On April 7, over 30 families camped under the stars at Lake Poway and were treated
to spring-theme crafts and an egg-citing egg hunt on the upper playground. Kids are
shown here baskets in hand collecting a variety of prizes. The top prize was a family
fun pack for fishing and boating at Lake Poway. There are 3 more Spring Campouts
this year for families to enjoy.
The Poway Valley Garden Club hosted their 44th Annual Flower Show at Old Poway
titled “Blooms & Tunes” on Saturday, April 15. Along with plant/flower displays, there
were plant sales and educational booths. The show was once again well-liked by the
public.

Docents of Kumeyaay-Ipai Interpretive Center hosted a table at
the Poway Valley Garden Club Flower Show on April 15. The
table featured native plants used by the Kumeyaay and won first
place in the educational category.
Nineteen people attended the Kumeyaay-Ipai Interpretive Center Open House on April 15, where they learned
about the ancient people who inhabited this Pauwai community. Docents were on hand to lead tours of the
grounds and educate about the many artifacts found onsite and in the visitor center. The next Open House
will take place on May 20.
We are proud to reveal that the PCPA served as the
development, production, and rehearsal location
for Alisa Weilerstein’s FRAGMENTS 1 & 2 for five
days in 2022 and again last week for another four
days for FRAGMENTS 3 & 4. FRAGMENTS is a
groundbreaking, multi-year project for solo cello
that weaves together the 36 movements of Bach’s
solo cello suites with 27 newly commissioned
works. The resulting collection is divided into six
Fragments, each an hour long and blending five to
six composers, to be released independently over
several seasons. FRAGMENTS 1 & 2 premiered in
Toronto in January and has been enjoyed by
audiences at the Conrad Prebys, Carnegie Hall,
and other premiere locations. Weilerstein is one of
the foremost cellists of our time and today her
career is truly global in scope, taking her to the most
prestigious international venues for solo recitals,
chamber concerts, and concerto collaborations with
preeminent conductors and orchestras worldwide.

PLANNING
Certificate of Occupancy for Poway Commons Building
On April 17th, a Certificate of Occupancy was issued for a four-unit residential condominium building
located in the Poway Commons development at 13086 Olympus Circle.
Development Review for Outdoor Storage
On April 12th, a Development Review was submitted to construct a 1,600-square-foot outdoor
storage area adjacent to an existing industrial building located at 14118 Stowe Drive with an
Industrial Park land use designation in South Poway Specific Plan area.
CODE COMPLIANCE
On April 13th, Code Compliance coordinated abatement of three homeless encampments. Two
were just east of Community Road and the third one was near Gate Drive.
EDCO Waste & Recycling and Republic Services/US Ecology successfully participated in the clean-
up efforts.

CAPITAL IMPROVEMENTS
FY2021-22 Annual CMP Repair/Replace
Last week, City staff received a proposal from the CMP lining contractor for the Calvary Road and
Powers Road CMP failures and emergency repair. The contractor was notified to procure the
materials and the City will follow up with a change order. Staff met this week with the contractor to
review the Holland Place CMP failure and a proposal is expected by mid-week.
WTP Caustic Soda Tank Replacement
The contractor has notified staff that the anticipated tank supplier is non-responsive to the
contractor’s requests. The contractor is putting together a submittal for the substitution of a different
supplier.
Fire Station 1 Internal Stairwell Project
On April 12th, the pre-construction meeting was held. Construction submittals have been received
and the schedule is being reviewed.
Swim Center Artificial Turf Project
The pre-construction meeting was held on April 5th. The construction is being coordinated around a
large swim event and construction is scheduled to start on April 24th.
Lake Poway Upper Playground
The award of the construction project will be on May 2nd. The playground equipment submittals
have been received and review is ongoing.

