hazard areas. Additionally, there is the Community Rating System (CRS) which is a national
program developed by FEMA. Under the CRS program, communities can be rewarded for doing
more than simply regulating construction of new buildings to the minimum national standards. The
City participates in the CRS program for several reasons, one of which is the discounted flood
insurance premiums it provides for the City’s residents and businesses. In order to participate in the
CRS program, City staff must implement activities to reduce flood damage to existing buildings,
manage development in areas not mapped by the NFIP, protect new buildings beyond the minimum
NFIP protection level, preserve and/or restore natural functions of floodplains, help insurance agents
obtain flood data, and help people obtain flood insurance. Each year, the City must recertify that it
is continuing to implement the activities for which it has earned credit and meets the requirements
for its level of participation. City staff submitted the recertification package to submit to FEMA in
August and received feedback on a corrective issue. Staff then corrected the issue, resubmitted to
FEMA and received approval. The City of Poway is able to maintain the Class 8 status providing
discounted flood insurance to residents.
Flood Protection
City staff has mailed out letters to the residents located within the Special Flood Hazard Area as
defined by the Flood Insurance Rate Maps produced by FEMA. These letters provide valuable
information regarding the property’s likelihood to flooding, knowledge regarding other flooding
hazards around the property, flood insurance, safety tips, drainage maintenance and how to build
responsibly to avoid future flooding.
INSPECTION
Beeler Creek Restoration Project
Beeler Canyon Road (G20-0014) – All construction and punch list items are complete. Final review
and inspection is scheduled for this week.
Ekiko Residence
Bowl Creek Road (G20-0015) - The owner has requested occupancy. The project was inspected to
determine if the site can be released for occupancy. At this time, only provisional occupancy is
granted due to the lack of vegetation germination and growth on the slopes. Establishment of
vegetation will be monitored until full occupancy can be granted, and securities released.
Zimmerman ADU
Ipava Drive (SW22-0365) - The pre-construction meeting for an ADU has been held and work is
scheduled to begin this week.

Navidi ADU
Indian Trail Road (SW22-0132) - A pre-construction meeting was held at City Hall. Work is expected
to begin this week.
Lyon Estates
Larchmont Street Grading (G21-0013) (STI21-003) - The contractor continues over-excavation and
fill on lot 9. The soils firm and City inspector have been on-site to observe removal limits and
compaction of fill soil. The contractor installed a four-inch perforated back drain along with a cut-off
wall. The perforated pipe drains into a solid four-inch pipe which then drains into a stormwater
facility.
Poway Commons
Poway Road (G19-0011) - Recently building 6 and 7 were approved for occupancy. Work is ongoing
and building 8 will be ready for final occupancy inspection this week. Upon release of building 8, only
5 buildings remain under construction on the south side of Poway Road. Three buildings on the
parcel north of Poway Road are under construction and progressing quickly. Contracted crews
continue to work on all aspects of the project. Handrail for the stairs and a pedestrian ramp to
Community Park have been installed. The handrail was inspected and will require minor touch-up of
weld joints and hot dip markings. Poway Plaza Park is moving along rapidly and nearly all hardscape
and landscape are complete. Park lighting and electrical supply to the irrigation system is being
coordinated.

Lamie Residence
Heritage Drive (G20-0023) - The contractor
continued trenching, installation, and backfill of bio-
basin piping. Installation of the bio basin liners,
perforated piping and material layers followed by
painting is scheduled to take place this week.
Poway Honda Inventory Lot
Poway Road (MCUP 22-001) - The contractor has excavated the footing and placed steel for the
proposed free-standing wall footing along the south property line. The reinforcing steel was
inspected, and footing is scheduled to be placed this week. The contractor closed the sidewalk,
removed the curb and gutter, and placed a construction fence within the right-of-way around the
property.
Fairfield
Poway Road (G21-0007) – Construction continues of a retaining wall, water line, sewer, and storm
drain and basin. The contractor has placed all sections, material, and layers for both large Urban
Pond detention systems. The backfill is complete on the first pond and has begun on the second
pond. Offsite work has begun and this week, the proposed waterline trench is being saw-cut along
Poway Road.
Biscayne Place Wine Cellar
Biscayne Place (MDRA 21-002) - The
contractor continues placement of scaffolding
for construction of the wine cellar inside
shoring walls.

