Docents dressed as critters brought the Reserve to life at the annual Hoot, Howl, and Prowl. Through interactive skits, over 200 participants were educated about predator/prey relationships, the food chain, Mother Nature’s helpers, and the community’s role in preserving this habitat. At the end of the one-mile tour, families enjoyed a hot cup of cocoa. 425 ghouls and goblins set up camp on October 28 for a special Halloween Campout at Lake Poway! Participants had a wickedly good time trick-or-treating, making a jack-o’-lantern craft, showing off their best costume, and looking for creepy critters during a Ranger-led spooky night hike! CSD Bi-Weekly Report November 2, 2022 Page 2 Once Upon a Halloween returned to Old Poway Park on October 29! Approximately 10,000 people got their haunt on with spooky dancers, carnival games, a haunted house, face painting, delicious treats, and fang- tastic train rides aboard the Poway Midland Railroad. The Poway High School Drama production of “Charlie and the Chocolate Factory” included 15 days of theatre use, 11 rehearsals, and 6 performances. Although attendance ranged from 57 to 195 for the shows, the arts-related educational benefit was a truly special opportunity for the students. The first-ever “Happy Half-Hour” at the PCPA was an excellent strategy to encourage show attendees to arrive early instead of just prior to the performance. Patrons took advantage of beverage discounts, art viewing, and mingling. Legendary Blues Master Taj Mahal earned and deserved a rousing standing ovation from the 640 attending fans. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: November 2, 2022 SUBJECT: Director’s Notes PLANNING Housing Element Update Development Services has updated the Housing Element per State Department of Housing and Community Development (HCD) corrections. On October 30th, staff submitted the updates to HCD for review. Thereafter, staff provided the revisions on the Housing Element dedicated webpage (www.poway.org/hpse) and an email notification regarding the revisions was provided to all of the Housing Element Update’s past participants. City staff believes the corrections are adequate for HCD to certify the Housing Element. Foundation Only Building Permit Issued for Mixed-Use Development Building 5 by Fairfield On October 18th, a building permit was issued for miscellaneous buildings and structures including trash enclosures, the dog wash building, shade structures, a fireplace, shade sails, a barbeque, flag poles, and an outdoor kitchen. On October 26th, a building permit was issued for the foundation only for Building 5 of the Fairfield Development located at 12943 Poway Road. Building 5 is located in the southeasterly portion of the project site and contains 84 residential units. The Fairfield mixed-use development includes five buildings with 212 residential units and 11,364 square feet of commercial space with open space areas and amenities along Poway Road. Building Permits Issued for Housing Development at The Farm On October 26th, building permits were issued for the Residential Cottage Lots 67 to 70 north of Espola Road (reference The Farm in Poway Specific Plan Land Use Plan): 1. Residential Cottage Lots 67 to 70 include: a. One Plan 1: a 3,123 square-foot single-family residence with a 303 square-foot patio cover and a 430 square-foot garage; b. One Plan 2: a 3,272 square-foot single-family residence with a 164 square-foot patio cover and a 435 square-foot garage; c. One Plan 3: a 2,291 square-foot single-family residence with a 382 square-foot patio cover and a 502 square-foot garage; and d. One Plan 4: a 2,536 square-foot single-family residence with a 434 square-foot patio cover and a 497 square-foot garage. The project will retain the same architectural variety and compatibility with the surrounding residences. The project is a 117-acre specific plan and includes 138 single-family homes and 22 twin homes (160 total units), as well as open space, agricultural, recreational, and commercial uses. Director’s Notes November 2, 2022 Page 2 New Accessory Dwelling Unit (ADU) located 12951 Avenida La Valencia On October 26th, a building permit was issued to construct a 999 square-foot detached ADU at 12951 Avenida La Valencia. CAPITAL IMPROVEMENTS FY2022-23 Street Maintenance Project On October 23rd, the slurry seal contractor completed Poway Grade from Mina De Oro to Highway 67 and the project is now complete. The final progress pay, zero out change order and the acceptance report will be processed soon. FY2022-23 Citywide Striping Project The contractor striped Poway Grade from Mina De Oro to Highway 67 on November 1st, and this completes their work on the project. Water Treatment Plant Caustic Soda Tank Replacement Project The existing piping connection to the tank has been removed in preparation of the tank removal. The crane company is scheduled to remove the tank on November 2nd. The contractor has been coordinating with the water treatment plant staff to schedule the optimal time to bring in the crane to remove the tank. FY2021-22 Annual CMP Repair/Replace Project The contractor and City staff will have the first progress meeting this week to go over the construction plan. FY2021-22 ADA Barrier Removal Project – Community Park The preconstruction meeting was held this week and the contractor will begin construction of the concrete pathway upgrades. LAND DEVELOPMENT Harmon Oaks City staff returned comments on the first review of the parcel line adjustment between the two parcels on Oak Knoll Road to segregate the historical home site out of the