Over 75 older adults watched Elvis in April, decorated birdhouses in May, and learned to square dance in June. This month’s special event at the Congregate Meal Program was a Luau on June 7. Over 125 diners enjoyed traditional Hawaiian food and exciting entertainment presented by SD Hula Academy. At the end of the event, everyone had an opportunity to win a pineapple flower centerpiece! CSD Bi-Weekly Report June 14, 2023 Page 2 From the pre-performance lobby talk to the final curtain, Golden State Ballet’s “From New York, with Love” was beautiful. Three ballets, two world premieres, and certainly a night to remember for many first-time visitors to the PCPA. Fifty-eight kids built fantastical forts, giggled through a kaleidoscope of crafts and games, and scarfed down delectable dirt cups at the Kid’s Night Out pajama party on June 2. Community Park staff are already busy planning the FY23-24 Kid’s Night Out Series, which will start in September. The Teen Program Series culminated with an excursion to Universal Studios on June 10. Fifty tweens/teens hung out with Minions, took an action-filled studio tour, and enjoyed the new Super Nintendo World! Four teen volunteers were invited to attend the excursion as a thank you for volunteering every month of the fiscal year for a total of 502.25 hours. Community Park staff are already busy planning the FY23-24 Teen Program Series, which will begin in September. We did it! Though not as wildly popular as the City accounts, we’ve finally amassed more than 1k followers on Facebook! Show the PCPA some love and help us get to 500 Instagram fans @powaycenter CSD Bi-Weekly Report June 14, 2023 Page 3 With lots of rain comes lots of weeds and overgrowth! On June 3, a group of 23 volunteers (community members and docents from Blue Sky and the Kumeyaay-Ipai Interpretive Center) worked together to trim and remove invasive plants at Blue Sky Ecological Reserve. The group was able to completely clear the Toretto Outlook Trail making it safe to use again. There is much more to do, and another cleanup will be organized in the coming weeks. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: June 14, 2023 SUBJECT: Director’s Notes PLANNING Pome Battery Energy Storage Project on Danielson Street A Development Review Application was submitted for the construction of a modular battery energy storage system. The project site is located at 13830 and 13790 Danielson Street in the Light Industrial with Storage (LI-S) zone. Single-Family Residence Addition on Frame Road A Minor Development Review Application was submitted for an 897 square-foot addition and remodel to an existing 1,722 square-foot residence. The project site is located on a 0.20-acre lot located at 13814 Frame Road in the Residential Single Family 7 (RS-7) zone. Warehouse Expansion on Brookprinter Place A Development Review was submitted for a 9,486-square-foot addition to an existing warehouse building at 12650 Brookprinter Place on a 1.48-acre lot located in the Light Industrial with Storage (LI-S) within the South Poway Business Park. CAPITAL IMPROVEMENTS Fire Station 1 Interior Stairwell Project The contractor completed framing and passed inspection last week. On June 12th, the drywall contractor mobilized to begin drywalling in the stairwell and the second-floor storage room. The electrician was on-site preparing to relocate the lights and switches. Director’s Notes June 14, 2023 Page 2 Annual Trash Capture Project The contractor completed device installation in existing drainage structures throughout the Poway Business Park area. Multiple locations were not compliant with specifications when devices were installed and are scheduled to be corrected by the contractor. 2023-2024 Street Maintenance Project The contract for the Street Maintenance Project was approved, and funds were appropriated at the City Council Meeting on June 13th. The project will add a protective layer of asphalt slurry to all public streets in Zone 6 which is generally located south of Espola Road, north of Twin Peaks Road, east of Pomerado Road and west of Summer Sage Road. The project area also includes the Adobe Ridge neighborhood just south of Camino Del Norte. This layer inhibits weathering of the structural road section of the pavement from the elements and vehicular traffic. 2023-2024 Street Striping Project The Street Striping Project contract was approved, and funds were appropriated at the City Council Meeting on June 13th. The project will be performed concurrently with the Street Maintenance Project to replace the pavement lines in Zone 6 as soon as feasible after the streets are covered in slurry. Additionally, under this contract, striping and pavement markings will be refreshed in the other even-numbered zones, which is about half of the City streets. FY2021-22 Annual CMP Repair/Replace The contractor has completed the new liners for the emergency repair sites on Calvary Road, Powers Road and Holland Place. All contract work is complete, and the contractor is working on punch list items to close-out the project. 