Overall registrations were up 43% over last year, largely due to Community Park activities such as Kid’s Night Out and Teen Programs. Revenue was up by 5%. MET2 celebrated more than 30 years of performances at the Poway Center for the Performing Arts (PCPA) with a wonderful week of “The Music Man”. Two days of school performances for 602 students were followed by two public performances for 822 patrons. Theatre staff provided the full range of services including administrative preparation, technical support, box office services, and front of house concession/bar and usher volunteers – a true Team PCPA effort! CSD Bi-Weekly Report November 16, 2022 Page 2 Old Poway Park played host to The Train Song Festival on November 5. Families enjoyed musical entertainment, model train displays, and of course train rides! The Museum, Nelson House, Boardwalk Craft Market, and Farmers Market were also available to round out the fun. It was a wild time at Community Park's FREE In The Park Series event! Participants trekked through different safari adventures seeking hidden Animals in the Wild. There's no "lion" about it: fun was definitely had by all! 54 participants were treated to a bountiful harvest of fun at the Kid’s Night Out on November 4. Participants played corny games, crafted wonder-fall goodies, and gobbled up pizza and pumpkin patch pudding cups! CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: November 16, 2022 SUBJECT: Director’s Notes HOUSING Affordable Housing Property Sale A home will soon be for sale in the Poway Meadows, an affordable for-sale housing community. The current homeowner submitted all required documents on November 1, 2022 notifying the Housing Authority of their intent to sell their home. The restricted resale price of the 4-bedroom, 2 bath home will be determined by a consultant. The Authority has elected not to exercise its option to purchase the property and the homeowner will be notified once the restricted resale price of the home is calculated. Marketing and application submission period of the home is tentatively scheduled to begin towards the beginning of December. Based on program requirements, all City staff and first responders, PUSD employees, residents of affordable housing rental units, along with a separate list of 358 individuals who elected to be placed on an interest list will be notified of the upcoming opportunity. PLANNING New Single-Family Residence and Accessory Dwelling Unit (ADU) at Sunset Point Road A Minor Development Review Application was submitted to construct a two-story 5,624 square-foot single-family residence with an attached 564 square-foot ADU and a 1,571 square-foot three-car garage on a vacant 4.8-acre lot located at Sunset Point Road in the Rural Residential A (RR-A) zone. Building Permits Issued for Housing Development at The Farm On November 8th, building permits were issued for the Residential Bungalow Lots 157 to 160 north of the proposed fitness club (reference The Farm in Poway Specific Plan Land Use Plan): 1. Residential Bungalow Lots 157 to 160 include: a. One Plan 1AR: a 1,933 square-foot single-family residential twin home with a 127 square-foot patio cover and a 441 square-foot garage; b. One Plan 1BR: a 1,933 square-foot single-family residential twin home with a 127 square-foot patio cover and a 441 square-foot garage; c. One Plan 2BR: a 2,474 square-foot single-family residential twin home with a 46 square-foot patio cover and a 430 square-foot garage; and d. One Plan 2AR: a 2,474 square-foot single-family residential twin home with a 46 square-foot patio cover and a 430 square-foot garage. The project will retain the same architectural variety and compatibility with the surrounding residences. The project is a 117-acre specific plan and includes 138 single-family homes and 22 twin homes (160 total units), as well as open space, agricultural, recreational, and retail uses. Director’s Notes November 16, 2022 Page 2 Building Permit for Demolition of a Single-Family Home at McKee Orchard Site On November 9, 2022, a building permit was issued to allow for the demolition of an 1,100-square- foot single-family home at 13667 Twin Peaks Road. This is the site of the McKee Orchard subdivision by Cornerstone Communities, which consists of 20 single-family homes and a street extension of Holly Oak Way. CAPITAL IMPROVEMENTS FY2022-23 Citywide Striping Project The contractor continues to restripe and place reflective pavement markers on Poway Grade from Espola Road to Highway 67. A weather delay was encountered, and completion of the project is anticipated by the end of this week. Water Treatment Plant Caustic Soda Tank Replacement Project The contractor has provided submittals for review, and they are looking into the possibility of substituting the proposed fiberglass tank with a steel tank. City staff will review the proposed substitution for schedule and cost implications. FY2021-22 Annual CMP Repair/Replace Project The contractor continues to clean the corrugated metal pipes. This week, a blockage in the pipe located on Taunt Road was discovered and the contractor will be measuring the blockage