A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
POWAY, CALIFORNIA, APPROVING THE TWIN PEAKS
ROAD AND ESPOLA ROAD LANDSCAPE MASTER PLAN
WHEREAS, in August of 2018, after an unsuccessful Proposition 218 ballot process, the
City formed the Landscape Maintenance District (LMD) Advisory Group, a volunteer resident
advisory group for LMD 83-1 and LMD 86-1, to provide recommendations to staff and City Council
for landscape maintenance and re -engineering strategies;
WHEREAS, the City obtained the services of KTUA (Consultant) to develop a Landscape
Master Plan which will be used to support both staff and the LMD Advisory Group's future re -
balloting efforts;
WHEREAS, the Consultant, with LMD Advisory Group's support, conducted a community
outreach survey, hosted two community outreach workshops and drafted a Landscape Master
Plan for Twin Peaks and Espola Roads; and
WHEREAS, the Consultant completed the final Twin Peaks Road and Espola Road
Landscape Master Plan in April of 2023, which is included in the staff report as Attachment B.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as
follows. -
SECTION 1: The City Council hereby approves the Twin Peaks Road and Espola
Road Landscape Master Plan, dated April 2023, as incorporated herein by reference, to
become effective May 17, 2023.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the
City of Poway, California on the 16th day of May, 2023 by the following vote, to wit:
