CALL TO ORDER
Mayor Vaus called the Regular Meeting to order at 7:00 p.m.

Mayor Vaus led a moment of silence.
PRESENTATIONS
Recognition of Donation from the Friends of Poway Seniors
PUBLIC COMMENT
Bo Matthys spoke, representing the Poway Symphony Orchestra, regarding City support of the
PCPA and invited the City Council to an event on August 27th.

ORDINANCES FOR ADOPTION
None.
PUBLIC HEARINGS:
8. Minor Conditional Use Permit (MCUP) 19-006 and Development Review (DR) 19-006; a
Request to Construct a 4,791-square-foot Automotive Service Building Containing Nine Bays
at 13747 Poway Road for the Poway Honda Dealership
Mayor Vaus opened the public hearing 7:25 p.m.
Senior Planner Austin Silva presented the item along with a PowerPoint presentation. He
provided the site location, surrounding businesses and zoning for each. He noted the new
service building is needed to meet the demands for electric vehicles. Mr. Silva stated a noise
study was prepared to analyze impacts to surrounding residents and noted the findings were
consistent with the standards set forth in the Poway Municipal Code. The removal of two
fences and the replacement of a 22-foot wall was discussed in addition to a new rolling
security gate. Mr. Silva stated a neighborhood meeting was held in July and one neighbor
attended.
Applicant, Sam Stone, representing Sonic Automotive, provided PowerPoint slides showing
the proposed floor plan including the showroom and service facility, he explained the phasing
of the project.
Public Comment:
Frances Schmelter noted having attended the neighborhood meeting. She stated the new
General Manager of Poway Honda has continually made positive changes with the
neighborhood in mind.
Jorge Orwell (via teleconference) spoke off topic unrelated to Item #8, City Attorney
Fenstermacher invited speaker to complete his off -topic comments at the conclusion of the
meeting.
End of Public Comment
Mayor Vaus closed the public hearing at 7:38 p.m.
Council discussion ensued including progress made regarding neighborhood complaints,
noise mitigation efforts including the installation of a high-speed door, fuel disposal and
potential effects on habitat.
In response to Council inquiry, applicant Sam Stone noted all state regulations and guidelines
regarding fuel disposal are followed.
Motioned by Councilmember Frank, seconded by Councilmember Leonard to adopt
Resolution No. 22-059 entitled, "A Resolution of the City Council of the City of Poway,

COUNCIL COMMITTEE REPORTS and ANNOUNCEMENTS: Pursuant to AB1234 - (G.C.
53232(d))
Councilmember Leonard provided information on an upcoming pancake breakfast fundraiser
scheduled at Trinity Church on Twin Peaks held on behalf of the Family Food Connection.
