In 2023, as an added incentive, Lake Poway started the Angler of the Month program. Each month the largest fish caught in each species wins a prize ad helps draw. We had three winners in January. Congratulations to Dylan who is shown here holding his 16.93 lb catfish! On Saturday, February 18, Park Ranger Sierra and Blue Sky Docents led 15 young wildlife enthusiasts through the Junior Nature Ranger program. Families experienced nature first-hand through outdoor activities, identifying flora and fauna, and earned their ranger certificate. This program will return again this summer. Poway Center for the Performing Arts Happenings: What a night for Tamasha SD! 500 patrons and 200 dancers of all ages made memories and celebrated culture together on February 18. Richie Furay, presented by Poway OnStage, played to a full house on Saturday, February 12. FREE entry, beer/wine discounts, lite bits and plenty of parking. “Fresh Take: Paintings of Hidden San Diego” features the Plein Air art of Danny Griego and Margaret Larlham. The Mickey Cafagna Community Center was the site of the ActiveNet Regional User Group meeting this week. Seven agencies were represented to discuss best practices for the registration/reservation software and to see new product demonstrations. The networking between cities was invaluable in learning new and different ways to maximize use of this software tool. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: February 22, 2023 SUBJECT: Director’s Notes PLANNING Neighborhood Meeting for Nighthawk Battery Storage Facility A neighborhood meeting is scheduled for February 28th at 6:00PM in the Council Chambers to discuss a proposed battery storage facility that is proposed at the northerly portion of the property located at 13501 Kirkham Road. The project requires approval by the City Council. Public Environmental Impact Report (EIR) Scoping Meeting for Harmon Ranch An EIR public scoping meeting was held on February 16th in City Council Chambers to discuss potential environmental effects of the proposed Harmon Ranch Specific Plan project. The goal of the meeting was to further define the issues, feasible alternatives, and potential mitigation measures that may warrant in-depth analysis in the EIR. There were approximately 17 members of the public in attendance, not including the applicant’s team. General comments and feedback were related to the following: • Concerns regarding high-density, height and size of the proposed homes. • Use of a Specific Plan to allow for deviations from the underlying zone (Residential Single Family 7). • Traffic circulation impacts. • Grading concerns at the northeast corner of the project near the Kumeyaay Ipai Interpretive Center and Roca Grande Drive. • Stormwater runoff into Poway Creek. The Harmon Ranch Project proposes a 63 single-family home subdivision and associated specific plan located on an 11.06-acre site that includes 20,000 square-feet of open space at 12624 Oak Knoll Road. Additional passive park amenities (seating, grass, shade pavilions, barbeque areas) are proposed within the plan. One existing home listed on the City’s local historic registry will be preserved. The project requires approval by the City Council. Neighborhood Meeting for Lifetime Fitness Club at The Farm in Poway A neighborhood meeting was held February 15th at the Mickey Cafagna Community Center to discuss a proposed 30,500 square-foot recreational club with indoor and outdoor fitness uses, day spa, lit recreational courts, a restaurant, alcohol sales and small supportive retail. There were approximately 40 members of the public in attendance, not including the applicant’s team. This was an open house format and there were mixed opinions related to the LifeTime brand, price of membership and larger size of the facility with less recreational courts. Other concerns from the public included: Director’s Notes February 22, 2023 Page 2 • Noise, lighting and traffic circulation impacts. • Increased hours of operation being both too early and too late. • Inconsistency with the original approval and maintaining a more boutique fitness club. • Requests for the project to be approved by a vote of the citizens of Poway. • A request for noticing to be City-wide. The proposed project is within The Farm development which consists of a 117-acre specific plan and includes 138 single-family homes and 22 twin homes (160 total units), as well as open space, agricultural, recreational, and commercial uses. Neighborhood Meeting for a New Gasoline Station at the Walmart Site A neighborhood meeting was held February 9th, in the Council Chambers to discuss an application for the construction of a new gasoline station at the existing Walmart site at 13425 Community Road. The project consists of six fuel dispensers that will accommodate 12 fuel pumps, a 4,387 square-foot fuel canopy, and a 440 square-foot retail kiosk. There were approximately 11 members of the public in attendance, not including the applicant’s team. General