Santa ditched his sleigh for a train and arrived at the 27th Annual Christmas
in the Park in style! New this year was the expanded two-day format with
Santa’s arrival and tree lighting ceremony on Friday that drew an ample
crowd. The festivities continued on Saturday with Santa photos, tasty
treats, last-minute Christmas shopping, hayrides,
train rides, and more!
56 participants let it go at Kid’s Night Out on
December 2. Participants enjoyed snow-themed
crafts, a snowball fight, snow shoveling relay, and sipped hot chocolate
while watching Frozen 2.
The free older adult fall special activities were unbe-leaf-
able! 85 older adults enjoyed decorating pumpkins in
October, socializing over a slice of pie in November, and
decorating holiday cookies in December.

Although the attendance for the Poway High School Winter Choir was
projected to be 250, more than 400 eager family and friends piled into
the theatre. Joined by members of the Twin Peaks Middle School
Choir, it really was a special holiday treat.
Presented by Poway OnStage, Big Bad Voodoo Daddy put on a
swingin’ good show for a sold-out house! The audience sing-along
of “you’re a mean one, Mr. Grinch”, dancing in the lobby, and all the
ugly sweaters were especially enjoyable.
The annual pool maintenance will take place from December 19 through January
8. During the closure, the pool will undergo a water refresh, preventative filter
maintenance, valve rebuilds, and heater maintenance. Additionally, staff will
complete a number of projects and tasks that cannot normally be accomplished
while the facility is open.
Lake Poway Trout Season kicked off this past weekend with a bang! 2,000 lbs.
of rainbow trout were stocked on December 8, and anglers of all ages could not
wait to drop a line to catch the big ONE! Not even the rain on Sunday deterred
folks! Over 400 fishing permits and over 60 boat rentals were sold for a total
revenue of $3,818.

Building Permits Finaled for Housing Development for The Farm In Poway
On December 2nd, building permits were finaled for the Residential Homestead Lots 136-137 along
Boca Raton Lane:
1. Residential Homestead Lots 136-137 include:
a. One Plan 1: a 3,673 square-foot single-family residence with a 527 square-foot patio
cover, a 145 square-foot balcony and a 632 square-foot garage; and
b. One Plan 2: a 3,823 square-foot single-family residence with a 275 square-foot patio
cover, a 225 square-foot balcony and a 630 square-foot garage.
Building Permit Finaled for Poway Commons Four-Plex Building
On December 12th, a building permit was finaled for a 6,209 square-foot four-plex building with 1,776
square-foot of garage space and 88 square-foot of covered patio area at 13084 Olympus Circle (new
address).
New Single-Family Residence at 14100 Biscayne Place
On November 30th, a building permit was issued for a 13,262 square-foot single-family residence
with a 1,073 square-foot garage and a 614 square-foot patio cover at 14100 Biscayne Place in the
Planned Community 4 (PC-4) zone.
New Single-Family Residence at 14102 Murel Trail
On November 30th, a building permit was issued for a 3,621 square-foot single-family residence with
a 730 square-foot garage and a 302 square-foot patio cover at 14102 Murel Trail in the Residential
Rural Residential A (RR-A) zone.
New Single-Family Residence on Welton Lane
On December 5th, a Minor Development Review Application was submitted for a two-story 3,821
square-foot single-family residence with an attached 829 square-foot garage on Welton Lane in the
Rural Residential C (RR-C) zone on a vacant 5.41-acre site.
CAPITAL IMPROVEMENTS
FY2022-23 Citywide Striping Project
The contractor has indicated that they are complete with the remaining items on Poway Grade. Staff
will do the final inspection to confirm the contract is complete.

