The weather forecast was right – it snowed in Poway! Thanks to great efforts by
Community Services and Public Works, Winter Festival was held on January 13
and 14 at Community Park. The community experienced the magic of the two-
day event, which included snow, skating, sledding, s’mores, crafts, food, pony
rides, and photos with Elsa and Olaf. Friday drew higher attendance than seen
in years past, unfortunately Saturday’s award-winning Special Needs portion and
public event was saturated by rain.
The Swim Center reopened to a grateful public on January 20 after a three-week
scheduled maintenance closure and a two-week unscheduled repair. A big thank you
to Public Works for going the extra mile to ensure all utility repairs were completed to
turn the pool heaters back on. Swim Center passholders have had their passes
extended to compensate for the duration of the closure.

Celebrate the arts with Poway High School Theatre! The Addam’s
Family “A New Musical, authorized by Theatrical Rights Worldwide”
features 50 cast and crew taking part in the musical comedy. The
performances will “depict a ghoulish American family with an affinity for
all things macabre”. Get tickets at www.phstitantheatre.org for the
7:00pm performance on Jan. 27, Jan. 28, Feb. 3, and Feb. 4 or the
2:00pm matinee on Feb. 4.
On January 23, 35 hikers joined Blue Sky Docents for the second week of fun
and fitness hiking series. Each week gets progressively harder and gives hikers
the opportunity to enjoy fitness, friends, and the great outdoors. All hikes can

Lake Poway was stocked with 1,500lbs of rainbow trout on Thursday, January 19. This
past weekend the Lake sold 677 fishing permits and 91 boat rentals, totaling $5,806 in
revenue. We will be stocking again on January 26 and right before the Youth Fishing
Derby.

PLANNING
Neighborhood Meeting for a new gasoline station at the Walmart site at 13425 Community
Road
A neighborhood meeting is scheduled for February 9th, at 6:00PM at City Council Chambers to
discuss a Conditional Use Permit (CUP20-007) and a Development Review (DR20-010) application
for the construction of a new gasoline station at the existing Walmart site adjacent to Community
Road. The project consists of six (6) fuel dispensers that will accommodate 12 fuel pumps, a 4,387
square-foot fuel canopy, and a 440 square-foot retail kiosk. The project requires approval by the City
Council.
Building Permits Issued for Housing Development for The Farm
On January 4th, building permits were issued for the Cottages Residential Lots 71-74 north of Espola
Road (reference The Farm in Poway Specific Plan Land Use Plan):
1. Cottages Residential Lots 71-74 include:
a. One Plan 1: a 3,123 square-foot single-family residence with a 303 square-foot patio
cover and a 430 square-foot garage.
b. One Plan 2: a 3,272 square-foot single-family residence with a 164 square-foot patio
cover and a 435 square-foot garage.
c. One Plan 3: a 2,291 square-foot single-family residence with a 382 square-foot patio
cover and a 502 square-foot garage; and
d. One Plan 4: a 2,536 square-foot single-family residence with a 434 square-foot patio
cover and a 497 square-foot garage.
On January 4th and 5th, building permits were issued for the Gardens Residential Lots 116 and 120
north of the proposed Bungalows.
1. Gardens Residential Lots 116 and 120 include:
a. One Plan 1: a 3,342 square-foot single-family residence with an approximate 309
square-foot patio cover, a 212 square-foot balcony, and a 650 square-foot garage;
and
b. One Plan 2: a 3,550 square-foot single-family residence with an approximate 324
square-foot patio cover and a 657 square-foot garage.
New Single-Family Residence at 17827 Old Winemaster Way
On December 16th, a Minor Development Review Application was approved for a 4,558 square-foot
single-family residence with an attached 843 square-foot garage located at 17827 Old Winemaster
Way in the Residential Rural C (RR-C) zone.

