water data would be measured at daily or shorter time intervals.
To gain higher confidence about the results, we would like to
consider many extreme events, which would cover a period of a
few to several years. Monthly level data does not provide the
specific level of detail that is ideal, but would still be useful if
that is only available. Spatially, this could be deliveries to
individually water meters or it could be aggregated to
something like neighborhoods or even the whole-city. Separate

The new Congregate Meal Program with chef Charlie Heineke kicked off on
February 1 to rave reviews. Where else can you go to enjoy a delicious meal
and dessert for just $5 with friends? The first three days served up a whopping
224 meals, with 150 of those being fully paid by the Friends of Poway
Seniors. This week, the number of lunches is averaging 49 per day.
Valentine’s Day is our first special holiday meal complete with tablecloths,
Chicken Wellington, raspberry mousse in a chocolate cup, and a live
performance by Floyd A. Smith of The 5th Dimension fame.
Lake Poway hosted the 28th Annual Youth Fishing Derby on February 4. Over 90
families camped the night before the derby and received hot tips and tricks at the
fishing seminar from Lake Poway Rangers. After munching down free pizza, they
headed to bed for the early 6:00am derby start. Over 600 young anglers lined the
shoreline trying to catch the big one, some for the very first time. Seven-year-old Holt
Picazo won the grand prize with a 2.75 lb. rainbow trout. Families also enjoyed carnival
games, crafts, a bounce house, and magic show.

Old Poway Pottery is about to bring history to life at Old Poway Park! The artist is
excitedly moving supplies and equipment into the old Blacksmith shop where she
will host demonstrations and classes. Look for pottery-making demonstrations,
both hand building and throwing clay on the wheel every Saturday.
We had 23 super cute older adults attend our Sweetheart Succulents activity on
February 8. They painted and planted their way to fun and socialization.

PLANNING
Public Environmental Impact Report (EIR) Scoping Meeting for Harmon Ranch
The EIR public scoping meeting is scheduled for February 16th at 6:30PM at City Council Chambers
to discuss the EIR for the Harmon Ranch Project. The goal of the meeting is to further define the
issues, feasible alternatives, and potential mitigation measures that may warrant in-depth analysis
in the EIR. The Harmon Ranch Project proposes a 63 single-family home subdivision and
associated specific plan located on a 11.06-acre site that includes 20,000 square-feet of open space
at 12624 Oak Knoll Road. Additional passive park amenities (seating, grass, shade pavilions,
barbeque areas) are proposed within the plan. One home listed on the City’s local historic registry
will be preserved. The project requires approval by the City Council.
Neighborhood Meeting for Lifetime Fitness Club at The Farm in Poway
A neighborhood meeting is scheduled for February 15th at 6PM at the Mickey Cafagna Community
Center to discuss a proposed 30,500 square-foot recreational club with indoor and outdoor fitness
uses, day spa, lit recreational courts, a restaurant, alcohol sales, and small supportive retail. The
project requires approval by the City Council and is a part of The Farm project which consists of a
117-acre specific plan and includes 138 single-family homes and 22 twin homes (160 total units), as
well as open space, agricultural, recreational, and commercial uses.
Building Permits Issued for Housing Development at The Farm In Poway
On January 25th, building permits were issued for the Residential Cottage Lots 51-54 north of Espola
Road (reference The Farm in Poway Specific Plan Land Use Plan):
1. Residential Cottage Lots 51-54 include:
a. One Plan 1: a 3,123 square-foot single-family residence with a 303 square-foot patio
cover and a 430 square-foot garage.
b. One Plan 2: a 3,272 square-foot single-family residence with a 164 square-foot patio
cover and a 435 square-foot garage.
c. One Plan 3: a 2,291 square-foot single-family residence with a 382 square-foot patio
cover and a 502 square-foot garage; and
d. One Plan 4: a 2,536 square-foot single-family residence with a 434 square-foot patio
cover and a 497 square-foot garage.
New SB-9 Development and Urban Lot Split at 13849 York Avenue
On February 2nd, a SB-9 development and urban lot split was submitted to subdivide a single lot
into two lots (Urban Lot Split) with each newly subdivided lot containing two single-family residences
(SB-9 Development). The City must ministerially process proposals for a SB-9 Development and
Urban Lot Split in accordance with SB-9 and applicable development standards.

