Last week, the Swim Center concluded its 2022 swim lesson program.
Even with a reduced fall session, a total of 1,596 group lessons and
483 private lessons were taught this year. All in all, the program was
a great success in delivering water safety to the community!
Approximately 230 archeologists came to dig at the Rocks & Fossils In
the Park event on September 19 at Community Park. Participants
created their own sparkly geodes, cracked open “dinosaur” eggs,
searched for “fossils” at an excavation station, and more! In the Park
Series is designed for all ages, abilities, and is usually held on a holiday
or Poway Unified School District non-student day.

On September 19, PCPA served as the host site for the first-ever
PUSD Inclusion Summit. During three sessions, Canadian educator
and expert on special education presented to 1,400 attendees. Her
focus, “Inclusive Education: It’s not more work, it’s different work!”
Following a rehearsal on October 9, the Hamid Daudani &
Group presented their 27th performance at the PCPA on
October 10. EK KITAAB KORI SI was enjoyed by 400
attendees.
The Porter House at Old Poway Park is in the process of getting new
windows. After a final meeting with the Poway Historical and Memorial
Society, we are hoping to finalize the historically correct window style
and place the order.
The school year has begun and so has the robust Teen Program
Series! The first event of the year was a splash-tacular night of
fun at the Swim Center as teens said goodbye to summer under
the stars. The Teen Splash Bash attracted over 100 teens who
soaked up the competition in wild pool games, chowed down on
tasty hot dogs and chips, and kicked back on inflatables big and
small.
Last Saturday, a dozen visitors enjoyed the last docent-led hike of September
which took them through Blue Sky and around Lake Poway.

SB-9 Urban Lot Split at 13065 Tuscarora Drive
On September 12th, a Tentative Parcel Map (TPM) was submitted to subdivide a 0.61-acre lot into
two lots (Urban Lot Split), approximately 0.36 and 0.25-acres per lot, in the Residential Single Family-
4 (RS-4) zone. The City must ministerially process proposals for an Urban Lot Split in accordance
with SB-9 and eligible development standards.
New Single-Family Residence at 13887 Millards Ranch Road
On September 6th, a Minor Development Review Application was approved allowing for the
construction of a 3,087-square-foot single-family residence with a 690 square-foot garage on a
vacant lot at 13887 Millards Ranch in the Rural Residential (RR-A) zone.
New Single-Family Residence at 14355 Stage Coach Road
On September 16th, a Minor Development Review Application was approved allowing for the
construction of a 7,035 square-foot single-family residence with a 2,316 square-foot garage on a
vacant lot at 14355 Stage Coach Road in the Rural Residential (RR-A) zone.
Building Permit Finaled for Housing Development by Poway Commons
On September 14th, a three-unit residential building located at 13093 Olympus Circle in the Poway
Commons development was granted final occupancy. The 6,260 square-foot 3-plex condominium
building includes 1,385 square feet of garage space, 169 square-feet of covered patio space with
506 square-feet of deck space. The housing development includes 97 market-rate multi-family
residential units and 44 affordable senior housing units on the north and south sides of Poway Road,
west of Civic Center Drive and Tarascan Drive.
New Single-Family Residence located at 13408 Del Poniente Road
On September 8th, a building permit was issued to construct a new 5,309 square-foot single-family
residence with a 993 square-foot patio cover and a 1,120 square-foot garage at 13408 Del Poniente
Road.
New Accessory Dwelling Unit (ADU) located at 13032 Triumph Drive
On September 15th, a building permit was issued to construct a 577 square-foot ADU garage
conversion at 13032 Triumph Drive.
CODE COMPLIANCE
Election or Political Message Signs
The Code Compliance Division continues to monitor election or political message signs and respond
to complaints. Such signs may be placed on any developed property, commercial or residential, with
permission of the property owner, as long as they comply with all other restrictions in the Poway

