We could not engineer a better night! Registrations for the first day of summer were up by 18% versus last year, with revenues up 17%. Summer swim classes were in high demand after having to cut spring classes. Due to the extra customer service required with swim classes and proper placement, we also had more walk-in customers than we typically see in other seasons. CSD Bi-Weekly Report May 17, 2023 Page 2 Spring swim lessons started on May 8 at the Swim Center, with full rosters in every class. This is the only session of lessons this spring so full classes were anticipated with large waitlists. Swim lessons are offered to participants from 6 months to adults and beginning to pre-swim team levels. The Metropolitan Educational Theatre Network (MET2) has been presenting performances at the PCPA for more than 30 years. Traditionally, they conduct a local cast call and rehearsals at a school and then rent the theatre for a week of on-stage rehearsals and performances. Last week, MET 2 presented Shrek Jr. for 1,500 students during daytime arts education performances and then followed that with two public performances for 1,160 fans, families, and Mothers! The corner garden near the Old Poway Park entrance sign is one step closer to a full makeover. The Poway Valley Garden Club planted new plants and surrounded them with DG. This week, River Rock will arrive. The entrance sign has been freshly painted and is awaiting a new Hamburger Factory sign. Staff met with the Friends of Poway Seniors executive director and Board President and attended their board meeting. The dialogue about older adult programs and the congregate meal program remains positive and we feel very fortunate to have such a supportive fundraising arm and partnership! CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: May 17, 2023 SUBJECT: Director’s Notes PLANNING Minor Conditional Use Permit at Touch of Class Carwash On May 11th, a Minor Conditional Use Permit (MCUP) 23-0001 was submitted to modify an existing Conditional Use Permit (94-01) for a carwash located at 14713 Pomerado Road. The proposed modification includes demolishing an approximately 2,005 square-foot oil change facility and the construction of 16 new vacuum stalls and two pay stations. New Single-Family Homes on Larchmont Street On May 5th, three building permits were issued for homes in the Lyon Estates subdivision. Two of the homes are 3,761 square feet and one is 3,967 square feet. CODE COMPLIANCE Vacant buildings continue to be monitored and Code Compliance is actively working with the owners to address property management violations. Director’s Notes May 17, 2023 Page 2 Code Compliance continues to respond to graffiti abatement requests in a timely manner. All gang- related graffiti is forwarded to law enforcement’s gang unit via the Graffiti Tracker. Code Compliance is working on an active case on Millard’s Ranch Lane. A Courtesy Notice was issued for multiple unpermitted sports courts requesting the property owner to obtain a Minor Development Review Application permit (MDRA) and obtain approval of an Administrative Clearing Permit. Aerial Photo 2020 Aerial Photo 2022 CAPITAL IMPROVEMENTS FY2021-22 Annual CMP Repair/Replace The contractor will be receiving the liners for the emergency repairs at Calvary Road and Powers Road this week. We are working to coordinate with the property owners to schedule installation. 2022-2023 Street Overlay Construction began May 15th with the demolition of pedestrian ramps along Pomerado Road. The road repairs will begin June 5th on Pomerado Road. Once those are completed, repaving of the applicable remaining residential streets will begin. The residents of those affected streets have been notified by door hangers and a list is to be published on the City website. Director’s Notes May 17, 2023 Page 3 2023-2024 Street Maintenance This project will be an extension of the existing construction contract with American Asphalt South. The contract amendment is anticipated to be awarded at the City Council meeting with the annual budget approval in June. Swim Center Artificial Turf Project The contractor has completed work on the large area and the northwest corner. They are working on the southwest corner and the southern border area. After this, the only remaining area will be behind the splash pad. Fire Station 1 Interior Stairwell Project Demolition work has started and is about 75% complete. The framing subcontractor is scheduled to arrive this week to start the layout. Annual Trash Capture Project The contractor has indicated four locations which were not constructible and will require alternative treatment methods. City staff are investigating the solutions to these locations and will determine the suitability of proposed alternative treatment. R-4 and R-7 Reservoir Tank Rehab Plans for the rehabilitation of the two reservoirs have been completed and are under review with Public Works. The interior of R-7 and the exterior of R-4 are to be rehabilitated and additional alterations will be made to keep the reservoirs current with code requirements. Comments will be consolidated and returned to the consultant to be addressed. Director’s Notes May 