Lucas Councilmembers: Jeff Chumbley: Chris Hazeltine: Carrie Gallagher Poway Council Feb 21st Agenda Item 2, Poway Emergency Covid Ending Friday, February 17, 2023 3:48:57 PM (?,_., TE RN L E LA LL This item concerns ending Poway's Covid Emergency Declaration on Feb 28, 2023, at the same time that the State of California ends theirs. I have some questions about this. First, if the Governor somehow decides to extend the end date for the state of California, will Poway follow that date or is Feb 28th the end for us, period? Next, the agenda item talks about the repayment of the PEARL loans and I have no questions about that. However, the agenda item leaves out some of the things that were tied to Poway's Emergency Declaration. For instance, "we" purchased some picnic tables and gave them to businesses that were hurting because indoor dining was restricted and the tables gave them the opportunity to provide outdoor dining. These tables were advertised as going to Poway's parks when the Emergency Declaration was ended and were not supposed to be a gift to the business. This agenda item completely skips talking about these picnic tables. How many tables are there altogether, and how many are going to which parks, AND WHEN? How long do the businesses have to return the picnic tables to the city , and when will the city ( or Parks and Rec Dept) provide dates for their disposition? To help out the struggling businesses during the Emergency, some were allowed to expand their business outdoors onto the sidewalks and into the parking lots in some cases, with the idea that, while this wouldn't be allowed because of existing zoning codes, the Emergency Declaration will temporarily allow them flexibility and once the Emergency is over, the business footprint will return to normal with no outdoor presence unless they were initially zoned for that. When will the city require these businesses to "return to normal" by taking the outdoor dining away? The Poway Businesses were allowed to put flags and other items out from Friday-Sunday normally, but because of the Emergency Declaration they were given the flexibility to put these flags out every day. When will this stop? If the Emergency Declaration is ending Feb 28, I would assume that on Wednesday March 1, the picnic tables will be returned to the city, the businesses will take all of their outdoor dining off the sidewalks and parking lots, and that the temporary business flags will be gone until the weekends. If this is not the case and there's a different timeline, it should be discussed when this agenda item is presented.