Harmon Oaks proposed subdivision. Condo Conversion Final Map City staff returned comments on the second review of the final map for the commercial office condominium conversion project proposed on Pomerado Road. The Farm City staff received the fourth submittal of the onsite precise grading plans for the subdivision taking place at the Stoneridge Golf Course property. Ekiko Residence The engineer of record picked up the grading mylars for the single-family residence proposed on Glen Circle Road. Construction is near completion and record drawings will now be completed. Griswold/Coleman Residence The engineer of record picked up the grading mylars for the single-family residence proposed on Toothrock Road. McKee Orchard City staff provided comments on the second review of the grading and public improvement plans for the twenty-lot subdivision proposed at the terminus of Holly Oak Way. FEMA - CRS PROGRAM Flood Protection City staff has mailed out letters to the residents located within the Special Flood Hazard Area as defined by the Flood Insurance Rate Maps produced by FEMA with a known history of repetitive flooding and have filed insurance claims. These letters provide valuable information regarding the property’s likelihood to flooding, knowledge regarding other flooding hazards around the property, flood insurance, safety tips, drainage maintenance and how to build responsibly to avoid future flooding. INSPECTION Fairfield Poway Road (G21-0007, STI21-002) - Onsite work continues with the installation of waterline. The contractor has placed approximately 75% of the 8-inch fire line and 15% of the 4-inch domestic waterline. The sewer line is complete with the exception of installation of the lateral box. Storm drain work is complete except for a small section near the center of the project. Crews continue to work on the 8-inch retaining wall along the rear property line. Town & Country Center Drive Thru Coffee Shop Poway Road (G21-0005) - Improvement work is complete. A punch list of three minor items was delivered to the contractor and no response was received. All the work currently being done is located inside the building. Director’s Notes November 2, 2022 Page 4 Lyon Estates Larchmont Street (G21-0013) (STI21-003) – The contractor continues with over-excavation and compaction of the subgrade for private street “B”. The grading continues on lot #10 and a rock breaking hammer is being utilized to break the large rocks into manageable pieces. Due to potential encroachment onto adjacent properties, the southern property line was re-staked to verify the southern limits. Schilling Paradise Construction continued trenching and installing the 36- inch reinforced concrete storm drain pipe for the new section on Larchmont Drive. A-1 Self Storage Kirkham Road (G20-0006) -The contractor continues trenching for the modular wetlands unit and onsite stormtech detention system. Director’s Notes November 2, 2022 Page 5 Coleman/Griswold Residence and ADU Dos Amigos Trail (G20-0016) – Work has continued by the contractor and the request for occupancy is expected this week. Buckley Addition Hilltop Circle (SW22-0371) - A preconstruction meeting was held for this garage addition and the owner has signed all applicable paperwork and construction has begun. The Farm Stoneridge Country Club Lane (G21-0001) Grading: Grading has begun for the last of the five communities located east of the San Diego County Water Authority easement. The contractor continues to drill, break and dispose of rock in various areas throughout the project. Sewer: A portion of the main was installed along Abbey Road and placement of the manhole base is expected to take place this week. The contractor has completed 70% of the work on the private sewer force main outside the right-of-way along Boca Raton Road. Once completed, this work will be inspected by the City building staff. Storm Drain: Installation continues of an 18-inch-high density polyethylene and 54-inch reinforced concrete pipeline along Abbey Road. The contractor continues to excavate, place, and backfill pipe. Director’s Notes November 2, 2022 Page 6 Retaining Walls: The contractor continues to build retaining walls and inspections are being performed by Geocon Incorporated. The grouting of five completed walls is expected to take place this week. The Farm Utilities Stoneridge Country Club Lane (RW22-0022) – The primary focus for the past two weeks has been the work along Boca Raton Lane. Dry: During excavation to expose the live gas line, the contractor encountered rock, and this has slowed down their excavating work. Wet: Potholing for the proposed water main has taken place and the existing gas line was found to conflict with the water main. The contractor is proposing to go under the gas main and will contact the design engineer to provide notification to the City. (RW22-0302) - Driveway work will begin for the newly built homes along Boca Raton Lane and Saint Andrews Drive. Biscayne Place Wine Cellar Biscayne Place (MDRA 21-002) – Concrete for the upper floor of the wine cellar has been placed. Due to the size and location, the contractor utilized a large concrete pumper to place more than 100 yards of concrete. Investigated koi pond issues at Old Poway Park. Inspections of LMD 86-3A and B revealed the need for some small irrigation repairs at Huntington Gate, Espola Road and Community Road. Vendor began irrigation repairs on Camino Del Norte. Coordinated removal of a concrete panel with the Streets Division to allow vendor access to make irrigation repairs to Carriage Road medians.