2022-2023 Street Overlay Project Deep patches along Pomerado Road have been completed by the contractor and they are now focused on the pedestrian ramp asphalt patches. Short-term lane closures are expected for pedestrian ramp work. The six residential streets (Monte Vista Road, Gateway Park Road, Valle Verde Terrace, Corte Rayito, Casa Avenida and a portion of Avenida Florencia) identified for asphalt overlay will be prepared and paved in the coming weeks as weather conditions allow. There have been a few localized issues with groundwater surfacing under sidewalks and pavement which can cause minor delays while mitigation efforts are considered. Director’s Notes June 14, 2023 Page 3 R-4 and R-7 Reservoir Tank Rehabilitation The first draft of the design for the improvements to two reservoirs in the distribution system has been returned to the consultant with minor comments. The design will proceed on schedule to be bid this fall. LAND DEVELOPMENT Deneris Residence City staff returned comments on the first submittal of the grading plan package for a proposed garage at an existing residence on Del Poniente Road.  LaFata Residence City staff received the second submittal of the grading plan package for the proposed retaining walls and backyard improvements at an existing residence on Orchard View Drive.  Rahimzadeh Residence City staff received the first submittal of the grading plan package for an accessory dwelling unit at an existing residence on Claire Drive. Birch Properties City staff returned comments on the second submittal for a lot merger of two properties on Carlson Court.  Sharp Hospice Home City staff received securities and the signed Standard Agreement associated with the improvement project for the proposed fire hydrant required for the Sharp Hospice Home proposed on Valle Verde Road. DeWildt Residence City staff received securities and has signed the grading mylars for the proposed single-family residence on Corte Lomas Verdes. The Farm City staff returned comments on the proposed construction change for the revised 54-inch storm drain and trail at the southeast corner of the development. Hamidy Residence City staff received the second submittal of the grading plan package for a proposed single-family residence on Iron Mountain Drive. Cochrum Residence City staff returned comments and redlines for the third submittal of the grading plan package for a proposed single-family residence on Umbria Way. Bomberger Residence City staff provided comments and redlines on the second submittal of the grading plan package for a proposed pool, retaining walls and landscape improvements at an existing residence on High Valley Road. Sage at Old Coach City staff approved the public improvement plans and the final map associated with the six-lot subdivision proposed near the intersection of Old Coach Road and Espola Road. Director’s Notes June 14, 2023 Page 4 Wiersum Residence City staff returned minor comments for the third submittal of the grading plan package for a proposed single-family residence on Misty Meadow Road. The property owner was provided a list of remaining fees and securities required prior to issuance of the grading permit. INSPECTION A-1 Self Storage Kirkham Road (G20-0006) - Last week, the contractor worked on fine grading the landscape areas and installing the irrigation. Work on the excavation, preparation and concrete placement of a brow ditch was completed. The installation of the brow ditch created a vertical slope that does not meet standards. The project inspector notified the superintendent and asked the project engineer to address the slope and come up with a solution and submit the information to the City for review. The project is nearing completion, and a punch list was generated and given to the contractor to aid in project completion. The Farm Stoneridge Country Club Lane (G21-0001, STI21- 001) -The sewer main construction crossing Espola Road and tying into an existing manhole on Martincoit Road is complete. A new manhole was installed on Espola Road east of Valle Verde Road. The manhole was stacked, vacuum tested and has been raised to grade and paved. Storm Drain: The contractor continues to install 18-inch High-Density-Polyethylene (HDPE) pipe and storm drain clean-out structures along Saint Andrews Drive. Street Light – A retaining wall may need to be placed behind one of the proposed street lights due to a slope on the south side of Espola Road at the western