96 space enthusiast families gathered at Lake Poway for a special fall Space
Campout on October 7. For just $26 explorers enjoyed a presentation by a
space ambassador, a cosmic snack, and spent the night under the stars.
Kid’s Night Out was on another level on October 7. Participants got their
game on with 8-bit-themed crafts, arcade-style activities, and a side
quest presentation of Ralph Breaks the Internet. We unlocked a new
level of fun for 57 participants.
Teens went glow crazy at the legendary Teen Glow-in-the-Dark
Dodgeball faceoff at Meadowbrook Gymnasium on October 15. The glow
gear, games, and treats pleased 102 participants.

PLANNING
Residential Landscape Plans Approved for The Farm
On October 11th, landscape plans were approved for the residential portions of “The Farm in Poway”
project. Site amenities for trails, a tot lot, and community gardens are included. Three oak trees will
be protected in place. Approximately 2,800 trees are anticipated to be planted for the entire site at
completion.
Building Permits Issued for Housing Development at The Farm
On October 10th and 12th, building permits were issued for the Residential Cottage Lots 32 to 34
and 59 to 66 north of Espola Road (reference The Farm in Poway Specific Plan Land Use Plan):
1. Residential Cottage Lots 32 to 34 and 59 to 66 include:
a. Two Plans 1’s: a 3,123 square-foot single-family residence with a 303 square-foot
patio cover and a 430 square-foot garage.
b. Three Plan 2’s: a 3,272 square-foot single-family residence with a 164 square-foot
patio cover and a 435 square-foot garage.
c. Three Plan 3’s: a 2,291 square-foot single-family residence with a 382 square-foot
patio cover and a 502 square-foot garage.
d. Three Plan 4’s: a 2,536 square-foot single-family residence with a 434 square-foot
patio cover and a 497 square-foot garage.
The project will retain the same architectural variety and compatibility with the surrounding
residences. The project is a 117-acre specific plan and includes 138 single-family homes and 22
twin homes (160 total units), as well as open space, agricultural, recreational, and commercial uses.
McKee Orchard
McKee Orchard is a 20-lot subdivision at the terminus of Holly Oak Way. The Developer,
Cornerstone Communities, obtained a tree removal permit and has begun removing trees on the
site. They also began demolition of the house on the site, but they do not yet have a demolition
permit. While they received approval from the County for hazardous materials removal, they did not
finalize the building permit for demolition from the City. The City issues a Stop Work Notice for
demolition work on the house. Cornerstone is working with City staff to obtain the demolition permit
to resume work.
New Accessory Dwelling Unit (ADU) located at 17411 Tam O Shanter Court
On October 3rd, a building permit was issued for a 917 square-foot ADU garage conversion at 17411
Tam O Shanter Court.
New Accessory Dwelling Unit (ADU) located 13650 Ash Hollow Crossing Road
On October 11th, a building permit was issued to construct a 1,200 square-foot detached ADU with
a 938 square-foot patio cover at 13650 Ash Hollow Crossing Road.

New Accessory Dwelling Unit (ADU) located at 14908 Gavan Vista Road
On October 13th, a building permit was issued for a 1,152 square-foot ADU garage conversion at
14908 Gavan Vista Road.
SB-9 Urban Lot Split at 13647 Somerset Road
On October 12th, a Tentative Parcel Map (TPM) was submitted to subdivide a 0.44-acre lot into two
lots (Urban Lot Split), approximately 0.25 and 0.19-acre per lot, in the Residential Single Family-7
(RS-7) zone. The City must ministerially process proposals for an Urban Lot Split in accordance
with SB-9 and eligible development standards.
CAPITAL IMPROVEMENTS
FY2022-23 Street Maintenance Project
The slurry seal contractor will remobilize for Poway Grade from Mina De Oro to Highway 67 on
October 23rd. Informational signs were placed by the contractor on October 17th to advise the
traveling public of the upcoming work.
FY2022-23 Citywide Striping Project
The contractor is mostly complete. They will return to stripe Poway Grade from Mina De Oro to
Highway 67 after the slurry seal is completed.
Water Treatment Plant Caustic Soda Tank Replacement Project
The pre-construction meeting was held for this project. The contractor has started the demolition of
the existing tank and the existing piping connection has been removed in preparation of the tank
removal. The contractor is coordinating with staff at the water treatment plant to schedule the optimal
time to bring in the crane to remove the tank.
FY2021-22 Annual CMP Repair/Replace Project
The pre-construction meeting was held for this project. The contractor has been sending in material
submittals for review. Next week, cleaning and repairs of the corrugated metal pipe will be completed
prior to installation of the pipe lining.
Reservoir Overflow Modifications Project
Excavation of the underground pipes at the R-11 reservoir has been completed and the fabrication
of the overflow modifications for R-8, 9, and 17 have been assembled onsite. Due to unforeseen
conditions in the field, a new layout plan was proposed by the contractor and has been approved by
the consulting engineer and the utilities supervisor at Public Works.
LAND DEVELOPMENT
The Farm
City staff received and returned comments on the third submittal of the onsite precise grading plans
for the subdivision taking place at the Stoneridge Golf Course property.
City staff approved the second construction change for the public improvement plans associated
with the Farm project. This construction change lowered the proposed waterline behind the
proposed recreation facility.
Lyon Estates
City staff provided comments on the first review of a construction change to the grading plans
revising the location of a storm drain box that was previously proposed along the southern property
line of the project. As excavation of this box began, the contractor encroached onto private property
of an existing residence without their consent. This portion of the property is also within an existing
Biological Conservation Easement.