2022-2023 Street Overlay
The project will perform deep patch repairs on Pomerado Road from Twin Peaks to the northern City
limit (just north of Bernardo Heights Parkway) and reconstruct seven additional residential
streets. The contract was awarded at the April 4th City Council meeting.
Annual Trash Capture Project
The contractor will be performing installations in the business park once the rain forecast shows
three clear days in advance. These installations will occur in the public right-of-way and there will
be no restrictions of access to private property nor any road closures.
LAND DEVELOPMENT
Oelgoetz Residence Pool
City staff approved the floodplain development permit for the construction of a pool and the
associated equipment in the flood fringe for a residence on Waltham Avenue.
Southisene Barn Conversion
City staff sent the underground waiver covenant to the applicant for signature for a barn conversion
to a single-family residence on Cobblestone Creek Road.
McKee Orchard Precise Grading
City staff received the first submittal of precise grading plans for the 20-lot subdivision proposed at
the terminus of Holly Oak Way.
SDG&E Substation
City staff approved the final grading record drawings for the drainage improvements constructed at
the existing power substation at the intersection of Twin Peaks Road and Budwin Lane. Staff is in
the process of closing the grading permit and returning remaining funds to the applicant.
Heritage Hills Slope Failure
City staff approved the final grading record drawings for the slope failure repairs constructed at the
existing condominium complex on Cree Drive. Staff is in the process of closing the grading permit
and returning remaining funds to the applicant.
Sage at Old Coach (Maderas Remainder Lot Subdivision)
City staff provided comments on the fourth review of the public improvement plans associated with
the six-lot subdivision proposed near the intersection of Old Coach Road and Espola Road.
Navidi Residence
City staff provided comments on the seventh review of the grading plans associated with a proposed
garage/workshop for an existing residence on Twin Peaks Road. The project proposes an access
driveway crossing through FEMA regulated floodway which also requires a floodplain development
permit and a No Rise analysis to ensure that the proposed development will not cause a rise in
floodway elevations. New comments on the plan were due to revisions the owner/applicant made
to the design of the project.
Kirovski Residence
The City has returned signed mylars to the engineer for copies to be made. Once the copies and
mylars have been returned to the City, the preconstruction meeting will be held, and the grading
permit will be issued for the proposed single-family residence on Tooth Rock Road.

Zeitoune Residence
Mylars have been signed by the City Engineer and are awaiting pickup for copies to be made. Once
the copies and mylars have been returned to the City, the preconstruction meeting will be held, and
the grading permit will be issued for the proposed single-family residence on Stage Coach Road.
INSPECTION
Fairfield
Poway Road (G21-0007, STI21-002) - Work on new underground utilities within the right-of-way
continues. The underground contractor removed sections of sidewalk where new gas and electric
lines will be installed, and trenching continues for new utilities. The contractor has requested to
temporarily remove fire hydrants (in two locations) to install new gas and electric utilities. The request
been submitted to the City for review. If approved, the fire hydrants will be replaced with updated
versions, and they will have the required breakaway check valves installed.
The contractor placed footing for “Wall H” and block and grout placement is scheduled for this week.
Construction of Building 4 has begun. Rough plumbing and electrical is complete and the contractor
began placing the first section of concrete slab for building 4. The slab for this building will be placed
in four sections.
The Farm
Stoneridge Country Club Lane (G21-0001, STI21-001) - A meeting was held with City staff and
Lennar and their contractors to discuss the intersection of Espola Road and Martincoit Road. The
developer provided an abbreviated schedule of the work that is anticipated. Lennar requested to
use a temporary roadway to allow the public to access the model homes.
Sewer: Bypass 1: A sewer bypass between the Stoneridge Chateau homes has been established.
The work is anticipated to last approximately one- week while a new on-site manhole is built. Upon
completion, the bypass at Stoneridge Chateaus will be removed.
Bypass 2: This bypass is anticipated to cross Espola
Road. The contractor is currently excavating across
Espola Road and placing the sewer main and
casing. The casing is required as the new sewer
main crosses over the top of the San Diego County
Water Authority (SDCWA) pipeline.
Additional sewer main installation along Espola
Road continues. In this section, the proposed
manhole conflicts with an existing duct bank. From
this manhole, the sewer line is designed to go to the
intersection of Valle Verde Road where a new
manhole is expected to be installed.

