The garden is being constructed in memory of dedicated docent and Reserve Park Ranger, Helen Reynolds, who passed earlier this year. The project is being funded by Helen’s husband, Ted, who worked alongside the scouts. Forty-two families enjoyed a beautiful night under the stars at Lake Poway’s Fall Campout on September 23. Participants explored the park at their leisure, dropped a line to catch the big- one, played lawn games, and cruised the lake. CSD Bi-Weekly Report October 5, 2022 Page 2 The Swim Center broke a new attendance record for the Water Aerobics class last week with 75 participants! There has been a steady increase in general use over the past several weeks, mainly with lap swimmers and other adult exercise. We attribute this to the reduced hours of operation or pool closures around the county. Prior to these recent changes, the average attendance hovered around 40 participants with a previous record of 51. Old Poway Park hosted the annual Rendezvous in Poway event this past weekend. Fur traders, mountain men, cowboys, and more setup camp on Wednesday in preparation for the school tours Thursday and Friday. The Rendezvous was open to the public on Saturday and Sunday. Approximately 900 students attended the school tours, with another 600 attendees over the weekend. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: October 5, 2022 SUBJECT: Director’s Notes CAPITAL IMPROVEMENTS FY2022-23 Street Maintenance Project The slurry seal contractor will remobilize for Poway Grade from Mina De Oro to Highway 67 on October 16th. The contractor will be placing information signs the Monday before to let the traveling public know of the upcoming work. FY2022-23 Citywide Striping Project The contractor is 100% complete. They will return to stripe Poway Grade from Mina De Oro to Highway 67 after the slurry seal is completed. Welcome to Poway Sign Replacement Project The new sign has been placed and the project will be presented to City Council for acceptance at the October 18th meeting. Reservoir Overflow Modifications Project Excavation of the underground pipes at the R-11 reservoir began last week. Progress to this point has exposed the top of the pipes; and the contractor is waiting on shoring to complete the excavation. Construction will proceed to remove the cross connection to the existing storm drain system. The modifications at the R-8, R-9, and R-17 reservoirs will begin next month once parts have been fabricated. LAND DEVELOPMENT Wiersum Residence City staff has completed the first review of the grading plans for a single-family residence proposed on Misty Meadow Road. Director’s Notes October 5, 2022 Page 2 Biscayne Place Residence City staff completed the third review and has approved the grading plans for a private recreational facility with a single-family residence proposed on Biscayne Place. Sidransky Residence City staff received the first submittal of grading plans for a proposed accessory dwelling unit at an existing residence on Blue Crystal Trail. Lyons Residence City staff received the second submittal of a floodplain development permit for a proposed patio within the floodplain at an existing residence on Cinchring Drive. Ho Residence City staff received the second submittal of the grading plans for a proposed single-family residence located northwest of the intersection of State Route 67 and Poway Road. Navidi Residence City staff received the sixth submittal of the grading plans associated with the development of a barn/workshop at the rear of a property on Twin Peaks Road. Access to the workshop crosses through FEMA regulated floodway and requires a “no-rise” certificate to certify that the grading and road improvements will not result in an increase in flood elevations. Staff is working very closely with the engineer and assisting them with the “no rise” study to properly verify and then document that the grading of this project will not result in a rise to floodway elevations. Sklar Residence (G22-0004) City staff completed and approved the second review of the grading plans, and requested final mylar drawings for a proposed single-family residence on Millards Ranch Lane. Harmon Oaks (BA22-0004) City staff received the first submittal for adjusting the parcel line between the two parcels on Oak Knoll Road to segregate the historical home site out of the Harmon Oaks / Harmon Ranch proposed subdivision. STORMWATER Permanent Facilities Annual Certifications Property owners that have a Stormwater Facilities Maintenance Agreement with the City are required to certify annually that appropriate maintenance and inspections have been completed. The certification window is from October 1 through September 30 each year. The certifications were due by October 1. Of the 121 sites currently on the City’s inventory, 47 have not yet returned their annual certification forms. Staff will send out courtesy letters this week to those property owners that have not yet returned their annual certification forms. The courtesy letters will indicate that property owners have 14 days to provide their certification, or the issue will be forwarded to Code Enforcement for follow up. INSPECTION Fairfield Poway Road (G21-0007) - The contractor continues work on retaining walls, sewer, storm drain, storm drain basins, and waterline construction. The contractor has placed all sections, material, and layers for both large urban pond detention systems. Backfill is complete for both urban ponds. The contractor tied in two new 3-valve clusters on Poway Road. These water valves work to both isolate and provide water to the proposed development. The water system construction began but was halted when the contractor encountered existing utilities in the proposed waterline alignment. The contractor is working with