FY2021-22 Annual CMP Repair/Replace Project
Previously, a void was discovered at the junction of two pipes under Springvale Street by the
contractor. A proposal to fill the void and repair the junction is now being considered. The
construction team met on-site to review the areas we think need potholing. There are many
improvements such as fences, planters and trees over the top of the pipe and it is unknown which
or how many can be causing the blockage. Therefore, staff believes utilizing a Time & Material
method is the only reasonable way to find the blockage(s).
FY2021-22 Accessibility Improvements – Community Park Project
The contractor has submitted an estimate for the additional work requested by the City. Grading,
concrete work, sod and irrigation repair are all anticipated to be completed by the end of the week
(assuming the rain does not cause any delay).
Reservoir Overflow Retrofits Project
Once the pipe is assembled and inspected, the trench will be filled, and the surface restored.
Weather delay will impact the completion of piping and backfill of the trench at R-11. The three
remaining tank retrofits at R-8, R-9, and R-17 will receive final coating to be assembled weather
permitting.
Annual Trash Capture Program
Construction of the South Poway Business Park trash capture devices is scheduled to begin
December 19th. Some of the material to be installed has a long lead time that will dictate the actual
duration of the project and is expected to be 8-10 weeks for delivery. Work will be in the right-of-
way with traffic control but will not impede public access or travel in any way.
LAND DEVELOPMENT
Carter Residence
The single-family residence under construction on Millards Ranch Lane is close to completion. Due
to the magnitude of the project, stormwater treatment facilities were required for treatment of site
pollutants as a part of the development. The owners had previously signed the stormwater facilities
treatment maintenance agreement (SWFMA) for the proposed facilities. The document does not
typically get recorded until the completion of construction in case any changes occur. In this case,
the owners have decided they would prefer to dedicate a specific access and maintenance easement
to and around the stormwater treatment facilities, instead of a “blanket” easement over the entire
property. As such, a legal and plat for the easement has been submitted for review, approval and
incorporation into the SWFMA.
Zeitoune Residence
City staff received the third submittal of the grading plan package for a proposed single-family
residence on Stage Coach Road.
Nunes and Simeone Residence
City staff have received the application for the encroachment of a proposed iron fence and gate
within a utility easement at an existing residence on Old Winemaster Way.

Hansen Residence
City staff has received the request from a resident on Rockrose Court to place driveway pavers within
the public right-of-way.
The Farm
City staff approved and signed the on-site precise grading plans for the subdivision taking place at
the Stoneridge Golf Course property. City staff is waiting for securities to be placed prior to returning
the signed plans to the developer.
Colle Residence
City staff has received hard copies of the approved grading plans for a proposed detached garage
at an existing residence on Eastvale Road. Staff is awaiting the return of the completed pre-
construction meeting form and will then send the project packet to the inspectors for grading permit
issuance.
Lowe Property
City staff received the submittal for the final signed documents for the boundary adjustment
application revising the property line between two parcels on Running Deer Trail. Staff will now
review the documents and if approved, execute the Certificate of Compliance, and send for
recordation.
Scheinblum Residence
The engineer of record has submitted redlined record drawings for the grading associated with the
proposed single-family residence on Heritage Drive.
INSPECTION
Heritage Hills Slope Repair
Cree Drive (G20-0022) - Work to repair two areas of a failed slope is complete and hydroseeding
has taken place. The file has been delivered to the project engineer for finalization.

The Farm
Stoneridge Country Club Lane (G21-0001, STI21-001) - Drilling continues in various locations
around the site. Abbey Road has been over-excavated one foot below the lowest utility. Two Lots in
Phase 1 have been approved for occupancy and the remaining lots will not be approved until
completion of the punch list items, including basin #5. Utility trenches along Boca Raton Road have
been base paved and are required to be ground down and repaved during phase 2. Landscape
work is being done along Boca Raton Road in the parkway. While excavating for irrigation lines, an
unknown water service was damaged. A City water crew was able to crimp the copper line to stop
the flow of water until a permanent fix could be completed. The service was not in use and the
contractor will be required to expose the main line and abandon the service at the water main.
Sewer: The underground contractor installed additional sewer main along Abbey Road. Two
manhole bases were poured, and the sewer was pressure tested.

