JUNE 14, 1994
The June 14, 1994, regular meeting of the City Council of the City of
Poway, was called to order at 7:02 p.m., by Mayor Higginson at the City Council
Chambers, 13325 Civic Center Drive, Poway, California.

Motion by Councilmember Emery, seconded by Councilmember Callery to approve the
Consent Calendar as follows:

LANDSCAPE MAINTENANCE DISTRICT 83-1
Staff report by City Manager Bowersox. On April 12, 1994, the City Council
approved the Engineer's Report for Landscape Maintenance District 83-1, Zone A
($118.48 per year) and Zone B ($255.34 per year). Staff recommends these fees
be set on the tax roll.
There was no one present wishing to speak.
Motion by Councilmember Emery, seconded by Councilmember Callery to close the
public hearing and adopt Resolution No. 94-059, entitled, "A Resolution of the
City Council of the City of Poway, California, Establishing Assessments for
Landscape Maintenance District 83-1 to be Collected on the Property Roll for
Fiscal Year 1994-95." Motion carried unanimously.

LANDSCAPE MAINTENANCE DISTRICT 86-2
Staff report by City Manager Bowersox. On April 12, 1994, the City Council
approved the Engineer's Report for Landscape Maintenance District 86-2 Zone A
(186.16 per year) and Zone B ($240.90 per year). Staff recommends these fees be
set on the tax roll.
Speaking in opposition to staff recommendation:
Don Schneller, 15377 Hidden Valley Drive, a resident in Zone B, Sycamore
Creek. He suggested the mini-park be eliminated and the grass be replaced
with ground cover to reduce costs.
Motion by Councilmember Emery, seconded by Councilmember Cafagna to close the
public hearing and adopt Resolution No. 94-060, entitled, "A Resolution of the
City Council of the City of Poway, California, Establishing Assessments for
Landscape Maintenance District 86-2 to be Collected on the Property Roll for
Fiscal Year 1994-95." Motion carried unanimously.

Staff report by City Manager Bowersox. On April 12, 1994, the City Council
approved the Engineer's Report for Landscape Maintenance District 86-3 Zone A
($163.00 per year) and Zone B ($113.80 per year). Staff recommends these fees
be set on the tax roll.

Motion by Councilmember Cafagna, seconded by Councilmember Emery to close the
public hearing and adopt Resolution No. 94-061, entitled, "A Resolution of the
City Council of the City of Poway, California, Establishing Assessments for
Landscape Maintenance District 86-3 to be Collected on the Property Roll for
Fiscal Year 1994-95." Motion carried unanimously.

Mayor Higginson opened the public hearing. Staff report by City Manager
Bowersox. On April 12, 1994, the City Council approved the Engineer's Report for
Landscape Maintenance District 86-1 Zone A ($261.02 per year) and Zone B (S-O-
per year). Staff recommends these fees be set on the tax roll.
There was no one present wishing to speak.
Motion by Councilmember Emery, seconded by Councilmember Callery to close the
public hearing and adopt Resolution No. 94-062, entitled, "A Resolution of the
City Council of the City of Poway, California, Establishing Assessments for
Landscape Maintenance District 86-1 to be Collected on the Property Roll for
Fiscal Year 1994-95." Motion carried unanimously.

Mayor Higginson opened the public hearing. Staff report by City Manager
Bowersox. On May 10, 1994, the City Council approved an amended Engineer's
Report for Landscape Maintenance District 87-1 ($750.84 per net acre per year).
Staff recommends these fees be set on the tax roll.
There was no one present wishing to speak.
Motion by Councilmember Callery, seconded by Councilmember Cafagna to close the
public hearing and adopt Resolution No. 94-063, entitled, "A Resolution of the
City Council of the City of Poway, California, Establishing Assessments for
Landscape Maintenance District 87-1 to be Collected on the Property Roll for
Fiscal Year 1994-95." Motion carried unanimously.