New Single-Family Residence at 14470 Southern Hills Lane
On January 17th, a building permit was issued for a 5,999 square-foot single-family residence with
an 896 square-foot garage and a 1,121 square-foot patio cover located at 14470 Southern Hills Lane.
New Accessory Dwelling Unit (ADU) at 15246 Hilltop Circle
On January 5th, a building permit was issued for an attached 1,188 square-foot ADU at 15246 Hilltop
Circle.
New ADU at 14934 Huntington Gate Drive
On January 18th, a building permit was issued for an attached 892 square-foot ADU with a 472
square-foot garage conversion at 14934 Huntington Gate Drive.
New ADU at 12217 Boulder View Drive
On January 18th, a building permit was issued for a detached 728 square-foot ADU with a 400
square-foot garage and 448 square feet of patio cover space at 12217 Boulder View Drive.
New ADU at 13655 Janeen Place
On January 19th, a building permit was issued for a detached 770 square-foot ADU with a 200
square-foot patio cover at 13655 Janeen Place.
CAPITAL IMPROVEMENTS
FY2022-23 Citywide Striping Project
The contractor has completed the remaining items on Poway Grade. Staff performed the final
inspection to confirm the contract is complete.
FY2021-22 Annual CMP Repair/Replace Project
Collapsed corrugated metal pipe was discovered near Taunt Road in the drainage system with an
unknown extent of blockages of stormwater flow. The contractor has found, cleared, and repaired
these blockages to restore function to the system.
FY2021-22 Accessibility Improvements – Community Park Project
Construction is complete. Public Works is coordinating with a consultant to obtain the cost to replace
the light pole that was knocked down by the contractor at the beginning of construction. The
contractor will be required to pay to replace the pole.
Reservoir Overflow Retrofits Project
The new pipe configurations have been completed at R-11 to restore the roof drain, overflow drain,
and tank floor drain functions of the tank. The three remaining tank retrofits at R-8, R-9, and R-17
have received final coating and have been assembled. The City inspector still needs to verify
construction and generate the final punch list.
Annual Trash Capture Program
Fabrication has begun on the basket insert devices for trash capture on City owned
facilities. Expected material lead time for the basket inserts is 60 days, and the screen insert devices
are currently available. Installation of the South Poway Business Park trash capture devices is
scheduled to begin February 3rd. All construction activity will occur in the right-of-way with traffic
control and will not impede public access or travel in any way.

LAND DEVELOPMENT
Patel Residence (G22-0014)
City staff provided comments and redlines on the first review of the grading submittal for a proposed
single-family residence on Creek Road. Staff allowed an early submittal of these plans with the
signed “at risk” letter from the owner since the MDRA has not been approved yet.
Zeitoune Residence (G22-0004)
City staff received the fourth submittal of the grading plan package for the proposed single-family
residence on Stage Coach Road.
Kirovski Residence (G22-0012)
City staff received the second submittal of the grading plan package for a proposed single-family
residence on Toothrock Road.
The Farm Rough Grading (G21-0001)
City staff has approved the third construction change for the rough grading plans at The Farm. The
construction change included additional information for private utility installation, a revised design for
a private storm drain and one pad elevation change that raised Lot 124 two feet from the originally
approved grading plan (due to an existing sewer cover issue discovered during construction).
Lyon Estates (G21-0013)
City staff approved two construction changes for the grading plans associated with the ten-lot
subdivision at the terminus of Larchmont Street. The first construction change increases the pad
elevation for Lot 10 by 1.5 feet. The second construction change revises the grade of an onsite
storm drain main. Both changes lessen the amount of unnecessary grading and rock crushing.
Maderas Remainder Parcel Six-Lot Subdivision (G22-0005)
City staff completed the third review of the grading plans associated with the six-lot subdivision
proposed for the Maderas Remainder lot on Old Coach Road. Comments are minor and staff has
allowed for the next submittal on mylar plans.
INSPECTION
The Farm
Stoneridge Country Club Lane (G21-0001, STI21-001) - A meeting was held with Lennar and City
staff for the Storm Water Pollution Prevention Plan (SWPPP). The City discussed and walked
several areas of concern with the contractor who explained how they have and will continue to protect
the site.
Along Abbey Road, a waterline was chlorinated, flushed and pressure tested. Bacteriological
samples were drawn, and the results came back as a pass. The tie-in took place last week and a
second section of line was tested, and samples drawn.
A paving preconstruction meeting was held for work along the north side of Espola Road. The project
will include removing and replacing the existing curb and gutter with the new placement being one
foot back from its original location. A temporary construction fence was installed in front of the
existing curb and a five-foot parkway, and a six-foot sidewalk will then be constructed. After hard
scape is installed, overhead lines will be transferred to below ground and the developer is unsure
when SDG&E will remove the power poles.