New Single-Family Residence at 14989 Orchard View Drive
On January 31st, a building permit was issued for a 4,368 square-foot single-family residence with
a 948 square-foot garage and a 1,008 square-foot patio cover located at 14989 Orchard View Drive.
New Accessory Dwelling Unit (ADU) at 14429 Hillndale Way
On January 24th, a building permit was issued for a detached 1,141 square-foot ADU with a 65
square-foot patio cover at 14429 Hillndale Way.
New ADU at 16866 Saint James Drive
On January 26th, a building permit was issued for a detached 750 square-foot ADU at 16866 Saint
James Drive.
MDRA’s in Southern Hills Pointe Subdivision
On February 2nd, three MDRA’s were submitted for the construction of three single-family homes in
the Southern Hills Pointe subdivision (TPM21-002). The Southern Hills Pointe subdivision is currently
being reviewed and is expected to be heard by City Council in spring of 2023. The residential lots
will be located north of Poway Road, west of Espola Road, and south of Southern Hills Lane. The
proposed single-family homes range in size from 5,075 to 5,332 square feet.
CAPITAL IMPROVEMENTS
FY2021-22 Annual CMP Repair/Replace Project
The fix proposal has been received, and the change order email has been sent for review. Public
Works learned of another CMP that developed a sinkhole in the back yard of a resident on Calvary
Road. Public Works, the CMP contractor and staff investigated the sinkhole but could only see a
portion of the failure. Staff asked the contractor to give a proposal for two repairs and televising the
entire CMP.
FY2021-22 Accessibility Improvements – Community Park Project
Construction is complete. The contractor is working with Development Services and Risk
Management to arrange for the payment of the light pole that was knocked down by the contractor
at the beginning of construction.
Reservoir Overflow Retrofits Project
R-11, R-8, R-9, and R-17 have completed the modifications to eliminate cross-connections. The last
steps to restore the surface at R-11 and cleanup at R-8,9, and 17 have begun. The City inspector
will verify the construction conforms to plan and generate the final punch list.
Annual Trash Capture Program
Weather permitting, installation of the South Poway Business Park trash capture devices is
scheduled to begin in February. All construction activity will occur in the right-of-way with traffic
control and will not impede public access or travel in any way.
LAND DEVELOPMENT
Hamidy Residence
City staff received the first submittal of the grading plan package for a proposed single-family
residence on Iron Mountain Drive.
Cochrum Residence
City staff received the first submittal of the grading plan package for a proposed single-family
residence on Umbria Way.

Dewildt Residence
City staff provided comments and redlines for the first submittal of a proposed single-family residence
on Corte Lomas Verde. The applicant has since submitted revised plans and reports for the second
review.
Ho Residence
City staff received the third submittal of the grading plan package for a proposed single-family
residence at the northwest corner of State Route 67 and Poway Road.
Sidransky Residence
City staff provided comments and redlines for the second submittal of the grading plan package for
a proposed accessory dwelling unit and recreational vehicle garage at an existing residence on Blue
Crystal Trail. The applicant promptly resubmitted for third review of the plans.
Fathi Residence
City staff received, reviewed and approved the compaction report and pad certificate for the grading
associated with the proposed single-family residence on Orchard View Drive.
Sabeih Residence
City staff received the first submittal for a Biological Conservation easement associated with a
proposed single-family residence on Rancho De Oro Road.
Wiersum Residence
City staff received the second submittal of a grading plan package for a single-family residence
proposed on Misty Meadow Road.
Honda Service Bay
City staff received the second submittal of the public improvement plan for a proposed fire hydrant
and water main extension at the Honda dealership on Poway Road. The fire hydrant is required as
part of an expansion at the dealership including a new service bay structure.
City staff also received the second submittal for the review of a floodplain development permit to
allow for the new fire hydrant, trash enclosure, screen walls and proposed landscape associated
with the development of the new service bay to be located within the FEMA regulated floodplain.
Lyon Estates
City staff received a third construction change for the grading plans associated with the ten-lot
subdivision at the terminus of Larchmont Street. The changes include revisions to drainage
pathways for Lots 2, 9, and 10.
STORMWATER
Water Quality Improvement Plan (WQIP) Annual Reports
City staff, along with the other co-permittees, submitted the 2022 WQIP Annual Reports for both
watersheds that the City is located within (San Dieguito and Los Penasquitos) to the Regional Water
Quality Control Board. These annual reports cover two different reporting periods: July 1, 2021
through June 30, 2022 for the Jurisdictional Runoff Management Plans and WQIP strategy
implementation; and October 1, 2021 through September 30, 2022 for monitoring and assessment
programs.