POWAY LIGHTING DISTRICT
Mayor Higginson opened the public hearing. Staff report by City Manager
Bowersox. On May 10, 1994, the City Council approved the Engineer's Report for
the Lighting District Zone A {15.00 per year), Zone B {$3.76 per year) and Zone
C (13.58 per year}. Staff recommends these fees be set on the tax roll.
There was no one present wishing to speak.
Motion by Councilmember Snesko, seconded by Councilmember Cafagna to close the
public hearing and adopt Resolution No. 94-064, entitled, "A Resolution of the
City Council of the City of Poway, California, Establishing Assessments for the
Poway Lighting District to be Collected on the Property Roll for Fiscal Year
1994-95." Motion carried unanimously.
ITEM 10 (205-02)
1994-95 FINANCIAL PLAN
Mayor Higginson opened the public hearing. Staff report by City Manager
Bowersox. This is the first of three public hearings on the proposed
Comprehensive Financial Program for 1994-95. It is a balanced budget of $32.5
million, a reduction of $2.8 million from 1993-94. The only major increase
proposed is in the area of law enforcement with the addition of a Community
Services Officer, dispatcher, and equipment such as laptop computers for the
officers. The other departments have reduced their budgets, primarily to reflect
savings from the layoff of personnel recommended by the Hughes, Heiss report.
Staff prepared a five-year fiscal forecast for the General Fund using three
different scenarios. The long-term outcome has improved significantly over the
forecast prepared last year, however a change in one direction or the other can
make a significant impact.
Jerry Hargarten, Chairman of the 1994-95 Budget Review Committee, presented the
Committee's report. The Committee is satisfied that the budget is financially
sound and that personnel reductions over the past two years have reduced staff
to a level which is at or close to the minimum necessary to support existing
service levels. Careful and prudent fiscal management will continue to be
required for the foreseeable future. Their recommendations include: 1)
identifying and implementing actions to eliminate or reduce expenditures as
necessary to maintain a balanced budget; 2) maintain an aggressive program to
increase revenues; 3) establish a policy which allows no increases in programs,
staff, or long-term contracts without offsetting cost reductions; 4) scrutinize
and act upon critical assumptions which could adversely impact the five-year
financial plan; 5) prioritize all major programs, functions, and practices to
serve as basis for emergency action if unforecast adverse events occur; 6)
maintain a substantial level of reserves. He thanked City Manager Bowersox,
Assistant City Manager Fitch, Director of Administrative Services Stewart and
Senior Management Analyst Moote for their work with the Committee.

Council stated they would further discuss the Committee's recommendations at the
June 21, 1994 public hearing, particularly funding the operation of the new
library.
Motion by Councilmember Emery, seconded by Councilmember Callery to receive the
Committee's report and continue the public hearing to June 21, 1994. Motion
carried unanimously.
ITEM 11 (1401-16)
MINI-PARK DESIGN
Item introduced by City Manager Bowersox. Staff report by Director of Community
Services Thomas. The City Council has amended the General Plan to create a mini-
park category and standards. Staff has prepared a conceptual design and cost
estimate showing what elements could be included in a mini-park. There are three
locations currently proposed for a mini-park including Adobe Ridge, Larchmont,
and Crestwood.
Council urged staff to meet with the neighborhoods to determine which elements
should be included in each park and suggested a good tot lot should be a
priority. Staff should also propose to the neighborhood that the park be lighted
and that the neighborhood participate in the Adopt-a-Park program.
Motion by Councilmember Emery, seconded by Councilmember Callery to approve the
design and cost estimate for the mini-park classification and designate the Adobe
Ridge neighborhood as the first mini-park site. Motion carried unanimously.
CITY ATTORNEY ITEMS
City Attorney Eckis requested a closed session pursuant to Government Code
§54956.8, conference with real property negotiator, to discuss terms of purchase
of northwest corner of Bowron Road and Civic Center from Dick Huber and Virgil
Opfer.
MAYOR AND CITY COUNCIL-INITIATED ITEMS

Councilmember Emery stated there are skid marks in the east-bound lanes of
Scripps Poway Parkway, west of the intersection and suggested a flashing
warning signal. Council concurred to refer to Traffic Safety Committee.
21. Councilmember Snesko stated he will be absent from the June 21, 1994
meeting.
CLOSED SESSION
Mayor Higginson recessed the meeting into closed session at 8:15 p.m. as
requested by the City Attorney.

CALL TO ORDER AND ADJOURNMENT
Mayor Higginson called the meeting back to order at 8:20 p.m. City Attorney
Eckis reported that the City Council had unanimously denied the request by the
seller for reimbursement of approximately $3,000 in escrow costs during the
closed session. The report was filed with the City Clerk.
Mayor Higginson adjourned the meeting at 8:22 p.m. on motion by Councilmember
Snesko, seconded by Councilmember Emery.