Staff is working closely with the developer to find a new location for this box within the project property
limits that will not result in the disturbance to this private property. The revised design submitted to
the City is not acceptable since it will reduce the width of the proposed public trail to approximately
four feet for a length of almost 90-feet.
McKee Orchard
City staff provided comments on the second review of the final map for the 20-lot subdivision
proposed at the terminus of Holly Oak Way.
Maderas Remainder Lot Subdivision
City staff provided comments on the second review of the final map, grading plans, public
improvement plans and proposed easements for the six-lot subdivision proposed on Old Coach
Road.
Sandoval Residence
City staff provided comments on the first review of a floodplain development permit application for
the repair to the foundation of an existing residence on Kennebunk Street, located within the FEMA
regulated floodplain.
Zeitoune Residence
City staff provided comments on the second submittal of the grading plan package for the proposed
single-family residence on Stage Coach Road.
Nunes and Simeone Residence
City staff provided comments on the first review for the request of a proposed automatic gate to
encroach within a utility easement on Old Winemaster Way.
Cohn Residence
City staff received the application for the encroachment of a 12-inch-high keystone wall within a
sewer easement on Paseo De La Huerta.
Kondzela Residence
City staff approved a permit for the development of a new pool at an existing residence on Kittery
Street located within the FEMA regulated floodplain.
Clough Residence
City staff received the second submittal of the grading plan package for a proposed residence on
Misty Meadow Road.
Kirovski Residence
City staff has received the first submittal of a grading plan package for a proposed single-family
residence on Toothrock Road.
Navidi Residence
City staff reviewed the sixth submittal of the grading plans associated with the development of a
barn/workshop at the rear of a property on Twin Peaks Road. Access to the workshop crosses
through FEMA regulated floodway and requires a “no-rise” certificate to certify that the grading and
road improvements will not result in an increase in flood elevations. Only minor corrections to the
study are remaining. Staff is working very closely with the engineer and assisting them with the “No
Rise” study to properly verify and then document that the grading of this project will not result in a
rise to floodway elevations.

INSPECTION
Lyon Estates
Larchmont Street (G21-0013) (STI21-003) – Material that was removed by the contractor from the
proposed private street is being utilized to fill over the new storm drain line and to create the slope
for the driveway to Lot 9. The delineated portion of storm drain line “G” is still under a stop work
notice.
Construction for the installation of underground utilities has begun on Larchmont Street. The
contractor started by potholing utilities and saw cutting the trench line for storm drain construction
and connection.
Poway Substation Drainage Mitigation
Budwin Lane (G21-0010) - All construction is complete. The final punch list inspection has been
performed. No issues were noted and once the contractor submits the geotechnical report and the
record drawings, the project can be closed.
Fairfield
Poway Road (G21-0007) - Onsite work continues with the installation of waterline, sewer line, storm
drain line and structures, retaining walls and stormwater basins and facilities. The contractor placed
and vacuum tested the sewer manhole shaft sections along Poway Road. Installation of the second
manhole in the City right-of-way, just south of Poway Road was completed. This week, they are
scheduled to place shaft sections and vacuum test the newly placed manhole.
The Farm
Stoneridge Country Club Lane (G21-0001) – The contractor continues to drill, break and dispose of
excess rock and has added height and width to the sound attenuating walls.