comments and feedback were related to the following: • Pedestrian safety (unsafe jaywalking on Community Road and interior circulation). • Noise, pollution, lighting and traffic circulation impacts. • Retail kiosk proposed in gas station should be removed. • No added value or benefits to the community. • Needs re-noticing in bilingual language (i.e., Spanish). • Another workshop request to discuss Initial Study, particularly review of the traffic analysis. Building Permit Finaled for Poway Commons Four-Plex Building On February 17th, a building permit was finaled for a 6,209 square-foot four-plex building with 1,776 square-feet of garage space and 88 square-foot of covered patio area at 13075 Olympus Circle (new address). The housing development includes 97 market-rate multi-family residential units and 44 affordable senior housing units on the north and south sides of Poway Road west of Civic Center Drive and Tarascan Drive. New Junior Accessory Dwelling Unit (JADU) at 12842 Indian Trail Road On February 16th, a building permit was issued for a garage conversion to a 385 square-foot JADU with a 90 square-foot laundry room with a garage replacement, interior remodel and addition at 12842 Indian Trail Road. CAPITAL IMPROVEMENTS FY2021-22 Annual Corrugated Metal Pipe (CMP) Repair/Replace Project The Springvale and Utopia corrugated metal pipe (CMP) had a structural lining installed. No further work is planned due to current weather conditions and operations will resume once the forecast is clear of rain. Reservoir Overflow Retrofits Project The modifications to eliminate cross-connections are complete and the City inspector will verify the final punch list has been completed. Final payment will be processed immediately, and the project will proceed to acceptance at a future Council meeting. Director’s Notes February 22, 2023 Page 3 Annual Trash Capture Program Installation has begun of the South Poway Business Park trash capture devices. The majority of devices in this phase are fabricated on-site and will be completed once the weather forecast is clear of rain. The remaining devices are being fabricated off-site and have a lead time of at least 8 weeks. All construction activity will occur in the right-of-way with traffic control and will not impede public access or travel in any way. Fire Station 1 Internal Stairwell Project The construction contract was awarded by Council at the February 21st meeting. Once all the insurance requirements are satisfied, the contractor will sign and return the contract for review and execution. Lake Poway Upper Playground Project The project was presented to Council at the February 21st meeting was advertised publicly for bid on February 22nd. This project will renovate the upper playground facilities with enhanced accessibility features, a new ADA parking stall, and additional sidewalk. LAND DEVELOPMENT The Farm Improvement Plan City staff approved the third construction change of the public improvement plan associated with The Farm project. The construction change included revised sewer and water crossing locations across Espola Road to help expedite construction and traffic impact. Starbucks Drive-Thru City staff received redlined record drawings of the grading plans. Sidransky Residence City staff received and reviewed the third submittal of the grading plan package for a proposed accessory dwelling unit and recreational vehicle garage at an existing residence on Blue Crystal Trail. The applicant has been asked to submit signed mylar plans. Dewildt Residence City staff has received the second submittal of a proposed single-family residence on Corte Lomas Verde. Zeitoune Residence City staff provided comments and redlines for the fourth review of the grading submittal for the proposed single-family residence on Stage Coach Road. Kirovski Residence City staff provided comments and redlines for the second review of the grading submittal for a proposed single-family residence on Toothrock Road. Honda Service Shop City staff approved the second submittal of the floodplain development permit to allow for a new fire hydrant, trash enclosure, screen walls and proposed landscape to be located within the FEMA regulated floodplain on Poway Road. Director’s Notes February 22, 2023 Page 4 Lamie Residence City staff received redlined record drawings for the single-family residence grading project on Heritage Drive. Wancewicz Residence City staff received the request from a resident on Holland Place to place driveway pavers within the public right-of-way. Kinsella Residence City staff has received the request from a resident on Saddlebrook Lane to place driveway pavers within a city-owned easement. INSPECTION The Farm Stoneridge County Club Lane (G21-0001, STI21-001) - Drilling and rock breaking continues with most of the rock breaking taking place between the Bungalows and the Meadows. The smaller pieces of rock are then moved to another location and crushed further with this material being utilized for fill operations