The contractor continues to expose and abandon the old sewer laterals along Saint Andrews Drive.
A meeting was held last week with the City inspector and the San Diego City County Water Authority
(SDCWA) inspector to clarify inspector responsibilities. The SDCWA inspector will inspect only
SDCWA pipeline, and pipe zone backfill, and the City inspector will inspect pipeline related to City
infrastructure.
A subcontractor has been on-site placing top hats
in the sewer lines along Boca Raton Lane and a
portion of Saint Andrews Drive. The top hats are
placed within the sewer main where the lateral
connects to the main and provides a smooth
watertight transition. The photo is an illustration of
the top hat installation method.
Storm Drain: Construction of the 18-inch storm
drain continues along Saint Andrews Drive. On
Espola Road, a 60-inch storm drain has been
installed crossing Goodeve Drive (paralleling
Espola Road). During installation, utilities were
encountered and were required to be lowered.
Traffic Lights: Last week, the electrical contractor installed the foundation for a new signal light pole
to be located at the southwest corner of Espola Road and Martincoit Road. The pole was installed
this week and required a two-hour SDG&E shutdown.

Curb and gutter were placed along Saint Andrews Drive, Espola Road and Goodeve Drive. Sections
of sidewalk and pedestrian ramps are also being installed.
McKee Orchard
Holly Oak Way (G22-0006) - Over-excavation is complete on Lots 4-16. Lots 4-12 have been filled,
compacted, and tested. This week, the contractor will be placing fill and compacting lots 12-16. Tree
stumps and an old concrete septic tank were removed last week.
SDG&E removed two existing power poles and conduit that tied into a transformer on Holly Oak
Way. With poles and stumps removed, the grading contractor began to over excavate lots 17-20 and
lots 1-3. A geologist is on-site to observe test and report compaction.
Sage at Old Coach – (Maderas Remainder Lot
Subdivision)
Old Coach Road (G22-0005) - The contractor
completed fills on lots-2 thru 4. The contractor
completed a minimum 3-foot over-excavation of
lot-1 including removals of unacceptable
undocumented fills confirmed by the Geotech
Firm. Filling and compacting of lot-1 began last
week and will continue this week.
Sidransky ADU and Accessory Building
Blue Crystal Trail (G22-0011) - A preconstruction meeting for the construction of a retaining wall,
ADU and accessory building has been held. The owner was informed that work is not allowed to
start until the biological surveys have been completed and submitted to the City for Planning review
and approval.
SDG&E Integrity Management / Pipeline Repair Project
Pomerado Road (RW22-0479) - The contractor for SDG&E completed a survey of their 36-inch-high
pressure gas line. They discovered two locations with anomalies located between Metate Lane and
Oak Knoll Road on the southbound side. The first location was repaired, the trench backfilled, and
the roadway restored. The second location is directly in the middle of both southbound lanes making
it impossible to repair without closing both lanes. Due to the location, the contractor removed a
portion of the existing median and repaved the area to allow both northbound and southbound traffic
to use the northbound lanes of Pomerado Road. This will be in place for the next few weeks while
the contractor works on pipeline repair.

Lyon Estates
Larchmont Street (G21-0013) (STI21-003) – Over-excavation was completed for the lot-2 pad and
driveway area and of a portion of the dual 36-inch high-density polyethylene (HDPE) storm drain
culvert “A” which crosses Private Street “A”.
The contractor continues to trench, install, and backfill the 8-inch Polyvinyl Chloride (PVC) sewer
main.
The contractor installed shields, placed forms and then placed reinforcing steel. The structure was
inspected, and concrete placed. The contractor placed 4,000 Pounds Per Square Inch (PSI) concrete
for first lift of the revised A-4 storm drain clean-out that is connected to Line “G”.
SCHEDULED ROAD/LANE CLOSURES
Possible lane closure on Poway Road between Carriage Road and Civic Center Drive for work
related to the Fairfield Project.
Possible lane closure for underground utilities and haul trucks entering and exiting on Espola
Road, Saint Andrews Drive and surrounding streets. The work is related to the Farm Housing
Development.
Lane closure on Pomerado Road southbound between Oak Knoll Road and Metate Lane for the
SDG&E Integrity Management / Pipeline Repair Project. Southbound traffic will be limited to one
lane and diverted around the construction site. Northbound traffic will maintain two lanes.
