Resolution to Support a Community Vote
On the Life Time Fitness Center Proposal for The Farm

WHEREAS, Poway Proposition FF(1988) required voter approval for development projects such
as The Farm in Poway; and
WHEREAS, Poway voters approved Poway Measure P in November 2020, approving zoning
changes, general plan changes, and a special project plan allowing for The Farm in Poway; and
WHEREAS, Life Time, Inc. is proposing construction of a 30,500 sf fitness club, instead of a 2,953
sf fitness club as described in The Farm in Poway Specific Plan dated June 16, 2020; and
WHEREAS, The Farm in Poway Specific Plan Section 8: I. 29 states both pickleball and tennis
courts shall be required at the fitness club but the life Time proposal includes only pickleball
courts; and
WHEREAS, The Farm in Poway Specific Plan Section 8.3.9 A. Defines the requirements for
"Minor Modifications", and part (1) specifies the exceptions: "provided that density, intensity,
and traffic, are not increased. ir
WHEREAS, The Farm in Poway Specific Plan defines "intensity" and confirms Table 3.1 specifies
the "Maximum Non-Residential Building Area in Square Feet for Recreational OS (OS-R) is
30,000" and the life Time proposal increases the non-residential building area to 49,561 sf,
thereby increasing intensity; and
WHEREAS, the original traffic study used the SANDAG methodology as specified in Table 3.1,
but the proposal traffic study used the CAPCOA methodology, thereby yielding an unreliable
traffic comparison; and
WHEREAS, Poway City intends to consider the Life Time proposal as a "Minor Modification",
disregarding the exceptions of increased intensity and traffic; now, therefore, be it
RESOLVED, That the Poway Democratic Club finds the Life Time proposaf does incur an increase
in intensity and traffic, and therefore does not meet the requirements for a "Minor
Modification"; and
RESOLVED, That the Poway Democratic Club calls for the City of Poway to adhere to the terms
of The Farm in Poway Specific Plan and give citizens a proper Community Vote.
