City Manager Bowersox said staff has prepared a presentation as complete as the City Council received in 1981 when they were choosing between the Sheriff and San Diego City Police for our law enforcement provider. He noted that Poway again has the lowest crime rate in the County. Captain Marmack stated he has served twenty-three years with the San Diego County Sheriff's Department and the Department is much more than patrol cars and motorcycles. He stated his view of professional law enforcement is two-fold: teamwork and balance. Contracting with the Sheriff saves money for the City. They are implementing portions of community-oriented policing through the senior volunteer program, crime prevention efforts and a new program where deputies will meet at least one businessperson a day. In the new budget, they are requesting funding for 1 additional Community Service Officer, 1 additional dispatcher, and more laptop computers. 5188 Page 2 - POWAY REDEVELOPMENT AGENCY - April 14, 1994 Lt.