from both ends to determine the extent and proper course of action. FY2021-22 ADA Barrier Removal Project – Community Park Project The contractor is starting construction of the concrete pathway upgrades with an anticipated completion date of December 16th. Reservoir Overflow Retrofits Project The underground construction at the R-11 reservoir resumed this week as all parts have been procured. The three remaining tank retrofits at R-8, R-9, and R-17 have been inspected and are currently scheduled for coating next week. LAND DEVELOPMENT Patel Residence City staff received the first submittal of the grading plans to demolish an existing residence and construct a single-family home with an attached garage and attached accessory dwelling unit on Creek Road. Cole Residence City staff received mylar grading plans for the proposed garage structure at an existing residence on Eastvale Road. Grading securities and inspection fees have been provided. Ho Property City staff provided comments on the second submittal of the grading plan package for the proposed single-family residence at the northwest corner of the intersection of Poway Road and State Route 67. Sidransky Residence City staff provided comments on the first submittal of the grading plan package for a proposed accessory dwelling unit and recreational vehicle garage at an existing residence on Blue Crystal Trail. Director’s Notes November 16, 2022 Page 3 Pellegrino Residence City staff has received the submittal for a floodplain development permit to allow for an accessory dwelling unit to be located within the FEMA regulated floodplain on Beeler Creek Trail. Honda Service Shop City staff has received the submittal for a floodplain development permit to allow for a new fire hydrant, trash enclosure, screen walls and proposed landscape to be located within the FEMA regulated floodplain on Poway Road. Temple Adat Shalom City staff has received the application for the encroachment of new motorized security gates within water, sewer and drainage easements located at the existing worship center on Pomerado Road. Mc Kee Orchard City staff has received the application for the encroachment of SDG&E conduit within a proposed water easement between the cul-de-sac at the end of Holly Oak Way and Twin Peaks Road. Ehlers Residence City staff has approved the request from a resident on Calle Colina to place driveway pavers within the public right-of-way. The Farm City staff returned minor comments on the fourth submittal of the onsite precise grading plans for the subdivision taking place at the Stoneridge Golf Course property. STORMWATER Water Quality Improvement Plan (WQIP) Annual Reports City staff reviewed the first draft of the annual reports for both watersheds that the City is located within (San Dieguito and Los Penasquitos). Comments will be incorporated into the final documents and then submitted to the Regional Water Quality Control Board at the end of January. These annual reports cover two different reporting periods: July 1, 2021 through June 30, 2022 for the Jurisdictional Runoff Management Plans and WQIP strategy implementation; and October 1, 2021 through September 30, 2022 for monitoring and assessment programs. INSPECTION The Farm Stoneridge Country Club Lane (G21-0001) - Grading continues and is approaching final grade in the upper lots of the Bungalows and continues in The Meadows near the intersection of Cloudcroft Drive and Tam O Shanter Court. The contractor continues to drill, break and dispose of rock in the lower section of the site. The underground contractor completed the work on the private force main in the public right-of-way along Boca Raton Lane. Form work for driveways, aprons, curb, gutter and sidewalk was placed along Boca Raton Lane and a small section along Indian Canyon Lane. The concrete is scheduled to be placed this week. The contractor began preparations to install new decomposed granite pathways and pedestrian ramps along Valle Verde Road and Grape Arbor Way. Prior to pathway installation, a tree needs to be removed and the homeowner’s association was to be notified in advance by Lennar. This has not taken place. Director’s Notes November 16, 2022 Page 4 Lamie Residence Heritage Drive (G20-0023) - The project is nearing completion. Work on trenching and installation of 4-inch drains around the home and tennis court continues. The contractor will install all drainage devices and will then place the remaining concrete walkways, patios, and all other concrete flat work. Fairfield Poway Road (G21-0007, STI21-002) - Onsite work continues with the installation of waterline. The contractor has placed approximately 85% of the onsite 8-inch fire line and 75% of the onsite 4-inch domestic waterline. Thrust blocks were placed for fire hydrant tees, valve locations and in areas where pipes change direction. The contractor and inspector have begun coordination of testing for both watermains prior to acceptance. Work on the retaining wall continues and the final pre-grout inspection was conducted. The last grout lift for the wall along the rear property line was placed. Coleman/Griswold Residence and