Municipal Code. No signs are permitted on City/public property, with some exceptions within
residential areas.
CAPITAL IMPROVEMENTS
FY2022-23 Street Maintenance Project
The slurry seal of Poway Grade from Mina De Oro to Highway 67 has been rescheduled for October
16th and this will complete the project.
FY2022-23 Citywide Striping Project
The contractor has completed all the striping refresh work including a second coat in Zone 5. After
the slurry seal is complete, they will return to stripe Poway Grade from Mina De Oro to Highway 67.
Welcome to Poway Sign Replacement Project
The new sign has been replaced. The project will be presented to City Council for acceptance at the
October 18th meeting.
2022 Corrugated Metal Pipe Project
The contractor has completed the insurance review process and the contracts are being routed for
signature. The pre-construction meeting was held on September 22nd.
Reservoir Overflow Modifications Project
Reconfiguration of the underground pipes at the R-11 reservoir is ongoing. Construction will proceed
to remove the cross connection to the existing storm drain system. The modifications at the R-8
reservoir began, with R-9 and R-17 to follow in the coming weeks.
FY2021-22 Annual Trash Capture Program
Two bids were received for the upcoming trash capture device installations in the City’s stormwater
system. The apparent low bid from United Storm Water, Inc. is $132,389.00, which is under the
engineer’s estimate of $150,000.00. The contract award is to be presented as a consent item at the
October 18th City Council meeting.
LAND DEVELOPMENT
McKee Orchard
City staff received the second submittal of the final map, public improvement plans and grading plans
for the 20-lot subdivision proposed at the terminus of Holly Oak Way.
Nunes and Simeone Residence
City staff received the application for an encroachment of a proposed automatic gate to be located
within a utility easement on Old Winemaster Way.
Sandoval Residence
City staff received the submittal for a floodplain development permit to allow for a foundation repair
on Kennebunk Street.
Maderas Remainder Parcel Subdivision
City staff received the first submittal of the Open Space Easement and the second submittal of the
Biological Conservation Easement associated with the six-lot subdivision proposed on Old Coach
Road.
Kondzela Residence
City staff sent comments and redlines for the second review of a floodplain development permit to
allow the construction of a pool and spa within the FEMA regulated floodplain at an existing residence
on Kittery Street.

Scheinblum Residence
City staff approved the application for an Encroachment Removal Agreement to allow a proposed
concrete masonry unit fire break wall along the edge of the proposed driveway and within a sewer
easement on Heritage Drive.
Sklar Residence
City staff received the second submittal of the grading plan package for a proposed single-family
residence on Millards Ranch Lane.
Sharp Hospice Home
City staff received and approved the submittal of the grading plan package for the proposed Sharp
Hospice Home proposed on Valle Verde Road. Staff also received and approved the submittal of the
improvement plans for the proposed fire hydrant and trail required for the project. Securities and
inspection fees have been requested from the applicant.
INSPECTION
Poway Substation Drainage Mitigation
Budwin Lane (G21-0010) - The contractor has returned to the site and installation of the storm drain
clean out is complete. City staff is reviewing a request by SDG&E to install a fence along the property
line. This would eliminate the requirement of a fall protection fence along the top of the gravity wall,
adjacent to the newly placed brow ditch.
Heritage Hills Slope Repair
Cree Drive (G20-0022) - The slope has been repaired in all locations and the project grading is
complete. The homeowner’s association (HOA) and owners were informed that prior to close out of
the project, the bare slopes need to be hydroseeded per the approved plan. At the request of the
HOA, a site meeting has been scheduled for this week.
Lyon Estates
Larchmont Street Grading (G21-0013) (STI21-003) - The contractor continues placement of fills on
Lot 9 and has completed the canyon clean out. The removal was observed by the geotechnical firm
and City inspector. A four-inch perforated subdrain was installed with 3/4-inch rock and drain and
the contractor started placing fills for the Lot 9 driveway slope.
A complaint was made by a homeowner about dirt that encroached onto their native area during the
canyon clean out. A meeting was held with the homeowner, contractor and developer to seek
resolution and staff is coordinating mitigation requirements as necessary.