Water: Water main was placed along Dorlyn Way. The underground contractor is planning to install
a 3-valve cluster at the intersection of Boca Raton Road and Abbey Road. The water main has been
exposed where the connection will be made.
Storm Drain: The underground contractor has begun potholing along Saint Andrews Drive in
preparation of storm drain installation. Due to the shallow rock encountered, holes were drilled to
facilitate the rock breaking process.
Lozano Residence
Murel Trail (MDRA21-021) - The preconstruction meeting for this single-family residence has been
held and the owner and contractor have signed all applicable paperwork.
Poway Honda Inventory Lot
Poway Road (MCUP 22-001, STI20-001) - Other than minor punch list items, work on the inventory
parking lot is complete. The contractor striped the parking lot and will continue working on punch list
items this week.

Lamie Residence
Heritage Drive (G20-0023) - The contractor/homeowner requested conditional occupancy and
construction is not fully complete. Prior to conditional occupancy, several items are required
including completion and planting of the three on-site bio-basins, and installation of all area drains. A
punch list of items required for conditional and final occupancy was given to the contractor to aid in
completion.
Outpost
Poway Road (STI18-001) (G18-0002) - The
new contractor has relocated the water
treatment facility from the offsite location (in
the parking lot of the apartments behind the
project) to an on-site location. Later in the
week, a large crane was staged on Poway
Road in the number two lane to remove
scaffolding equipment.

Lyon Estates
Larchmont Street (G21-0013) (STI21-003) The contractor excavated and removed unsuitable
materials from the cut portion of Lot-1. A keyway was established for the required buttress fill at the
rear of the pad and per the geotechnical engineer’s recommendation, a 4-inch perforated back drain
was placed to remove water during wet conditions. The contractor continues to place fill on Lot-1
and breaking and removal of oversized rock continues on Lot-10.
The underground contractor excavated, formed, and placed reinforcement steel for the catch basin
along Larchmont Street. Upon passing inspection, the contractor placed concrete.
SCHEDULED ROAD/LANE CLOSURES
Possible lane closure on Poway Road between Carriage Road and Civic Center Drive for
work related to the Fairfield project.
Possible lane closure for underground utilities and haul trucks entering and exiting on Espola
Road, Saint Andrews Drive and surrounding streets for work related to the Farm project.
Possible lane closure on Civic Center Drive in all directions at Community Road for work
related to a City streetlight communication upgrade.

Between Monday, November 28th and Sunday, December 11th, personnel completed 443 hours of training
and activities. The top three topics included 163 hours
of Hazardous Materials Training, 125 hours of
Company Training, and 108 hours of Facility Training.
TRAINING
1 Two Fire Department members attended Company Officer 2B taught by Red Helmet in which our
department hosted.
2 Several Fire Department members attended HazMat IC course taught by Red Helmet in which our
department hosted.
3 Completing reports for Palomar College Fire 98 training hours, in preparation for the semester
ending on December 17th.
4 FF/PM Jeff Brown successfully passed his final manipulative skills testing.

OPERATIONS
1 Conducted Firefighter/Paramedic Recruitment testing. One candidate was selected to continue in the
recruitment process.

Delivered a presentation to the San Diego County Urban Area Security Initiative (UASI) committee to
request grant funds for the purchase of DuoDote auto-injectors from the FY 23 Regional Technology
Partnership (RTP) Allocation. The grant request was categorized as a priority 2 project by the
committee and will be voted on at the Urban Area Working Group (UAWG) committee meeting on
December 14.

The construction project was started to improve the second-floor office space of Fire Station 1.
Demolition of some items was conducted by fire personnel. Public Works and City-approved
contractors have submitted quotes for drywall repair and paint. Poway IT is also involved in the project
to coordinate phone and data lines in the office space.

