The one-day total was up 19.5% over last year. Easels were set up throughout the site and participants were encouraged to capture the beautiful landscape. Based on the amount of positive feedback, more dates will be added this fall. The Swim Center offered another intense Lifeguard Training course that ended March 22. The Swim Center hopes to hire lifeguards from these classes for the busy spring and summer seasons. If hired with the City, they are eligible to have the cost of the class refunded if they work a minimum of 80 hours. The next course begins April 19. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: April 5, 2023 SUBJECT: Director’s Notes PLANNING Pet Grooming store on Poway Road On March 21st, an Administrative Use Permit was submitted to operate a pet grooming store in an existing commercial building on a lot located at 12674 Poway Road in the Poway Road Commercial Office zone. Development Review Permit at 13126 Carriage Road Apartments On March 24th, a Development Review Permit application was submitted consisting of two additions that are two-story each and contain garages on the first floor and laundry/storage rooms on the second floor. The proposed addition on the west side of the apartment complex is approximately 4,662 square feet and the proposed addition on the east side is approximately 8,269 square feet. New Cookie Store in Creekside Plaza On March 20th, a building permit was issued for Crumbl Cookies, a 1,312 square-foot retail cookie store with a food preparation kitchen located at 13521 Poway Road. New SFD & ADU on Rancho de Oro On March 28th, a building permit was issued for a 7,565-square-foot single family home with an attached 1,313-square-foot ADU located at 13975 Rancho de Oro Road. CAPITAL IMPROVEMENTS FY2021-22 Annual CMP Repair/Replace Staff received a proposal from the CMP lining contractor last week for the Calvary Road and Powers Road CMP failures and emergency repair. The contractor was notified to procure the materials and the City will follow up with the change order. A meeting was held this week with the contractor to review the Holland Place CMP failure. Staff is expecting a proposal by the beginning to middle of the week of April 10th. WTP Caustic Soda Tank Replacement The contractor was sent an email notification advising them of being over the contract working days and there is no word on the delivery of the tank. The contractor informed staff that the supplier has been non-responsive and has indicated they are behind schedule. Options were then discussed such as changing suppliers or the type of tank in order to get this project complete. The contractor is working with other RFP tank suppliers as well as a steel tank and coating company to see if there are any feasible options. Director’s Notes April 5, 2023 Page 2 Fire Station 1 Internal Stairwell Project The construction contracts have been executed and the pre-construction meeting has been set for April 12th with work expected to start shortly after. Swim Center Artificial Turf Project The construction contracts have been executed and the pre-construction meeting has been set for April 5th. The construction is being coordinated around a large swim event and work will start the week after the event. Lake Poway Upper Playground The City received six bids. The apparent low bidder requested to withdraw their bid due to a clerical error and staff is moving forward with awarding the bid to the second bidder at the May 2 City Council meeting. PCPA Marquee Sign Replacement Staff is working through a couple of punch list items and this project is substantially complete. 2022-2023 Street Overlay The project will perform deep patch repairs on Pomerado Road from Twin Peaks to the northern City limit (just north of Bernardo Heights Parkway) and reconstruct seven additional residential streets. The contract is scheduled for award at the April 4th City Council meeting. LAND DEVELOPMENT Cochrum Residence City staff provided comments and redlines on the first submittal of the grading plans for a proposed single-family residence on Umbria Way. Maneri Residence City staff provided comments and redlines on the first submittal of the grading plans for a proposed single-family residence on Old Winemaster Way. Nunes and Simeone Residence City staff reviewed and approved the request for the encroachment of a proposed iron fence and gate within a utility easement at an existing residence on Old Winemaster Way.  Kirovski Residence Mylars have been received and the fees and securities have been placed for the grading plan associated with a proposed single-family residence on Tooth Rock Road. The Stormwater Facilities Maintenance Agreement has been sent to the owner to sign before the City engineer signs the mylars. Zeitoune Residence Mylar plans have been received by City staff for the grading plan package for a proposed single- family residence on Stage Coach Road. City staff is awaiting the placement of grading securities to proceed with the approval of the mylars and schedule the pre-construction meeting. Director’s Notes April 5, 2023 Page 3 Ho Residence City staff provided comments on the third submittal of the grading plan package for the proposed single-family residence at the northwest corner Poway Road and State Route 67. Sidransky Residence The City engineer signed the grading plan mylars for a proposed accessory dwelling unit and recreational vehicle garage at an existing residence on Blue Crystal Trail. The grading plan package has been routed and the pre-construction meeting has been scheduled. Lafata Residence City staff received the first submittal of the grading plan package for proposed retaining walls and landscape improvements at an existing residence on Orchard View Drive. Clough Residence City staff provided comments on the third review of a grading plan