Since I wasn't able to get any comments or corrections from City staff on my draft letter, I have made a few edits to my previous draft letter that I hope will lead to staff support for my request. Regards, 2 of3 June 13, 2023, Item #9 June 6, 2023 Honorable Mayor and City Council City of Poway 13325 Civic Center Drive Poway, CA 92064 Subject: City Council Hearing on FY 2023-24 Operating Budget -Public Safety Element Update According to the State's General Plan Guidelines, "the goal of the safety element is to reduce the potential short and long-term risk of death, injuries, property damage, and economic and social dislocation resulting from fires, floods, droughts, earthquakes, landslides, climate change, and other hazards." (Other locally relevant safety issues, such as emergency response, hazardous materials spills, and crime reduction, may also be included.) In recent years, the State of California has made major changes to the laws and regulations pertaining to requirements for general plan safety elements. Among other things, these laws now set forth specific content requirements, consultation requirements, and deadlines for compliance. Since becoming aware of these new requirements back in 2020, the City of Poway has committed itself to completing a comprehensive update of the Public Safety Element (PSE) of its General Plan in accordance with these new state laws. (It is my understanding that the existing PSE has not been updated since 1992). In October 2022, Jim Lyon and I met with several City staff members to discuss the City's progress in completing the PSE. Dave DeVries, City Planner, assured us that although the City had encountered some unavoidable delays in completing the necessary work on the PSE, they would definitely be able to complete the PSE in time for adoption by the City Council in May 2023. Last week I learned that not only Dave DeVries but also Austin Silva, PSE Project Manager, had recently left the City, and I was unable to obtain information from City staff regarding the latest schedule for completion of the PSE. As a long-time resident of Poway and retired city planner, I am really concerned about possible continued delays to this critically important project. Therefore, I would respectfully request that at your Special Council Meeting on June 13, 2023, the City Council direct the City Manager to ensure that adequate resources are included in the final FY 2023-24 Budget to allow City staff to complete the final draft PSE, along with any required technical studies, public workshops, and/or environmental documents, for final adoption by City Council per the State-mandated deadline, and in any event no later than June 30. 2024. I appreciate your consideration of this request, and I would be happy to help the City in any way I can to produce a General Plan element that the community can be proud of. Robert A.