17, 2023 Page 4 2023-2024 Citywide Striping This project will be performed under the extension of an existing contract with Statewide Stripes. The unit price will be submitted by the contractor and, if it is within reasonable cost and market escalation, the contract amendment is anticipated to be awarded at the City Council meeting with the annual budget approval in June. Washwater #2 Tank Rehabilitation The preliminary engineering memo has been reviewed by Public Works staff and was determined to be appropriately scoped and will be carried forward to design. Butterfield Trail Sewer The project design consultant is currently developing alternatives to recommend the best course of construction methods on each segment to be upsized. Several variables in the alignment will be considered in the course of design including easement restrictions, service lateral locations, existing surface improvements and existing/future utility crossings. LAND DEVELOPMENT Ho Residence City staff provided minor comments regarding the Biological Conservation Easements on the fourth submittal of the grading plan package for the proposed single-family residence at the northwest corner of Poway Road and State Route 67. Dewildt Residence City staff approved and requested mylars of the grading plan for the proposed single-family residence on Corte Lomas Verdes. Bartley Residence City staff received the first submittal for a floodplain development permit for a residential addition within the FEMA-regulated floodplain at an existing single-family residence on Creek Road. Cochrum Residence City staff provided comments and redlines on the second submittal of the grading plans for a proposed single-family residence on Umbria Way. Maneri Residence City staff provided comments and redlines on the second submittal of the grading plans for a proposed single-family residence on Old Winemaster Way. Bomberger Residence City staff received the first submittal of the grading plan package for a proposed pool, retaining walls and landscape improvements at an existing residence on High Valley Road. Nixon Workshop Conversion Staff approved the Floodplain Development Permit for the conversion of an existing workshop into an accessory dwelling unit within the flood fringe on Community Road. Southisene Barn Conversion City staff received the signed underground waiver covenant for a barn conversion to a single-family residence on Cobblestone Creek Road. Director’s Notes May 17, 2023 Page 5 STORMWATER The City provided stormwater information and public outreach materials to Poway Valley Elementary school for their 2nd annual STEAM (Science, Technology, Engineering, Art and Mathematics) Fair. Ms. Perucho-Green, a 4th grade dual language teacher at Poway Valley Elementary, reached out to the City in mid-March requesting information on the Los Penasquitos Watershed and Poway Creek. In preparation for the fair, students researched watersheds, including the Los Penasquitos watershed, and stormwater pollution prevention practices and put their knowledge on display at their booth at the fair. INSPECTION A-1 Self Storage Kirkham Road (G20-0006) - The contractor trenched, formed and placed reinforcing steel and concrete for the four-inch trench drain crossing the commercial driveway approach. Demolition started for the existing street improvements on Kirkham Road in the right-of-way. Construction work includes a new driveway apron and replacement of any damaged existing improvements needed. Walters ADU Glen Circle (SW22-0189) - This ADU is complete. The site was inspected, and occupancy has been signed. Butzen ADU Huntington Gate Drive (SW23-0003) - This project was withdrawn and will be resubmitted later. Director’s Notes May 17, 2023 Page 6 The Farm Stoneridge Country Club Lane (G21-0001, STI21-001) - During excavation along Saint Andrews Drive for installation of an 18-inch storm drain, a rock drilling rig was clearing a trench and drilled through an existing watermain. The damage caused a large amount of mud to flow down the road and into the yards of residents. The main was shut down and repaired. A scheduled water shut down took place the next day to perform a tie-in of a new fire hydrant and removal of an existing fire hydrant. Traffic signal light foundations on the southeast and southwest corners of Espola Road and Martincoit Road have been installed. The sewer manhole near the intersection of Espola Road and Valle Verde Road has been installed and tested. Last week, the contractor potholed for existing utilities in the area. Director’s Notes May 17, 2023 Page 7 The contractor has been working on completing the bio-retention basins and has set the concrete structure for the Modular Wetlands Systems. This system filters the water prior to it going into the City storm drain system. The work has currently been focused on installing liners. McKee Orchard Holly Oak Way (G22-0006) – Over-excavation has taken place for the proposed street, curb, gutter, and sidewalk areas and this completes over-excavation for 95% of the project. The remaining area to be over- excavated is the new right-of-way connecting Holly Oak Way to the project. This work will be done only after