Fathi Residence
Orchard View Drive (G21-0015) - A pre-construction meeting was held this week and attendees
included an archaeologist and a Native American representative who were present to discuss
potential artifacts.
Biscayne Place Wine Cellar
Biscayne Place (MDRA 21-002) - The contractor continues placement of scaffolding for construction
of the wine cellar inside the shoring walls.
Fairfield
Poway Road (G21-0007) - The contractor continues construction of the storm drain and basin, sewer
and water lines and the retaining wall. All sections have been placed including material layers for
both large Urban Pond detention systems and backfill is complete. The offsite work began last week,
and the proposed water line tie-in locations were saw cut and trenched.
The existing main was located and exposed along Poway Road. The tie-in of two new three-valve
clusters on Poway Road is scheduled to take place this week. These water valves will isolate the
proposed development.
Scheinblum Residence
Heritage Drive (G21-0008) - The contractor excavated and placed the footing for a proposed fire wall
along the driveway and on a City sewer easement. City staff is working with the developer/owner to
acquire an encroachment agreement.
Poway Honda Inventory Lot
Poway Road (MCUP 22-001) – Last week, curb and gutter was placed along Poway Road where an
existing driveway was removed, and the widening of a second existing driveway took place. The
contractor was required to remove the construction fence screening to eliminate sight issues.
The Farm
Former Stoneridge Country Club Lane (G21-0001) - Fill continues in the middle of the site and is 50-
feet in height. At the lower portion of the fill, rock was buried (rock fill) and was continuously monitored
and tested by the geotechnical firm.
Most of the asbestos contaminated material has been removed. The grading contractor was allowed
to move into the area and resume work and an asbestos cement pipe (ACP) was discovered. The
environmental company worked to properly bag and protect the ACP prior to disposal. Rock drilling
and braking continues and due to noise from the drilling, the developer was required to install a
sound wall along the eastern property line.

Sewer: The contractor continues to work in various locations and the main line was installed along
Dorlyn Way and along Abbey Road. Manholes were stacked, bases placed, and vacuum tested. A
bypass was set up and activated to allow the existing main to be shut down and removed. A new
main was installed and tested, along with two new manholes. The new main was activated and the
sewer bypass was removed.
Water: The water main along Private Street A, B and C was tested and initially the pressure test
failed. After the leak was located and repaired, the line was again tested and passed. All additional
testing (high/low chlorine- residual, Bac T’s) passed and tie in is scheduled to take place this week.

Storm Drain: Additional storm drain has been installed along Abbey Road. The 18-inch pipe crossing
Abbey Road ties into the newly installed Type B inlet. The line then drains into one of the basins
(with a headwall).

1 Submitted August National Fire Incident Reporting System (NFIRS) report files to the State

4 Completed 5-year call volume data project and submitted to the Fire Chief.
SAFETY
1 Santa Ana College delivered wellness training in a classroom session to all personnel.
2 Meeting to to go over JPIA safety training materials. Reviewing JPIA training materials to
deliver to the department.
3 San Diego County Health and Safety Officers meeting. The group represents all departments
within the county for Health and Safety.

Between Monday, September 5th and Sunday,
September 18th, personnel completed 422 hours
of training and activities. The top three topics
included 326 hours of Company Training, 43 hours of Facility Training, and 21 hours of
Hazardous Materials Training.
TRAINING
1 San Diego City Fire and other Metro zone units completed In Service Training (IST) on
August 12th with Poway Fire units participating in Command, Strategy and Tactics class.
2 S-290 Intermediate Wildland Fire Behavior class began on August 12th and runs until
August 15th at Fire Station 3 and was opened to all fire agencies.

Crews participated in an Emergency Medical Service (EMS) Field Care Audit (FCA) training
with Palomar Base Hospital Coordinator and reviewed 911 responses and patient
outcomes.
4 Fire Captains and crews continue to train several probationary Firefighters in preparation for
their quarterly testing and their final skills manipulative testing.

3 Apparatus Design Committee met to design the specification for a new Type I apparatus.
4 Fire Training Tower pump underwent evaluation and repair.

