NINUTES OF THE CITY COUNCIL ADJOURNED REGULAR NEETING
JUNE 23, 1994
The June 23, 1994, meeting, adjourned from the June 21, 1994 regular
meeting of the City Council of the City of Poway, was called to order at 4:37
p.m., by Deputy Mayor Emery at the City Council Chambers, 13325 Civic Center
Drive, Poway, California.

Deputy Mayor Emery explained the procedure for Public Oral Communications. There
was no one present wishing to speak.

Deputy Mayor Emery explained the process for pre-development conferences and
emphasized that no action is taken. There was no one present representing the
applicant.

PRE-DEVELOPMENT CONFERENCE
ZIP LUCIDI/GOLF PRACTICE FACILITY
Mr. Lucidi presented his proposal for a golf practice facility on 73 of the 100
acres he owns at the northwest corner of Highway 67 and Poway Road. He would
like to construct a driving range, pitching course, putting course, pro shop,
restaurant and nine hole golf course. Preliminary water studies indicate an
adequate supply.

Council asked if this would require a "FF" vote. Director of Planning Services
Wright-Quastler stated if this is interpreted as a private recreational use it
is a conditional use in the RR zones. It would be a Council decision.
Council also concurred that water studies would be critical.
ITEM 5 (701-09)
REDEVELOPMENT ADVISORY COMMITTEE
Chairman Tom Tremble, Duke Ayers, Alan Dusi, Fran Davenport, Darwin Drake, Peggy
Lester, David Churchill, and Mary Mitchell were present from the Redevelopment
and Housing Advisory Committee. Mr. Tremble stated the Committee had requested
this meeting because they felt they needed some direction from the City Council
and a clarification of their role in the redevelopment process.
Council agreed they have reached a plateau in their work and it will be two or
three years before more bonds can be issued. However, as pointed out by City
Manager Bowersox, the best time for planning is before you have the money to
spend, because the pressure to accomplish things is lessened. He likened it to
being back in 1983 when the original Redevelopment Plan was adopted. A Plan
Update has been adopted with a $3.5 billion cap but it will be awhile before
there are funds to spend. The list of projects in the Plan Update need to be
validated and prioritized.
The sites recommended by the Committee in the Affordable Housing Strategy have
been purchased and there is a need to analyze the best way to develop them, what
type of units should be built, and who should manage them. There also will be
a need to assist with the Poway Road Specific Plan to maximize economic
opportunities.
Council and Committee discussed the other City Committees and the work they are
doing that interfaces with this Committee. The Housing Commission is responsible
for the day to day operation of City-owned housing; the Parks & Recreation
Committee is prioritizing recreational facility needs, some of which will be
redevelopment projects; and the Poway Road Specific Plan Advisory Committee is
preparing a blueprint for Poway Road to increase its economic viability. Council
suggested a workshop in the fall with all Committees to discuss goals and
responsibilities.

Upon motion by Councilmember Cafagna, seconded by Councilmember Callery, Deputy
Mayor Emery ordered the meeting adjourned at 6:05 p.m.