ADU Dos Amigos Trail (G20-0016) - The contractor completed the punch list work and a request for occupancy was approved last week. Poway Honda Inventory Lot Poway Road (MCUP 22-001, STI20-001) - Work on the inventory parking lot continues. Last week, the contractor worked on the property line wall, forms for the planter curbs and zero curb for the pervious asphalt areas. Sidewalk has been placed with exception of the ADA ramp where signal light modifications have begun. Footings have been installed for the new push button pole and pedestrian protective railing. SDG&E was onsite last week to perform the tie-in for the lot lights and determined that the existing electrical feed was not sufficient. SDG&E needs to upgrade the existing electrical equipment in the right-of-way prior to providing power. Director’s Notes November 16, 2022 Page 5 Poway Commons Poway Road (G19-0011, STI20-002) - Work continues to progress. Construction of the Plaza Park is complete with exception of the decorative tiles and signage. The contractor was allowed to use temporary power from an existing streetlight to energize park lights while waiting on SDG&E to install and energize a new pedestal. Work on one of two bus shelters on Poway Road has progressed and the main structure has been built with finishing touches scheduled. The new streetlights along Poway Road and Tarascan Drive are complete and waiting to be energized by SDG&E. Fathi Residence Orchard View Drive (G21-0015) - Work has begun and the contractor continues to import fill material. The owner was reminded that all fill material must be checked and approved for use by the project soils engineer or representative. The owner installed erosion control devices and has been performing regular maintenance. Lyon Estates Larchmont Street (G21-0013) (STI21-003) – Excavation continues on the bio-basin and keyway for Lot 1 and placement of over-sized rock in the deeper fills. The contractor completed the fills for the slope at the back of Lot 9 and grading work continues on Lot 10. A rock breaking hammer is being utilized and disposal is being done per the City’s requirements. The underground contractor exposed the existing storm drain on Larchmont Street. Once exposed, the contractor removed the existing pipe and began forming and placing the reinforcing steel for the proposed A-4 clean out. Debris Removal – cubic ft. 567 Annual two-day Poway Grade (Poway Road, from Espola Road to Highway 67) Cleanup. Removed trash and debris, performed guardrail repairs, replaced mile markers and vendor performed fence repairs. Concrete Repairs (sq. ft.) 105 Replaced concrete sidewalk in Zone #6 Signs 26 Installed two new signs in Zones #2 and #5. Replaced 24 signs that failed reflectivity in Zones #7 and #8. Stormwater & Flood Control Annual Concrete Channel Cleaning Program 3 ChMo’s 13, 24, 25 vegetation mowed, and six bags of trash removed. Graffiti Poway Grade Closure 1 24 Wanesta Channel – 10 incidents, 100 sq. ft. Inlets were cleaned and cleared of miscellaneous debris and vegetation. Non-Scheduled Task Completed 8 Debris was removed from various locations throughout the city from rain event. Vehicle & Equipment Maintenance Work Orders 37 Scheduled/Unscheduled 30/7 Red Fleet Work Orders 12 Red Fleet Scheduled/Unscheduled 9/3 Facilities Maintenance Electrical & Lighting 7 Adjusted timers citywide to account for the end of daylight savings time. Corrected a park-light electrical issue at Blue Sky Reserve. Repaired a flickering light in a restroom at Lake Poway. Installed an electric hand dryer and replaced a photocell at Valle Verde Park. Replaced an out park-light at Silverset Park. Public Works Department Report – November 16, 2022 Page 2 Work/Description Units Location/Description Plumbing / HVAC 6 Secured a faucet and toilet seats at the Train Depot in Old Poway Park. Unclogged toilets at Garden Road and Lake Poway Parks. Addressed a leak in the gym restroom at Fire Station #1 and unclogged a floor drain at Fire Station #2. Responded to an HVAC issue (the fan blower had fallen in) at Fire Station #3, Miscellaneous 13 Responded to multiple alarms over the weekend at City Hall. The gate at Crosthwaite Yard was hit by a semi-truck, which required straightening the gate to lock it into position - vendor to make repair. Gate was broken open at the entrance to Lake Poway campus. Addressed security panel trouble alarms at Fire Station #3, the Train Depot, Nelson House, and the Train Barn. Addressed loose doorknobs and reattached loose frames to the wall. Replaced bathroom dispensers at the Train Depot and Templars Hall. Removed and disposed of unwanted cabinets and a television from the Water Treatment Plant. Mounted a white board for the Fire Captain. Dispatched vendor to remove a downed light pole from Poway Road. Vendor sprayed for mosquitoes at City Hall (in the City Clerk’s Office and Customer Service) and for termites at Fire Station #1. Finished the new drinking fountain at Lake Poway. CIP items: Replaced most of the windows at City Hall - two offices in the City Manager’s suite, left to complete. Had all badges to the Operations Lounge rescanned