If you checked our Facebook post, you know the first-ever Mission Federal
Credit Union “Go Hollywood” employee recognition event was a star-
studded success at the Poway Center for the Performing Arts. About 700
employees took adult costumes to an epic level, enjoyed champagne and
a mashed potato martini bar, and received accolades for their work in
banking over the last year. Although the carpet took a beating and was
littered with glitter, we learned a ton about hosting these types of events
and have kept their cleaning deposit to adequately clean the facility.
Yo ho ho! It was an all-hands-on deck for the pirate-themed March 4 Kid’s Night
Out! 55 participants earned their sea legs while navigating a bounty of nautical
activities, devouring tasty grub, and scouring the shores for buried treasure.

We had a very successful first day of Spring registration! The overall
number of registrations was up less than 1%, but revenue was up 5%
($53,684 this year).
The Swim Center offered an intense Lifeguard Training course the week
of February 20-24. PUSD students were off from school, and it was a
great opportunity to attract, train, and potentially hire lifeguards for the
busy spring and summer seasons ahead. All participants passed the
course and obtained their certifications. If hired with the City, they are
eligible to have the cost of the class refunded if they work a minimum of
80 hours. The next Lifeguard Training course will begin this Saturday and
take place over the next two weeks.
The free older adult special activities in winter were sure to warm the heart!
50 older adults planted sweetheart succulents in February and did a jig in
March at the Irish Dance Class.

HOUSING
Affordable Housing Property Sale
The resale of a Poway Meadows affordable home continues. SHOP Loan underwriting for two final
applicants is complete. Only one household has met all necessary requirements to begin working
with an approved lender to purchase the home, thus not requiring a lottery to take place. Escrow is
scheduled to open this week and it is anticipated that the sale of the home will be complete by the
end of March 2023.
PLANNING
Neighborhood meeting for Nighthawk Battery Storage (DR22-0001)
On February 28th, a neighborhood meeting was held for the Nighthawk Battery Storage project
proposed at 13501 Kirkham Way. There were 12 people in attendance from the applicant’s
consultant team (to respond to questions) and approximately 15 residents from both the City of
Poway and City of San Diego. The residents were satisfied that the previously proposed overhead
lines are now proposed to be underground.
Concerns were raised as follows: Additional fire risks a battery storage facility would bring to a Very
High Fire Hazard Area; environmental risk due to the lithium content inside the batteries and would
the hazardous materials impact groundwater if it were to seep into the ground; and what benefits
does a project like this bring to the City. The property where the battery storage is proposed is
designated as Mineral Resource Extraction (MRE), and a battery storage facility is not permitted on
properties with this designation. A Specific Plan Amendment is required to change the designation
to Light Industrial in which a battery storage facility would be permitted.
New Wireless Communication Facility
March 2nd, a building permit was issued for a new Dish wireless communication facility located at
12325 Kerran Street.
Equipment Upgrade to Existing Wireless Communication Facility
On March 3rd, a building permit was issued to upgrade antennas and other equipment at an existing
Verizon wireless communication facility located at 12544 Kirkham Street.
New Single-Family Residence at 17461 Abbey Road
On March 3rd, a building permit was issued for the construction of a 3,342 square-foot single-family
home located at 17461 Abbey Road in The Farm specific planning area.

CAPITAL IMPROVEMENTS
FY2021-22 Annual (CMP) Repair/Replace Project
The Taunt Road (CMP) is the last segment of pipe to be lined and the project will be completed this
week.
Reservoir Overflow Retrofits Project
The modifications to eliminate cross-connections are complete and has been scheduled for
acceptance at the April 4th Council meeting.
Annual Trash Capture Program
The Annual Trash Capture project is presently installing devices to capture debris prior to it entering
the stormwater drainage system. The project identified 69 locations in the South Poway Business
Park for this treatment.
LAND DEVELOPMENT
Birch Properties
City staff received the first submittal for a lot merger of two properties on Carlson Court.
Zeitoune Residence
City staff received the fifth submittal of the grading plan package for the proposed single-family
residence on Stage Coach Road.
Kirovski Residence
City staff received the third submittal of the grading plan package for a proposed single-family
residence on Toothrock Road.
Wancewicz Residence
City staff approved a request to encroach with placement of driveway pavers within the public right-
of-way on Holland Place.
Kinsella Residence
City staff approved a request to encroach within a City easement at an existing residence on
Saddlebrook Lane with placement of driveway pavers.
Oelogetz Pool Flood Plain Permit Oelogetz Residence (FLD23-0002)
City staff reviewed the first submittal of the Floodplain Development Permit that proposes a new pool
in the floodplain on Waltham Avenue.
STORMWATER
Water Quality Improvement Plan (WQIP) Annual Reports
City staff, along with the other Copermittees, submitted the 2022 WQIP Annual Reports for both
watersheds that the City is located within (San Dieguito and Los Penasquitos) to the Regional Water
Quality Control Board. These annual reports cover two different reporting periods: July 1, 2021
through June 30, 2022 for the Jurisdictional Runoff Management Plans and WQIP strategy
implementation; and October 1, 2021 through September 30, 2022 for monitoring and assessment
programs.

