An eggscellent time was had by all! 107 teens were hopping and skipping
their way through the Glow-In-The-Dark Egg Hunt at Community Park on April
15. Activities included DIY bags, decorative flowerpots, dirt cups, and of
course, hunting for thousands of eggs and taking home killer prizes!
Participants slithered into Community Park on April 10 for Creepy Crawlers
In The Park. Fun was a flutter with a morning full of reptile friends and bug-
tastic crafts and activities!

Blue Sky Rangers introduced a new educational program to 20 participants on April
29 called Plants & Pollinators. This hands-on educational hike identified plants and
their pollinators and followed up with pollination-related crafts.
Blue Sky was invited to attend a special Earth Day-themed Brownie
Spectacular hosted by Troop 2054. During the program, docent Teresa
and Ranger Kealy discussed how to be kind to wildlife, shared examples
of birds’ nests, and presented a poem. A poster made by the Scouts will
be displayed in a kiosk at Blue Sky.
It was a spring fling on April 7 at Kid’s Night Out! 57 participants celebrated all
things spring as they buzzed their way through a garden of crafts and activities,
“snail” a buggy scavenger hunt, and The Bee Movie!
April 24 was the last day to purchase a Veterans Park “Wall of Honor” tile
for the July 4th installation. A total of 16 orders were submitted. The next
installation will be on Veterans Day, November 11.
Poway Unified School District students had the opportunity to showcase their artwork
at The Student Art Festival at Old Poway Park. Students interested in a career in art
learned how to present and sell artwork, and how to interact with the public.

As we head into the fourth month of the Congregate Meal Program under
the culinary lead of Chef Charlie Heineke, we are averaging 1,000 meals
served per month. Not only are friendships being formed, but we see an
increase in participation in older adult programming. A big thank you to
the Friends of Poway Seniors for their financial support and enthusiasm!
A Poway Center for the Performing Arts (PCPA) shout-out to Brad Rosen and Brandi Foisie! On April 21, our
Box Office simultaneously launched sales for three shows. A credit card authorization setting with
Authorize.net triggered a fraud alert due to a high volume of sales and began placing ticket purchases on-
hold. Following a panicked cry for HELP!, Brad came to the rescue and changed the setting to allow continued
processing. Box Office Coordinator Brandi then swiftly and expertly went to work verifying and authorizing
purchases (more than 500) and every patron was able to secure tickets to the shows. Swell done Brad &
Brandi!
Congrats to Cathedral Catholic High School on their first-ever
arts in education school show at the PCPA. Approximately
350 students enjoyed Rodgers & Hammerstein’s “Cinderella”
and an autographed playbill session with the stars. An
additional 705 tickets were sold for three evening
performances, April 26-28.
The Surfing Madonna Ocean’s Project “Ocean-Earth-Air” art exhibit and
reception was a great success. 96 artists exhibited their work and 248
artists and fans turned out for the reception on April 23. The event featured
the Mission Bay High School “Preservationists” band, poetry readings, San
Diego County Board of Supervisors District 2 awards, food/beverage, and
an appreciation of the arts.

HOUSING
Affordable Housing Property Sale
The resale of a Poway Meadows affordable home is complete. Escrow closed on April 19th. The
Kobylecki family (Marcos, Catherine, and Lucas) look forward to making Poway their long-term
home.
PLANNING
Affordable Apartments on Monte Vista Road
On April 21st, a Development Review (DR) application was submitted for a 60-unit affordable
apartment project on a vacant 2.06-acre property located at 12674 Monte Vista Road in the
Commercial Office (CO) zone. The Affordable Housing Overlay Zone (AHOZ) applies to this
property, which allows for residential affordable housing. The subject property is owned by the City’s
Housing Authority and staff has been working with Wakeland Housing on agreements to allow the
development pursuant to a Council approved Exclusive Negotiating Rights Agreement (ENRA). The
proposed development includes three two-story residential buildings, a one-story community
building, underground and surface level parking, a pickleball court, basketball court, children’s play
area and a plaza and barbeque area. The DR will require approval from City Council.
New Internal Driveway at Palomar Medical Center
On April 12th, a Development Review application was submitted to add an internal driveway within
the hospital campus. The new driveway would provide more direct access to the main entrance of
the hospital via the existing main hospital entrance on Pomerado Road. The existing internal
driveways that currently provide access to the parking lots to the north and the emergency room and
out-patient clinic to the south, would remain. The DR will require approval from City Council.
Two-Lot Residential Subdivision on Dos Amigos Way
On April 13th, a Tentative Parcel Map (TPM) was submitted to subdivide a 19.7-acre vacant lot into
two residential lots located at 17150 Dos Amigos Way in the Rural Residential A (RR-A) zone. No
homes are currently proposed with the TPM. City Council approval will be required for the TPM .
New Accessory Dwelling Unit on Poway Road
On April 17th, a building permit was issued for a 1,200-square-foot ADU located at 14408 Poway
Road.
New Single-Family Home on Highlands Ranch Terrace
On April 19th, a building permit was issued for a 5,330 square-foot single-family home with an
attached 1,005 square-foot garage located at 17981 Highlands Ranch Terrace.

