Docents were on hand to lead tours of the grounds and educate about the many artifacts found onsite and in the visitor center. The next Open House will take place on April 15. We are currently hosting the first-ever Poway Unified School District (PUSD) art exhibit at the Poway Center for the Performing Arts (PCPA). It features a range of artwork and projects from middle and high school students, including self-portraits, dictionary sculptures, digital art, and photography. PUSD hopes to grow the student participation and return with an expanded exhibit next year. Exhibit hours: Tuesday-Thursday, 10:00am-2:00pm and Friday-Saturday, 1:00pm-6:00pm. CSD Bi-Weekly Report March 22, 2023 Page 2 The Kingston Trio hosted a delightful performance for a crowd of 500 nostalgic fans at the PCPA. The evening was filled with those familiar tunes that brought back many cherished memories for the attendees. As a rental client, the direct revenue to the City for the event was $5,460. School tours kicked off on March 15 at Old Poway Park. Students took a step back in time as they experienced life at the turn-of-the 20th-century touring the Nelson House and the Heritage Museum. The highlight, of course, was the ride aboard the Poway-Midland Railroad speeder car. Come for the food, stay for the entertainment! The Older Adult Congregate Meal Program hit a new, all-time record for lunches served at 145! The St. Patrick’s Day corned beef and cabbage even trumped chicken wellington on Valentine’s Day. Participants were also treated to a performance by Irish dancers adorned in authentic costumes. 61 teens were treated to blockbuster fun at the Teen Movie Night on March 18. Spirits soared as participants went off-script with action-packed activities, treated themselves to their favorite movie munchies, and enjoyed a high-flying adventure of Top Gun Maverick on the silver screen. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: March 22, 2023 SUBJECT: Director’s Notes PLANNING Addition to Single-Family Residence On Riparian Road A Minor Development Review Application was submitted to construct a recreational court and a 1,633-square-foot addition to a single-family residence located at 15855 Riparian Road in the Rural Residential C (RR-C) zone. Certificates of Occupancy at Poway Commons On March 14th, Certificates of Occupancy were issued for two three-unit buildings in the Poway Commons development located at 13089 and 13091 Olympus Circle. Building Permits Issued for Fairfield Mixed-Use Development On March 20th, building permits were issued for five buildings in the Fairfield mixed-use development located at 12831, 12835, 12849, 12857, and 12943 Poway Road. New ADU on Putney Road On March 6th, a building permit was issued for a 1,183 square-foot ADU located at 13869 Putney Road. New ADU on Paseo De La Huerta On March 7th, a building permit was issued for a 1,500 square-foot ADU located at 13663 Paseo De La Huerta. CAPITAL IMPROVEMENTS FY2021-22 Annual CMP Repair/Replace Last week, staff met with the CMP Lining contractor to review the Calvary Road CMP failure. This week, staff and the contractor will be meeting to review the Powers Road CMP failure to get proposals for repairs of both pipes. 2022-2023 Street Overlay The project will perform deep patch repairs on Pomerado Road from Twin Peaks to the northern City limit (just north of Bernardo Heights Parkway) and reconstruct seven additional residential streets. The contract is scheduled for award at the April 4th Council meeting. Annual Trash Capture The Annual Trash Capture project has successfully installed devices for capturing debris prior to it entering the stormwater drainage system. Thirty-nine affected inlets have been inspected and accepted for partial payment. This year’s project identified sixty-nine locations in the South Poway Business Park for this treatment. The final installations are dependent on lead time of fabrication and is expected to conclude in late April. Director’s Notes March 22, 2023 Page 2 LAND DEVELOPMENT Rahimzadeh Residence City staff received the first submittal of the Floodplain Development Permit that proposes a new accessory dwelling unit in the floodplain on Claire Drive. Hamidy Residence City staff provided comments and redlines for the fourth review of the grading submittal for a proposed single-family residence on Iron Mountain Drive. Espola Road Open Space Easement City staff received the first submittal of the Open Space Easement fronting the Sharp Hospice project. Babbling Moose Trust Residence City staff received the third submittal of the grading plans for the proposed single-family residence on Vali Hai Road. Dewildt Residence City staff provided comments and redlines for the second review of the grading plan submittal for the proposed single-family residence on Corte Lomas Verdes. Okolo Residence City staff received the second submittal of the grading plans for the proposed single-family residence on Augusta Court. Griswold Residence City Staff received the signed encroachment removal agreement for proposed planter walls in the City’s right-of-way on Stone Canyon Road. Kirovski Residence City staff approved the grading plan and requested mylar plans be submitted and securities to be placed for the proposed single-family residence on Toothrock Road. Zeitoune Residence City staff approved the grading plan and requested mylar plans be submitted and securities to be placed for the proposed single-family residence on Stage Coach Road. Fathi Residence A construction change adding a new keystone wall was submitted for the proposed