in the Meadows area. Over-excavation in the Cottages area has been done on various lots and some of the pads have rock at grade. Due to the recent rains, water has been seeping out of the sides of the back cuts of the lots and a geologist is reviewing the situation. Water: The contractor has installed, and bacteriological tests were performed on a 12-inch water line along Boca Raton Lane and Abbey Road. Passing results were received and tie-ins have been completed. Director’s Notes February 22, 2023 Page 5 An 8-inch water line has been installed between Dorlyn Way and Jimmy Way and is scheduled to be pressure tested. Sewer: The contractor has been working to install the 8-inch emergency sewer bypass crossing on Espola Road and Martincoit Road. A portion of the line was placed in a casing pipe at the point where it crosses the San Diego County Water Authority (SDCWA) and City water lines. The line will be tied into a manhole by core drilling into the side of the manhole on Martincoit Road. An unknown/unmarked water service was damaged and City staff repaired the damaged service and will return and abandon the service at the main. Sewer abandonment of laterals along Saint Andrews Drive has begun. An 8-inch sewer main was installed along Goodeve Drive just north of Jimmy Way and 400-foot section of sewer was pressure tested and failed. Shilling Construction has been working to locate the leak. Storm Drain construction continues along Saint Andrews Drive and approximately 300 linear feet of 18-inch HDPE line has been installed. The contractor has been base paving the trench as they progress up Saint Andrews Drive and working on the 18-inch high-density polyethene (Line N). The contractor damaged the existing 38-inch corrugated storm drain and must now increase the size of the clean-out from an A-4 to an A-6. Director’s Notes February 22, 2023 Page 6 Fathi Residence Orchard View Drive (G21-0015) – Grading is complete. The line and grade certification letters were submitted, and the approved building permit was obtained. The rough plumbing and electrical has been installed and construction of the slab for the home has begun. Santa Rita Investments SFR Southern Hills Lane (MDRA21-0029) – Per the geotechnical engineer’s recommendations, the contractor removed and replaced the top two-feet of the proposed pad. Compaction tests have been done and line and grade has been measured. The required certification letters are in process and will be submitted for review. L 1600 SDG&E Gas Line Pomerado Road – SDG&E is experiencing issues with two newly installed below-ground regulator stations. The locations are Pomerado Road just south of Poway Road and Pomerado Road just south of Twin Peaks Road/Camino del Norte. Both locations have piping protruding out of the vault and into a filter as they have been encountering rust in the system. The sidewalk is closed in both areas and security guards are posted around the clock. The sites have water filled k-rail barriers with fence attached to the top. SDG&E expects this to be an ongoing project for approximately two weeks. Permits have been submitted for this emergency situation. Lyon Estates Larchmont Street (G21-0013) (STI21-003) - The contractor has started trenching and installing an 8-inch sewer main and manholes along private street “B”. Two manhole locations were excavated, and concrete bases were placed. Once cured, the manhole cone and shaft sections were placed for manholes 8 & 9 along private street “B”. Director’s Notes February 22, 2023 Page 7 Storm Drain system construction is ongoing. A shoring plan was drawn up, reviewed, and approved for the installation of an inlet on storm drain line “G” that runs along the southern property line. The Stop Work Notice requiring shoring to be done to prevent further collapse of the neighboring property in this area, has been lifted. Additionally, preparation and installation of shoring along the southern property line has begun. A 4-inch perforated drain pipe has been installed for the buttress on the back slope of Lot-2. Grading and drainage work on Lots-2 and 10 continues as does the fine grading for Lot-1. The contractor is working on the certification of line and grade. Fairfield Poway Road (G21-0007, STI21-002) - The contractor completed the placement of the sewer main on the east side of the property. This portion of sewer connects to building 3 and consists of approximately 250 linear feet of 6-inch pipe and one manhole. The new sewer main line has been air tested and the manhole was constructed, and vacuum tested. The contractor placed sections of concrete slab for building 5 and the footings and lower-level parking area for building 1 (the first of three proposed retail buildings). Biscayne Recreational Facility Biscayne Place (G22-0001) – A crane was utilized to complete the placement of structural steel elements for the home/fitness facility. The contractor continues preparation work prior to slab placement for the fitness facility portion.