Myers ADU
Oakstand Road (SW22-0381) – The preconstruction meeting was held, and the project has been
approved. Per the owner, it may be a while before the work begins.
Behmard ADU
Ash Hollow Crossing Road (SW22-0375) - The preconstruction meeting for the ADU has been held.
Walker ADU/Patio
Janeen Place (SW22-0383) - The preconstruction meeting for the ADU and patio took place, and all
applicable paperwork was signed by the owner and contractor.
Bravo Residence
Boulder View Drive (MDRA19-005) - The project is complete and conditional occupancy was
granted. All conditions were met, and final occupancy was approved. A permit has been approved
for a new project at the same location. The inspector has reached out to the owner to schedule a
preconstruction meeting for the pool cabana and ADU.
Lyon Estates
Larchmont Street (G21-0013) (STI21-003) - Work continues on Lot-10 and includes over-excavation
on the cut portion and placing fill into the keyway on the south side. Best Management Practices
are in place and were monitored during the recent rain events.
The contractor began forming and placing reinforcement for the first A-4 storm drain clean-out that
is located at the entrance of the project.

Stralo ADU
Hillndale Way (SW23-0001) - A preconstruction meeting has been held and all paperwork signed by
the owner and contractor.
Martinez ADU
Hilltop Circle (SW22-0380) - The preconstruction meeting for this detached manufactured home has
been held. The owner and contractor have signed all required paperwork and work is scheduled to
begin once the building has been constructed (and prior to delivery).
Biscayne Recreational Facility
Biscayne Place (G22-0001) - The contractor placed reinforcing steel and applied shotcrete to the
concrete wall that is part of the home/fitness facility. The work is being inspected by City staff and
Best Management Practices are in place and maintenance continues.
Muela ADU
Garden Road (SW20-0162) - This project is complete, and occupancy has been signed and the file
has been delivered to the project engineer.
Naras ADU
Espola Road (SW21-0017) All work is complete, and occupancy has been signed. The file has been
delivered to the engineer to complete close out.

Possible lane closure on Poway Road between Carriage Road and Civic Center Drive for work
related to the Fairfield project.

Coordinated the SD County (SIRT) Significant Incident Review Team for an incident on 12/25/22. The
intent of the program is to have a review of the incident and how we can learn to safely operate in a
similar incident.
Between Monday, January 9th and Sunday, January 22nd, personnel completed 458 hours of training and
activities. The top three topics included 198 hours of
Company Training, 197 hours of Facility Training, and
54 hours of Officer Training.
TRAINING
1 A Probationary Firefighter successfully passed his final skills manipulative test.
2 All Divisions participated in Fire Ground Survival confidence course at San Diego Fire Department’s
NTC (Naval Training Center)
3 Poway and SDFD crews participated in a Live Burn drill at our training tower for a Probationary
Firefighter’s orientation.
4 Captains presented an auto extrication drill for our probationary firefighter.

