550 Poway Center for the Performing Arts (PCPA) patrons had many positive
remarks for another wonderful Memorial Day weekend performance by the
very talented Poway Symphony Orchestra. The contribution of tickets to
PUSD students ensured attendance by patrons of all ages.
It was standing room only for the Rancho Bernardo High School – Bernardo
Heights Middle School Spring Concert at the PCPA on May 26. The more
than 200 performers attracted 800+ patrons and with seats maxed out,
several attendees enjoyed the concert from the lobby.

An audience of 240, including 53 Vet-Tix patrons, were treated to the final
performance of the Poway OnStage season on May 20 at the PCPA. The new
season is expected to be announced in late June.
The Kumeyaay-Ipai Interpretive Center continues to host open houses to encourage
the community to experience this unique native site. On May 20, participants
learned about the ancient people who inhabited this Pauwai community. Docents
were on hand to lead tours of the grounds and educate about the many artifacts
found onsite and in the visitor center. The next Open House will take place on June
17.
A glow-tastic time was had by all! Community Park was the hot spot for the Neon Nightz
Teen event on May 20. A DJ spun tunes for an epic glow-in-the-dark dance party, while
67 participants enjoyed making/decorating bouncy balls, coasters, tutus, neon rocks,
and cupcakes! There’s no life like the #GlowLife!
Strike up the band! The Pomerado Community Band held the 27th Annual
Band Festival at Old Poway Park on May 20 and 21. There was great
music, handmade crafts, and delicious food for all to enjoy!
Community Park staff facilitated the quarterly Poway Sports Association
(PSA) meeting on May 24. Comprised of youth and adult leagues using City
and Poway Unified School District sports fields, PSA meets quarterly to
allocate usage based on season and community need. May’s meeting
included allocating sports fields for the months of July – September.

PLANNING
New Single-Family Residence on Pebble Canyon Drive
On May 24th, a Minor Development Review Application for the construction of a 5,512 square foot
two-story residence with an attached four car garage was submitted. The project site is a vacant
one-acre property located on Pebble Canyon Drive in the Residential Single-Family 2 Zone.
New Single-Family Residence on Sagewood Lane
A Minor Development Review Application was submitted to construct a one-story 3,577 square-foot
single-family residence with an attached 651 square-foot three-car garage and a detached 1,500
square-foot ADU. The project site is a vacant 1.81 acre located on Sagewood Lane in the Rural
Residential C (RR-C) zone.
New Single-Family Residence on Humo Drive
A Minor Development Review Application was submitted to construct a one-story 4,455 square-foot
single-family residence with an attached 827 square-foot garage and conversion of an existing
single-family home to a 1,465 square-foot detached ADU with an attached 477 square-foot garage
and 289 square-foot storage area. The project site is a 1.14 property located at 13957 Humo Drive
in the Rural Residential C (RR-C) zone.
CAPITAL IMPROVEMENTS
FY2021-22 Annual CMP Repair/Replace
The contractor started all project preparation including cleaning and pipe invert repairs to get ready
for the installation of the new liners for the emergency repair sites on Calvary Road, Powers Road
and Holland Lane.
Lake Poway Upper Playground Renovation
The construction contracts are routing for final signature this week. Staff held the pre-construction
meeting, and the contractor is scheduled to mobilize on June 21st.
Annual Trash Capture Project
Several of the latest installations required some corrections to be compliant with contract
specifications. City staff are investigating these locations in coordination with the contractor and will
determine the suitability of proposed solutions in order to accept the project.

2023-2024 Citywide Striping
This project will be performed under the extension of an existing contract with Statewide Stripes. The
unit price is being negotiated with the contractor and will be awarded once it is within a reasonable
cost and market escalation. The project is anticipated to be awarded at the City Council meeting
with the annual budget on June 13th.
Swim Center Artificial Turf Project
This project is now complete.
Fire Station 1 Interior Stairwell Project
Demolition work is complete. The contractor has started repairing the stucco where the door was
located. The framing sub-contractor is scheduled to arrive this week to start building the stairs.
2022-2023 Street Overlay
Pedestrian ramps along Pomerado Road and several residential streets are nearly completed. The
road repairs began May 30th on Pomerado Road with single lane closures for a small amount of
patching. Once the patches are completed, paving for the residential streets will begin and is
currently scheduled for June 12th. The residents of those affected streets have been notified by
door hangers, personally contacted by staff and directed to a map posted on the City website.
2023-2024 Street Maintenance
This project will be an extension of the existing construction contract with American Asphalt South.
The contract amendment is in process to be awarded at the City Council meeting with the annual
budget on June 13th. The construction activities are anticipated to begin as soon as July 1st,
depending on when the contract extension completes the final execution process.