New Single-Family Home on Twisted Branch Road
On April 27th, a building permit was issued for a 3,189 square-foot single-family home with a 1,473
square-foot garage located at 14386 Twisted Branch Road.
CODE COMPLIANCE
On April 21st, the Code Compliance Division received a complaint of a homeless encampment at
Arbolitos Park and on the same day, the encampment was posted as a public nuisance with the
assistance of Deputy Sheriffs. The occupants were given 3-hours to remove all items and a follow
up inspection conducted on April 24th confirmed the park remained clear.

On May 4th, the annual Vegetation Management Program letters were mailed. Approximately 600
properties for Wildfire Defensible Space and 300 properties for Vegetation Management will receive
letters to abate the vegetation by June 18th.
CAPITAL IMPROVEMENTS
FY2021-22 Annual CMP Repair/Replace
Staff received a proposal from the CMP lining contractor for the Holland Lane emergency repair.
The proposal was sent to Public Works for review and comment. There were no comments, so the
proposal will be written into a change order and routed for review and approval. To date, there are
three emergency CMP repair locations that are in process to be lined. They are located on Calvary
Road, Powers Road and Holland Place.
Swim Center Artificial Turf Project
Construction started on April 24th and the contractor started work on the larger area first. Work is
taking longer to complete because the turf areas are far from the pool gate openings and materials
must be manually delivered on-site. Truck unloading directly adjacent to the pool is not allowed. The
first area turf installation is anticipated to be at the beginning of next week, pending no issues from
the rain that is forecasted this week.
WTP Caustic Soda Tank Replacement Project
The contractor is working towards a substitution of a steel tank in place of the fiberglass reinforced
plastic (FRP) tank that was specified.

Fire Station 1 Interior Stairwell Project
Last week, staff met with the general contractor and the demolition and framing subcontractors to go
over the scope of the project and the restrictions of working within the fire station. Work then
commenced on Wednesday, May 3rd.
Lake Poway Upper Playground Project
Staff approved the playground equipment structure submittals, and the equipment is now in line for
fabrication. The custom artwork panels are still in the review and approval process, and this will not
hold up the delivery of the structure.
Community Park CDBG Project
Design is complete and the contract documents have been sent to the County of San Diego for
review. After the review is complete, staff will proceed to assemble the bid package and advertise
the project for a mid-August construction start.
2022-2023 Street Overlay
The contract is currently under review with Risk Management for insurance compliance. The project
pre-construction meeting was held last week to maintain the schedule and permits for work in the
right-of-way. Temporary use of off-street parking for equipment is under review prior to the work
beginning. Construction is expected to begin once permits have been granted.
2023-2024 Street Maintenance
This project will be an extension of the existing construction contract with American Asphalt South.
Staff are currently making field assessments and preparing the scope for consideration during the
unit price negotiation. The project will be awarded once the funding is appropriated as part of the
Fiscal Year 2023-2024 budget.
Annual Trash Capture Project
The contractor has completed installations in the business park area, and they will be inspected for
compliance. Any punch list items will be noted for correction prior to deeming the project complete.
R-4 and R-7 Reservoir Tank Rehab
Plans for the rehabilitation of the two reservoirs have been completed and are under review with
Public Works. The interior of R-7 and the exterior of R-4 are to be rehabilitated and additional
alterations will be made to keep the reservoirs current with code requirements. Comments will be
consolidated and returned to the consultant to be addressed.
2023-2024 Citywide Striping
This project is currently in design and will primarily consist of new striping and pavement markings
for Zone 6. In addition, the project entails refreshing the pavement markings and painted curbs of
the even numbered maintenance zones.
Washwater #2 Tank Rehabilitation
This project is in design and will include cosmetic and structural rehabilitation, safety retrofits, and
additional minor upgrades. The rehabilitation will extend the useful life of the tank, maintain
compliance with safety regulations, and increase operational efficiency.