Electrical & Lighting 6 Fixed lights in the restroom at Arbolitos, Lake
Poway, Old Poway Parks and the Museum.
Adjusted timers at Lake Poway Park. Addressed
gate open/close issues at entrance to Lake
Poway Road. Replaced multiple lights at the Fire
Training Tower.
Plumbing/HVAC 5 Completed HVAC duct cleaning in Public Works
administration. Fixed toilets, urinals and a sink at
City Hall. Repaired flush valve at Arbolitos Park,
sink in the janitor’s closet at the library and a pipe
leak at the Warehouse. Contractor installed
Pelican thermostat at the Pool.
Miscellaneous 16 Replaced a smoke detector at Fire Station #1.
Replaced a fire extinguisher in the generator
room and fixed the stove at Fire Station #3.
Made repairs to the Old Poway Park train
turntable. Replaced soap dispensers at the
museum. Fixed tree benches at Old Poway Park.
Patched holes in the wall at Fire Station #1’s
water heater room and laundry room; repaired a
leak and, ATI performed mold remediation.
Repaired peeling baseboards at Fire Station #2.
Repaired Lake Poway’s ice machine. Secured
roof flashings on Community Center’s roof.
Repaired outlets, restored plumbing in captain’s
bathroom and moved the thermostat to a new
location in preparation for Fire Station #1’s
upstairs remodel. Replaced fire extinguishers at
Garden Road Park. Cleaned the carpet at Fire
Station #1. Moved offices around in Human
Resources. Started installing metal shipping
racks at the Warehouse. Replaced flags at City
Hall and completed window replacements.
Contract Inspections Inspected contractor work in LMDs 86-1A, 86-
2A,B and at the PCPA. Processed monthly
invoices to submit for payment. Oversaw
hydroseeding of the Ted Williams slope -
complete. Vendor completed an irrigation main
repair on Pomerado Road and replaced two
heads on Woodland Parkway. Attended a Dig
Alert webinar (owner and operator
responsibilities). Cut and removed three large
fallen limbs from LMD 83-1A.
Neal Electric removed a receptacle and Siemens
relocated a thermostat at Fire Station #1.

Siemens completed pole knock down at
Community Park. Reviewed plans for new
streetlights on Poway near Quate. Vortex Doors
responded to issues at the library.
Repaired the front sliding glass door at City Hall.
Fire extinguishers were delivered to City Hall and
the library and annual maintenance was
performed at Fleet. Progressive investigated an
alarm at Fire Station #3. Doors were inspected at
Hilleary and Old Poway Parks, Fleet, Lake
Poway pavilion and Cloudcroft Pump Station.
Checked the park lights at Valle Verde Park and
the Library. Vendor treated Valle Verde and Old
Poway Park for termites. Lake Poway
maintenance yard eye wash station was refilled
and at Fire Station #1 monthly maintenance.
Vendor addressed ants at City Hall and termites
at Fire Station #1. Vendor performed elevator
maintenance at City Hall.
Customer Inquiries -
Streetlight Issues Investigated light fixture day burn on Civic
Center by the sheriff station. Inspected a leaning
light pole by the tennis courts. Timer and light
inspections at Lake Poway and Pomerado signal
light investigation by Yunex. SDGE inspected
trouble with lights out at Smart and Final.
Investigated damage from an accident to a
signal light on Kirkham Road at Community
Road. Called in a streetlight out on St. Andrews.
Decorative Christmas light investigation.
Traffic Signal / Emergency Community and Civic Center intersection shut
down coordination. Vendor responded to cycling
concerns at Community, Twin Peaks and
Midland and Aubrey at Poway Road and Oak
Knoll; inspected red lamps out on Olive Grove
and Community and Pomerado and Hospital.

high winds. Provided daily support for Candy
Cane Lane.
Valle Verde Park Located and repaired an irrigation mainline.
Miscellaneous Parks Several events required equipment, supplies and
staff support. Staff attended a half day
Environmental Training.
Miscellaneous Trails Investigated concerns that vehicles were on the
Avocado Trail; found an SDG&E contractor
doing some survey work. Checked a report that
the wood bridge along the Pomerado Trail needs
repair to its top rails. Added a load of base next
to the Avocado Trail rut repairs have been
completed.
Emergency Response
Emergency Response Callouts 10 Responded to a broken door at the Community
Center and two broken sprinkler heads causing
water to leak into road. An accident at Community
Road and Kirkham Way resulting in the streetlight
leaning into the road – Yunex responded. The
traffic signal was out on Lake Poway at Espola
due to an SDG&E outage. Cleaned up after
accidents at Scripps Poway Parkway and
Parkway Center and at Community Road and
Kirkham. One culvert full of debris. One sewer
blocked on resident’s side. One fire hydrant leak