A-1 Storage
Kirkham Road (G20-0006) - The contractor completed installation of the sewer lateral, and
excavation is scheduled this week for the stormwater retention system. An on-site brow ditch was
excavated and installed around the north, south, and east side of the storage building. The brow
ditch was not per plan and a Correct Work Notice was issued. The engineer of record will need to
review and submit to the City’s Engineering Department for review.
The Farm
Stoneridge Country Club Lane (G21-0001) – Grading operations continued, and various over-
excavation and clean outs have been inspected by the geologist and City personnel. American
Integrated continues to remove, wrap with plastic, and dispose of the asbestos concrete pipe in the
contaminated zone.
(STI21-001) – Water: An eight-inch main along Abbey Road (Private Street E) has passed the
pressure test. After chlorination, the line main passed the 24-hour high chlorination test. The line
was dechlorinated and flushed. A low chlorination test was passed, and bacteriological tests were
collected and delivered to the laboratory for testing. The test results and the pipeline were tied into
the City line. A portion of the water line along the open space C (near Espola Road), was extended
to prepare for testing. The contractor has requested a shutdown this week, along the western end of
Espola Road for installation of a three-valve cluster. The contractor has also installed various blow
off and air release valves along Jimmy Way (Private Street B). Water services have been added
along Saint Andrews Drive and existing services have been abandoned.
Sewer: Additional sewer line was excavated and installed along Abbey Road and the line and grade
were checked. Two manhole bases were poured, followed by the stacking of the shafting. Manholes
were vacuum tested and passed.
Streets: Subgrade was checked after resistance value was determined by the geotechnical engineer.
Curb and gutter and base material have been placed along Abbey Road.

1 All Poway Fire divisions and crews participated in Rescue Task Force (RTF) training
with San Diego Sheriff's department.
2 Poway crews and adjoining forces extinguished a four-acre vegetation fire on
Metate Road and utilized the Incident Command System and Mutual Aid.

Poway Fire crews participated in an in-service training in the City of San Diego for a
Command, Strategy and Tactics. More training is scheduled this week and next
week.

training and ways to reduce accidents.

CERT members were present.
10. Participated in a meeting with Public Works staff to review the responsibilities of
oversite for the Hazardous Mitigation Grant.
11. Participated in a meeting with Fire Chief and Deputy Chief to discuss grant
funding opportunities the Department of Homeland Security.
12. Co-taught Shelter Operations Class in El Cajon.
13. Attended a meeting with the Poway Auxiliary Communications Team (PACT)
volunteers to discuss future drills and exercises.

Contract Inspections Distributed replacement uniforms to Stormwater
division. Investigated rodents at the library and
scorpions at Fire Station #3. Repaired a pull
station, janitorial deep clean, fire door drop-test,
5-year sprinkler inspection/repairs, fan coil 1 and
2 investigation and repairs at the PCPA.
Obtained a quote for a deep clean at Kumeyaay.
Inventoried lighting district supplies at
Crosthwaite and the Warehouse. Ordered new
park pole for knockdown at Silverset. Annual fire
sprinkler inspections performed at City Hall and
Council Chambers; and a DACT fault was
investigated at City Hall. Installed four sets of
bus stop armrest on Midland Road and ordered
24 more sets. Completed converting two stations
from overhead irrigation to drip in LMD 86-2B.
Spread mulch in right-of-way at Aubrey and
Community and Crosthwaite Circle. Treated tree
stumps at the former Ted Williams Grove.
Replaced irrigation pedestal damaged by a car
accident at Community and Stowe.

trimmed brush from around the restroom.
Repaired and replaced drip irrigation. Trimmed
shrubs along the concession building. Painted
eight wooden picnic tables. Removed a fallen
tree branch along the Blue-Sky Creek Trail.

Mini Arbolitos Park - Abated graffiti.
Old Poway Park - Removed a large fallen branch. Support the
Garden Club by delivering and helping to spread
mulch. Performed irrigation repairs and
adjustments.
Poway Oaks Park - Trimmed the shrubs.
Silverset Park - Abated multiple incidents of graffiti. Removed
three metal BBQ. Spread mulch around the
outside of the ballfield. Edged the curb in the
south picnic area. Adjusted and repaired
irrigation. Removed a section of wood fencing.
Starridge Park - Thinned or removed volunteer trees and shrubs.
Valle Verde Park - Delivered mulch. Removed vegetation from the
park sign. Removed low hanging branches.
Applied herbicide, replaced four trail fence rails.
Replaced dog bag dispenser. Removed exposed
tree roots adjacent to the parking lot.
Miscellaneous Parks - Weekday staff covered weekend shift until
positions can be filled.