Dry Weather Major MS4 Outfall Discharge Monitoring Program
The City’s stormwater consulting firm D-Max Engineering, Inc. has completed the Final 2021-2022
Dry Weather Municipal Separate Storm Sewer System (MS4) Outfall Monitoring Summary Report.
The report presents the results of the monitoring program conducted during the 2021-2022
monitoring year, and includes field observation results, flow source identification results, trash
assessment data, photographs of visited sites, and completed field datasheets. The report also
presents the results of flow source investigations conducted in response to routine field screening
program results, and their recommendations for additional actions. City staff will be reviewing this
report and proceed with any necessary additional enforcement actions.
Industrial/Commercial Inspections
The City’s consultant, D-Max Engineering, Inc. is beginning their annual industrial-commercial
stormwater inspection program. These are routine inspections required per state and federal
regulations. The purpose of the inspections is to confirm that businesses are free of any negative
impacts to the storm drain system which drain untreated runoff directly to our creeks and eventually,
the ocean. Inspections will continue for the next couple of months.
Bacteria Total Maximum Daily Load Tentative Time Schedule Order
Similar to the Sediment Total Maximum Daily Load (TMDL) in the Los Penasquitos Watershed, there
is another TMDL for Bacteria in both the watersheds that the City of Poway is located in (San Dieguito
and Los Penasquitos). The purpose of a TMDL is to restore water quality for impaired water bodies.
The TMDL requires Responsible Copermittees to reduce their waste loads of Fecal Indicator Bacteria
to allowable levels into specified receiving waters no later than the final compliance dates of April 4,
2021 for dry weather and April 4, 2031 for wet weather.
The Regional Board determined that TMDL Responsible Copermittees are not meeting the final dry
weather bacteria allowable levels, therefore causing or contributing to exceedances of water quality
objectives in those receiving waters and are violating or threatening to violate the Bacteria TMDL. In
response, the Regional Board has drafted a Tentative Time Schedule Order (TSO) to allow more
time to make changes that will result in meeting water quality standards. The TSO lists the waterbody
segments or areas that the Water Board feels are not meeting the final TMDL requirements and the
responsible Copermittees. The City of Poway, along with the other Copermittees in our watersheds,
are listed for not meeting the TMDL requirements for the Pacific Ocean Shoreline at the San Dieguito
Lagoon Mouth in the San Dieguito Watershed and at Torrey Pines State Beach At Del Mar (Anderson
Canyon) for the Los Penasquitos Watershed.
The TSO requires extensive and extremely expensive additional monitoring and source investigation
work for these beaches to try to determine the sources of the bacteria exceedances. Due to some
technicalities in the language of the TMDL, the Water Board considers our watersheds to have
occasional exceedances of the TMDL standards even though the water quality at these beaches
meets the current standards. City staff, and the other Copermittees in our watersheds, feel that more
time and more investigation is not needed for our discharge points at the beaches because they
already meet current water quality standards. This would be an ineffective use of public dollars. A
workshop with the Regional Board was held in February for this Tentative TSO and our two
watersheds asked questions regarding the potential to be removed from the TSO or to reduce the
extensive monitoring requirements unless triggered by an increase in water quality exceedances that
would result in these beaches no longer meeting current standards. We received feedback to guide
us towards writing the final comments/letters to the Regional Board. Both watersheds wrote joint
letters to the Regional Board regarding the Draft TSO and submitted by the deadline of February
17th and staff is awaiting responses from the Regional Board.

INSPECTION
The Farm
Stoneridge Country Club Lane (G21-0001, STI21-001) – There was minimal grading activity last
week due to inclement weather. Newly installed water services along Saint Andrews Drive were
adjusted to grade. The contractor requested the meters be set along Saint Andrews and Abbey
Road and these requests have been forwarded to Public Works. The underground contractor has
requested to shut down an existing water main along Boca Raton Lane to tie-in the 10-inch water
main to the newly installed 12-inch water main along Abbey Road. A sewer line was installed and
tested between two manholes. This section crosses an open lot which will be a future commercial
lot between Goodeve Drive and Dorlyn Way.
Removal of curb and gutter along Espola Road (at the southern edge of the property) has begun and
placement of new curb and gutter is scheduled for this week. The removal and replacement of curb
and gutter and driveways along Saint Andrews Drive is also scheduled for this week. Lennar
requested the authorization of the construction fence to be placed along the front of the existing curb
and gutter (as on Espola Road). The exception is that poles will not be set into the asphalt and
instead, be placed on stands with rock bags.
Upon performing status checks at the end of the week, it was observed that the storm drain trench
trench along Saint Andrews Drive revealed signs of a cave-in. The trench walls became overly
saturated as a result of recent rain and the contractor was notified. A crew responded and backfilled
the compromised portion of the trench and re-set the trench plates.
Bremner ADU
Highland Valley Road (SW22-0378) - This project is
nearing completion and the owner will be requesting
occupancy soon.
Cohn ADU & Workshop
Paseo De La Huerta (SW23-0004) - A preconstruction meeting was held last week, and all applicable
paperwork has been signed by the owner, contractor and architect.
Zook Residence
Twisted Branch Road (MDRA22-0018) - The preconstruction meeting for the single-family residence
is scheduled for this week.
Bravo ADU/ Pool Cabana
Boulder View Drive (SW22-0172) - The preconstruction meeting was held for an ADU and Pool
Cabana. All applicable paperwork has been signed by the owner and construction is set to begin
this week.