single-family residence on Orchard View Drive. Sidransky Residence City staff received mylars and securities for the grading plan for the proposed single-family residence on Blue Crystal Trail. Ted Williams Parkway at Pomerado Road Signal Modifications City staff provided comments on the second review of the traffic signal modifications located at the intersection of Ted Williams Parkway and Pomerado Road. The traffic signal modifications are required as a part of a proposed development project west of City of Poway jurisdiction. Director’s Notes March 22, 2023 Page 3 Clough Residence City staff provided comments on the third review of the grading plans associated with a proposed single-family residence on Misty Meadow Road. Most of the comments are second or third-time repeat comments that have not yet been adequately addressed. INSPECTION The Farm Stoneridge Country Club Lane (G21-0001, STI21-001) - Last week, a double tie-in for an eight-inch water line took place. The new line connects two existing lines at each end, which required two shutdowns and two connections at the same time. Due to time constraints, City staff was unable to energize and flush the new line and it will be done this week. A water line end cap and riser pipe were hit and broken for a third time along Abbey Road. The contractor was informed that they need to protect the line. Director’s Notes March 22, 2023 Page 4 Sewer: Excavation and pipe placement has taken place along Goodeve Drive. A portion of sewer has also been installed at the north side of Espola Road across from Martincoit Road. Storm Drain: Inlets boxes and clean-out boxes have been installed along Abbey Road. Streets: MGI removed and replaced new curb and gutter along Saint Andrews Drive. Zook Residence Twisted Branch Road (MDRA22-0018) - The preconstruction meeting has been held for the construction of a single-family home affected by the Witch Creek fire. The owner and contractor have signed all applicable paperwork. Director’s Notes March 22, 2023 Page 5 Fairfield Poway Road (G21-0007, STI21-002) – Last week, the site inspector held the off-site improvement preconstruction meeting with contractors from all trades. Work on the sidewalk, streetlights, signal light, underground electrical, and communications is scheduled to begin as soon as rain clears. The existing six-foot tall, screened construction fence will be moved to just inside the bike lane to allow for new improvements and utility line installation. This work is estimated to take up to 16 weeks depending on weather delays and unforeseen conditions. On-site work continues and the contractor is working on wall construction, storm drain installation and building construction. McKee Orchard Holly Oak Way (G22-0006) - The preconstruction meeting has been held for the grading and construction of 20 single-family residences on the extension to Holly Oak Way. Demolition of one small structure and the removal of trees from this 4.8-acre parcel was previously completed under separate permits. With the grading permit issued, the contractor will be installing “No Construction Traffic” signs on Midland Road at Holly Oak Way to prevent construction vehicles from using Holly Oak Way to access the project. The signs will be placed on poles in the right-of-way once City staff has met with the contractor and confirmed applicable locations. Bremner ADU Highland Valley Road (SW22-0378) – All work is complete, and a final inspection was performed. Occupancy can be granted, and the project file has been delivered for final close-out. Director’s Notes March 22, 2023 Page 6 Lyon Estates Larchmont Street (G21-0013) (STI21-003) - Last week, the contractor installed the six-inch fire hydrant on private street “B”, and two four-inch sewer laterals that connect to the eight-inch sewer main along Private Street “B”. The new sewer laterals will service Lots 9 & 10. The contractor performed the vacuum testing for sewer manholes 8 and 13 on Private Street “B”. During last week’s pre-rain inspection, the contractor was issued a correct work notice to repair Best Management Practices (BMPs) that failed during recent rain events. The contractor immediately began BMP maintenance where the failures occurred. Poway Honda Service Center Expansion Poway Road (DR19-006) – The contractor is nearly complete with the removal and replacement of the dirt below what will be the new detached 4,791 square-foot service shop. Soil material was removed and replaced using large excavation and compaction machines. The ground has been checked by the soils engineer to confirm density. Several yards of clean fill material were imported to complete the operation (the material was delivered, piled, and adequately protected prior to this week’s rain events). The contractor will resume filling and compacting the material when weather allows. Poway Honda Inventory Lot Poway Road (MCUP 22-001, STI20-001) - Conditional occupancy had been granted with several remaining items to be completed prior to final occupancy. All items are now completed, and the project has been moved to the project manager to close-out. Poway Commons Poway Road (G19-0011, STI20-002) - Building 9 has been approved for occupancy. Three buildings remain under construction and are almost complete. The contractor estimates work will be complete by the end of April. Signs located on a Poway Road median and the Town Center Plaza have been installed. All electrical has been tied-in at the Plaza Park and City staff has generated several punch lists that will aid the developer in finishing the project.