R-4 and R-7 Reservoir Tank Rehabilitation
Plans for the rehabilitation of the two reservoirs have been reviewed and comments provided to the
consultant for consideration. The interior of R-7 and the exterior of R-4 are to be rehabilitated and
additional alterations will be made to keep the reservoirs current with code requirements. Once
comments are incorporated, the next phase of design will be submitted to staff for review.
Washwater #2 Tank Rehabilitation
The preliminary engineering memo provided by the consultant indicated that rehabilitation should be
pursued as the most cost-effective alternative to extend the useful life of the tank. The consultant
will proceed with the draft design for collective review and comment by Development Services and
Public Works Staff.
LAND DEVELOPMENT
Bartley Residence
City staff returned comments on the first submittal of a floodplain development permit for a residential
addition within the FEMA-regulated floodplain at an existing single-family residence on Creek Road.
Maneri Residence
City staff has approved the third submittal of the grading plans for a proposed single-family residence
on Old Winemaster Way. Staff has requested mylar plans and payment of securities and fees.
Deneris Residence
City staff received the first submittal of the grading plan package for a proposed garage at an existing
residence on Del Poniente Road.
McKee Orchard Precise Grading
City staff returned comments on the first submittal of the precise grading plans for the 20-lot
subdivision proposed at the terminus of Holly Oak Way.
Birch Properties
City staff received the second submittal for the proposed lot merger of two properties on Carlson
Court.
Ho Residence
City staff has received mylars of the grading plan package for the proposed single-family residence
at the northwest corner of Poway Road and State Route 67. Grading fees and securities have been
placed. Biological conservation easements and the Stormwater Facilities Maintenance Agreement
are still pending approval.
Dewildt Residence
City staff has received mylars of the grading plan for the proposed single-family residence on Corte
Lomas Verdes. City staff has requested grading securities.

INSPECTION
A-1 Self Storage
Kirkham Road (G20-0006) - The contractor demolished
existing improvements in the right-of-way, compacted the
sub-grade, formed and placed concrete for the commercial
driveway approach. The contractor is grading landscape
areas and installing reclaimed water irrigation. The
inspection is anticipated to take place soon for the
remaining punch list items for completion and occupancy.
The Farm
Stoneridge Country Club Lane (G21-0001, STI21-001) - The traffic light poles have been installed
on all four corners of Espola Road at Martincoit Road. The new traffic lights have been activated
and the old poles removed. This work continues as the contractor will be adjusting and working on
the lights this week.
Sewer: The contractor installed the manhole at the
intersection of Espola Road and Valle Verde Road.
During the trench excavation, a conduit containing
what was believed to be electric, was damaged.
SDG&E responded and confirmed it is not one of their
conduits. The contractor is working to locate the
appropriate utility company so repairs can be made.
The utility was marked, and excavation continues.
Crews continue to excavate for the new sewer main
located at Espola Road and Martincoit Road. The 12-
inch sewer main crossed under the City’s 16-inch water
main and other utilities and this slowed the work. The
sewer bypass was used as the contractor tied into the
existing sewer manhole on Martincoit Road.
Street: Last week, the contractor placed asphalt along Espola Road. The work paved the westbound
outside lane and bike lane to match the new curb and gutter and took place at night to lessen the
impact on the public.

McKee Orchard
Holly Oak Way (G22-0006) – The rough grading on this project is 95% complete. The remaining
area to be graded is the new right-of-way connecting Holly Oak Way to the project. There are several
tasks to be completed prior to over-excavation and fine grading. The remaining items are tree
relocation, irrigation installation, moving boulders to the adjacent property located to the southeast
and relocating the existing fences from the right-of-way. The existing fence located along the property
line that adjoins the McKee Orchard property and the westerly property at the cul-de-sac was
removed. The existing fence that joins the adjacent easterly property at the cul-de-sac and the right-
of-way is scheduled to be relocated this week. Work continues to be observed by the Native
American and Archaeological monitors.
Fairfield
Poway Road (G21-0007, STI21-002) - The contractor continued to install streetlight and traffic signal
conduits last week and SDG&E underground work continues. The gas line work will be crossing
Poway Road this week. Construction of Building 4 continues and last week, the fourth and final
section of building 4 slab was placed along with a section of Building 1 slab. Placement of curb and
gutter continues with approximately 150 linear feet placed and the contractor is expected to place
an additional 200 linear feet this week. Work on the parking lot continues. The contractor fine graded
and excavated for the base section and base material was placed, compacted and inspected.
Asphalt was placed and work has begun on Building 5.
Lyon Estates
Larchmont Street (G21-0013) (STI21-003) - The
contractor is working on the grading of lots 3 and 4 and
is compacting finished slopes and installing Best
Management Practices (BMP’s). Excavation of bio-
sasin 2 located west of lot 1, has been completed.
Installation continues of the High-Density Polyethylene
(HDPE) storm drain and forming structures for both
bio-basins. Trenching for utilities and foundation
footings on lots 1, 9 and 10 is ongoing. Installation has
started for the eight-inch water main on Private Street
“A”. The contractor has stacked two C-3 masonry walls
and grouted the same walls on the southern property
line on the private street between Lots 9 and 10.

Possible lane closure on Poway Road between Carriage Road and Civic Center Drive for work
related to the Fairfield project.
Possible lane closure for underground utilities and haul trucks entering and exiting on Espola
Road, Saint Andrews Drive and surrounding streets for work related to the Farm project.
Lane closure on Pomerado Road southbound between Oak Knoll Road and Metate Lane for the
SDG&E Integrity Management Pipeline Repair Project. Southbound traffic will be reduced to one
lane and shifted around the construction site. Northbound traffic will maintain two lanes.
Lane closure on Poway Road on the westbound number 1 and number 2 lanes with Carriage
Road closure northbound from Poway Road to Robison Blvd. Detours to take place on Poway
Road both east and westbound directions.

Attended the Central Zone Cooperators meeting in Ramona to discuss the upcoming wildfire
season. Topics included the wildland season outlook and reviewed the available resources from
CalFire, US Forest Service, Fish and Game, and San Diego City.

1 The Emergency Preparedness section of Poway.org has been updated to better reflect the
Department’s priorities for community education.
EMS / TECHNOLOGY
1 Chief Fried attended the California Fire, EMS, and Disaster Conference to participate in the
California Fire Chiefs Association EMS update.
2 Scheduled EMS protocol update training for June.
Between Monday, May 15th and Sunday, May 28th, personnel completed 384 hours of training and
activities. The top three topics included 213 hours of
Company Training, 67 hours of Facility Training, and 52
hours of Driver/Operator Training.
SAFETY
1 Hosted City Safety Committee meeting. The committee reviews injuries and accidents within the
City of Poway.
2 Researched and obtained quotes on other wellness programs for firefighters.
3 Participated in simulated over the side rescue night drill.
TRAINING
1 Poway Fire Department hosted Red Helmet Training S-200 Initial Attack Incident Command with
one of our department members attending.

Silverset Park Added landscape mulch to a section of the

Starridge Park Staff performed weed abatement applying
herbicide along fence lines, along walkways and

Valle Verde Park Trimmed plant material from the walking path to

Miscellaneous Parks Staff at Silverset Park was limited; other staff
Parks staff assisted. Staff attended a one-hour
pesticide training. Staff renovated Veterans
Park adjusting the irrigation, adding new grass
plugs in bare areas and overseeding.
Miscellaneous Trails Completed erosion repairs to the northern
section of the Pomerado Trail. Performed weed
abatement along the Dearborn Trail. Removed
a fallen tree branch and repaired a section of
train fence at the Garden Road Trail.
Maintained the Avocado Trail and Lake Poway
Trail. Removed graffiti from the tunnel below
Community Road. Removed a fallen tree from
the Del Pointe Trail.
EMERGENCY RESPONSE TECHNICIANS (ERT)
Emergency Response Callouts 10 Responded to false alarm at the Pool, a light
pedestal that was ajar, investigated a report of
ponding water – ground water, it tested clear of
chlorine; a leaking sprinkler; a utility box knock-
over; a resident-side water leak; a possible
irrigation leak – on arrival at scene water had
stopped flowing; water turn on at customer
handle; investigated two possible meter leaks –
no leak on City side meter not spinning.