Lyon Estates
Larchmont Street (G21-0013) (STI21-003 - The
contractor continues trenching and installation of an
8-inch PVC sewer main on private street “B”.
Excavation and preparation for manholes 12 & 13 is
ongoing. Trenching continues as does installation of
a 24-inch high-density polyethylene (HDPE) storm
drain on “line B”. This line connects to bio-basin 2
located near the project entrance. The contractor
performed Best Management Practices (BMP)
adjustments, additions and clean-up after last week’s
rain.
Maderas Remainder Lot 6 Subdivision
Old Coach Road (G22-0005) - A Preconstruction meeting was held last week. The project consists
of six single family homes on Old Coach Road at Espola Road. Prior to breaking ground, a biologist
needs to complete and submit a bird nesting study to the City.
Stralo ADU
Hillandale Way (SW23-0001) - The contractor began
work on the ADU.
Pedder Hyundai of Poway
Poway Road (MDRA22-0009) - The demolition of a
portion of the existing shell and office space is complete.
Work has begun on the re-construction of the building
interior and outer shell.

Poway Honda Service Center Expansion
Poway Road (DR19-006) - The contractor is working on over-excavation of the proposed pad area
and material is being removed/replaced and compacted. The geotechnical firm is on-site to
observe, test, and report compaction efforts. Work on improvements has yet to begin as the
contractor is in the process of obtaining the required permits.
SCHEDULED ROAD/LANE CLOSURES
Possible lane closure on Poway Road between Carriage Road and Civic Center Drive for work
related to the Fairfield Project.
Possible lane closure for underground utilities and haul trucks entering and exiting on Espola
Road, Saint Andrews Drive and surrounding streets for work related to The Farm project.

EMS / TECHNOLOGY
1 Attended Base Station Physicians Committee and Prehospital Audit Committee meetings.
2 Submitted Poway Fire Department cardiac arrest data for the month of February to the National
CARES Registry.
Between Monday, February 20th and Sunday,
March 5th, personnel completed 513 hours of
training and activities. The top three topics
included 264 hours of Facility Training, 129 hours of EMS Training, and 55 hours of Company Training.
EMERGENCY PREPAREDNESS
1 The 2023 CERT Academy concluded with a skills day at the Poway Fire Training Tower on Saturday
March 5th. All nine members were successful in becoming registered Disaster Service Workers.
SAFETY
1 Meeting with Peer Support group and a Fire Chaplain who has accepted the position to be our Fire
Department Chaplain.
2 Attended Fire Captains meeting to communicate areas of responsibility to the captains and discuss
department functions.
3 Meeting with Public Works on City of Poway Safety Committee Chair responsibilities. The Safety
Battalion Chief will now be taking over as Chair.
TRAINING
1 Meeting with Department Training Cadre to discuss and distribute the training plan for the next
several months.
2 All divisions attended in service training at the new Amazon facility for their roof photovoltaic
system.
3 Participated as an evaluator for a Captain’s joint recruitment testing process for the National City
Fire Department and Coronado Fire Department.
4 Presented Strategy and Tactics for “C” Division with the remaining divisions to follow.
5 Assisted in the coordination of the CERT (Community Emergency Response Team) Academy skills
final at our training tower.

1 Participated as an evaluator for National City Fire Department’s Battalion Chief promotional exam.

Received the final report from the San Diego County Fire Chief’s Significant Incident Review Team
(SIRT) regarding the electric fire at the Rinks facility. The report findings were delivered to all fire
personnel and then distributed to all San Diego County Fire Departments.
3 Delivered quarterly Chief and Company Officer meeting.
4 Submitted Capital Replacement Schedule items and CIP projects. Completed FY 2023 budget
projections in Munis.

multiple incidents of graffiti at the Skate Park.
Garden Road Park Removed a broken chain ladder from the
playground and installed a temporary transition
panel until a replacement climber can be
installed.
Hilleary Park Addressed continuing multiple incidents of

Lake Poway Park Replaced broken park fence posts and rails. Re-
attached cable limit line at the Archery Range.

failed.

Lake Poway and Poway Dam 934 CWA completed raw water shutdown, treatment
plant done drafting from the Lake at this time.
Water Treatment Plant 12634 CWA completed the raw water maintenance
work 5 days ahead of schedule and the plant is
treating CWA raw water again. The plant has
begun the work for the chemical feed upgrade
project and work is moving quickly. This will give
the plant more control of how the process
chemicals are applied and will improve water
quality. The plant is also performing its 5 year
chlorine scrubber maintenance.