associated with a proposed single- family residence on Misty Meadow Road. Wiersum Residence City staff provided comments on the second review of a grading plan associated with a proposed single-family residence on Misty Meadow Road. Rahimzadeh Residence City staff provided comments and redlines for the first review of a Floodplain Development Permit application for a proposed accessory dwelling unit located within the FEMA regulated floodplain on Claire Drive. INSPECTION Cole Garage Structure Eastvale Road (G22-002) - The contractor completed excavating the keyway for an 80’ x 60’ metal garage structure. Excavation was completed in two different removals with observation by the project’s geotechnical firm and city inspector. The contractor began placing the fill slope on the southern portion of the property and geotechnical inspection and testing was performed as operations proceeded. Director’s Notes April 5, 2023 Page 4 Fairfield Poway Road (G21-0007, STI21-002) - The existing six-foot tall, screened construction fence has been moved next to the curb just inside the bike lane. Work on the new improvements and underground utilities is scheduled to begin this week. The contractor is working on wall and building construction and storm drain installation Poway Commons Poway Road (G19-0011, STI20-002) - Building 10 has been approved for occupancy. Two buildings remain and are under construction and almost complete. The contractor estimates work will be complete by the end of April. Last week, staff from Public Works and the City inspector met with the contractor to discuss the punch list for Plaza Park and all Public Works related items are complete. The Farm Stoneridge Country Club Lane (G21-0001, STI21-001) – Due to last week’s rain, limited grading was performed. Excavation took place in a rocky area of Lot G-G, as noted in the picture below. Rock breaking was needed to bring down the grade in this open space area. The contractor placed Curb and gutter in multiple locations last week. The contractor protected the subgrade from the rain using sheets of plastic. As reflected in the pictures below, the contractor used form work in one area and a curb placing machine in others. The form work was along Saint Andrews Drive, while the curb and gutter machine placed concrete along Abbey Road. Director’s Notes April 5, 2023 Page 5 The underground contractor worked on the storm drain catch basin and B-1 inlets. The boxes were placed along Abbey Road and Goodeve Drive. The sewer line that crosses Espola Road along the north side of Espola Road (the #2 lane and the bike lane), was hand excavated due to existing utilities in the area. A short section of pipe was placed under the utilities. The contractor then focused on backfilling the trench over this section in anticipation of more inclement weather. The next section of pipe crossing Espola Road will cross over the SDCWA transmission main, and the contractor will be required to install a casing pipe around the sewer. A meeting is scheduled to take place this week at the intersection of Martincoit Road and Espola Road to discuss the new traffic lights and how the lights will transition to new poles. SDG&E Integrity Management/Pipeline Repair Project Pomerado Road (RW22-0479) – SDG&E’s contractor has inspected and is now making repairs to a 36-inch gas main running down Pomerado Road. The crew first inspected the pipe using sophisticated censoring devices and noted an anomaly in two locations between Metate Lane and Oak knoll Road on the southbound side. The first location was exposed, and repairs made to the existing gas main. The second location is directly in the middle of both southbound lanes making it impossible to repair without closing both lanes. Therefore, the contractor will be removing a portion of the existing median to divert traffic and keep southbound Pomerado Road open and the work is expected to take up to several weeks. Director’s Notes April 5, 2023 Page 6 McKee Orchard Holly Oak Way (G22-0006) – Grading began last week and was stopped due to the lack of required Best Management Practices (BMPs) and written confirmation of the absence of nesting birds. The contractor was required to have a nesting survey done within three days of starting grading and it was completed and confirmed the absence of nesting birds. However, the report had not been submitted to the City for review. Prior to the construction site, entrance signs were installed on Twin Peaks Road eastbound and westbound to warn of construction traffic. In addition, “No Construction Traffic on Holly Oak Way” signs were installed on Midland Road at Holly Oak Way to prevent construction vehicles from using Holly Oak Way to access the project. Grading resumed this week as all issues have been resolved. Lyon Estates Larchmont Street (G21-0013) (STI21-003) – Due to back-to-back storms, minimal construction took place during the past two weeks. The contractor moved stored stormwater from one location (the low point) to other locations to encourage absorption. The crew also worked on Best Management Practices including adjusting gravel bags, silt fence, straw waddles, and plastic coverings as rain evolved. The Qualified Stormwater Practitioner (QSP) continued site monitoring throughout the week. The footing was inspected, and concrete placed. The contractor placed 3,250 pressure per square inch (PSI) concrete and began stacking 12-inch masonry blocks. Maderas Remainder Lot 6 Subdivision Old Coach Road (G22-0005) - The contractor performed removal of previously documented and undocumented fills during the pad over-excavation process. Per the geotechnical report, the contractor is required to remove dirt at a minimum depth of 3-feet and 5-foot outside of the building corners. Pad over-excavation has begun on Lots 2 & 3 and will continue throughout the week.