City staff to make corrections. Director’s Notes October 5, 2022 Page 3 Poway Substation Drainage Mitigation Budwin Lane (G21-0010) -The contractor continues construction and is close to completion. The disturbed soil has been hydroseeded, the fence line has been relocated and new brow ditch constructed. The required trash capture device is being fabricated and will be attached when it is completed. SDG&E 1600 Gas Line Pomerado Road (RW20-0366) – The inspector and SDG&E’s contractor walked the site to identify and point out low spots that had formed in the asphalt. The contractor then removed the asphalt and uncompacted sand material. The excavations were then filled with a 2-sack sand/cement slurry. The contractor is scheduled to repave and slurry seal the areas. Fathi Residence Orchard View Drive (G21-0015) - A pre-construction meeting has been held for this project. An archaeologist and Native American representative were present at the meeting to discuss potential artifacts. The contractor began grading. This week the inspector, contractor, and geotechnical engineer will meet to observe the keyway prior to filling. Lyon Estates Larchmont Street (G21-0013) (STI21-003) - The contractor has completed the keyway excavation for the fill slope and the required 4-foot over-excavation for the cut side of Lot 9. The contractor continues to excavate and install the 18” HDPE storm drain section and storm drain structures for line “G”. The contractor is backfilling as sections are completed. Note: During excavation for the installation of one of the line” G” storm drain structures, the contractor encroached onto the adjacent private property in a Biological Conservation Easement. A Stop Work Notice was issued, and the contractor was informed to immediately backfill the area. The engineer will be required to review this area and provide the City with a plan of how to install this drainage box without encroaching onto private property. The biologist may also be called to assess the damage to habitat and provide a plan for corrective action. Director’s Notes October 5, 2022 Page 4 Zimmerman Accessory Dwelling Unit Ipava Drive (SW22-0365) - The preconstruction meeting has been held. The contractor has installed the TC-1 construction entrance and has begun work on the ADU. A-1 Storage Kirkham Road (G20-0006) - The contractor began trenching and installing a storm drain and the proposed retention system along the northern edge of the property. The contractor continues to work on the fire line per Fire Department inspection. The Farm Stoneridge Country Club Lane (G21-0001) - Grading continues in the center of the site. The grading contractor has encountered a lot of rock and continues to drill, break, and dispose of excess rock. Over-excavation of the roadway for utilities continues. Director’s Notes October 5, 2022 Page 5 SEWER: Sewer main continues to be placed in various locations throughout the site. Trenches are being excavated and sewer main placed along Abbey Road. Manhole bases were poured, then stacked, and vacuum tested. The manholes along Jimmy Way that were previously covered by the paving operation were brought to grade, cleaned and coating was applied. It was found that the existing clay sewer in Boca Raton Lane and Saint Andrews Drive is cracked along the sides. The staff project engineer notified Lennar they cannot tie into the broken line and they will need to replace the existing line. Director’s Notes October 5, 2022 Page 6 WATER: Main line installation is taking place along Dorlyn Way. STORM DRAIN: The contractor has been working on various storm drain segments; the private HDPE pipe along Abbey Road, and the public 60-inch RCP along the north side of Espola Road. This month’s course was presented by Palomar Medical Center and discussed, provided outcomes, and educated on significant city emergency responses in the past few months. 4 Created and submitted letter of intent for the Public Provider Ground Emergency Medical Transport Program to the California Department of Health Services which replaces an older version of the Ground Emergency Medical Transport Program that the Fire and Finance Departments have participated in for several years. This program provides revenue add-ons for certain types of medical insurance. FD Management Staff Notes Page 3 SAFETY 1 Attended Fire Department Safety Officer Association Incident Safety Officer Academy. This academy primarily focuses on incident firefighter safety. 2 Attended Fire Department Safety Officer Association Health and Safety Officer Academy. This academy primarily focuses on holistic firefighter safety and prevention. 3 Delivered an incident review to FD personnel on a fire that occurred in San Diego County. This was known as the Clairemont incident where a backdraft occurred. The blast pressure of the deflagration resulted in structural damage to the building, including the failure of tempered glass windows. Two firefighters suffered minor injuries because of the projectile glass debris. Between Monday, September 19th and Sunday, October 2nd, personnel completed 547 hours of training and activities. The top three topics included 304 hours of Company Training, 102 hours of Officer Training, and 51 hours of Facility Training. TRAINING 1 All “C” Division crews participated in our Field Care Audit (FCA) which is a required Continuing Education (CE’s) Paramedic training with Palomar Base Hospital coordinator at Fire Station 3 2 B91, E91, M91 and T91 all participated in a cooperative drill with General Atomics in a simulated fire attack scenario at one of their facilities. 3 On duty crews participated in the bi-yearly mandatory Ethics training at Fire Station 3. 4 Truck 93 facilitated required tiller driver’s training for a probationary firefighter.