Butterfield Trail Sewer
Butterfield Trail contains a sewer line to be upsized in place, a portion of the line to be abandoned
due to a new connection at the Farm project, and a realignment for a new connection in Espola
Road. The project is in the preliminary design stage to develop alternative alignments and
construction methodologies to maintain wastewater service during construction.
LAND DEVELOPMENT
Maneri Residence
City staff received the second submittal of the grading plan package for a proposed single-family
residence on Old Winemaster Way.
Cochrum Residence
City staff received the second submittal of the grading plan package for a proposed single-family
residence on Umbria Way.
Duong Residence
City staff received a request from a resident on Halper Road to encroach within the public right-of-
way with the placement of driveway pavers.
Solem Residence
City staff received a request from a resident on Cynthia Lane to encroach within a City-owned
easement for the installation of a fence. Staff are currently reviewing the request to determine if
support for the request can be given.
Okolo Residence
City staff provided comments and redlines of the second submittal of the grading plan package for a
proposed single-family residence on Augusta Court.
LaFata Residence
City staff provided comments on the first review of the grading plan package for the proposed
retaining walls and back yard improvements at an existing residence on Orchard View Drive.
Lyon Estates
City staff approved the certificates of line and grade, and the soil compaction letters for Lots 1, 9 and
10 of the ten-lot subdivision proposed at the terminus of Larchmont Street.
Sage at Old Coach
City staff provided the fees and securities required prior to approval of the public improvement plans
associated with the six-lot subdivision proposed near the intersection of Old Coach Road and Espola
Road.
INSPECTION
McKee Orchard
Holly Oak Way (G22-0006) - Last week, the remaining stumps were removed with continuous
observation by the Native American and archaeological monitors. Pads 1-4 were over-excavated,
and the bottom of the pads reviewed by both the geologist and City inspector. Fill material placement
was approved, and grading continues.

Sage at Old Coach
Old Coach Road (G22-0005) - The contractor completed fills on Lot-1 and is performing removals
and over-excavation of Lot-5. The material from Lot-5 is being used to finish grading on lots 2-4.
Rihan Residence
Bryce Point (MDRA21-025) - The contractor has been working toward getting provisional occupancy.
The two bio-retention basins have been installed, work is being done on the pervious driveway and
the driveway apron is scheduled to be placed this week.
Sidransky ADU and Accessory Building
Blue Crystal Trail (G22-0011) - A preconstruction meeting was previously held for this project and
the contractor was not able to start the grading process until biological reports were received. This
issue has been resolved and the owner received the grading permit last week. Work is expected to
start soon.
The Farm
Stoneridge Country Club Lane (G21-0001, STI21-001) - Work is currently taking place over the San
Diego County Water Authority (SDCWA) in two locations. The contractor is placing the reinforced
footings for the crossings over the waterlines.
Lennar is focused on surface improvements with sidewalks and curbs and gutters along Saint
Andrews Drive, Abbey Road, and Espola Road. These areas are part of the next phases where
occupancy will be granted.

The damaged roadway along Boca Raton Lane was ground down by the paving contractor and the
roadway was then repaved.
The Sewer work to install a new manhole at the intersection of Espola Road and Martincoit Road
continues. Sewer work at the intersection of Espola Road and Valle Verde Road will begin this week.
Abandonment of old sewer laterals continues along Saint Andrews Drive and new laterals are being
installed for the new homes along Saint Andrews Drive.
Water samples were taken to the lab last week. Upon passing results, a tie-in is expected to take
place just north of Espola Road at the intersection of Goodeve Drive. There is a water shut down
scheduled along Saint Andrews Drive this week which will impact the residents. The shut down
includes removing and relocating an existing fire hydrant which is currently in conflict with a new
driveway. At the same time, a new hydrant run will be installed approximately 68-feet to the west by
a second crew.

Fairfield
Poway Road (G21-0007, STI21-002) - Work on new
underground utilities within the right-of-way continues
as does on-site work. Crews began installing
streetlights and traffic signal conduits this week.
SDG&E underground gas and electric work has
begun. The contractor placed the footing and block, as
well as grouted wall “H” and construction of Building 4
continues. Rough plumbing and electrical is complete
and the contractor placed the first section of concrete
slab for Building 4. Building slab construction will
continue this week with the placement of the second
of four sections. Storm drainpipe and curb and gutter
placement continues.
Lyon Estates
Larchmont Street (G21-0013) (STI21-003) - The contractor continued placing fill on Lot-3 and
breaking rock on the proposed private streets.
The contractor completed placement of the eight-inch polyvinyl chloride (PVC) sewer main and
placed concrete for sewer manhole bases 1 & 2. The manhole shaft sections were placed along with
water proofing. The contractor performed the vacuum test and upon passing, both manholes were
backfilled.
The contractor backfilled the revised A-4 storm drain clean-out on Line “G”.