Debris Removal 6 Removed an illegal dump of furniture and glass
from Crosthwaite Circle and Pomerado Road.
Performed storm patrol and removed tree debris
and limbs throughout the city. Removed silt
generated by three fire hydrant strikes: Avenida
La Valencia, Silver Ridge Road, and Avenida La
Florencia.
Signs 26 Replaced 15 signs that failed reflectivity and
cleared 10 signs of vegetation in Zones #7 and
#8. Repaired knocked down signs on Eastvale
Road and Poway Road.
Vegetation 3 Cleared sidewalks of vegetation on Pomerado

Facilities Maintenance
Contract Inspections Conducted janitorial and pest control inspections
in IT. Inspected parking lot poles at Lake Poway
and City Hall. Checked a smoke alarm at Fire
Station #2 and time clock at Valle Verde.
Repaired a broken light at Silverset Park;
replaced a pole at Lake Poway and Silverset;
detector alarm at Community Center. Vendor
conducted monthly HVAC maintenance at OPP
and PCPA. Addressed OPP electrical panel
issues. Vendor conducted state elevator safety
inspection at City Hall. Requested quotes for
termite treatment at Fire Station #1, Blacksmith
Shop and Valle Verde. 90-day AED check at
Council Chambers. Ordered an eye wash station
for Vehicle Maintenance. Performed Zone #4
nighttime lighting inspection. Took delivery of
decorative skirts for Midland Road streetlights.
Performed inspections of LMD 19-1 and 87-1,
south bus stops and the Metate triangle.
Removed two large tree limbs from resident’s
back yard, cut and removed a small fallen tree.
Irrigation repairs on Lake Poway campus.
Request a quote for eight sets of bus stop bench
arm rests.
Customer Inquiries 10 Park light outages, traffic signal and streetlights.
Streetlight Issues 2 Red lamp out at Oak Knoll and Poway, and Twin
Peaks and Hill n Dale.
Traffic Signal / Emergency Vendor removed broken lighted sign at
Summerfield Lane a new one has been ordered,
pulled a new wire for the pedestrian crossings at
Espola and Del Poniente and Carriage at Poway;
red lamp out at Scripps and Pomerado.
Investigated cycling at Silverset and Twin Peaks
and pedestrian concerns at Pomerado and
Poway.
Parks, Trails & Landscape Maintenance
Aubrey Park - Addressed multiple irrigation issues.
City Owned Properties - Weed abatement - York Ave.
Community Park - Clean up after wind/rainstorm. Repaired
irrigation and abated graffiti. Trimmed trees and
shrubs.
Garden Road Park - Gopher abatement. Removed low hanging tree
branches. Granted arborist access to remove a
tree limb.
Hilleary Park - Addressed multiple incidents of graffiti and
vandalism. Trimmed acacia hedge.
Lake Poway Park - Repaired/replaced irrigation valves. Trimmed
around the light poles to allow access. Gopher

abatement. Removed a small diseased
sycamore tree and mowing.
Old Poway Park - Addressed hanging tree limbs, cleaned up
debris. Addressed continued multiple incidents of
vandalism in the restrooms.
Silverset Park - Removed graffiti from the men’s restroom.
Trimmed back acacia shrubs.
Starridge Park - Trim shrubs along walkways. Addressed multiple
incidents of graffiti found on the storage
container and picnic tables.
Valle Verde Park - Assisted with the weed abatement along York
Avenue.
Miscellaneous Parks - Lake staff covered weekend shift. Prepared and
supported weekend campout.
Miscellaneous Trails - Removed a tree limb from the Twin Peaks Trail
and brush along the West Ridge Trail.
Investigated a report of running water, notified
private property owner of broken irrigation.
Cleaned up fencing on Twin Peaks Road after a
vehicle accident. Conducted storm patrols and
clean up. Canvassed neighbors to find owner of
a trampoline that is blocking the Avocado Trail.
Discussed concerns with resident about motor
bikes on a posted section; referred them to the
Sheriff.
Emergency Response
Emergency Response Callouts 18 Provided three after-hours water service
restoration and one shut off for non-payment, one
shut down for plumber. Unlocked two meters.
Responded to toilet repair at the library, three
irrigation leaks, cleaned up after two accidents,
one signal light out, dispatched arborist to remove
one large hanging tree branch, removed smaller
debris. Checked on pump floats. Two fire
hydrants hit.
