ACTION AGENDA
The Action Agenda of the City Council Meeting is a document provided immediately following
the Council Meeting in order for staff and the public to be aware of the business transacted
and actions taken by Council. This is a preliminary draft and not a legal record. The meeting’s
legal record is the Minutes approved by the City Council
Thank you for participating in your local government and the City of Poway Council meetings.
Meetings | Regular City Council meetings are held on the first and third Tuesday of the month at
7:00 p.m.
Meetings | Regular City Council meetings are held in the Council Chambers located at 13325 Civic
Center Drive, Poway, CA 92064, the Council Chamber will be open to the public.
Public participation is encouraged in a number of ways as described below. Members of the public
may attend the City Council meeting in person, watch the City Council meeting live online, or
participate remotely via Zoom. Regular City Council meetings are broadcast live on Cox
Communication Channel 24 and Spectrum Channel 19. Council meeting videos are archived and
available for viewing on the City’s website.
IN-PERSON SPEAKERS: Persons wishing to address the Council on matters not on the agenda may do
so under Public Comment. Those wishing to speak on items on the agenda may do so when the item
is being considered. Please submit a Speaker's Slip to the City Clerk prior to the meeting or the
announcement of the item. All comments will be limited to three (3) minutes.

American Disabilities Act Title II | In compliance with the Americans with Disabilities Act of 1990,

ORDINANCES FOR INTRODUCTION:
10. Proposed Amendment to Section 2.04.020 of the Poway Municipal Code to Increase Mayor and
City Councilmember Salaries and Proposed Increase to Mayor and Councilmember Mileage and
Cellphone Reimbursement Allowances
City Manager’s Recommendation: Staff recommends that the City Council adopt: 1) a proposed
ordinance adjusting Mayor and City Councilmember salaries, which would take effect in
January 2023 following the November 2022 General Municipal Election, raising Council salaries by
5% for each of the four calendar years since the last increase, which generally keeps pace with
total inflation over that same time period; and 2) a proposed resolution increasing the Mayor and
Councilmembers mileage and cell phone reimbursement allowances to keep pace with costs,

which would also take effect in January 2023. The City Council may modify the amount of the
proposed increase(s) during the public hearing, if desired, or reject any portion thereof.

11. FY 23-24 Community Development Block Grant Program
City Manager’s Recommendation: It is recommended the City Council: 1) Adopt a Resolution
authorizing the submission of four applications for the FY2023-24 CDBG program; 2) Authorize
the appropriation of $180,344 to the CDBG Fund (F2410) from the General Fund (F1000), as a loan,
to fund the proposed FY2023-24 CDBG program upon approval by the County; and 3) Authorize
the City Manager to execute all necessary contracts with the County.

12. Replacement of Two Type 1 Fire Engines and Appropriation of Funds
City Manager’s Recommendation: It is recommended the City Council adopt a resolution
appropriating funds for the purchase two Type 1 fire engines for a total estimated cost of
$1,912,659.82 and authorize the City Manager to execute any necessary documents.