the new right-of-way has been accepted (which was scheduled for Council this week). The bottoms of the over-excavated areas were reviewed by both the geologist and City inspector. The site was short of an estimated 15,000 cubic yards of fill material in phase 1 and utilized material from phase 2 and 3 to complete the fill for phase 1. Work is being observed by the Native American and archaeological monitors. Sidransky ADU and Accessory Building Blue Crystal Trail (G22-0011) - The grading contractor worked on cutting keyways for the new slopes. The bottoms of the keyways have been inspected and approved by the geologist and inspector. An existing power line was encountered during the excavation for the keyway. The line was supposed to be dead, but it was active. SDG&E crews responded by shutting down the line. Director’s Notes May 17, 2023 Page 8 Fairfield Poway Road (G21-0007, STI21-002) - Last week, the contractor continued to install streetlight and traffic signal conduits. SDG&E underground work continues. Gas line work will be crossing Poway Road this week. Construction of Building 4 continues and last week, the second of four slab sections was placed along with a section of Building 1 slab. Curb and gutter placement continue, and the contractor placed approximately 200 linear feet last week and is expected to place an additional 200 feet this week. Work on the parking lot continues and grading and excavation were done for the base section. Base placement is scheduled this week, and concrete swales were completed in the same area. Lyon Estates Larchmont Street (G21-0013) (STI21-003) - Excavation continues for the bio-basin west of Lot 1 near the entrance to the project and placement of fill material on Lot 3. The contractor is actively breaking rock below what will be the private streets and trenching for utilities and footings on Lots 1, 9 &10. The contractor has started and continues the excavation and steel placement for the proposed wall footing along the proposed southerly boundary for the trail. SCHEDULED ROAD/LANE CLOSURES  Possible lane closure on Poway Road between Carriage Road and Civic Center Drive for work related to the Fairfield project.  Possible lane closure for underground utilities and haul trucks entering and exiting Espola Road, Saint Andrews Drive and surrounding streets for work related to the Farm project.  Lane closure on Pomerado Road southbound between Oak Knoll Road and Metate Lane for the SDG&E Integrity Management/Pipeline Repair Project. Southbound traffic will be down to one lane and shifted around the construction site. Northbound traffic will maintain two lanes.  Lane closure on Poway Road on the westbound number 1 and 2 lanes with Carriage Road closure northbound from Poway Road to Robison Blvd. Detours to take place on Poway Road in both the east and westbound directions. This is a Hi-Lo siren that signals to communities, “If you hear the Hi-Lo, it’s time to go”. This included the SD Sheriff Department/Law Enforcement. 2 Attended the Spirit of Courage Awards ceremony to honor Bryce Greschke for his life saving event in Poway. 3 Traffic Safety Committee meeting was held with primary focus on Midland Road. 4 Met with local sheriff’s dept regarding evacuation map updates for Poway. All agencies will transition to a new program from Zonehaven for emergency notifications and evacuations. CERT Members engaged with over one hundred residents on the importance of emergency preparedness and taught Hands Only CPR to 106 residents. Members of the Poway Fire Department taught fire safety to approximately 200 children with the Kids Safety Trailer. Attended by the Fire Chief. 3 Attended the County of San Diego CERT Council meeting to discuss program requirements and future training opportunities. FD Management Staff Notes Page 3 EMS / TECHNOLOGY 1 Attended San Diego County Fire Chiefs EMS Section Meeting. 2 Submitted agreement extension for Public Access Defibrillation program. 3 Returned one controlled substance vault to manufacturer for maintenance and improvements. Between Monday, May 1st and Sunday, May 14th, personnel completed 467 hours of training and activities. The top three topics included 336 hours of Company Training, 47 hours of Officer Training, and 27 hours of Safety Training. SAFETY 1 Crews participated in annual physical fitness testing through Santa Ana College. 2 Continuing to work with HR and new Fire Chaplain to complete all necessary documents for long term volunteer position. TRAINING 1 Participated in Metro Zone Battalion Chief Wildland drill in participation with other local fire, police, SDGE and parks agencies. Purpose: Practice for a large growing wildland fire. 2 Brush Engine 93 on all divisions attended and participated in the San Diego County Multi-Agency Wildland Preparedness Exercise 2023. 3 Participated in Training Chiefs SDG&E preparatory meeting for upcoming training dates for Battalion Chiefs. 4 Lead and participated in our fire department’s Training Cadre meeting to discuss upcoming training sessions for on duty crews. 5 All divisions participated and completed the first of two required night training exercises and reviewed low angle rescue training.
