Gratitude was overflowing at Teens-giving on November 19 at Community Park. It
was a cornucopia of fun for 70 teens who enjoyed fall games and trivia, chili and
cornbread with all the toppings, and a showing of Spiderman: No Way Home.
On November 11, Veterans Park hosted a ceremony to honor those who
have valiantly served our country. Approximately 200 people were in
attendance for the guest speakers, unveiling new tiles, and firing the
cannon.

Nearly 100 volunteers provide usher services at the PCPA and we couldn’t
do it without them! They greet patrons with a friendly smile, scan tickets,
assist in concession, open the house and seat patrons, and are trained in
emergency evacuation procedures. They also look pretty sharp in front of
the theatres new holiday décor. In the last two weeks, Poway Symphony
Orchestra performed for an almost sold-out house and New West Ballet
hosted four performances for 1,513 fans of “The Nutcracker”.

PLANNING
Pre-Development Conference for a Proposed T-Mobile 50-Foot-High Mono-Eucalyptus at the
Bernardo Winery
On November 23rd, T-Mobile submitted a request for a Pre-Development Conference regarding a
proposed 50-foot-high mono-eucalyptus wireless communications facility at Bernardo Winery
located at 13330 Paseo del Verano Norte. The proposed project requires a Conditional Use Permit
and a Variance because the proposed mono-eucalyptus (faux tree) would exceed the 35-foot height
limit of the Rural Residential C (RR-C) zone. The City Council will be asked to provide input at the
Pre-Development Conference.
New Single-Family Residence with an Accessory Dwelling Unit (ADU) at Iron Mountain Drive
On November 18th, a Minor Development Review Application was approved for a 3,795 square-foot
single-family residence with an attached 997 square-foot garage and a detached 1,084 square-foot
ADU with a 416 square-foot garage on Iron Mountain Drive in the Rural Residential A (RR-A) zone.
New Single-Family Residence at Corte Lomas Verdes
On November 23rd, a Minor Development Review Application was approved for a 4,484 square-foot

Building Permits Issued for Housing Development at The Farm
On November 21st, building permits were issued for the Residential Bungalow Lots 149 to 156 north
of the proposed fitness club (reference The Farm in Poway Specific Plan Land Use Plan):
1. Residential Bungalow Lots 149 to 156 include:
a. One Plan 1A: a 1,933 square-foot single-family residential twin home with a 127
square-foot patio cover and a 441 square-foot garage;
b. Two Plan 1B: a 1,933 square-foot single-family residential twin home with a 127
square-foot patio cover and a 441 square-foot garage;
c. One Plan 2A: a 2,474 square-foot single-family residential twin home with a 46
square-foot patio cover and a 430 square-foot garage;
d. Two Plan 2AR: a 2,474 square-foot single-family residential twin home with a 46
square-foot patio cover and a 430 square-foot garage;
e. One Plan 2B: a 2,474 square-foot single-family residential twin home with a 46
square-foot patio cover and a 430 square-foot garage; and
f. One Plan 2BR: a 2,474 square-foot single-family residential twin home with a 46
square-foot patio cover and a 430 square-foot garage.
The project will retain the same architectural variety and compatibility with the surrounding
residences. The project is a 117-acre specific plan and includes 138 single-family homes and 22
twin homes (160 total units), as well as open space, agricultural, recreational, and commercial uses.
Batting Cage at Existing Single-Family Residence at 13367 Calle Colina
On November 23rd, a Minor Development Review Application was submitted to construct a batting
cage at an existing single-family residence located at 13367 Calle Colina in the Rural Residential C
(RR-C) zone.
Building Permit Finaled for Housing Development by Poway Commons
On November 18th, a four-plex residential building located at 13210 Tarascan Drive in the Poway
Commons development was granted final occupancy. The 6,209 square-foot four-plex includes
1,814 square-foot of garage space and 88 square-foot of covered patio space. The Poway
Commons housing development includes 97 market-rate multi-family residential units and 44
affordable senior housing units on the north and south sides of Poway Road west of Civic Center
Drive and Tarascan Drive.
CAPITAL IMPROVEMENTS
FY2022-23 Citywide Striping Project
The contractor was unable to complete the remaining raised pavement markers on Poway Grade
due to scheduling conflicts and weather. The work is scheduled to be completed on the nights of
December 5th and 6th.
FY2021-22 Annual CMP Repair/Replace Project
On Taunt Road, a blockage was discovered in the pipe and the contractor was able to measure the
pipe from both ends. Of the 135 feet of pipe, the contractor was only able to measure 12 feet from
the outlet and 6 feet from the inlet. To find the cause of the blockage, a proposal to proceed with
exploratory potholing is being considered.
A void was discovered at the junction of two pipes under Springvale Street and a proposal to fill the
void and repair the junction is now being considered.

