New Year’s Eve came early at Teen Rock The Drop on Saturday, December 17! 80 teens
partied like it was 2099 as they prepared their own New Year’s gear, competed in wacky
minute-to-win-it challenges, rocked out to their favorite DJ-spun tunes, and more!
The Swim Center is temporarily closed due to an unanticipated utility repair that impacts
the ability to heat the pool. During this closure, Swim Center staff will do a partial water
replacement of the pool, as well as a number of annual maintenance tasks that cannot
be completed while open to the public. The pool will be clean, fresh, and ready to open
once the pool can be reheated to its operational temperature.

From December 26 through December 30, Sprint successfully removed all of the cell site equipment from the
PCPA. Additional work included fire system testing, HVAC and plumbing repairs, and
technical efforts necessary to reopen on January 2.
“Youth Art Month San Diego 2023” is now on exhibit at the PCPA. This month, the
California Art Education Association presents a juried exhibition of student art as a lead-
up to a National Exhibition in Washington DC. The program emphasizes the value of art
and art education, encourages public support for quality school art programs, and fosters
opportunities for creativity, observation, problem solving, and communication.
Construction to replace wood fencing at Old Poway Park has begun. Pictured here is the
Nelson House, which is expected to be complete by January 20. Next up is the Gazebo.
Over 40 participants kicked off the New Year right with Blue Sky’s annual Fun and Fitness
Hiking series. The series runs on Mondays from January 9 through February 20 and
appeals to both beginning and more advanced hikers. Not only are the individuals
enjoying the fresh air, sounds and smells of nature, and increased good health, but they
are also making new friends and hiking buddies!

HOUSING
Affordable Housing Property Sale
The resale of a Poway Meadows affordable home continues. The restricted resale price of the 4-
bedroom, 2 bath home is $531,556. The four-week application submission period (December 5,
2022 - January 5, 2023) yielded nine applicants, with over 656 individuals notified of the sale. Upon
review, four applicants were given four additional days to obtain their mortgage pre-qualification
approval, two applicants were over income, and three applicants qualified to move forward in the
next phase of eligibility. It is anticipated that the sale of the home will be complete by the end of
March 2023.
PLANNING
Building Permit Finaled for Poway Commons Six-Plex Building
On December 22nd, a building permit was finaled for an 8,150 square-foot six-plex building with
3,067 square feet of garage space and 80 square feet of covered patio area at 13220 Tarascan
Road (new address). The housing development includes 97 market-rate multi-family residential
units and 44 affordable senior housing units on the north and south sides of Poway Road west of
Civic Center Drive and Tarascan Drive.
Building Permits Issued and Finaled for Housing Development at The Farm
On December 29th, building permits were finaled for the Residential Homestead Lots 133-135 along
Boca Raton Lane (reference The Farm in Poway Specific Plan Land Use Plan):
1. Residential Homestead Lots 133-135 include:
a. Two Plan 1’s: a 3,673 square-foot single-family residence with a 527 square-foot patio
cover, a 145 square-foot balcony and a 632 square-foot garage; and

CAPITAL IMPROVEMENTS
FY2022-23 Citywide Striping Project
The contractor has completed the remaining items on Poway Grade and staff performed the final
inspection to confirm the contract is complete.
FY2021-22 Annual CMP Repair/Replace Project
Collapsed corrugated metal pipe was discovered near Taunt Road in the drainage system with an
unknown extent of blockages of stormwater flow. The contractor has found, cleared, and repaired
these blockages to restore function to the system.
FY2021-22 Accessibility Improvements – Community Park Project
Construction is complete. Public Works is coordinating with a consultant to obtain the cost to replace
the light pole that was knocked down by the contractor at the beginning of construction. The
contractor will be required to pay to replace the pole.
Reservoir Overflow Retrofits Project
The new pipe configurations have been completed at R-11 to restore the roof drain, overflow drain,
and tank floor drain functions of the tank. The three remaining tank retrofits at R-8, R-9, and R-17
received final coating and have been assembled. City inspector to verify construction and generate
final punch list.

