MINUTES OF THE CITY COUNCIL ADOOURNED REGULAR MEETING
APRIL 14, 1994
The April 14, 1994 meeting, adjourned from the April 12, 1994 regular
meeting of the City Council of the City of Poway, was called to order at 4:38
p.m., by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

Mayor Higginson explained the procedure for Public Oral Communications. There
was no one present wishing to speak.
ITEM 3
SHERIFF'S PRESENTATION
Mayor Higginson thanked all the representatives from the Sheriff's Department who
were present to make presentations. City Manager Bowersox said staff has
prepared a presentation as complete as the City Council received in 1981 when
they were choosing between the Sheriff and San Diego City Police for our law
enforcement provider. He noted that Poway again has the lowest crime rate in the
County.
Captain Marmack stated he has served twenty-three years with the San Diego County
Sheriff's Department and the Department is much more than patrol cars and
motorcycles. He stated his view of professional law enforcement is two-fold:
teamwork and balance. Contracting with the Sheriff saves money for the City.
They are implementing portions of community-oriented policing through the senior
volunteer program, crime prevention efforts and a new program where deputies will
meet at least one businessperson a day. In the new budget, they are requesting
funding for 1 additional Community Service Officer, 1 additional dispatcher, and
more laptop computers.

Lt. Karen Axell presented crime statistics and noted that the average response
time to calls for service has remained about the same since 1989 with the same
number of deputies in spite of growth.

Other Sheriff's Department representatives making presentatations included:
Deputy William Jehl regarding traffic enforcement; Sergeant Larry Staley
regarding detective duties; Sergeant Debbie Hanlon regarding street narcotics;
Specialist Donna Kremer regarding Poway crime prevention activities; Sergeant
Conrad Grayson regarding the bomb arson squad; Deputy Michelle Bustamanet
regarding child abuse enforcement; Deputy John Marlow regarding gang suppression
and juvenile services
(Councilmember Emery left at 6:30 p.m.)
The Council commended the Sheriff's Department for the excellent law enforcement
services they provide to the citizens of Poway.
ADJOURNMENT
Mayor Higginson adjourned the meeting at 7:35 p.m. on motion by Councilmember
Callery, seconded by Councilmember Cafagna.