FY2021-22 ADA Barrier Removal Project – Community Park Project
Demolition of the existing concrete pathways is mostly complete. A construction change was issued
last week to include additional areas of concrete removal and replacement and for skate stoppers
along new curbs. Grading and concrete forming will take place this week. Public works is looking
into a replacement for the light pole the contractor damaged at the southeast corner of the park. The
contractor anticipates construction to be complete by December 16th.
Reservoir Overflow Retrofits Project
The underground construction at the R-11 reservoir continues this week with new pipe construction
and surface preparation for epoxy coating. The three remaining tank retrofits at R-8, R-9, and R-17
are awaiting final coating to be assembled.
Annual Trash Capture Program
Construction of the South Poway Business Park trash capture devices will begin this month. The
preconstruction meeting will tentatively be held this week to kick-off the project coordination with the
contractor and City staff.
LAND DEVELOPMENT
Okolo Residence
City staff received the first submittal of grading plans for a proposed single-family residence on
Augusta Court.
Kirovski Residence
City staff provided comments on the first review of the grading plan package for a proposed single-
family residence on Tooth Rock Road.
Pellegrino Residence
City staff provided comments on the review of a floodplain development permit to allow for an
accessory dwelling unit to be located within the FEMA regulated floodway and floodplain on Beeler
Creek Trail.
Nixon Residence
City staff provided comments on the first review of a floodplain development permit to allow for the
conversion of an existing workshop to a proposed accessory dwelling unit within the FEMA regulated
floodplain on Community Road.
Cole Residence
City staff approved the mylar grading plans for the proposed garage structure at an existing
residence on Eastvale Road. Grading securities and inspection fees have been provided. Staff will
now request the required copies of plans and route the grading permit and grading plan package to
inspection for construction to begin.
Honda Service Bay
City staff provided comments on the first review of the public improvement for a proposed fire hydrant
and water main extension at the Honda dealership on Poway Road. The fire hydrant is required as
a part of an expansion at the dealership including a new service bay structure. Staff also provided
comments on the first review of the legal and plat for the required water easement associated with
the water main extension and fire hydrant.

SDG&E Substation
The engineer of record has submitted redlined record drawings of the grading plan for the drainage
improvements at the SDG&E substation on Twin Peaks Road.
Biscayne Place Residence
The applicant has submitted, and City staff has approved, the pad certification and soil compaction
report for the proposed residence and recreational sports court on Biscayne Place.
Geans Residence
City staff received the second submittal for a grading project to rectify a grading violation that
occurred at an existing residence on Tarascan Drive.
INSPECTION
Douglas Residence ADU
Riparian Road (SW22-0377) - The preconstruction meeting for this ADU has been held.
Gibbs Residence ADU
Avenida La Valencia (SW22-0376) - The preconstruction meeting for this ADU has been held. The
owner and contractor have signed all applicable paperwork.
Fairfield
Poway Road (G21-0007, STI21-002) - Domestic and fire waterline installation is complete. The
contractor and inspector have begun coordination for testing of water mains prior to acceptance.
Last week, two A-4 storm drain clean out boxes were placed and approximately 150-feet of 6-inch
drain lines were installed.
Poway Honda Inventory Lot
Poway Road (MCUP 22-001, STI20-001) - Work on the inventory parking lot continues. The
contractor placed concrete for planter curbs, sidewalks, zero curb for pervious asphalt areas and the
ADA ramp where signal light modifications were completed. Footings and the new push button pole
and pedestrian protective railings were installed. Last week, the pervious asphalt was placed, and
the contractor began patching the existing parking lot. Asphalt patching and landscape planting is
complete.

The Farm
Stoneridge Country Club Lane (G21-0001, STI21-001) Grading continues, and fill placement is
complete for The Bungalows. The slope has been sprayed with hydroseed and erosion devices
have been installed along the face of the slope.
Storm Drain: Construction continued on Basin 5 which is part of phase 1. The Modular Wetland
System has been installed and tied into the storm drain system. The riser box within the basin has
been formed, inspected and concrete placed. The water proofing system is being applied to the
interior walls.
Retaining Walls: The retaining wall on Lot-133 was found to have been installed too high. The front
portion of the wall was removed, a new footing excavated, and reinforcement steel installed. The
contractor proposed tying the new wall into the back wall. The detail was not included on the plans
for connection, and the engineer will provide. Work on this retaining wall was placed on hold while
other walls were prepared for backfill.

Due to an elevation conflict with an existing gas line, two fire hydrants that run along Boca Raton
Lane were moved from the west to the east side and the new hydrant valves have been hot tapped.
A 3-valve cluster was installed at the intersection of Espola Road and Martincoit Road. A water
shutdown was required, and this impacted service to 10 homes. This took place last week to ensure
less impact to the elementary school on Martincoit Road. The shutdown ran longer than expected
due to existing underground electrical conduits on one side of the street and a gas line on the other.
Once the contractor completed the installation, City crews flushed the system and water service was
restored to the residents around 8:30pm.

Streets: The contractor removed and replaced the damaged curb and gutter along Boca Raton Lane.
Work has begun on the paving of trenches and prior to completion of Phase 2, the street will be
prepared for asphalt.
Lamie Residence
Heritage Drive (G20-0023) - The contractor
continues to install re-bar and work on preparation
for concrete walkways, patios, and concrete flat
work.
Lyon Estates
Larchmont Street (G21-0013) (STI21-003) - The contractor completed the excavation for the keyway
and the 3-foot over-excavation on the cut side of Lot-1. Per the City’s rock disposal requirements,
oversized rock from Lot-10 was placed under the fill for Lot-1. Grading and breaking of rock
continued on Lot-10.
On Larchmont Street, the 36-inch reinforced concrete storm drain pipe and the A-4 storm drain clean
out was completed and backfilled. Paving of the trench began this week.