Annual Trash Capture Program
Fabrication has begun on the basket insert devices for trash capture on city owned
facilities. Expected material lead time for the basket inserts is 60 days, and the screen insert devices
are currently available. Installation of the South Poway Business Park trash capture devices is
scheduled to begin February 3rd. All construction activity will occur in the right-of-way with traffic
control and will not impede public access or travel in any way.
LAND DEVELOPMENT
Sandoval Residence (FLD22-0011)
City staff approved the second review of a floodplain development permit to allow for a foundation
repair within the FEMA regulated floodplain on Kennebunk Street.
Honda Service Shop (FLD22-0014)
City staff provided comments and redlines for the first review of a floodplain development permit to
allow for a new fire hydrant, trash enclosure, screen walls and proposed landscape to be located
within the FEMA regulated floodplain on Poway Road.
Zeitoune Residence (G22-0004)
City staff provided comments and redlines of the third submittal for a proposed single-family
residence on Stage Coach Road.
Rogers Residence (ERA23-0001)
City staff received the request from a resident on Sebago Avenue to place driveway pavers within
the public right-of-way.
Dewildt Residence (G22-0015)
City staff received the first submittal for a proposed single-family residence Corte Lomas Verdes.
Okolo Residence (G22-0013)
City staff provided comments and redlines of the first submittal for a proposed single-family residence
on Augusta Court.
STORMWATER
Regional Management Committee (RMC)
The San Diego Regional Stormwater Copermittees met in December to vote on the budget items
and a member from each of the 21 copermittees was in attendance. The committee voted on the
proposed Fiscal Year 2023-24 budget. The total budget is $975,180 of which Poway’s share is
$24,223 which is only slightly more than last year’s share. The vote passed unanimously.
INSPECTION
Poway Honda Inventory Lot
Poway Road (MCUP 22-001, STI20-001) - SDG&E was onsite and supplied new wire to the project
which will provide electricity for the lot lighting. The site inspector met with the foreman and inspected
the punch list, and the remaining items are scheduled to be addressed this week. Items include
removal of mark out paint, placement of the wall cap (on a wall that was repaired), and final removal
of all construction related material.

The Farm
Stoneridge County Club Lane (G21-0001, STI21-001) – Due to weather, grading was not done this
past week. During the preceding weeks, a rock crusher was utilized to drill and break rock. The
crushed rock is being screened and mixed with soil to be used as a base material for fill placement.
Paving: Curb and gutter was placed along Abbey Road. During the process of placing base material,
several sewer manholes were dislodged on a new line that was not yet in service. Prior to asphalt
placement, the contractor was required to reset the manhole shafting and manhole rings and lids.
The dislodged manholes were cleaned, and the road was paved following inspection.
Dry Utilities: The underground contractors continued work on the crossing of Saint Andrews Drive
with electrical and gas services. Electrical work continues along the asphalt sidewalk on Espola
Road just west of Cloudcroft.
Water: A 12-inch waterline has been placed at the intersection of Boca Raton Lane and Abbey
Road. Chlorination of the waterline along Abbey Road is scheduled to begin this week to be followed
by bacteriological testing. The contractor will be testing approximately 1600 linear feet of pipeline
and the tie-in is scheduled for next week depending on test results.

Sewer: Additional sewer line including service laterals and several sewer manhole bases were
placed along Abby Road. Placement of the shafting is scheduled for next week.
SDG&E Substation Drainage Mitigation
Budwin Lane (G21-0010) - The project was completed last month with the exception of the submittal
of record drawings. The red line drawings have been submitted and reviewed and the project is now
complete.
Pomerado Hospital / UPS & ATS Building
Pomerado Road (G19-0009) - The
contractor is forming and placing
reinforcement steel for the building footings
and building slab.
Summit / Funderberg Residence

Lyon Estates
Larchmont Street (G21-0013) (STI21-003) – Rock breaking continued in a portion of the keyway on
Lot #10, and this completes the western half. Inspection and review of the keyway has been done
by the geotechnical firm and City inspector. The rock fill is continuing on the lower portion of Lot #2
and the work is in strict compliance with the City’s grading specifications.
The contractor placed a 36-inch reinforced concrete
pipe within the public portion of Larchmont Street. After
trench excavation, a large shoring box was placed, and
the pipe and storm clean out box has been installed.
Off-site work was back filled, and based paving
completed.
Fathi Residence
Orchard View Drive (G21-0015) - The
contractor completed placement of fill
material for the proposed pad. The owner
is working on the line and grade, and
compaction certifications. Work has
slowed due to inclement weather. Best
Management Practices have been
installed and are regularly maintained.

1 Poway Fire and San Diego Fire crews participated in a night drill and live burn exercise on all three
