Item 2 - Public CorrespondenceFrom:Michael Yee To:Brian Pepin Subject:GenPlan update, Poway Rd Specific, bike paths for low-speed bikes/e-bikes Date:Tuesday, March 21, 2023 12:01:44 PM You don't often get email from michaelyee@csusm.edu. Learn why this is important EXTERNAL EMAIL Hello Brian, I just left a VM. I had seen your name on the Poway Bike Coalition. This might help explain questions and topics but can we chat today if possible. 858-386-9362 I noticed the General Plan update tonight. I've read the Poway Road Specific Plan and generally support it. It notes Class IV bike lanes and the internal "main street" which are excellent. The GP Transporation Element was last done in 2010. We've seen low speed bikes/e-bikes do not like to use arterial streets. The Housing Element identifies housing to Pomerado Road. With new denser Poway Road housing under construction, traffic will get worse. What is the city doing to plan for low-speed bike lanes/usage not along arterial roads, especially from Pomerado Rd to Town Center and Community Park? This is to reduce car traffic in Town Center. (I talked a few years ago with Dave Devries during the Housing Element update) Are there options for low-speed e-bike/mobility included in the new construction along Poway Road? (this is the time urgent question with 3 projects underway along Poway Road) Since the Transportation Element was last done in 2010, wouldn't it be a good idea to revisit that with better biking approaches, "complete streets," mobility planning, and low cost/low speed e-bikes? How are City Council and city staff preparing for the criticism that Poway Road housing construction makes bad traffic worse? Can addressing it now show proactive actions instead of it being an election issue? I am on the Twin Peaks LMD Advisory group and Dave Grosch had encouraged me to stay active in city civic engagement. I noted this is a consent item. I was not aware of the annual report aspect but it seems there is good progress to report. Can these questions be raised through public comment while still allowing the meeting to proceed? Should I reach out to Peter DeHoff as my council rep?