end. This is under review by the project engineer. Occupancy - Lennar has begun requesting occupancy for homes along Abbey Road. Director’s Notes June 14, 2023 Page 5 Paving - Last week, the contractor paved the westbound outside lane of Espola Road along the new curb and gutter fronting the Farm project. The work took place at night to reduce the impact on traffic. Alvarez ADU Putney Road (SW22-0364) - The modular home is on-site and was placed on stands. A contractor is building the masonry foundation around the perimeter. Kirovski Residence Tooth Rock Road (G22-0012) - The contractor continued placement of fill material for the extension of the pad. Import material will continue to be received this week. Fairfield Poway Road (G21-0007, STI21-002) - SDG&E underground work continues across Poway Road and onto the project site. Curb and gutter placement continues. Last week, the contractor placed approximately 180 linear feet of curb and gutter. Asphalt work around the existing Big-O-Tires has begun. The contractor will be removing and replacing a large area of the existing parking lot. Area that is not removed and replaced, will be overlayed to match the new finish. Construction of buildings 1, 4 and 5 is ongoing. Director’s Notes June 14, 2023 Page 6 McKee Orchard Holly Oak Way (G22-0006) The contractor completed grading of the new right-of-way connecting the existing portion of Holly Oak Way to the McKee Orchard project. Last week, the contractor began excavation for the proposed sewer line which ties into Holly Oak Way. The contractor hit an unmarked street light conduit during excavation for the proposed sewer. Repairs of the conduit and inside wire took place immediately. The sewer main and on-site sewer manhole bases were placed, and the contractor will stack and test manholes this week. Sidransky ADU and Accessory Building Blue Crystal Trail (G22-0011) - A meeting was held with the owner, grading contractor, design engineer and inspector. There was an issue with the design engineer using the new datum base and the surveyor using the old datum base. This discrepancy is causing an approximate two-foot vertical difference. The design engineer is to have the surveyor change the elevations to match the design plans according to the newest datum. Over- excavation of the ADU pad has begun. Half of the pad area was found to contain rock and the grading contractor is scheduled to bring in rock breaking machinery. Lyon Estates Larchmont Street (G21-0013) (STI21-003) - The contractor installed a portion of the four-inch perforated back drain on lot 4 and completed drilling rock on Private Street A. The contractor utilized expansive grout to break the rock. Grading continues on lots 8 and 3. Director’s Notes June 14, 2023 Page 7 The contractor placed reinforcing steel and concrete for the masonry retaining wall footing along the 12-foot trail easement south of lot 9. Excavation of the footing continues for the retaining wall along the 12-foot trail easement, south of lot 10. The contractor formed and placed reinforcing steel and concrete for drain inlets 1, 2 and 3. The contractor continued trenching for utilities and footings on Lots 1, 9 &10. Last week, work on the installation of the eight-inch water main near the intersection of Private Streets A and B continued. The contractor installed eight-inch gate valves and placed concrete thrust blocks at the same intersection. Trenching continued and the installation of gas and electric conduits began on Private Street B. Director’s Notes June 14, 2023 Page 8 SDG&E 16-inch Gas Line Installation Project Pomerado Road - SDG&E found corrosion issues within the new 16-inch gas main along Pomerado Road. Once again, their crews set up over their vaults to install scrubbers. One is located just south of Camino Del Norte and the other is just south of Poway Road. Both locations have sidewalk closures with fencing, K-rail and a 24-hour guard. SCHEDULED ROAD/LANE CLOSURES  Possible lane closure on Poway Road in between Carriage Road and Civic Center Drive for work related to the Fairfield project.  Possible lane closure for underground utilities and haul trucks entering and exiting Espola Road, Saint Andrews Drive and surrounding streets for work related to the Farm project.  Lane closure on Pomerado Road southbound between Oak Knoll Road and Metate Lane for the SDG&E Integrity Management/Pipeline Repair Project. Southbound traffic will be reduced to one lane and shifted around the construction site. Northbound traffic will maintain two lanes.  Lane closure on Poway Road on the westbound number 1 and number 2 lanes with Carriage Road closure northbound from Poway Road to Robison Blvd. Detours will take place on Poway Road in both the east and westbound directions.
