CALL TO ORDER
Mayor Vaus called the Regular Meeting to order at 7:00 p.m.

Motioned by Mayor Vaus, seconded by Councilmember Pepin to approve Consent
Calendar Items 1 through 3. Motion carried 5/0 by the following roll-call vote:

2. Annual Report -Implementation of the General Plan in 2022
Yuri Bohlen spoke on item #2; he .commented on state mandated over development and the need
for local land control.
Michael Yee spoke on item #2; he noted support for the General Plan and South Poway Specific
Plan, and suggested reviewing accommodations for bicycle and electric bike usage on Poway
roads.
3. Community Development Block Grant (CDBG) Program Cooperation Agreement Renewal
for Periods Covering July 1, 2024 through June 30, 2027
ORDINANCES FOR INTRODUCTION
None.
PUBLIC HEARINGS:
4. Conditional Use Permit (CUP) 22-0005, a Request to modify a CUP for Granite Construction's
aggregate operation located at 10975 Beeler Canyon Road and making the determination that
the project is within the scope of the previously certified Environmental Impact Report (SCH#
89010025) for the project
MayorVaus opened the Public Hearing at 7:10 p.m.
There were no presentations on this item.

Mayor Vaus continued the Public Hearing to the April 4, 2023 City Council meeting, per the
applicants request.
Motioned by Mayor Vaus, seconded by Deputy Mayor Leonard to continue the public
hearing for CUP 22-0005 to the April 4, 2023 City Council meeting. Motion carried
unanimously.

STAFF REPORTS:
5. Approval of a Three-Year Agreement with Fireworks America to Provide the Annual July 4th
Fireworks
Director of Community Services Audrey Denham presented the item along with a PowerPoint
presentation. She stated while other cities were facing difficulties securing fireworks providers,
Poway staff utilized its long-standing relationship with Fireworks America to secure a three-
year agreement to ensure the Fourth of July fireworks celebrations at Lake Poway and the
Sportsplex will continue through 2025. She pointed out, in 2020 during the height of the
pandemic, the City added a second fireworks show which was held at Sportsplex. The second
show was so popular it is a new Poway tradition.
Ms. Denham outlined the various City sponsored Poway Fourth of July activities and events.
She noted the efforts and involvement of all City Departments to create fun, safe and patriotic
celebrations and she thanked them, adding their participation is what makes the event
possible.
Public Comment:
Yuri Bohlen spoke in support of patriotic pride and the two Poway annual firework
celebrations.

Council discussion ensued. The Council commented positively regarding prior July 4th
firework shows and the recommendation to enter into a multi-year contract with Fireworks
America. Council also addressed the overall success of the event with the added firework
show and the City-wide effort to make the event possible. Council described the sense of
community pride in hosting the event and referenced the anticipated turn-out for the upcoming
year.
Motioned by Mayor Vaus, seconded by Councilmember Pepin to approve the three-year
Agreement and authorize the City Manager to execute all necessary documents
associated with the Agreement between the City of Poway and Fireworks America to
provide the July 4th fireworks. Motion carried unanimously.

Director of Public Works Eric Heidemann provided an update on the San Diego County Water
Authority.

Deputy Mayor Leonard shared information of the upcoming Kiwanis sponsored blood drive on
April 6 to be held in the City Hall parking lot. Mr. Leonard recognized Linda Bradbury for her 32
years of service as manager of the Poway Youth Basketball League -Challenged Division and
noted having presented a City proclamation signed by Mayor Vaus honoring Ms. Bradbury at a
March 21 special event held at Meadowbrook Middle School.
Mayor Vaus provided an update on SAN DAG and the upcoming performance review of Executive
Director Hasan lkhrata, noting his belief the organization would be better served with different
leadership. Mayor Vaus concluded his remarks with an update on the promotion and departure
of Sheriff Captain Karla Menzies. He thanked her for her service to Poway and recognized Captain
Nancy Blanco as her replacement.