SportsPlex. Tri Floor performed a flooring
assessment. Vortex assessed doors at City Hall.
Progressive installed a new strobe at Fire Station

exhaust fan preventative maintenance at Fire
Station #3. Vendor removed a park pole from
Starridge Park and conducted inspections at

Parks, Trails & Landscape Maintenance
Aubrey Park Cleaned up after rainstorms, removed debris and
cleaned out drains and gutters.
Community Park Provided support for the Winter Festival event;
set-up equipment, provided staff before, during,
and after event. Cleaned up after rainstorms,
removed debris, especially along the creek.
Cleared drains and gutters.
Garden Road Park Performed weed abatement from the mulched
areas across from the playground, and applied
herbicide. Also, herbicide applied to the
horseshoe pits and trail. Continued gopher
abatement. Replaced a broken fence post and
four rails along the front of the park.
Hilleary Park Abated multiple incidents of graffiti throughout
the park, but especially from the restroom
building. Cleaned up after the rainstorms,
removed debris and cleaned out drains and
gutters.
Lake Poway Park Replaced two paper towel dispensers. Removed
silt from the trail heads and two of the gazebos.
Gathered supplies for the Rose Garden Club’s
event on Friday. Re-attached Park information
signs after the building was painted. Removed
large piles of leaves along the upper playground
fencing and planter.
Old Poway Park Addressed multiple incidents of graffiti and
vandalism. Cleaned up after rainstorms,
removed debris and cleaned out drains and
gutters.
Silverset Park Replaced both tot swing chains. Removed silt
runoff from the sidewalk to the trail head.
Trimmed back the acacia surrounding a light
pole to gain access for the lighting contractor.
Cleaned up after rainstorms, removed debris and
cleaned out drains and gutters.
Starridge Park Cleaned up after rainstorms, removed debris and
cleaned out drains and gutters.
Valle Verde Park Trimmed back the acacia along the sidewalk on
St. Andrews Drive. Pulled large weeds in the
front corner planter and applied herbicide.

Miscellaneous Parks Cleaned up after rainstorms, removed debris and
cleaned out drains and gutters. Supported the
“Winter Fest” event. Staff attended Graffiti
Tracker training. Replaced both ballfield
bleachers after the Winter Fest event. Supported
the Water Treatment lunch on Thursday.
Miscellaneous Trails Addressed trail head silt runoff issues. Filled in
erosion ruts along the sloped areas of the Tierra
Bonita Trail. Investigated a report of bike ramps
on a section of trail above Silverset Park, added
“No Motor Vehicles on Trail” and “Keep Off
Native Habitat” signs in vicinity. Remove a large
fallen tree limb from the Midland and Tierra
Bonita Trails. Replaced a damaged signpost and
added a new “No Motor Vehicles on Trail” sign
on the Garden Road Trail. Added a new trail sign
at the entrance to the trail off Gate Drive.
Emergency Response
Emergency Response Callouts 15 Responded to Facilities issues: a broken waste
line at the fire department that was leaking
through the ceiling to the floor below, a leak in the
roof at the library – tiles were removed, and a
bucket was placed under it until facilities can
respond tomorrow and a leaking faucet at the
Dog Park. Stormwater issues: removed a tree
from a private brow ditch that was impacting
several neighbors – all city assets were intact,
and at Midland and Aubrey a storm drain was
cleared of silt. Street issues: a large private tree
fell and blocked Avenida Valencia – tree was
cleared and placed on resident’s property –
resident to follow up and a tree fell on Twin
Peaks, the road was cleared – follow up required
in the morning, and the grade was inspected for
storm damage – minor amounts of silt were
removed from three locations. Water Distribution:
a meter leak at business – exchanged the meter,
a meter leak on resident’s side, resident
complaint of no water - turned on at the house
and showed the customer how to turn it on,
resident report of a water leak – it was ground
water percolating showed resident meter, resident
thought leak was on city side – dug out to show
resident leak was on their side and a meter leak
was found at customer’s handle – both gaskets
were replaced and resident reported water