after a panel upgrade. Contract Inspections/Work Orders 13/5 Performed inspections of LMDs 19-1 and 87-1. Inspected facilities on the Lake Poway administration campus, the Library and Sheriff Station. Steven Smith installed a privacy screen at the Sheriff Station. Replaced a tree on the Council Chambers patio. BrightView started rehabilitation of the Pomerado Road medians, planted 13 new trees along Scripps Poway Parkway and completed irrigation repairs on Camino Del Norte. Removed a leaning tree from a resident’s fence on Kentfield Trail. Inventoried and updated motor/pump specifications for booster pumps in LMD 19-1. Attended booster pump RFP meeting. Streets removed a second concrete panel from the Carriage Road median so that BrightView could make an irrigation main Public Works Department Report – November 16, 2022 Page 3 Work/Description Units Location/Description line repair. Processed invoices. Made small irrigation repairs in LMD 86-1 and 86-2A. Customer Inquiries – Lighting Dist. 0 Streetlight Issues 3 Vendor replaced lighted sign at Pomerado Road, repaired a streetlight on Stowe Drive and removed two poles for replacement at Old Poway Park. Traffic Signal / Emergency 7 Vendor addressed cycling issues at Pomerado Road and Hospital entrance, a related issue at Pomerado Road and Via Monte Claro and quick cycling at Poway at Espola. They also repaired accident-related signal issues at Pomerado and Twin Peaks. Bette Bendixen Park - Dispatched West Coast Arborists to perform a tree health assessment. Community Park - Addressed multiple incidents of graffiti. Cleared vegetation from the Adventure Playground side of the park. Added mulch to parking lot planters. Garden Road Park - Cut the vegetation along the fence between the park and school. Hilleary Park - Addressed multiple incidents of graffiti. Located an irrigation mainline leak in the open space field. Replaced a valve in the south planter. Lake Poway Park - Repaired a loose stairway handrail. Performed gopher abatement. Oriented a new employee on mowing safety. Relocated a plastic picnic table. Trimmed and removed plant material along the shoreline. Removed exposed rebar from the boat dock retaining wall. Delivered chairs to Council Chambers for a Fire Department event. Trimmed shrubs in the upper playground. Old Poway Park - Repaired a trail fence that was set on fire by vandals. Provided support for Halloween activities. Performed irrigation check and made repairs in the green park. Extended irrigation system around Templars Hall. Addressed vandalism and repaired multiple sections of broken trail fence along the train tracks. Poway Oaks Park - Trimmed the shrubs along the perimeter of the park. Silverset Park - Performed gopher abatement. Edged the walking path and installed three new directional signs. Starridge Park - Continued trimming trees and shrubs along perimeter and walkways. Valle Verde Park - Performed gopher abatement. Cut back dormant plant material. Dragged ballfield infield. Trimmed back the lantana from the sidewalk and road. Performed weed abatement and cleaned up the perimeter planters. Miscellaneous Parks - All Hands meeting on Monday at Old Poway Park. Checked storm inlets and culverts for debris. Prepared Veterans Park for holiday event. Weeded, trimmed, removed leaves and debris, added mulch and removed cobwebs throughout the parks. Miscellaneous Trails - Removed some cactus and low hanging branches encroaching into the Tierra Bonita Trail. Located and reinstalled a missing valve box lid along the Kent Trail. Removed carpet that was dumped in the South Poway staging area parking lot. Replaced two fence rails and four signs along the Old Coach Trail. Ensured waddles were in place before rains. Replaced five trail fence rails and secured four others along the Twin Peaks Trail. Worked on the West Ridge Trail creek crossing. Trail fence rails were replaced along the Twin Peaks Trail. Checked trail heads after rains for silt removal. Emergency Response Emergency Response Callouts 10 Responded to a report of a semi-truck attempting to enter the household hazardous waste facility and breaking through the gate. Facilities supervisor was contacted, and she temporarily locked the gate shut. Report of alarms at City Hall, Assistant Director was on site when ERT arrived, tried to locate who set off alarm, no one was found alarms were reset. HVAC at Fire Station #3 was malfunctioning and was shut off until vendor can make repair. Two separate sets of patrons were released from parks. A knocked over sign was picked up from Pomerado at Scripps. A single vehicle accident; knocked down a light pole; responded by having vendor cut the power, moved pole out of the road and debris was Public Works Department Report – November 16, 2022 Page 5 Work/Description Units Location/Description cleaned up from the road. Resident complaint of no water - water was off at resident’s shut off valve; gave resident instructions. Two residents reported water leaks – investigation revealed the leaks were on residents’ side – turned off their water and instructed them on how to turn it back on once repairs are made.