Fathi Residence
Orchard View Drive (G21-0015) - The contractor continues to import fill material to build up the
proposed pad level. Fill material is screened, placed, and compacted and the 3-foot over-excavation
on the cut side of the pad is complete.

Possible lane closure on Poway Road between Carriage Road and Civic Center Drive for
work related to the Fairfield project.
Possible lane closure for underground utilities and haul trucks entering and exiting on Espola

Facilities Maintenance
Electrical & Lighting Neal Electric removed two receptacles at Fire
Station #1, adjusted light timers at Community
Park, and City Hall. Replaced the smoke detector
in medics office at Fire Station #1.
Plumbing/HVAC Siemens relocated a thermostat at Fire Station
#1. Repaired the ice machine at Lake Poway.
Assisted Parks with installing an irrigation line
near Templar’s Hall at Old Poway Park. Repaired
urinals at Lake Poway. Pumped out the drain at
Fire Station #3 turnout. Installed a new
dishwasher in the breakroom, 2nd floor.
Miscellaneous Addressed door issues at the library.
Installed new dispensers in the restroom at
Templar’s Hall. Sanded off and repainted graffiti
carved into a wooden bench. Nailed down
boardwalk boards and repaired broken fencing at
Old Poway Park. Reattached the sensor on the
front door at Poway Center for the Performing
Arts. Patched holes in the wall of the laundry
room at Fire Station #2. Replaced the roof top
kick screen at the Fire Training Tower. Started
mold remediation and plumbing leak repair at
Fire Station #1. Fixed the pool gate closure
(broken when caught by the wind). Removed
exposed rebar and repaired the locking
mechanism at the railroad. Replaced the
flagpole line at Lake Poway. Worked on getting a
partition to shut at Skate Park. Started to demo
upstairs of Fire Station #1.
Contract Inspections LMD inspections 83-1A, B and C. Removed six
trees behind residences on Treecrest and three
in 83-1A on Treeridge. Removed a concrete
panel from the Carriage Road median for
irrigation repair. Performed facilities inspections
at Fire Stations. Treated tree stumps on
Treecrest and Ted Williams. Inspected weed
whipping performed by vendor on the former Ted
Williams Groves, discussed next steps with
vendor in preparation for hydroseeding. Vendor
installed a privacy screen and new irrigation
controller at the Sheriff Station. Assisted vendor
replacing the front auto gate at the Crosthwaite
Materials Handling Yard.
Community center annual fire extinguisher
maintenance. Attended meetings for Community
Park pole knockdown and citywide janitorial
inspections.

Parks, Trails & Landscape Maintenance
Aubrey Park - Cleaned up debris left by homeless, who burned
park fence laterals for firewood.
City Owned Properties - Removed piles of debris that were collected by a
homeowner off York Avenue.
Community Park - Provided support for a construction project by
identifying irrigation systems. Trimmed trees and
shrubs throughout the park. Addressed multiple
incidents of graffiti. Spread mulch and added it to
parking lot planters.
Hilleary Park - Addressed multiple incidents of graffiti. Trimmed
trees and shrubs around the parking lot and
playground. Repaired and adjusted irrigation in
the soccer fields. Replaced an irrigation valve in
the planter.
Lake Poway Park - Returned chairs, used by the Fire Department, to
Lake Poway. Removed an old wooden shelving
unit from the ballfield storage room.
Old Poway Park - Trimmed trees and shrubs. Addressed multiple
incidents of graffiti and vandalism. Worked on
irrigation systems in the planters.
Silverset Park - Performed gopher abatement along the sports
field. Trimmed back the acacia along the
entrance.
Starridge Park - Replaced “Rattlesnake Warning” signs. Trimmed
trees and shrubs along walkways and borders.
Miscellaneous Parks - Staff attended a half day Lockout/Tagout
training. Cleaned up tree debris after
Wednesday’s and the weekends high winds.
Covered short staffing. Some staff attended a
hands-on training for the boom truck at the
Crosthwaite Yard.

Miscellaneous Trails - Repairs to the Avocado Trail continue, opening a
limited access section of the trail, adding base
material and building water bars. Investigated
reports of heavy trail erosion along the steep
section of the Woodson Trail. Replaced broken
trail fence rail along Twin Peaks Trail. Continued
brush removal along the Lower Lake Trail.
Delivered a load of base for additional trail
repairs along the Avocado Trail.

Emergency Response Callouts 12
Responded to three knocked down traffic signs,
downed trees on Carriage Road and on Starridge
and a large branch in the road on Civic Center.
Strong sewer smell reported by resident. Fire
hydrant hit by a vehicle. Low water pressure at
residence. Repaired a small leak at resident’s
water handle. An irrigation leak in front of Jersey
Mike’s and a landscaper hit an irrigation line in
front of North Park Produce.