Dry Weather Major MS4 Outfall Discharge Monitoring Program
The City’s stormwater consulting firm D-Max Engineering, Inc. has completed the draft 2021-2022
Dry Weather Municipal Separate Storm Sewer System (MS4) Outfall Monitoring Summary
Report. The report presents the results of the monitoring program conducted during the 2021-2022
monitoring year, and includes field observation results, flow source identification results, trash
assessment data, photographs of visited sites, and completed field datasheets. The report also
presents the results of flow source investigations conducted in response to routine field screening
program results and their recommendations for additional actions. City staff will be reviewing this
draft report and provide comments and questions back to D-Max Engineering. Staff will also proceed
with any necessary additional actions.
Industrial/Commercial Inspections
The City’s consultant, D-Max Engineering, Inc. is beginning their annual industrial-commercial
stormwater inspection program. These are routine inspections required per state and federal
regulations. The purpose of these stormwater inspections is to confirm that businesses are free of
any negative impacts to the storm drain system, which drains untreated runoff directly to our creeks
and eventually, the ocean. Inspections will continue for the next couple months.
Bacteria Total Maximum Daily Load Tentative Time Schedule Order
Similar to the Sediment Total Maximum Daily Load (TMDL) in the Los Penasquitos Watershed, there
is another TMDL for Bacteria in both the watersheds that the City of Poway is located in (San Dieguito
and Los Penasquitos). The purpose of a TMDL is to restore water quality for impaired water
bodies. The TMDL requires Responsible Permittees to reduce their waste loads of Fecal Indicator
Bacteria to allowable levels into specified receiving waters no later than the final compliance dates
of April 4, 2021 for dry weather and April 4, 2031 for wet weather. The Regional Board determined
that TMDL Responsible Permittees are not meeting the final dry weather bacteria allowable levels,
therefore causing or contributing to exceedances of water quality objectives in those receiving waters
and are violating or threatening to violate the Bacteria TMDL. In response, the Regional Board has
drafted a Tentative Time Schedule Order (TSO) to allow more time to make changes that will then
result in meeting water quality standards. The TSO lists the waterbody segments or areas that the
Water Board feels are not meeting the final TMDL requirements and the responsible permittees. The
City of Poway, along with the other Copermittees in our watersheds, are listed for not meeting the
TMDL requirements for the Pacific Ocean Shoreline at the San Dieguito Lagoon Mouth in the San
Dieguito Watershed and at Torrey Pines State Beach at Del Mar (Anderson Canyon) for the Los
Penasquitos Watershed.
The TSO requires extensive and extremely expensive additional monitoring and source investigation
work for these beaches to try to determine the sources of the bacteria exceedances. Due to some
technicalities in the language of the TMDL, the Water Board considers our watersheds to have
occasional exceedances of the TMDL standards even though the water quality at these beaches
meets the current standards.
City staff, and the other Copermittees in our watersheds, feel that more time and more investigation
is not needed for our discharge points at the beaches as they already meet current water quality
standards. This would be an ineffective use of public dollars. A workshop is scheduled this week
with the Regional Board for this Tentative TSO and our two watersheds plan to attend and ask
questions regarding the potential to be removed from the TSO or to reduce the extensive monitoring
requirements unless triggered by an increase in water quality exceedances that would result in these
beaches no longer meeting current standards. Final comments/letters to the Regional Board
regarding the Draft TSO are due February 17th.