Sewer: The grading contractor was informed by the project inspector that the soil bridge crossing
over the existing clay sewer main needed to be correctly constructed to meet the design engineer’s
requirements. Soil and additional trench plates were added to spread the load to avoid damage to
the existing sewer pipe.
Water: Water main continues to be installed at the northern end of the project. As the line is installed,
blow offs, fire hydrant runs, manual air releases, thrust blocks and water services are installed.
Storm Drain: The underground contractor is working to install the 60-inch reinforced concrete pipe.
Round pipe was utilized with the exception of crossing road areas and existing, or new utilities where
the engineer utilized elliptical/squashed pipe. The contractor is also working on the clean out of
structures where storm drains change direction.

Retaining Walls: Retaining walls are being built at various locations around the site and on several
different building pads. The walls are being inspected by the geotechnical firm with City oversight.
Lamie Residence
Heritage Drive (G20-0023) – The contractor completed subgrade, base grade preparation and
compaction. The contractor is working on forming in preparation for placement of the project’s
driveway. The contractor completed the installation of all material layers at both bio-basins. Planting
is scheduled to begin soon.

Between Monday, October 3rd and Sunday, October 16th, personnel completed 348 hours of training and
activities. The top three topics included 198 hours of
Company Training, 54 hours of Facility Training, and 41
hours of Driver/Operator Training.
TRAINING
1 Training BC met with Fire Captains to review the new Fire Engineer Task book, should be completed
this month.
2 T93, E91, M91 and M93 all participated in an Aerial Truck standpipe drill at the training tower.
3 All fire units participated in a Garmin GPS navigation training class that was presented by Engineer
Kleppel at Fire Station 3.

Contract Inspections Continued removing volunteer trees from LMDs
83-1A, 86-1A. Inspected and made small
irrigation repairs to LMDs 86-1A, B and C.
Processed invoices for payment. Created LMD
tree removal list. Worked with backflow specialist
to determine if irrigation leak is TOREY’s or City
(on Scripps Poway Parkway).
City-wide inspection of janitorial work and for
rodent activity. Investigated bell alarm at the
library. Removed traffic signal poles from
Crosthwaite yard. Conducted annual fire
extinguisher maintenance at City Hall, Council
Chambers and the Library. Lockbox was
installed at PCPA. Inspected Fire Station #1
with termite control vendor. Vendor repaired
alarm at vehicle storage; exposed outlet on pole
at Old Poway Park and installed decorative light
skirts on Midland Road. Performed streetlight
nighttime inspections in Zone #6.

Parks, Trails & Landscape Maintenance

Valle Verde Park Removed a limb and replaced two fence rails

Emergency Response
Emergency Response Callouts 10 Responded to two sets of patrons locked in parks

REGIONAL SOLID WASTE ASSOCIATION BOARD MEETING
The Regional Solid Waste Association (RSWA) Board met on October 6, 2022, at Fletcher Cove
Community Center in Solana Beach. Councilmember Grosch attended the meeting as the City’s
representative. The Board approved the Second Amendment to the Agreement for Transfer and
Disposal Services with EDCO. The amendment extends the agreement term for an additional 15
years, extending the agreement through June 30, 2042. The amendment increases the disposal rate
CPI floor from 1.5% to 2.0%, while maintaining the CPI cap of 5.0%, which aids in rate stability. The
amendment also increases the CPI floor for the annual volume rebate paid to RSWA by EDCO, while
increasing the “base” amount of the volume rebate by approximately $100,000 beginning in Fiscal
Year 2023-24. EDCO will make an additional one-time payment in the amount of $50,000 to RSWA
this fiscal year which will be used by RSWA to assist member cities with SB 1383 compliance efforts.
The Fourth Amendment the Agreement for Professional Consultant Services with Solana Center for
SB 1383 compliance services was also approved. The amendment extends the term of the
agreement through June 30, 2023, and updates the scope of work to focus on tasks of interest to
member cities, including inspections and technical assistance for Tier 1 and Tier 2 generators.
RSWA will also be providing each member city with funds to assist with offsetting SB 1383
expenditures. The allocation for the City is $3,900. The next meeting is scheduled for December 1,
2022, at Fletcher Cove Community Center in Solana Beach.

Lake Poway Rainfall (inches)
Lake Poway and Poway Dam 936’ Lake Poway will be used as the sole source of
water to the treatment plant from 10/16 – 10/25
while CWA performs a raw water pipeline
shutdown.
Water Treatment Plant 11867 The treatment plant has been operating the
temporary bypass system for the last week. The
system is now running smoothly. Treatment
plant operators are now working through how to
most effectively pump water from the plant to the
system while on the bypass system.