INSPECTION
The Farm
Stoneridge Country Club Lane (G21-0001, STI21-001) – Over-excavation and keyway construction
is taking place at various locations throughout the site and lots 79 and 82 were inspected by the
geologist.
The contractor has been working in various
locations excavating and installing storm drain
including along the far north end of the site where
excavation began for the 18-inch high-density
polyethylene (HDPE) lines “BB-2”, “N”, and “O”.
Excavation, installation and placement of a 60-
inch reinforced concrete pipe located north of
Espola Road was completed. Storm Drain inlet
boxes and wing walls were formed, inspected and
are ready for concrete. A section of HDPE storm
drain pipe was also placed along Abbey Road last
week.

The 12-inch water line along Abbey Road and Boca
Raton Lane has been placed. The line was tested,
and bacteriological test samples drawn and delivered
to the laboratory. Results are expected by the end of
this week and a tie-in will be scheduled (with passing
results).
New water line was also placed from Goodeve Drive
to Dorlyn Way and testing is expected to begin this
week.
Lyon Estates
Larchmont Street (G21-0013) (STI21-003) – Slope is being cut and fill placed on Lot 2 as the slope
is required to be buttressed due to the use of unacceptable materials. A rock breaker was utilized
for two hours on Lot 2 and sound testing was conducted. The tests were one-hour in duration and
took place at the southern and western property lines. After the tests were conducted, the contractor
was informed that no further rock breaking was to take place until submission and review of the
report. On-site construction continues of the storm drain and the A4 clean outs located at the
entrance, were backfilled. Work continues on the Line A storm drain as does trenching and
installation of an 18-inch HDPE storm drain.
Biscayne Recreational Facility
Biscayne Place (G22-0001) - The contractor placed the structural steel elements for the home fitness
facility and the excavation of footings continues.
Starbucks Drive-Through
Poway Road (G21-0005) - Work and all punch list items are complete, leaving only record drawings
to be reviewed.

Fairfield
Poway Road (G21-0007, STI21-002) - Last week, the contractor placed approximately 120 Linear
feet of 8-inch sewer main and one sewer manhole. The new sewer line will connect to the existing
public sewer on Poway Road.
Sections of concrete slab was placed for building 5 as was the footing for building 1 (the first of three
proposed retail buildings).
Butzen ADU
Huntington Gate Drive (SW23-0003) - A preconstruction meeting was held, and the owner and
contractor have signed all applicable paperwork.
Santa Rita Investments Single-Family Residence
Southern Hills Lane (MDRA21-029) - A preconstruction meeting was held for this single-family
residence and detached ADU. The contractor and owner signed all paperwork and construction
began immediately. The contractor has placed silt fence along the perimeter and installed the
construction entrance.

SAFETY
1 Fire Department wellness meeting. This meeting was to go over the goals for the next year to
continue Firefighter wellness.
2 Attended and participated in Vector Solutions Check it software. This program will help improve
department functions and documentation.
Between Monday, January 23rd and Sunday, February 5th, personnel completed 508 hours of training and
activities. The top three topics included 381 hours of Company Training, 37 hours of Driver/Operator
Training, and 32 hours of Facility Training.

Management Assistance Grant) procedures.

Leash” signs to Tierra Bonita Trail. Delivered
materials to start repairs to the Sumac Trail.

Emergency Response Callouts 6 Technicians responded by removing a large
branch that fell into the road; secured the area
after a hydrant and backflow hit-and-run accident
- Distribution crew will respond in the morning;
contacted a resident to inform them of a water
leak on their side; investigated a resident concern
about leak from car wash flooding their yard –
turned off water and informed business of leak;
assisted resident with turning water off at the
house; investigated a meter leak – Distribution
crew to respond.
